Improve clarity on UK-wide vs England only announcements from central government

By making statements that only apply in/to England, the Central UK government are causing confusion and upset in the devolved nations of the UK. Examples are NHS (which is UK wide) vs NHS England, announcements about Covid testing, and plans for vulnerable people registering with supermarkets

The Covid crisis has made an existing problem clearer. Central government have always made pronouncements on England-only issues without making it clear that devolved nations may have different plans. This is then compounded by national news agencies reporting without clarifying the limited impact.

The confusion is damaging to the related efforts of devolved governments, and upsetting for the public who try to take advantage of what is announced but can’t.
