Remove Vehicle Excise Duty and add the cost to Fuel Duty

Abolish Vehicle Excise Duty and add the cost to a litre of fuel, so the more economical the vehicle you drive - the less you pay. This should encourage people to drive more responsibly and also benefit the environment.
