Zero hour contracts should be declared illegal. If a person is interviewed for a job that implies there are hours available on a regular basis for that person to work.

Employers should offer a reasonable number of hours to work on a regular basis for the employee to have a sense of regularity and stability. If they are then asked to work more hours each week on a regular basis the contract should change to reflect those increased hours.
