In the light of the high court ruling of 26th February 2020 on the proposed expansion of Heathrow airport, the UK govt must now publish new carbon budgets, linked to its commitments under the Paris agreement and the 2008 climate change act.
The high court judgement stated that govt “must include an explanation of how the policy set out in the statement takes account of Government policy relating to the mitigation of, and adaptation to, climate change"
It made reference to relevant parts of the Paris agreement and other UK statutes
In my opinion, a carbon budget for infrastructure spending in the UK may now be required. Because all new projects are now open to challenge based on their inability to sit within carbon emission limits
