Make it compulsory for all local councils to have a cloth nappy scheme in place

There are currently only 36 local councils offering cloth nappy scheme is in the entire uk and this and general awareness needs to be more wipespread! You get packs with disposable nappies, deals and information when pregnant. Why is there no cloth nappy advice, deals or encouragement In there too?
