2 seater mobility scooters should be made legal when both riders are disabled

When both parties are disabled and one unable to operate alone for whatever reason the law is condemning disabled people without a car or bus service to be reliant on taxis or other people when the solution is available but illegal. Why when we have a solution must we be denied it.

The reason seems to be in the conversion from the old single seater disabled three wheel cars of yesteryear and is not addressing the reality of people living with disabled partners that are disabled themselves
