Rescue centres have to pass inspection before operating.

Make it legal requirement that all sanctuaries have to be inspected on a regular basis. Registering their area of expertise and locations of premesis they will be operating out of. Regular update inspections to ensure quality of care of the animals and that they're operating within the law.
