Require landlords to provide a reference and allow tenants to contest it

It’s possible for landlords to refuse to provide references, without giving a reason. This could be used as a form of revenge for raising health and safety concerns. It makes it difficult to rent new property, even where someone has paid rent on time and left property in good condition.
