I beg to move,
That this House has considered sanctions and tariffs on Belarus and Russia.
It is a pleasure to serve under your chairship, Ms Fovargue. Sanctions and the war in Ukraine have been given a great deal of attention, and rightly so. It is fitting that just downstairs in Westminster Hall, Volodymyr Zelensky, the President of Ukraine, was able to address parliamentarians from both sides of the House. Members of all parties have been united in their response to the illegal invasion of Ukraine, and I hope we can continue that cross-party consensus today.
I want to make it clear that I have not held this debate to undermine the Government’s policies on sanctions and tariffs against Russia and Belarus. I am on board with the policy. I agree that we must isolate both Belarus’s and Russia’s economies and target the key industries that support President Putin’s illegal war in Ukraine.

The United Kingdom can be proud of the role it is playing in ensuring that more than 2 million girls are now in school in Afghanistan. At the Tokyo conference in July, the Afghan Government reconfirmed their commitment to the rights of women and children. My right hon. Friend Baroness Warsi made the point again during her visit to Afghanistan in the past couple of weeks and got a further assurance from the Afghan Government.

There are already a number of women in the Afghan Parliament; some 31% of Afghan Members of Parliament are women, and there is a clear commitment in the declared aims of the Government, which they reaffirmed to the United Kingdom as part of our enhanced strategic partnership on the rights of women. The truth is of course that the cultural issues are extremely difficult, and we will continue to press them and to work with the elements in Afghanistan who wish to see continuous progress. I do not think any of us can disguise the fact that it is not easy, but there are elements in Afghanistan who clearly want to see progress.

While mainstreaming women’s rights and status is important, what specific projects have the Foreign and Commonwealth Office, or colleagues in the Department for International Development, funded?

We fund a variety of projects through our conflict pool to encourage the participation of women in the political process, through elections and education and through supporting particular women’s rights advocacy groups, and to assist in their work in the media. The Foreign and Commonwealth Office and DFID do that work collectively, and we do it multilaterally with other international agencies.

As my right hon. and learned Friend knows, we have powers in existing law to ban people from coming to this country on the grounds that their presence would not be conducive to the public good. He also knows that successive Governments have followed a practice of not commenting on individual cases. His concerns about the abuse of human rights in Russia are, however, well made. That is why my right hon. Friend the Prime Minister and all Ministers, when they meet Russian counterparts, always make a point of raising human rights matters.

My right hon. Friends the Prime Minister, the Deputy Prime Minister and the Foreign Secretary discussed human rights with President Santos during his visit to the United Kingdom in November. I chaired a discussion between the President and non-governmental organisations, which included the security of human rights defenders in Colombia, and the President reiterated his commitment to improving Colombia’s human rights situation.

There is real concern that people are still being imprisoned in Colombia for trade union activity. What assessment has the Minister made of that situation, and what representations have been made?

I share the hon. Lady’s observation that there are real concerns about human rights abuses in Colombia. We do not pretend otherwise, and we actually spend a lot of time and money on trying to improve the situation. The President has made that point, and he acknowledges our concerns. It is fair to recognise that improvements have been made in recent years, but many further improvements still need to be made and we are actively working to try to bring them about.

5. What recent discussions he has had with his EU counterparts on Iran.

We worked closely with our EU partners in responding to the International Atomic Energy Agency report about the Iranian nuclear programme, and I hope we will reach further conclusions on Iran at this week’s Foreign Affairs Council.

What work are the Government doing to protect the safety and security of Foreign and Commonwealth Office staff in Iran, following the decision this week of Iran’s Parliament to call for drastic cuts in diplomatic ties? Will the Government respond to that with similar action if that call is agreed to by the Guardian Council?

The hon. Lady is right to raise the issue. The Iranian Parliament voted on Sunday to downgrade relations with the United Kingdom. As she says, the further decision of the Guardian Council is awaited. I have made it clear that if they go ahead with that, we will respond robustly. We will do so in consultation with our European Union partners. There is no Iranian ambassador currently here in London. The embassy is headed by a chargé so we are not able to respond exactly in kind, but we will respond in other ways and we will do so robustly.
