Commons ChamberThe hon. Gentleman makes an important point. At the heart of levelling up is a recognition, as he rightly reminds the House, that while talent is spread equally across this country, opportunity is not. There is a series of measures in the Budget statement designed to specifically attack the problem of child poverty. The creation of new family hubs is specifically designed to address that, as is the additional investment in the supporting families programme, the successor to the troubled families programme.
I should add that the changes to the taper on universal credit will also ensure, allied to the changes in the national living wage, that someone who is on the minimum wage, who is therefore in work, and who is receiving universal credit will receive at least £250 extra a year as a direct result of the national living wage increase and an additional £1,000 a year as a result of the associated changes to the taper. I recognise that eradicating poverty is not the work of one Budget, but it is only fair that everyone across the House recognises that there are measures in this Budget statement—measures being taken by this Government—directly to address the problems that the hon. Gentleman raises, because they are a scar that needs to be healed.
Will the Secretary of State tell us whether the number of family hubs will match the number of Sure Starts that have been cut since 2010? Does he regret the loss of so many Sure Starts and recognise the serious damage that has been done to a generation?
The right hon. Lady is right to point out that the Sure Start programme was always intended to help those who were most in need, but it was also intended to provide a universal offer. Inevitably, during the difficult period that we had after the 2008 financial crash, we had to make sure that we targeted resources accordingly, but after a period of retrenchment, we are now entering a period of renewal and reform. The family hubs are targeted not just at those who have children in the first 1,000 days of their life, which reflects superbly on the work of my right hon. Friend the Member for South Northamptonshire (Dame Andrea Leadsom); they are there to ensure that we have a comprehensive nought-to-19 offer. They go further than Sure Start children’s centres originally did—that is no criticism of Sure Start children’s centres—providing services that they did not.
This Budget should have been first and foremost an opportunity to address the very serious cost-of-living crisis that is now affecting an increasing number of families across the country. Instead, the Government’s decisions have made things worse. There is now immediate pressure on all our constituents from rising energy bills, fuel bills and food prices.
Last month, I launched a cost-of-living survey in my constituency. Three quarters of my constituents told me that their wages have either flatlined or fallen in the past two years, and that their main concern is the spike in gas and electricity bills. Does my right hon. Friend agree that a much-needed solution in these difficult circumstances is to cut VAT on gas and electricity bills this winter from 5% to 0%? Surely that is a glaring gap in the Chancellor’s Budget.
My hon. Friend is right that there was action that the Government could take to address the cost-of-living crisis. Instead, the Resolution Foundation has said that we have the weakest pay growth since the 1930s, with little prospect of things improving.
The Government have failed to take action to ease the bottlenecks that are pushing up inflation. They have failed to boost the productive capacity of the economy, so that when demand rises, prices rise too. Even worse, they are still going ahead with the £20 cut to universal credit and are increasing national insurance contributions and tax on low-paid workers at a time when costs are going up.
I am glad that campaigning pressure has forced the Chancellor to change the taper rate and take some measures on universal credit, but the reality is that that is not enough to stop people facing huge pressures this winter. It is not enough to stop many families losing hundreds, if not thousands, of pounds. A constituent of mine who has got in touch is in his mid-60s. He has just lost his job and is struggling to find new work: because he is so close to retirement, he cannot find an employer to take him on. He has paid taxes for nearly 50 years and has worked all his life, but is now worried that he will not make his remaining mortgage payments. He is seeing his income hugely cut this winter at a time when he is worried whether he will be able to pay his fuel bills. It is deeply unfair.
Underpinning the cost-of-living crisis is the fact that the Government could have taken other decisions. They could have cut VAT on fuel, as my hon. Friend the Member for Coventry North West (Taiwo Owatemi) says; they could have raised national insurance thresholds to ease the pressure on lower-income workers; they could have gone further in increasing the minimum wage—but they chose not to.
It is not just about the choices that the Government have made. Underpinning those choices is the real story of the Budget, which is that the Conservatives have become the party of low growth. We have had a decade of weak growth in national income, in productivity and in real wages, which is why the Government are now putting up taxes.
It will get worse, too. The OBR forecasts growth—once we come through the bounce-back from the pandemic—of 1.3%, 1.6% and 1.7%. For all the warm words in the Budget, and for all that Conservative Members seize on particular phrases of the Chancellor’s, that is the underlying reality that they should be most worried about: weak economic growth for the future. That is what will hit our future public services and hit future living standards. We do not have the investment in regional economies, in jobs of the future or, particularly, in tackling climate change and the environmental challenges that have been highlighted so heavily this week at COP26.
Perhaps the greatest travesty of all is the lack of funding for our children’s education. Sir Kevan Collins has warned that we will pay the costs of lost learning in lack of productivity growth and lack of economic opportunity for many years to come. Not restoring the funding for our schools to the levels that we had under the last Labour Government for several more years will mean 14 years of lost investment in our schools. That is an entire childhood—a kid’s entire childhood in schools lost. The cost in lower productivity will be felt for very many years to come.
If we want an age of optimism, we have to be able to be optimistic for our kids’ future, optimistic for our towns’ future, and optimistic that our children will have a fairer, better and more sustainable future than we have. That optimism is missing; that optimism was not in the Budget; and until we can invest in our kids’ future, we will not see that optimism come back.

The Community Security Trust has an absolutely essential role in supporting Jewish institutions such as schools, nurseries and places of worship—frankly, places that should not need to have security. As the father of Jewish children, it shocks me every time I take my children to synagogue or to their nursery to see individuals in stab-proof vests guarding the entrance to those places. That should not have to happen in this country, but it does happen today, and we will continue to support the Community Security Trust, giving it all the funding it needs to protect Jewish communities.
The whole House will stand in solidarity with Jewish people across the country in the face of vile antisemitism, misogynistic hate speech, violence and incitement. No one should be in any doubt that attempting to blame Jewish communities for the actions of the Israeli Government is appalling antisemitism and is wrong. The Secretary of State will know that the kinds of incident we saw over the weekend are also being fuelled by online antisemitism and extremism, and he will have seen the recent CST report on Google and antisemitic imagery. What more is he doing to tackle this awful online antisemitism?
The right hon. Lady raises an extremely important point. The Home Secretary and the Culture Secretary are working closely on this issue. They are in contact with the providers to ensure that antisemitic and other hate speech is taken down quickly and that action is taken against the perpetrators. Of course, this is an issue that we will return to and debate when considering the online harms Bill, which I hope will play a role. My Department is also funding organisations that are taking action to put a counter-narrative on social media, to educate people about the harm that is caused by antisemitism and to ensure that people of all backgrounds—particularly young people—understand that some of the memes and graphics that are being circulated as we speak are deeply antisemitic and deeply offensive to communities and are fuelling the kind of hatred that boiled on to the streets over the weekend.

Commons ChamberCastleford has put in a bid to the towns fund, and I have been working with Wakefield Council, community organisations and local businesses to draw up plans for badly needed investment here in our town; to restore some of the cuts in investment and jobs we have had over the past 10 years; to regenerate our town centre and reconnect with our riverside; and to build on our community strengths and community pride.
We want not only to restore our riverside—the River Aire runs straight past the mill here and we want people to be able to enjoy it again—but to boost Henry Moore Square in the town centre; support local jobs; restore Kingdom Hall, one of the oldest buildings in the town centre; and invest in Queen’s Mill, where the old Allinson’s flour mill has been taken over by the Castleford Heritage Trust, a local community organisation that has made it the community hub, not only supporting residents during the covid crisis but growing small businesses as well as new jobs and opportunities.
We want to boost local skills, working with the Castleford Tigers Foundation to set up a new adult skills centre, because in our town the number of adults in training and education has halved over recent years as adult skills budgets have been cut. That is shocking when we need those skills to boost the jobs of the future. Too often, our industrial jobs and proud heritage have been hit and we have not had the investment for the new jobs of the future.
I urge Ministers to support not only Castleford’s bid but all our towns, because the problem with the Government’s approach is that the towns fund simply does not go far enough. I have been calling for investment in our towns for many years, as part of the Labour towns campaign, because over the past 10 years the rate of jobs growth in our towns has been half the rate in our cites, the rate of business growth in our towns has been half the rate in our cities, and austerity has hit our towns much harder than our cities. We have lost more public services and seen more services shrink back under 10 years of Conservative Government austerity.
In Yorkshire and the Humber, 16 towns were chosen for the towns fund. The first eight were those that ranked most strongly against independent criteria on skills need, investment need and deprivation. Rightly, Castleford was chosen in that top eight, but Knottingley was ninth on the list and was left out. Instead, the Government chose to invest in towns that did not have the same level of skills need or deprivation and that had not seen the same scale of cuts—Knottingley has been one of the hardest hit by austerity over the past 10 years, losing its library, sports centre and investment in our town. We need a chance for Knottingley to gets its share of investment, and for Normanton and Pontefract to get their share too. We need a comprehensive approach, not just a towns fund.

Commons ChamberI am sure the hon. Gentleman will not complain if I just take the opportunity to wish him a happy birthday. What a great question to ask on his birthday. If he listened to the answers I gave, I was absolutely clear that this will be a fundamental and wide-ranging review of business rates. All arguments, including those set out in the report by the Select Committee he chaired in the previous Parliament, will be taken into account. Perhaps, if he gets a spare moment this evening in between blowing out candles, he can read the relevant passage of the Conservative manifesto, which is pretty clear on this point.
I spoke to the previous Secretary of State to ask for Knottingley in my constituency to be included in the towns fund, because the high street is under great pressure and has been heavily hit by public service cuts and Government spending cuts in the last few years. We have lost not only the last bank and local shops, but the sports centre, the library, the Sure Start centre, much policing and local youth services. Knottingley has not been included and, frankly, that means that it is not getting a fair deal. Will the Minister ask the Secretary of State to meet me and see what can be done to make sure that Government investment can go back into Knottingley town centre and that we can get a fair deal for the town?

Commons ChamberWe are still waiting for important details of the stronger towns fund. Whether it be in Scotland, England or Wales—all over the country—our towns have seen lower job growth than in our cities and have often been harder hit by austerity. We have lost sports centres, libraries, community centres and children’s centres, as services have been shrunk back by austerity into the cities. We urgently need the details of the fund, because we need investment in jobs and public services in our towns.
I am not sure I agree with the right hon. Lady that austerity is the reason for services being shrunk back into the cities. Successive Governments have failed to concentrate on creating growth in our towns across the United Kingdom, which is why we are working on the prospectus for the stronger towns fund. I hope to see exciting bids come forward, not least from her constituency, to see how we, as a Government, can back our northern towns and our towns elsewhere in England.

Commons ChamberAs my hon. Friend will know, today’s announcement relates to England, as these issues are devolved. The Domestic Abuse Bill, which has been published in draft format, contemplates and sets out a new domestic abuse commissioner to stand up for victims. I am sure that the point that he makes on the way in which that provision can be applied UK-wide will be part of the Bill’s consideration.
I strongly welcome the Secretary of State’s announcement. A statutory duty on local authorities was a specific recommendation of the Home Affairs Committee’s report last year on domestic abuse. As part of the report, we raised the need for local areas to work together, given that people sometimes need to move to a different area because of the risks they face or to ensure they are safe. Will the Secretary of State make sure that his review recognises the need for areas to work together? Will he also consider our specific recommendation of a ring-fenced fund to ensure that the capacity gap is met and that nobody ends up unable to find a safe place?
I thank the right hon. Lady and the work of her Select Committee in ensuring a good evidence base, and in taking that evidence and presenting it in the way the Committee did. We have responded to that today. The statutory duty will do much to ensure a focus on commissioning, resources and delivering against the need in individual communities.
The right hon. Lady makes a valid and fair point about co-operation within and between areas. There have previously been problems, so we have given firmer and clearer guidance on people’s ability to access services in an area even if they do not live in that area; somehow that was previously a barrier, which it should not have been. It is important that we remain vigilant and conscious of such problems as we approach the consultation and what we learn from it.

Commons ChamberThere are two elements, as my hon. Friend will appreciate. The first element is the notional allocations that I have set out, and we will work to provide further detail in relation to the LEP allocations and the next steps on that. Then there is the prospectus that sits alongside the £600 million, which will allow people to bid. I anticipate that there will be different phases, because different towns and communities will need to build their plans and get their ideas together, but I will set out further details in due course.
Towns such as ours in Yorkshire are sick of losing vital services such as libraries, buses, community centres, jobcentres, courts and maternity units, and we need that investment. Our job growth has been half the level of job growth in cities since 2010, but the problem is that the Government are still cutting investment in councils that serve our towns. Analysis by the House of Commons Library this afternoon shows that the cuts in funding for councils covering Yorkshire towns over the next two years alone far outweigh any investment that our towns are likely to get from the funds that the Secretary of State has announced. Does he not accept that, unless councils have the investment and unless we get a fair deal on transport, rather than the rubbish one we get at the moment, we will still not get a fair deal for our towns?
For a number of reasons that the right hon. Lady has set out, I would expect her to welcome the allocation for Yorkshire and the Humber of £197 million, set out in today’s announcement, to allow towns to bid for that and to see some of those transformations, whether in transport or other aspects. I would gently underline to her that core funding growth for councils in the forthcoming year has increased, recognising a number of pressures that exist. I have spoken about other funds and, together with those, I see this as transformative. I hope that she and others can work with us to ensure that it has an impact in her community as much as anywhere else.

Commons ChamberThis is a deeply uncertain time for our politics and economics, and as my right hon. Friend the Leader of the Opposition said, the challenge for this Budget should be to rebuild Britain and, as the Prime Minister promised, to end austerity. We also need to heal some of the deep divides that face our country, which all of us should care about. Against those challenges this Budget fails, and I will highlight three areas in which that is the case. First, the Government—particularly the Treasury—should be more worried about what will happen to growth in our economy over the next few years. Economic growth of around 1.5% a year over the next few years is far from the 2.5% average long-term growth that we have had for 60 years, and that will have long-term consequences for the wealth that we need for public services, and for our families’ incomes. That growth is also unbalanced. The latest figures show growth of 3% in London, while the north-east economy shrank by 1%. Towns are growing at only two thirds the rate of cities, and many town economies are shrinking. This is not just about needing to invest in our high streets, it is about the jobs and investment we need in towns and communities across the country, in the north as well as in the south, at a time when the focus of major transport capital investment is stuck on Crossrail and High Speed 2 rather than being on the networks that we need around our country.
Secondly, the Budget does not end austerity, and I particularly wish to highlight cuts to policing. The Home Affairs Committee called for urgent increases in investment in policing, but instead, by failing to fund pensions increases and contributions, the Government are cutting funding for policing by about £420 million. That is at a time when recorded crime is up by a third and arrests are down by a quarter. That means that more criminals are getting off, and the consequences of failing to support our police are frankly becoming dangerous, with serious impacts on public safety, community cohesion, criminal justice and confidence in policing, which, once lost, is hard to regain.
The third area I want to highlight is the failure to tackle child poverty and growing divisions across our country, because the Budget gives half the money to the richest 10% of households in the country at a time when the poorest 10% face having their incomes cut. Ten years ago I put child poverty legislation before Parliament, and it enjoyed cross-party support as it aimed not just to halve child poverty but to end it. The Government have ripped up that cross-party consensus.
Tomorrow I will go to a café in Airedale library where councillors and community leaders are putting on free lunches for children. It is half-term, and they realised that some of the kids going to the library were ravenous when they were getting some of the café leftovers. Without free school meals, their parents were unable to put a hot meal on the table, and those children were going hungry. This is 2018, and it should shame us that that is happening in our country.
The Government are going ahead with more than £1 billion in real cuts to tax credits and benefits for the poorest families this coming year, at the same time as choosing to spend a similar amount of money on tax cuts for higher rate taxpayers, including those earning more than £100,000 a year. A lone parent with a four-year-old who works part time could be nearly £3,000 worse off after those changes, whereas high earners will end up more than £1,000 better off. As my hon. Friend the Member for Denton and Reddish (Andrew Gwynne) said, we should support extra help for basic rate taxpayers, whether through the tax system or child benefit, but at a time like this, cutting taxes for higher rate taxpayers is the wrong approach. It means that millions of the lowest-paid workers will not benefit at all because they do not pay enough tax, while millions of the highest-paid workers will benefit the most. Hundreds of pounds are being taken from the parents at Airedale library, while hundreds of pounds are being given to people on £100,000 a year, who have benefited the most. It is simply wrong. The Prime Minister promised to those are “just about managing”:
“When it comes to taxes, we’ll prioritise not the wealthy, but you.”
She has done the opposite. It is wrong. This Budget should be about making us all stronger and the whole country better off. Instead it does the opposite.
As the hon. Lady is well aware, that is not a point of order for the Chair, but it is now on the record for all to know.
On a point of order, Mr Deputy Speaker. On Tuesday, the Home Office told the Home Affairs Committee that there would be additional checks by employers on EU citizens in the event a no-deal Brexit. However, the Home Secretary appears to have told the media yesterday that there would not be any such checks and that there would be a transition. Today it appears that No. 10 has told the media both that there will be no checks, and also that free movement is starting straight away, and that planning is continuing so nothing is certain. Have you heard anything from the Home Office about whether a Minister will come to the House to clarify this chaotic mess? With five months to go, will you use your offices to ensure that somebody either from the Home Office or from No. 10 tells us what on earth is going on?
There are a couple of things to say. First, that matter is now on the record, ensuring that everyone is aware of it. Secondly, the power lies with the Chair of the Home Affairs Committee to invite Ministers, the Home Secretary or whoever back before the Committee to make a clarification. People will have noted what is being said, and I am sure that we will get an explanation before long.

I thank my right hon. Friend for his comments. The taskforce was set up on 17 April and it has already looked at a number of cases. It has received some 6,000 calls, of which we estimate some 2,500 fall into the category of the Windrush generation. They are all being dealt with by an experienced case officer in a sympathetic way. More than 500 appointments have been scheduled and more than 100 cases have already been successfully resolved.
I welcome the right hon. Gentleman to his new post and the statement he has made about supporting Windrush families, whom we all agree have been shamefully treated, as my right hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott) said. Given the number of Home Office decisions that were got wrong in these Windrush cases, is he concerned about a wider culture of disbelief, about whether a net migration target is distorting decisions and about the lack of checks and balances in the system to prevent injustice? As well as responding to the questions the Select Committee sent on Friday, will he look again at reinstating independent appeals and legal aid to prevent injustice in future, because this is not just about a fair immigration system; it is also about the kind of fair country we all want ours to be?
I thank the right hon. Lady for her remarks. I look forward to working with her, particularly on the work she does as the Chair of the Select Committee, and to the scrutiny that she will no doubt continue to provide. She asked a number of questions and I will take a lot of that away and think about it a bit more, if she will allow me. On targets, there were some internal migration targets and I have asked to see what they were before I take a further view on them.
