To ask the Secretary of State for Defence, with reference to the Written Statement of 1 February 2024 on Afghan Relocations and Assistance Policy Scheme Update, HCWS233, whether he plans to investigate the reasons for the inconsistent application of ARAP criteria for members of (a) CF333 and (b) ATF444.

I am deeply concerned that many members of CF333 and ATF444 (the Triples) - our friends and allies - who should be eligible for ARAP remain in grave circumstances. As such, my clear focus is getting the Triples Review back on track and bringing all those individuals receiving overturned decisions to safety in the UK.
I have been working closely with officials since my Ministerial appointment to put in place the necessary conditions to get this right and ensure that the ARAP criteria are applied consistently across all applications in scope.
I fully intend to update the House on the review as soon as possible.

To ask the Secretary of State for Defence, whether his Department has taken recent steps to develop faux fur King's Guards ceremonial caps.

Our Guardsmen take immense pride in wearing the bearskin cap which is an iconic image of Britain, and the quality and sustainability of the caps is incredibly important. To date, and to the Department’s knowledge, no faux fur sample has been produced and tested which meets the standards set by the Department to provide an effective replacement for the bearskin ceremonial caps.

To ask the Secretary of State for Defence, how much Official Development Assistance his Department was allocated in the financial years (a) 2019-20 and (b) 2020-21; and what estimate his Department has made of the amount of Official Development Assistance his Department will be allocated for the financial year 2021-22.

The Ministry of Defence was allocated £5.5 million in Official Development Assistance (ODA) funding for financial years 2019-20 and 2020-21. Given the Department receives a ring-fenced budget for ODA expenditure, it is expected the allocation for 2021-22 will be similar to the previous two financial years.

Only a very small proportion of Ministry of Defence expenditure counts as Official Development Assistance. The majority of this is spent on certain categories of Defence education. We have recently implemented measures to improve the representation of women on these educational programmes, in support of the UK National Action Plan on Women, Peace and Security.

I refer the hon. Member to the answer I gave on 11 January 2016 to Question 21564, which stated that we do not provide combat training to the Burmese Army. We do however provide educational training, as well as English Language Training. We have no information to indicate that participants on these educational courses were Burmese Army soldiers from Burma Army military operations command 2 (MOC-2) light infantry battalion (LIB) 9 or Burma Army Battalion 330.

To ask the Secretary of State for Defence, what steps he is taking to ensure that the Caroline principles are applied to any further targeted killing carried out in self-defence of the UK.

In taking any action in self-defence of the UK, we will take account of well-established principles of self-defence. As the Attorney General pointed out to the Justice Select Committee on 15 September 2015, the Caroline case goes back to the 19th century and was concerned with very different circumstances to those facing us now. However as the Attorney General also made clear, the principles still apply and action in self-defence may be lawful in relation to an attack which has not yet materialised but is imminent. In addition any such action must, like all other action in self-defence, comply with the requirements of necessity and proportionality.

A number of options are being developed to meet the training demand for UK Reaper aircrew in the coming years. It is anticipated that initial training for some UK student aircrew will be conducted under contract by General Atomics at their North Dakota facility.
