Commons ChamberThe hon. Lady has made a statement there, and I am not sure about the nature of the jobs that she mentions. We are clear about the importance of our agricultural industry and of our negotiating on the European Chemicals Agency, if that is one of the issues that she was talking about. This is a deal that is good for the UK because it is a deal that protects jobs.
Although I commend my right hon. Friend for her extraordinary energies, given that the whole basis of this declaration is trust, does she trust the European Union and how, ultimately, will it be held to its side of the bargain?
We have negotiated in good faith. As for holding people to their side of the bargain, my hon. Friend will see that action can be taken through legal measures if we were to believe that the European Union was no longer acting in good faith.

Commons ChamberYes, I am very happy to say to the hon. Gentleman that what I and the Government are doing is delivering on the vote of the people of the United Kingdom to leave the European Union. In terms of going forward on the trade deals, when we leave the European Union, we will of course leave the common agricultural policy and the common fisheries policy, and we will have to determine arrangements in relation to those for the United Kingdom in the future.
My right hon. Friend has been very busy in recent days, but may I thank her very much indeed for the birthday card that arrived on my desk this morning? Sadly, Mr Juncker’s is yet to arrive.
The Prime Minister will know that many people in this country want us to get on with leaving the European Union, so what guarantee can she give that I will not have to suffer another significant birthday before that is achieved?
I am sure that the whole House will want to wish my hon. Friend a very happy birthday today. I hope that he and others will take reassurance from the fact that we have achieved sufficient progress and we can move on to the second phase. That shows that through determined work we can achieve what we want to achieve, which is a good withdrawal agreement, a good future relationship with the European Union, and leaving on 29 March 2019.

Commons ChamberThe rules that we will set for people coming into the United Kingdom from the European Union, once we have left it—that is, those who are not already here—will be set out in the new immigration Bill that we will bring to the House following the repeal Bill. I fully recognise the importance of the agri-food sector in Northern Ireland, and that was made clear to me during several visits I have made there in recent months. We want to ensure that, once we have left the European Union, we see greater opportunities for the agri-food sector not only in Northern Ireland but across the whole United Kingdom, which will bring jobs, and greater growth and prosperity.
Does my right hon. Friend agree that the typically warm and constructive response from Mr Juncker to these welcome proposals reinforces the need for her to work ever closer with the European Heads of Government to compensate for the vested interests of the EU institutions?

Commons ChamberAs my hon. Friend is saying, we are aiming to end the postcode lottery of schools funding, and as I said, schools funding is now at a record high. On the minimum funding level, as I have said before, the Department for Education has heard representations on the issue on this national funding formula and will, of course, be considering those. This was a consultation, and there have been a lot of responses to it, but it is an historic and complex reform. There has been general agreement for many years that reform is needed. We want to get this right, which is why we are carefully considering the representations.

Commons ChamberI am happy to give that commitment to my hon. Friend. The Government are very clear that the green belt must be protected. We are very clear that boundaries should be altered only when local authorities have fully examined all other reasonable options. If they do go down that route, they should compensate by improving the quality or accessibility of the remaining green-belt land so that it can be enjoyed. I know about the particular issue that my hon. Friend raises, and I believe that the Greater Manchester spatial framework led to quite a number of responses. There was a lot of interest in that consultation, which closed last month, and I am sure that all those views will be taken into account.

Commons ChamberWhat I am happy to say to the hon. and learned Gentleman is that anyone who comes to the UK border will be stringently checked. We are doing that on a much more intelligence-led basis in looking at individuals who might be of concern. Yes, he is right: we have interactions with other member states in the European Union through the use of things such as Schengen Information System II to ensure that we are able to identify people of concern who are coming across the border. Border Force’s other operations are not about people but about restricted and illegal goods being brought into the UK. The intelligence-led approach can be particularly helpful in identifying areas of concern and whether action is being taken appropriately.

Elected police and crime commissioners are providing accountable visible leadership and making a real difference to policing locally. Overall, PCCs have presided over a reduction in crime of more than a quarter since their introduction, according to the independent Crime Survey for England and Wales.
I thank my right hon. Friend for her reply. What assessment has her Department made of the possibility of conflicts of interest arising if police and crime commissioners hold high office in local government, including that of mayor, and what steps have been taken to safeguard against that?
A good scrutiny process is available through police and crime panels to look at potential conflicts of interest. That process is enshrined in law and is undertaken. It is important that when any area looks at the potential for amalgamating roles, such as the amalgamation in the Greater Manchester area of the role of police and crime commissioner with, it is predicted, that of mayor, it is important that there is full discussion and consideration of all aspects to ensure that, whatever role the individual or individuals play, they can continue to do so properly without conflict of interest, and ensure that the best service is delivered.
