Ministerial CorrectionsI welcome my right hon. Friend’s statement. It is patently obvious that a Unionist and a nationalist cannot agree on a constitutional settlement, but it is none the less perfectly possible to have constructive conversations and good working relationships through proper channels. With that in mind, will he undertake to speak to his Cabinet colleagues to ensure that Lord Dunlop’s review is published?

Commons ChamberWe published our Command Paper in May, as the hon. Lady knows, and we said in that that there will be unfettered access for goods from Northern Ireland to GB. Certainly, the discussions that I have had suggest that businesses understand that the proposals in the White Paper give them further certainty.

My hon. Friend raises an important point. The review conducted by Lord Dunlop is, I understand, set to come to the Prime Minister in the autumn. I am sure that we will review it and look forward to it with some interest.[Official Report, 20 July 2020, Vol. 678, c. 11MC.]

Commons ChamberThe hon. Lady again makes a series of important points. In terms of the numbers of masks that have been distributed overall, from 25 February to 3 May we distributed 152 million masks, and just on 3 May we distributed 2.7 million masks. Of course, it is the case that for those masks that are appropriate in surgical settings we do need to have a particular material—melt-blown plastic—in order to provide the necessary protection for those wearing the masks. We have been in touch with the specific suppliers of that type of material here in the United Kingdom. It is also the case that suppliers of those materials tend to predominate in countries that have petrochemical industries, and we have been in touch with those, including in the Gulf in order to provide it. They are a very different sort of material from the type of face covering that would be appropriate on public transport or elsewhere, and that is a very different exercise, and the numbers that we can produce of those would be significantly greater because we do not have a reliance, as I have said, on that meltdown plastic, which can generally only be provided by other countries.
One of the key issues on this rather vexed subject is that of transparency. Would my right hon. Friend consider releasing the figures that he and other members of Government are made aware of each morning on the Cabinet Office dashboard to show stocks and quantities of PPE set against demand?
My hon. Friend makes an important point. It is the responsibility of all of us to do everything we can to ensure that we have visibility on the need for PPE. That is why NHS trusts and others report on their stocks and the additional requirements that they have. It is also why we have ensured that, across our resilience forums that are responsible for the distribution of PPE to more than 58,000 settings, we have seen something like 57 million pieces of PPE distributed, but, again, he makes an important point about improving the visibility that we all have, and I will talk to my right hon. Friend the Secretary State for Health and Social Care about just that.

Gentleman is absolutely right: the EU sets minimum workers’ rights that all EU members abide by, and the UK then, like many other member states, improves on that—in the UK’s case, very significantly. Under our withdrawal agreement Bill and in a no-deal situation, all existing workers’ rights will be protected, but the UK does not intend necessarily to dynamically align with all future EU legislation. When I say that, I mean that this House will have the opportunity to look at all measures that come forward, but in many areas the UK will want to do things better than the EU. Dynamic alignment means copy and paste, and we do not want to have to do that. I just gave an example to the right hon. Member for Cynon Valley (Ann Clwyd) of an area in which the UK is introducing the right to a day one statement much faster than the EU. That is an example of our wanting to go further and faster in improving workers’ rights.
The purpose of leaving the European Union is not to have a bonfire of workers’ rights, but to make decisions in this House. Does my right hon. Friend agree that outside the EU, this House of Commons can pass such legislation to improve workers’ rights? We should have the confidence to do so and not leave it to others.
My hon. Friend is exactly right. It is for this House, the UK’s trade unions and the UK’s parliamentarians of all parties to preserve and enhance workforce rights in the UK for everybody within it in a way that is tailored to the extraordinary opportunities that await us as we leave the EU.

Commons ChamberThe hon. Lady is right to point to the advantages of hydrogen, but, as she will understand, the issue with electrolysis is that it is currently very expensive, so the green hydrogen to which she has referred is something that we are continuing to develop.
A number of hydro projects are currently in receipt of support through the feed-in tariff and renewables obligation schemes. As my hon. Friend will know, from 2020 small-scale hydroelectric projects will also be eligible for the smart export guarantee, which allows people to resell excess capacity to the grid.
My right hon. Friend will be aware of the failure of Solarplicity during the summer. Many renewable energy companies, including Stockport Hydro in my constituency, are significantly out of pocket. Will my right hon. Friend meet me to discuss the problem, and will he urge Ofgem to step in and cover the debts that are owed to Solarplicity?
I should be delighted to meet my hon. Friend to discuss the issue. Obviously, I cannot commit Ofgem to bailing out companies or paying debts—that is not its function, as my hon. Friend should know—but I should be happy to meet him at any time that is convenient.

Commons ChamberI would point out that decline is due to Liberal Democrat policies that we forced through in government.
Here we are, and our aim must be that these students need not strike again. I must insert an element of party politics, however, because it is important to remember the now all but forgotten promise of the greenest Government ever. As my right hon. Friend rightly says, this Government have cut so much. The Conservatives alone have not been forcing this through in the way they should. What happened to the carbon targets? What happened to renewable energy? We have not had the progress we need. The Government have effectively banned onshore wind, which is the cheapest form of renewable energy, all while pursuing an ideological obsession with fracking and overriding the views of local communities who have rejected it. These policies make it crystal clear that the Government are not serious enough about cutting emissions. We must demand better for our environment and our planet.
I am going to continue for a bit longer.
The Liberal Democrats want to see a carbon neutral Britain by 2050. To do that, we would bring forward a zero carbon Act, including measures to fast-track the switch from fossil fuels to clean energy and green tech. We would introduce a green transport Act, bringing forward the planned ban on new diesel and petrol cars by 2025 and 2030 respectively, and helping to fast-track the uptake of electric vehicle charging infrastructure. Then there is the zero carbon homes standard, which was recklessly scrapped by the Conservatives. I welcome the Plastic Pollution Bill, tabled by my right hon. Friend the Member for Orkney and Shetland (Mr Carmichael), which would set targets for the reduction of plastic pollution.
All in all, we need a new type of economy—one that is sustainable and which embeds the issues of the day at its heart. We must consider implementing radical financial changes, such as moving to a circular economy, as advocated by the Ellen MacArthur Foundation, using a carbon tax and dividend to use market forces to reduce emissions quickly. We should implement rewards for companies that demonstrate green investment and for pension funds that take pains to divest. We should reward companies that take this issue to their hearts, but I do not yet see the radical change that is needed.
The hon. Lady need not fear my intervention; she may find it helpful to her argument. As a member of the Backbench Business Committee, I found it a pleasure to hear her application and happily grant this debate. I entirely agree with her about fracking: I will oppose any liberalisation of planning law on fracking. The Government are misguided in their policy and should listen to their own Back Benchers, who have been making that point time after time.
I thank the hon. Gentleman for his intervention; I was simply trying to make progress and was not afraid of it.
It is also clear that Brexit poses a risk to our environmental standards, as outlined in the amendment tabled by the hon. Member for Brighton, Pavilion (Caroline Lucas) to yesterday’s Brexit motion. Can the Minister confirm today whether the UK will continue to participate in the EU emissions trading system after Brexit? Those are the questions coming thick and fast into my inbox. Many are extremely worried about what will happen to environmental standards should we go through with a Tory Brexit as proposed.
I know there is great appetite across the House for change, but the message that came to us from the young people who went on strike the other day is that we now need to treat this as an emergency. We cannot wait another two years for the issue to be debated in this place. My solemn promise to those young people is this: the Liberal Democrats have heard you, and we promise to act. I thank all Members from all political parties and I hope that they will make the same pledge to those young people on behalf of their own parties. Only by finding a way forward together that is ambitious and listens to the fears and needs of young people will we find a way to safeguard our precious planet. After all, there is no planet B.

Commons ChamberI have regular and fruitful conversations with the Transport Secretary. My hon. Friend will know that, in Greater Manchester, as part of the industrial strategy, there was an investment of a quarter of a billion pounds in improving connections in and around the city. That is on top of the investment in connections across the north of England.

Commons ChamberI hope that there is no state monopoly on Marxist metaphors. If I may paraphrase Trotsky, the ends we agree on; it is the means of getting there. In welcoming the draft Bill and urging consideration of a relative cap, will my right hon. Friend reaffirm that competition within the energy market remains crucial for consumer choice and keeping bills down?
I will indeed, and that is why the proposal, in line with the recommendation of the minority report of the Competition and Markets Authority, is a temporary price cap during the period in which competition is extended. We agree very strongly that the best way for markets to serve consumers, bring down costs and promote innovation is to have vigorous competition, and that is at the heart of the obligation and the duty on the regulator.

Commons ChamberI thank the hon. Gentleman for an exhaustive and intelligent list of questions. I am happy to grab a cup of coffee with him and run through the document, because the strategy represents a genuinely UK-wide set of commitments. The Scottish and Welsh Governments have produced excellent plans using their devolved powers, which we welcome and in many cases support. As we implement the policies and design new ones, we are keen to work in a cross-Government and cross-party spirit of co-operation, because that is how we will get the best outcomes. I am happy to discuss all the opportunities with the hon. Gentleman and to listen to what he and his colleagues have to say. For example, I think we both welcome the remote islands announcement, which shows that we are absolutely committed to working within the current structure of various auctions and schemes to ensure that we maximise the contribution of low-carbon and low-cost energy from wherever we can source it.
I welcome this important strategy, but will my hon. Friend ensure that the resulting vital investment is directed at the most efficient and reliable sources of renewable energy, such as tidal power?
My hon. Friend will know that we try to be technologically neutral in the auction structure to ensure that sources of energy are the lowest cost and the most effective in terms of decarbonisation, creating a strategic base upon which we can innovate and invest. The excellent policy work has been striking, and I pay tribute to some of my predecessors in the Department. For example, our work on offshore wind, which involved setting a framework, investing up front and then driving down costs, has been amazing. Those are the sorts of processes that we would like all renewables to go through. My hon. Friend mentioned water power, and we have the second-highest tidal range in the world after the bay of Fundy—I know that only because I was a geography student—and exceptional amounts of power are being generated from our coastline.
