It is simply unspeakable that the Russian children’s rights commissioner has been orchestrating this appalling policy of the forced transfer and adoption of Ukrainian children into Russia. We are clear that we are doing all we can to stop that taking place, and we are doing all we can to support Ukraine. When this war is over—when Ukraine has won this war—we will of course continue to support the country and its families in helping the country to recover and in reuniting those families.

Response Rescue International, a charity that trains dogs to recover human remains following natural or manmade disasters, wants to provide services to the people of Ukraine. Since the UK left the EU, the charity is required to pay £75 per dog for them to be seen by a vet every time the dogs are called to another country to find human remains. The service could be seen as an emergency service, and given that they are going to travel to Ukraine, will the Secretary of State work with other Departments to see whether those charges could be waived?

We have already made sure that we are providing funding to the HALO Trust for de-mining in Ukraine, and we have allocated a budget of £220 million of humanitarian aid. We will look at the best possible use of the money, and I strongly encourage the charity the hon. Member mentions to apply directly to the Foreign Office, and we will look at that proposal.

My hon. Friend makes a good point. We share those goals, and I know that everyone in this House is committed to the Belfast/Good Friday agreement. I have heard many across the House express an understanding of the problems that the Northern Ireland protocol is causing, and I think that where there is disagreement it is on how we pursue those goals. As I have said, I am open to a negotiated settlement, but it does require changes to the protocol. We cannot allow any further delay that would have a worsening effect on the position in Northern Ireland and further undermine the Belfast/Good Friday agreement.

Brexit is already making people poorer, and the Government are now risking plunging the UK into a trade war with our closest neighbour and biggest trading partner. For farmers in Somerset and Devon, this will be a disaster. The Foreign Secretary has already sold farmers down the river when she was International Trade Secretary. Is she prepared to do the same again to farmers across the south-west who are already teetering on the brink?

The clinics are new. As for whether they are the pilot clinics previously announced, those in the Department of Health and Social Care are the experts on that, but they are new clinics and they will reduce the waiting list. Clearly, they will not reduce the waiting list to the extent that we need that to happen, and that is why we are working with that Department on what more can be done, but I agree with my right hon. Friend that we do not want people to have to wait for this important treatment.

On 13 July, Baroness Barker’s office submitted a freedom of information request asking for details of who the Secretary of State met with regards to the Gender Recognition Act 2004. To date, there has been no answer. Will she now confirm whether she personally met trans-led organisations and trans people before making this important decision, which ignores the views and recommendations of a clear majority of those who responded to the consultation?

I can assure the hon. Lady that I and the GEO have met with a wide variety of organisations. We have met 140 representative organisations, including LGBT and women’s organisations. I have also met a number of parliamentary colleagues to discuss this issue.

We fully fund adults to take English and Maths to level 2. From 2020, we will also be funding them for basic digital skills. Those are the vital skills that people need to get a job and get on in life.

In the last 10 years, total enrolment of adults in further education colleges has dropped by 62%, including at Bath College in my constituency. Enrolment in health and social care is down by 68%; in engineering, it is down by 68%; and in construction, it is down by 37%. Does the Minister agree that this situation is of huge concern and that the Treasury must look at serious reinvestment in adult skills as part of the upcoming spending review?

We do fund the core courses that are going to help people get work and get on in life, but we also provide adult learner loans so that people can help shape their own future. In 2017-18, we spent £220 million on those loans.

My hon. Friend makes a very important point. Prison officers will receive a 2% rise and a 0.75% bonus. Prison officers who were newly recruited on fair and sustainable terms will receive additional progression pay to make sure that we retain those really important workers.

Why have the Government announced that school leaders’ pay will continue to be cut in real terms, given that the School Teachers Review Body said that a 3.5% increase was needed across all pay ranges to prevent “deteriorating” trends in teacher retention?

It is very important that we focus the pay rises on the lowest-earning teachers, which I think would be supported across the education system. Where there are specific shortages in education or in schools, there is of course the flexibility to increase pay, and I know that that happens for a number of headteachers.

We will come forward with a new long-term plan for the NHS and provide a new multi-year funding settlement in support of that plan. What is also important is that we are developing policies on artificial intelligence and digital services to make sure that our NHS delivers better outcomes for patients.

To raise the amount we need for long-term sustainable services for my constituents and people across the country, will the Chief Secretary consider introducing a ring-fenced health and social care tax that would bring together spending on both services into a collective budget?

As the hon. Lady knows, the problem with such hypothecated taxes is that if the revenues from them go down, the consequence is a reduction in support for our NHS or our social care services. That is why we believe in funding those services out of general taxation. We put an extra £6.3 billion into the health service at the Budget. We are looking at the longer-term settlement, but it is important to note that this is about not just the money we spend, but how we spend it.
