Let me move on to the next report that was commissioned: the report by the National Institute of Economic and Social Research to this Government. The report contains no estimates, and when that was put to the Home Secretary on 18 December, when she appeared before the Home Affairs Committee, she said she was “looking at the issue”. On 23 January, she said that, given the uncertainties, it was not “practicable to draw” any “conclusions on future numbers”. However, on the BBC on 13 January, the Secretary of State for Communities and Local Government said there would be an “influx” of Romanians and Bulgarians, increasing pressure in terms of existing housing shortages. Only last Thursday, when the Home Secretary appeared before the Select Committee, she could provide us with no further information. On 20 February, the Deputy Prime Minister said on his weekly LBC show that there were “guesstimates”. He added that he would not “lend too much credence to estimates which may well go on to prove to be inaccurate”.
At the heart of this is the need for us to have clear estimates and predictions, and we can, because we all acknowledge that this is an issue, so we might as well get the estimates and the research done. I hope the Minister will say he will do that when he responds to the hon. Member for The Wrekin later in the debate, and certainly before he comes to the Select Committee.
Does my right hon. Friend accept that one very real difficulty in estimating the numbers likely to come here from Romania and Bulgaria is that many of the calculations are based on what happened when the A8 countries were allowed to have full access to our markets? At that time, the British economy was booming; now it is flatlining.
That is absolutely right. In addition, of course, a number of other countries will also lift their restrictions on 31 December—a point the Home Secretary made to the Select Committee. Even given that, however, it is still important to have the information at hand so that we can have an informed debate and make an informed judgment. We need that information when we look at local services, which I think are at the kernel of local people’s criticisms when they sign this petition; indeed, the second part of it is all about benefits, housing shortages and, indeed, access to medical care. If we do not have the information, our services will be under enormous pressure.

Commons ChamberI am glad that the hon. Gentleman raises that point, because I understand that the new Governor of the Bank of England will apply for British citizenship, but if he has to wait as long as most people have to wait, his term will have expired before he gets it. Unfortunately, he is already married with two children and so cannot marry an EU citizen in order to get here more quickly. Otherwise, he could become an EU citizen and would not need to apply for British citizenship. Anyway, the hon. Gentleman is trying to distract me into a debate on the merits of citizenship applications, but I will not be tempted, even though I have huge respect for him and his great knowledge of the subject.
This is about exercising treaty rights. The Government have decided to have a seven-year transition period, as the previous Government did with regard to Romania and Bulgaria, uncomfortable though that was, and I think that is the right and sensible course of action. When a country joins the European Union, if it is to be the kind of European Union I want us to belong to, every country and every citizen should ultimately be treated equally. Sadly, some EU citizens are treated differently because they happen to come from certain countries, which I think is wrong.
I appreciate the sincerity, honesty and principles of the hon. Member for Bury North, who was against the treaty in the first place, but once a country signs up to a treaty and successive Governments have endorsed it—the British people have not done so since we entered the EU, which is why I favour a referendum—they sign up to all of it. That is the least the Government can do to protect the labour market, but at the end of the seven years the transitional arrangements will lapse, as they will for Romania and Bulgaria on 31 December 2013, and rightly so in my view.
The Home Secretary announced that she was looking carefully at those arrangements for Romania and Bulgaria and could extend the transition period, but I knew that of course that would never happen. Her view on this aspect of policy, which is that emergency measures could be introduced to prevent people from Greece or Italy coming here if there is a crisis in those countries, has come to nothing. She wrote to me and mentioned work going on, but not much work can be done on laws that we have signed unless we break our work on the treaties. I am absolutely certain that the Foreign Office’s view on such emergency arrangements is different from that of the Home Office because, funnily enough, I have seen no such proposals come before the House to try to stop Greek citizens, for example, coming here. That would be very difficult, if not impossible, to do. All we can do with accession countries is give them a seven-year transition.
I very much agree with the point my right hon. Friend is making, as he knows, but I think that we must be frank with ourselves and recognise that one of the problems in this debate is what happened in 2003, when the Home Office grossly underestimated the number of migrants who would come here from the 10 accession countries. I think that explains in part why many people in this House and beyond are concerned about the enlargement agenda. We must recognise that we got the figures wrong and learn the lessons from that.
My hon. Friend, who had a distinguished career as a Member of the European Parliament, is absolutely right. We must have that debate. The Home Office got it wrong on that occasion, but I do not think that any of us clever people sitting in the House of Commons got it right either. Nobody predicted that there would be a flood of people, to use the tabloid expression, rushing into this country. They were boom times, when people were willing to open the United Kingdom’s doors and allow people into the country.
Immigration will always be an emotive and difficult subject. As we speak, the Mayor of London is in Mumbai telling the Government that all their facts and figures on student immigration are wrong. However, we have limited control over EU migration, which is why it has been raised today. The only possible control that the Government could introduce was the seven-year transition, and they are right to introduce it.
Ultimately, however, we have to be fair to EU colleagues and say that if their citizens wish to come here to work, we will process their applications for work permits and accession documents quickly. That is the deal that ought to be done by a nation that, as the Prime Minister said yesterday, is the beneficiary of what my hon. Friend the Member for Caerphilly (Wayne David) did when he was an MEP, what shadow Ministers did when they were on the Government Front Bench and what others did in the 13 years of the Labour Government: they built up alliances with countries such as Poland, Hungary and the other accession countries. They will not forget the stand taken by our country in allowing their citizens to come here to work.
I think that it is absolutely right that we have these transitional arrangements, but let us also understand the fundamental principle: if we sign up to a treaty, we have to abide by its words and ensure that, in doing so, we are fair to the other citizens of Europe and treat them as equally as possible.

The Opposition have tabled the amendments because we are concerned about the schedule. Like the Electoral Commission, we are concerned about the watering down of the responsibilities of electoral registration officers. We think it is important that the Bill clearly defines the role of EROs in individual electoral registration and afterwards.
Amendment 37 seeks to redress what the Opposition see as a deficiency in the law—there is a lack of powers vested in EROs to detect and investigate electoral fraud, so allegations of offences under electoral law should be made to the police. That leaves a large gap in the powers of EROs. The amendment would, for the first time, place a duty on EROs to report to the police any suspicions that an offence might have been committed.
That is important. The Government have said time and again—incorrectly—that the Opposition are concerned about completeness and nothing else. We are concerned about completeness, but we are also concerned about the accuracy of electoral registers. The surest way to detect and act upon alleged fraud is for the individuals responsible for the administration of the process of registration to have a power vested in them—a duty upon them—to say that they are concerned about something. If they, as the experts, are concerned, they would have a duty to pass that information directly to the police, who would then act. We think, then, that the amendment addresses a gap in the current legislation and the Bill.
I support the amendment. Locally, EROs might be faced with competing local interests and not wish to offend a particular group, which is why this is extremely important. If there is a duty on them, they will have to act when allegations are made or serious offences committed. If they do not have a duty, they will tend to want to retain the status quo in order not to upset anybody.
My right hon. Friend makes a fair point. In a sense, the amendment would remove the discretion that EROs might feel they have and which often places them in an invidious position. As I have said, it is important not to exaggerate the occurrence of fraud, but if EROs have genuine concerns, they should have a duty to pass that information on to the police.
I again endorse again what my hon. Friend says, as we all have experience of turning up to counts and meeting electoral registration officers and others involved in the process, some of whom, to be perfectly frank, do not have the training and experience to deal with these situations. Amendment 40 would not only enable the sharing of good practice but ensure that if people are perhaps not doing their jobs as effectively as they could, the commission at least had the power to try to put things right.
Yes, my colleague makes a very astute point borne out of his own experience. All of us who have been involved in democratic politics for a number of years can testify to that. The standard of EROs’ work varies enormously, so we need to ensure that everything possible is done to secure higher standards to reinforce the democratic process. Giving the Electoral Commission a key role and a key power in this respect will be important both for building up confidence and for ensuring that the system is as effective as possible.

Commons ChamberYes, absolutely, and we will discuss that in more detail later. I am happy to say that people who are not entitled to be on the electoral register should not be on it, but I am very concerned that many people who are entitled to be on the electoral register might not be on it.
I am glad that the Government have moved away from their original, outrageous position of saying that the decision about whether to be on the electoral register will be a lifestyle choice, and that they have recognised that that is, after all, a civic duty and civic responsibility. The crucial point, however, is that being on the register is not an end in itself; it gives people in a democracy the chance to exercise, whether they want to or not, their right to vote. That is why it is so important that everybody has the opportunity to be on the register so that they can make the choice, when the time is right, whether or not to exercise their vote.
I recently met the chair of the Electoral Commission to discuss the under-representation of black and Asian people on the electoral register. Does my hon. Friend believe that the proposed measure would enable that very important issue to be looked at? My fear is that, unless we get this right, there will be gross under-representation on the register.
I agree that there is concern that many groups in our society—so-called hard-to-reach groups, for example—might be excluded from the electoral register. A more reasonable time scale for the completion of the new electoral register would certainly give opportunities to many of the people mentioned by my right hon. Friend to be included on the register. One of the noticeable aspects during the long, pre-legislative consultation—I pay tribute to the Government for that—is that a high proportion of those who have participated and made concrete suggestions and proposals are from the groups mentioned by my right hon. Friend. It is vital that their voices are listened to carefully during this crucial stage of the Bill’s passage.
