I understand the noble Lord’s point of view, but I thought it was relevant to comment on the fact that the noble Lord, Lord Grocott, had spoken about the lack of interest in the hereditary by-elections. I wanted to speak in support of my noble friend Lord Trefgarne’s regret Motion because, for the reasons that I am trying to explain, I think the by-election system has more merit than many of your Lordships often seem to think when they express an opinion. With the greatest of respect for my noble friend, and with great embarrassment, I have to say that, as I said before, I do not think the speeches of this sort are addressing the Motion before the House.
