I welcome my hon. Friend’s interest in the topic. One of the reasons why our productivity is 15% lower than Germany’s, for example, is that it invests 2% more as a proportion of its GDP than we do in the UK. Improving the rate of business investment is one of the most effective ways to boost productivity and people’s real disposable income. We are proud of what we introduced in the spring Budget, and we will continue to see whether it is possible to extend it further.

T4. London’s homelessness challenge is at crisis point. More than 1 in 50 Londoners is in temporary accommodation. That equates to one child in every classroom. Given that in some boroughs, only around 2% of properties are affordable for rent on local housing allowance, what assessment has the Chancellor made of the adequacy of local housing allowance rates?

With the Work and Pensions Secretary I continue to keep under review all the things that have an impact on poverty rates. We are proud to have made progress in reducing the number of people living in absolute poverty after housing costs by 1.7 million since 2010. When it comes to homelessness, we are investing £2 billion over the next three years. Rough sleeping is down 35% since its peak.

3. What representations he has made to his Chinese counterpart on the proposed Hong Kong extradition treaty and the UK’s responsibilities under the 1984 joint declaration.

We remain very concerned about the situation in Hong Kong, and I raised those concerns with the Chief Executive on 12 June. Today, I urge the Hong Kong Special Administrative Region Government to establish a robust, independent investigation into the violent scenes that we saw. The outcome of that investigation will inform our assessment of future export licence applications to the Hong Kong police, and we will not issue any further export licences for crowd control equipment to Hong Kong unless we are satisfied that concerns raised about human rights and fundamental freedoms have been thoroughly addressed.

I join my colleagues in congratulating the Secretary of State on the position he is in now and wish him good luck for the future; it is a good achievement.

Will the Government fulfil our moral responsibilities and offer refuge to Hong Kong residents who are at risk from the extraterritorial application of Chinese law?

I thank the hon. Gentleman for his good luck wishes and ask him not to pass that on to Labour party members in Ealing, because it might discourage their Conservative party counterparts. I also thank the shadow Foreign Secretary for her congratulations; she is a gracious person and I would expect nothing less of her.

On more serious matters, we were very concerned about this extradition law because the fundamental freedoms of Hong Kong are what has made it such a stunning success since 1997—and, indeed, before 1997. Anything that contradicted the letter or spirit of the Basic Law that preserves those freedoms should not happen.

1. What recent assessment he has made of the security situation in Sri Lanka.

We remember the appalling terrorist attacks in Sri Lanka on Easter Sunday with enormous sadness and continue to assess the security situation. Operations are ongoing, and we assess that it is very likely that terrorists will try to mount further attacks.

What steps would the Secretary of State like to see the British media take to report more responsibly on terrorist attacks, especially following the decision by The Sun, the Daily Mail and the Daily Mirror to publish edited footage of the Christchurch murders despite a public request from the New Zealand police authorities not to do so?

I thank the hon. Gentleman for his question. All Members of this House are proud that the media in this country are among the freest and most vibrant in the world, but it is important that they exercise that freedom with responsibility when reporting terrorist incidents. The broadcasting of the Christchurch footage was regrettable, and I very much support the comment by the Prime Minister of New Zealand that we should not use the name of the perpetrator of the attacks to give him the glory that he was seeking.

I find it a little difficult to take a lesson from the right hon. Gentleman, as his Government cut social care funding per head when they were in power and when the economy was in much better shape than it has been since the financial collapse that they caused. If he looks at what we announced this summer, he will know that the Chancellor announced an extra £2 billion of support for the NHS budget going into social care to deal with precisely the problems that he raised.

Last week the Secretary of State assured me that A and E at Ealing hospital is safe, but since then we have heard very confusing and contradictory statements in the local area. First, will the Secretary of State reassure us today that the A and E department at Ealing hospital is safe in the future? Secondly, will he meet me and my colleagues from the west London area—I have written to him—to discuss our concerns and so that we can express our feelings?

I am always happy to meet colleagues if they have concerns about what is happening in their constituency, but I absolutely stand by what I said. There will remain an A and E at Ealing. That was the decision that I made because I wanted to give clarity, but I also said that the shape and size of that A and E may change in accordance with the announcement that is being made tomorrow by Sir Bruce Keogh. I hope that will give the hon. Gentleman further clarity and further certainty to reassure his constituents.

A and E Departments

I do, and my hon. Friend is right to point out that the last Labour Government closed or downgraded 12 A and E departments. The Opposition have criticised us in the press—indeed, the shadow Minister, the hon. Member for Copeland (Mr Reed), who is sitting on the Front Bench, has criticised me for not getting on and closing more A and E departments, which is what he seems to want to happen. Every time there has been a controversial reconfiguration, Labour has opposed it all the way. I think we could expect a bit more consistency from a shadow Secretary of State who was once a Health Secretary.

About eight weeks ago, the Secretary of State made a commitment to refer the decision to close four out of nine A and E departments in north-west London. Can he tell the House why he has not kept his word?

It is a very important, complex and difficult decision, so I thought it was right to get independent advice from the Independent Reconfiguration Panel, and that is what I have done.
