I encourage the hon. Lady to feed in her views and those of her constituents to our consultation. We are working up detailed proposals now. I know how important this issue is—I have lost a pet to a road traffic accident—and it is important that we get this right, both legally and in support terms.

What steps his Department is taking to support the shellfish industry.

The European Commission’s ban on the import of live bivalve molluscs from class B waters is wrong and unjustified. We have repeatedly told the European Commission that and we will continue to raise the issue. I am pleased to say that the Food Standards Agency has recently revised its shellfish waters classification process, ensuring that classifications are awarded in ways that are proportionate and pragmatic, and provide high levels of public health protection.

I thank the Minister for that incredibly helpful answer and for visiting my constituency yesterday to see the fishermen and shellfish industry of Brixham—it is deeply appreciated. She mentions the FSA’s report, so in the light of the Prime Minister’s answer yesterday, is there any chance that those recommendations can be brought forward ahead of September 2021?

I can confirm that my hon. Friend represents one of the most beautiful constituencies that I have visited, and it is full of positive and innovative people involved in the fishing industry. As he heard yesterday, the Prime Minister is doing everything he can to accelerate the process, as are we in the Department for Environment, Food and Rural Affairs, but it is important that the process arrived at by the FSA is both robust and fair.

I declare my entry in the Register of Members’ Financial Interests. I know that the Minister and the Secretary of State are fully aware of the problems faced by mollusc exporters from grade B waters, but are they aware of the scale? If we are to introduce innovative solutions, such as creating our own depuration plants, we need to be aware that these are sizeable operations and that businesses such as Offshore Shellfish, based in Brixham, need all the support they can get. Will the Minister take that into account and also meet that business and other organisations in my patch?

My hon. Friend and I have discussed the current completely unacceptable situation many times, particularly in respect of Offshore Shellfish in Brixham. There is no justification for the European Commission to ban our molluscs from class B waters, and we are seeking an urgent resolution of this dispute. We are willing to provide additional reassurances, but we ask the Commission to recognise the existing high standards and long history of trade between us. I am happy to meet the business as my hon. Friend suggests.

I hope I am not jumping the gun, but will the Minister look to extend the purview of the Trade and Agriculture Commission to longer than six months? It should be a permanent body that is established to scrutinise our trade deals.

I am afraid that the Trade and Agriculture Commission is not within my gift; it is a matter for the Department for International Trade whether the work and life of that commission is extended. Further to the point of order made earlier about our inability to discuss Lords amendment 18 this evening, there is no need for any amendment to the Bill in order to set up or continue the Trade and Agriculture Commission. It was done without any need for legislation, and it will be perfectly possible and proper for Members to talk to the Secretary of State for International Trade if they wish the commission to continue.

The commission was set up with a fixed term and a tight scope, which was a deliberate decision, to avoid duplication of the work of the agencies and other groups that I have just set out. It was set up in order to feed directly into our trade negotiations with the US, Australia and New Zealand. We remain open to listening to any concerns about the operation of the commission and will continue to co-operate with DIT to ensure that it meets expectations.
