I thank the hon. Lady for her question. In fairness, colleagues from across the House have been raising this issue with me because it affects a large population of London and the surrounding areas. I must leave it to NHS England to finish its consultation process, but I would be very happy to visit not just the Evelina but our other wonderful hospitals that look after children.

Given the expansion of health services through Pharmacy First, what action is my right hon. Friend the Minister taking to ensure that communities such as Sandiacre in my constituency, whose branch of Boots is due to close at the end of the month, are not left without access to such vital services?

We have very much tried to ensure that dentists who already hold NHS contracts will keep them and keep working them. That is why we have fallen upon the new patient premium to make it more in their financial interests to take on new patients. I appreciate the hon. Lady’s point about retention, which, again, we are looking to address through the increase in the UDA. But we all acknowledge that dentists are independent contractors, so we must ask them—and particularly those who are new dental graduates—to do their bit and help our NHS out.

A number of NHS dentists across Erewash have recently retired, leaving a cohort of my constituents without access to NHS dentistry. Unfortunately, practices are finding it really difficult to recruit replacements for the retirees. How will the plan help speed up that recruitment so that my constituents are not without NHS dentistry for much longer?

May I thank my hon. Friend for all the work she did in the Department and has done on this subject? We are taking a long-term view with training dentists. As I said, last year, through the long-term workforce plan, we set out an ambition to train up to 40% more dentists by 2031. As we also begin the consultation on a tie-in with those graduates, we are confident that we will see a greater supply of dentists to our NHS services.

I thank the hon. Lady for her welcome. Having grown up in Lancashire myself, I very much understand why she is speaking up on behalf of her constituents. There are many different ways that we deal with this, but let me use a couple of headline points. First, we are increasing the public health grant to local authorities, providing more than £3.5 billion this year, so per capita public health grant allocations for the most deprived local authorities are nearly two and a half times greater than for the least deprived.

There is also interesting work going on with family hubs. Indeed, the Under-Secretary of State for Health and Social Care, my right hon. Friend for South Northamptonshire (Dame Andrea Leadsom), who has responsibility for start for life, is leading on that. The family hubs and start for life programme will deliver a step change in outcomes for babies, children and parents in 75 local authorities in England with high deprivation. We believe strongly that if we can give the best start in life to our babies and children, it will bode extremely well for their future years.

A report that is to be published shortly by the all-party parliamentary group for diagnostics, which I chair, has highlighted that community diagnostic centres are essential for tackling health inequalities. I welcome my right hon. Friend to her new role. Will she honour her predecessor’s commitment to meet the all-party group to discuss the benefits of diagnostics in general and the preventive role that they can play in reducing health inequalities across the country?

It is very difficult to calculate. Because of the way multinational companies such as Tesco conduct their VAT returns, it is difficult to break it down. Our concern is, as I say, a practical one about the impact. Each and every time I get asked to exempt a product from VAT—this is a regular occurrence, I promise, and I completely understand why Members of Parliament would wish for such matters to be exempted—I have to conduct this trade-off. It is incredibly difficult. I very much understand the intentions behind the campaign, but this is the thinking behind why we have thus far had to say no. Of course, we keep it under review.

I completely understand the point the Minister is making about trade-off and balance, but will she commit to looking at the cost to the NHS of melanoma as a condition? That, surely, should be balanced out against the loss of VAT. Obviously, she will have to go to the Department of Health and Social Care for that, but let us look at that trade-off and that balance in more detail.

That is a very fair challenge. I keep talking about difficulties, but that is the reality of the decisions we have to make; while a lot of melanoma is caused by of exposure to the sun, even in this day and age, some melanoma will be due to sunbed use, which I know colleagues across the House will have great concerns about. Some melanoma will be from damage caused decades ago, when we were less aware of the risks of the sun, and some will have no link at all to sun damage. It will never be a straight swap.

I hope the hon. Lady will forgive me if I am not familiar with the precise railway gate in question. However, she will know that the Anti-social Behaviour, Crime and Policing Act 2014 provides at least six powers for not just the police but local authorities to tackle antisocial behaviour. It might be that the train company would benefit from a bit of discussion with not just the police but local authorities to see whether they can come up with a better solution.

Over the last couple of weeks, my constituency has been rocked by two serious incidents of crime. I am sure my right hon. Friend the Secretary of State will want to join me in thanking the emergency services and in wishing a speedy recovery to those who were physically injured in those attacks. However, what cross-departmental discussions has he had about providing a more holistic approach to supporting the victims of such crimes?

I thank my hon. Friend for that question. Having visited her constituency recently, I am incredibly sorry to hear of the experiences her constituents have had. She will know that the Government have recently published the victims strategy, which, although led by the Ministry of Justice, very much had the input of the Home Office as well. We want to ensure that we support victims through targeted, focused help, while ensuring that all the relevant agencies, including the health sector, also play their part in helping victims of such terrible crimes.

What measures could be included in the draft Domestic Abuse Bill to ensure that parental responsibility does not override restraining orders, especially when partners have been convicted of coercive behaviour?

My hon. Friend raised a constituency case during the International Women’s Day debate last week, and we want the draft Domestic Abuse Bill to support both the victims of the many forms that such abuse can take and the children who live in abusive households. I urge my hon. Friend to write to the Joint Committee on Human Rights, which is scrutinising the Bill, to make her point.

The hon. Gentleman knows that I have often raised on the Floor of the House the use of reserves, because police reserves are made up of money that the taxpayer has given to police forces to spend on policing. In March last year, West Midlands police’s reserves were £85 million. I am sure the police and crime commissioner would be able to explain why that money is sitting in reserves and, indeed, he may have spent some of it in the past year, but the issue with funding is how it is spent as much as how much is given. On the hon. Gentleman’s point about sentences, we have put the legislation in place, and although it is open to any judge or magistrate to imprison someone who is found in possession of a knife once, it is then mandatory on the second occasion of their being caught. If that is not being followed by judges, it is a decision of the judiciary.

I appreciate that the focus is on cities at this difficult time, but will my hon. Friend reassure my constituents in Erewash that measures will be put in place to make sure that this epidemic does not spread to our towns?

I very much will. I was delighted to visit my hon. Friend’s Erewash constituency recently to see the use of a scheme called Radio Link, which helps to co-ordinate the activities of people in the local town centre with the police. Those types of schemes are not huge in terms of resources or their public impact, but they can make a real difference in helping the police to police our streets.

Town centres are at the heart of the Erewash community, but on occasion they can become the target for antisocial behaviour brought on by the misuse of drugs and alcohol. What more can be done to ensure a visible police presence in our town centres, and does my hon. Friend agree that sharing back-office functions with other emergency services to free up resources may be one solution?

I am delighted to be visiting my hon. Friend on Friday to see for myself the hard work that she does in taking care of her constituents, working alongside her local police force. This Government support greater collaboration and have placed a statutory duty on police, fire and ambulance services to keep collaborative opportunities under review and enter into them in the interests of efficiency or effectiveness.

I, too, condemn the despicable letters that have been sent out. Following a recent incident in my constituency that I would classify as racial abuse, will my hon. Friend reassure my constituent and the whole House that that crime will be classified correctly and not just washed away and classified as a public order offence?

Any such issue will be an operational matter for my hon. Friend’s local police force, but I know that she is a good advocate for her local community and I am sure that she will be asking searching questions of the police and the police and crime commissioner to ensure that that alleged offence receives the attention it deserves.
