At the autumn statement, my right hon. Friend the Chancellor set out set out how the Government are dealing with the global economic challenges that we face. The consequences of Putin’s illegal invasion of Ukraine and the covid-19 pandemic mean that we must be fiscally responsible while supporting the economy and encouraging our businesses to grow and our constituents to thrive. We need a balanced approach to support our objectives, which includes helping people get on to and move up the housing ladder—and indeed to downsize.
It is very soon, but because it is my right hon. Friend, I will certainly give way.
My hon. Friend is most generous and kind. Those of us who voted with enthusiasm for the Bill’s Second Reading on the grounds that there was to be a permanent change for the benefit of those people wanting to get on to the housing ladder are somewhat discomfited by the fact that Government amendment 1 will make it merely a temporary measure to assist those who want to do so. We want them to be permanently assisted. Can she reassure me?
I very much understand why my right hon. Friend raises that point. I know he took a great interest in the autumn statement and listened carefully to the submissions and oration of the Chancellor of the Exchequer, my right hon. Friend the Member for South West Surrey (Jeremy Hunt). We had to take some difficult decisions in the course of the autumn statement to ensure that our approach to the economy is fiscally responsible. This is one way in which we hope to stimulate the housing market in the next two years in the difficult economic circumstances we find, but thereafter we are confident that the economy will improve and we will be able to return to the status quo as it was before 23 September. However, the broader picture about reducing the taxation burden on our constituents still stands. Indeed, I hope my right hon. Friend listened with great interest to the Prime Minister’s speech last week in which he made it clear that that is our ultimate goal.

Commons ChamberI thank the hon. and learned Lady for her kind words about the Bill, and I thank the Scottish Government for responding and working so quickly with the UK Government to ensure that legislative consent motions will be passed when they are needed. I am always happy to acknowledge best practice and good practice wherever it happens; indeed, I intend to copy it quite shamelessly, where appropriate. I thank the hon. and learned Lady for her efforts.
We now publish annual reports on progress towards ratification of the Istanbul convention, with the next one due by the end of October. The fact that the law in each part of the UK needs to be compliant with the provisions of the convention before the UK as a whole can ratify it has led to some of the delay that the hon. and learned Lady set out, but it is absolutely our intention that the Bill will help us to arrive at that destination.
On universal credit, we are working with the Scottish Government to establish the practicalities of delivering split payments in Scotland, and we will further observe their implementation when that occurs. We think that around 60% of universal credit claimants are the main carer, who tends to be the woman in the relationship. We are keen to ensure that, because Jobcentre Plus can be the first touchstone, as it were, between a victim and the state, the staff there are properly trained to recognise the symptoms of someone in an abusive relationship. That could be a positive turn of events to help to ensure that when victims come into contact with the state, they are recognised and identified, and then, as it were, scooped up and helped.
I think the Minister said there were 2 million victims; if that is the case, they will overwhelmingly be women, and if they are to be freed, that means changing the attitudes of men. How is that to be achieved?
My right hon. Friend may be volunteering for a role. He is right to make the point that of the 2 million victims, we estimate that around 1.3 million are female and around 695,000 are male, and within that 695,000 we believe—it is very difficult to identify this, and there are problems in doing so—that the majority of perpetrators are male. Within the huge range of abusive behaviour in relationships, there are many, many manifestations, and what may be experienced by a couple in a heterosexual relationship may be very different from what is experienced in a homosexual relationship, for example. That is why we are so committed to ensuring that our response, particularly in relation to accommodation-based services, addresses those specific needs. I am grateful to my right hon. Friend, because part of the purpose of the Bill is to raise awareness and to make the point that men can be victims of domestic abuse as well, but the overwhelming majority of victims are female, and that starts from the very beginning, so we need to teach boys and girls what to expect from healthy relationships. That is precisely why relationship education in schools is such a vital part of our programme.

The hon. Lady has been a consistent advocate for her constituents, who have been so tragically affected by the rise of county lines. I remember a debate more than a year ago in Westminster Hall where she spoke passionately of the impact on mothers affected by serious violence and homicides in her constituency. The National Crime Agency has set county lines and the exploitation of children as a national threat; it is co-ordinating the national level operations because it has the national overview. That is where the national county lines co-ordination centre comes in, to help co-ordinate activities across force boundaries, because as the hon. Lady will acknowledge, these gangs to do not respect constabulary boundaries. We have the extra funding—the £100 million serious violence fund that is going into London and other areas affected—and of course we have just over £1 billion of extra funding for policing nationally. The hon. Lady will know from the many conversations she and I have had about this issue that it is as much about early intervention and prevention as about law enforcement, and the £200 million youth endowment fund, alongside the early intervention youth fund which is already operating and helping up to 29 projects across the country, will help reach those children she cares so passionately about.
How can the anger of the public be assuaged when, notwithstanding the powers granted to the courts, they see continually repeat offences rewarded only with a suspended sentence?
My right hon. Friend makes an important point. That has to be the focus of everyone with any influence in this area, including the judiciary. I am not going to comment or be drawn into observations about the judiciary, because of course I respect the independence of the judiciary, but I believe Members of Parliament can have an impact in publicising the terrible toll of knife crime on their constituencies, whether through possession or the use of knives, so that when judges and magistrates make decisions they have in mind the deterrent effect of their sentences as well as all the other factors that we would expect them to bear in mind.

I take the right hon. Lady’s point about meetings and summits and so on. As she knows, the way in which we get things moving in Whitehall and then across local government and local areas is through drawing everybody together into rooms. We have been working on this day in, day out since the serious violence strategy was launched. We are already funding 29 projects through the early intervention youth fund and working with police and crime commissioners to reach those young people who need help. We have already funded many programmes through the anti-knife crime community fund, which involves smaller projects, and I hope that many Members of Parliament will have received letters from me about the projects in their constituencies that have benefited from it. We have a media campaign called #knifefree, which we in this place are probably not aware of because frankly we are not the people that the campaign is targeting. It is targeting young people in a very direct way on social media, through catch-up television and elsewhere, and it is supporting the message that it is not normal for people to carry knives.
I want to put out this plea: there is more that we as a society can do to press this message home. I am due to meet representatives of the Premier League to ask whether they can encourage their football legends to do even more as role models to get the message out there that carrying a knife is not normal, that people do not have to do it, and that if they do, they are putting themselves at enormous risk. There is a great deal more that we as a society can do to get that message out there to young people about carrying knives, but there is also a huge amount of work going on involving police officers. We have weeks of intensive activity in which police forces across the country make tackling knife crime the priority for that week. I went to an operational briefing on Friday where the plans for the following week were being laid out. Those weeks have extraordinary rates of success: in the last one, 9,000 knives were taken off the streets of our country. The more of these surge operations we can have, the greater benefit there will be in the immediate term on this very complex issue.
So, with a suspended sentence for a second offence, it is self-evident that we cannot rely on the judges, can we?
My right hon. Friend yet again attempts to skewer a Minister with a short, direct question. He knows that I must, and will, defend the independence of the judiciary, but my colleagues in the Ministry of Justice and I do emphasise the point to the judiciary about the public messaging of sentences. We impose mandatory minimum sentences for those who are found in possession of knives precisely to get the message out there that this is simply not on.

Let me, if I may, correct the right hon. Lady on a couple of points. The endowment fund is spread over 10 years deliberately to ensure long-term investment in prevention and intervention, and it will be leveraged as well. It is in the process of being launched. As I said earlier, reports of cuts in the early intervention youth fund are mistaken: it remains at £22 million. As for scaling up our response, the serious violence strategy encompasses all of Whitehall, it encompasses local government, and it encompasses the various agencies and arms of the state that it would be expected to encompass.
Our plan to consult on a legal duty to take a “public health” approach to this issue goes further, dare I say, than what is being done in Scotland. If the consultation reveals that there is an appetite for it, all the arms of the state will have a legal duty to prevent this violence. So I do believe that we are scaling up our approach. I do not for a moment underestimate the scale of the task that we face, but we must ensure that all the various levers are pulled in a way that is consistent and will deliver results.
Young people need to fear the probability and severity of being caught in possession. How close is the Minister to delivering that?
My right hon. Friend brings a frankness to the debate which, if I may say so, does not recognise shades of grey. For example, a young man who my right hon. Friend the Minister for Policing and the Fire Service recently met described his fear of walking outside his front door without a knife, and how that fear was greater than the fear of meeting a police officer. We need to be sensitive to children who behave like that, because they are very, very afraid. That is why early intervention work, knife crime prevention orders and other tools available through the strategy and the Bill will, I hope, give confidence to those young people that knives are not the answer—that there are alternatives. We cannot just give a harsh response; we also need to take a public health approach.

Commons ChamberWe are committed to tackling misogyny and gender inequality, and have pledged £100 million over four years to support our strategy to combat violence against women and girls. We will soon publish our plans to tackle sexual harassment, and we have asked the Law Commission to consider whether sex and gender should be included under current hate crime legislation.
Actions may be criminal, but will the Minister ensure that we do not stray any further into the realms of thought crime?
Of course not: hate crimes are crimes that already exist as crimes in themselves, such as assault and criminal damage, but for which the hatred of a protected characteristic is the aggravating feature that enables judges to reflect that in their sentencing, and we have asked the Law Commission to consider whether sex and gender should be added to those protected characteristics. There will be no legislation for thought crime from this Government.

Commons ChamberEvery case has to be judged on its own facts, but I would hope that any police investigation—and, indeed, any prosecution—would reflect any history of grooming when the case came before a judge and jury. If the hon. Lady wishes to refer a particular case to me, I will of course be delighted to review it.
Does my hon. Friend understand the level of public unease surrounding Tommy Robinson?
I do. I cannot comment on a specific individual, but we are clear that child exploitation is illegal and that it must be, and will be, tackled by the police and the criminal justice system.

Lady will know that we committed £20 million to the domestic abuse accommodation fund, and, like me, she will have been pleased that we introduced the Secure Tenancies (Victims of Domestic Abuse) Act 2018 to help the victims of domestic abuse.

The right hon. Gentleman will appreciate that, last week, the Home Secretary set out in two statements before the House his vision for immigration policy and the principles that he expects to be applied to immigration policy. Taking into account the reviews that are being conducted, I am sure that those principles will be very much at the forefront of his mind.
What is the mode, the mean and the median time spent by the existing cohort of detainees at the Gatwick detention centres?
I think that I am grateful to my right hon. Friend for his question. Let me just put the matter into context: 95% of individuals liable to removal from the UK at any one time are not detained and are therefore managed in the community. With regard to the time that people spend in detention, 63% of detainees left detention in under 29 days in 2017 and 92% left within four months.
