I thank my hon. Friend for raising this question. The Domestic Abuse Bill, which had its Second Reading last week, requires the domestic abuse commissioner to consider the impact of domestic abuse on children in her work. In addition, the Bill includes a new statutory duty on tier 1 local authorities in England to provide support to victims of domestic abuse and their children within safe accommodation. Last week, I announced £3.1 million in funding for specialist support for children affected by domestic abuse.

I would like to press the Minister on what she is doing specifically in relation to older people who are victims of domestic abuse. Age UK has recently reported that, in 2019, more than 280,000 people aged between 60 and 74 experienced domestic abuse in England and Wales. Given Government advice both in Wales and across the UK on lockdown, it would be helpful to know what specific support she is providing for older people who are victims?

I thank the hon. Member for his question. As I say, the gov.uk website sets out the services that are available to victims of domestic abuse in these very troubling times, and of course helplines may be of particular use to older people who are not perhaps as familiar with online services as younger generations. In addition, we have announced £76 million in funding to help vulnerable people, with the Chancellor’s £750 million charities fund, and that includes victims of domestic abuse. My hon. Friend asks a good question. There is interesting research on what and how gender stereotypes form at early ages. By the age of seven, girls tend to think that they should be in what we call very loosely the caring industries, and boys tend to think about the mechanical and engineering-type industries. So it starts at the very beginning. We have to work on, and we are working on, ensuring that the gender stereotypes for boys and girls are not allowed to continue. That is precisely why the gender equality road map that we published last week will help with those limiting and limited stereotypes. We must very much encourage boys to grow, and to be great teachers in our schools and colleges.

I am sure the Minister would agree that in the care sector—where my mother has worked for the past 30 years—the focus tends to be purely on women working in that sector, often because it is part-time and low-paid work. What more will the Minister do to make sure that the care sector is seen as a real profession, with good qualifications and a decent salary?

The care sector is such an important sector in our economy—all the more so as we age and live for longer—so through the gender equality road map we are very much looking into how we can help to ensure that the part-time roles are paid properly, and also that there are career opportunities. A tiny step is, of course, the gender pay gap regulation reporting, which helps to set out the disparities between pay, not only within industries and sectors but across the economy. It is through that that we will start to get much better quality.

I am so pleased the hon. Gentleman raises this point. As he knows, the Government are committed to a domestic abuse Bill. The draft Bill will be published by the end of this Session and there will be a whole range of non-legislative measures with that proposed legislation as well. I hope the whole House will join me in fighting this terrible crime, because it has such enormous impacts not just on the immediate victims themselves but on wider society.

I hope the Minister will agree with me when I say that language is extremely important in terms of misogyny and the way that men, in particular, behave in politics at all levels across the United Kingdom. Will she consider formal training not just for MPs but those in devolved institutions and councils across the country, because misogyny is never acceptable?

I think that this is where we, as a society, need to make it very clear that we do not expect women to be shouted at in the street or have very unpleasant things said to them. I know there are Members of this House who suffer such abuse on a daily basis on social media. That is simply unacceptable, so I join the hon. Gentleman in saying to everyone in this House that how we use our language really matters and that we must ensure our young people grow up with that clear message, too.

Will the Minister join me in congratulating Wings Cymru, which supports every junior, primary and secondary school in my constituency, and in that of my hon. Friend the Member for Bridgend (Mrs Moon), in supplying sanitary products to all girls across the county borough? Will the Minister also welcome the fact that the Welsh Government have provided direct investment in order to give free sanitary products, after campaigning groups such as Wings Cymru have been lobbying? Is it not time that the UK Government stepped in to deliver more funding for free sanitary products?

That is an interesting project and I am interested to hear about it. On the impact of periods on girls attending school, the Department for Education has conducted an analysis of absence statistics to see whether there is any evidence of period poverty having an impact on school attendance. There is currently no significant evidence, but we very much keep it under review, which is why there will be questions about it in the Department’s 2018 surveys for pupils and senior school leaders. We will of course review the project in Wales and, in fairness, the project in Scotland as well.

Of course local policing is important, but we also have to recognise that we cannot just rely on policing alone to reach into communities and build relationships. That is why organisations such as Tell MAMA and others are such an important part of the overall picture in ensuring that when people feel they have been victims of crime they know what to do, know where to go, and feel they will be listened to and their experiences acted upon.

It is clear that the whole House condemns the cowards who are sending out this letter. However, it is not just those sending this letter who are causing hate and it is not just groups like Britain First. At the end of last month, my hon. Friend the Member for Bridgend (Mrs Moon) and I received a letter from the British National party, which included a racist poem. On the back of the letter it said that unless action was taken today

“Rebecca will be in an ethnic minority group when she grows up”

Will the Minister condemn the actions of the BNP and say there should be no place in British society for political parties that peddle such hate?

I am absolutely clear that the BNP and all the other far right organisations described today have no place in our society. Frankly, their showing at the ballot box, when they dare to stand for election, shows how little truck the British public have with them.

One of my first meetings shortly after my appointment was with the Petrol Retailers Association. Of course, we have to consider all sorts of measures to see what will work, which is why it is so key that our action plan involves not just law enforcement and councils, but those who ride their motorbikes quite legitimately.

This is not just about mopeds; scrambler bikes and quad bikes are terrorising parts of my constituency. In Maesteg and Caerau, riders on these bikes are chasing people and blocking them from gaining access to public rights of way. What more can the Minister do to try to tackle the scourge not just of mopeds, but of the other types of off-road bikes that can access footpaths and pavements?

We are keen that police forces collaborate on crimes enabled by mopeds and other smaller vehicles. For example, the Metropolitan police is now using DNA sprays, and we have great hopes that that will help to catch offenders. Such measures should be shared around constabularies to ensure that offenders are brought to justice.
