As the hon. Gentleman knows, this is probably a question to ask the Department of Health and Social Care, and as a point of information for him the next questions to the Department are on 6 June. He can directly ask Ministers about this and any other matter. He can also apply for a Backbench Business debate, a Westminster Hall debate or an Adjournment debate. He knows that he will be called to speak: anyone can look at Hansard and see that he is regularly called to speak in debates and at questions, as he has been today, by whoever is in the Chair. He can table questions and early-day motions and he is, of course, free to tour media studios, to speak to the press and to put out his views on social media. How he chooses to use these opportunities is up to him.

At the 2022 elections, there was one caution and one prosecution for electoral fraud. In 2021, one conviction and one caution. In 2020, none. In 2019, four convictions and two cautions. That is a total of 10 cases over four years. Despite this, there were countless reports of people being turned away from polling stations last week for not having the correct photo ID. Will the Leader of the House agree to a debate in parliamentary time on voter ID and how we must review and learn lessons from the local elections?

The hon. Lady has just missed Cabinet Office questions, at which she could have raised that matter. There will be a full review of the local elections and we need to be led by the data that has been gathered.

I thank the hon. Gentleman for raising that very important matter. It is an opportunity to put on record that all Members of the House are deeply concerned by what is going on, and we will remain focused on exposing the brutality of what is happening. I can confirm that this matter is being looked at, and I shall certainly make sure that the FCDO and Secretary of State have heard his concerns again today.

On 2 December, the Government announced that it would publish and consult on their disability action plan. Does the Leader of the House know when that will be published? When it is published, will the Leader of the House commit to providing a debate in Government time on this very important piece? If not, perhaps the Leader of the House might want to explain why not.

I am sure that my hon. Friend understands that the BBC is operationally and editorially independent of Government, and that that is a decision for the BBC. We recognise that the BBC is having to make difficult financial decisions. However, under the licence fee settlement, the BBC will continue to receive around £3.7 billion of public money. I am sure that my hon. Friend is aware that the Digital, Culture, Media and Sport Committee is conducting an inquiry into the sustainability of local journalism, which plays a vital role in scrutinising local authorities. That is something that I personally value: the BBC’s “East Midlands Today” is a great resource. I look forward to seeing what the Committee reports in due course.

Thousands of immunocompromised people are still shielding because they know that the vaccine does not really work for them. However, there is hope with Evusheld, so will the Leader of the House help to press to ensure that a timeline is published for when this life-changing drug will be made available?

I pay tribute to the right hon. Lady for her work as Chair of the Home Affairs Committee. I hope she would recognise that Ministers are very keen to appear before Select Committees not only to defend but to promote their performance. I also hope she would recognise that, while we are in the middle of this crisis and while Vladimir Putin is waging war on the people of Ukraine, several Cabinet Ministers are very busy. I will take up the matter with the relevant Minister on her behalf and encourage engagement with her Committee.

Can we have an update on Evusheld, an important prevention therapy that could protect immunocompromised people who we know are unlikely to have developed an antibody response from the vaccines? This important drug will give immunocompromised people protection from covid that they do not have from the vaccines and, importantly, will allow them to enjoy the same freedoms as everybody else. In whatever form, such as a statement or a letter, we need to know urgently when Evusheld is likely to be available.

I congratulate my hon. Friend on bringing this to the attention of the House again. She has already had an urgent question, and this is a reminder of how effective the procedures of the House can be in highlighting important local issues and what a fantastic champion she is for Derby County. I am not a football expert, as she knows. However, I can tell her that the Minister for Sport, the Under-Secretary of State for Digital, Culture, Media and Sport, my hon. Friend the Member for Mid Worcestershire (Nigel Huddleston), and officials in the Department for Digital, Culture, Media and Sport are in regular contact with the English Football League and the administrators about the club’s future. Ultimately it is for the EFL, the administrators and the club to resolve the issues, to ensure the survival of Derby County football club, but the Government have urged pragmatism from all parties to find a solution for the benefit of the fans and the community that the club serves. It is positive that the EFL has granted Derby County a four-week extension. That is a vital lifeline for the survival of the club, and the opportunity must be utilised to ensure that a suitable outcome is reached with the interests of Derby County’s fans in mind. Offering a debate may be difficult, however, because I have a feeling that my right hon. Friend the Chief Whip might not necessarily be a fan of Derby County, as it is a competitor football club to the one he follows. However, there are DCMS questions next week.

I want to thank the Leader of the House—surprisingly—for writing to the Secretary of State for Work and Pensions to try to secure a debate on the Government’s unlawful disability strategy. Will he commit to keeping us updated at business questions on the progress he is making on securing this important debate in Government time?

I am grateful to the hon. Lady for her kind words. I take very seriously the points raised in business questions and I pass on all points to the relevant Secretaries of State every week after business questions to ensure that other members of the Government are kept informed of the issues of concern to the House. On the disability strategy, the Government are committed to a strategy that supports all areas of life and to taking action to create a society that works for everyone, so that we can build back better and fairer. It is important to note that the recent judgment did not quash the national disability strategy; it was made on technical grounds. The Government are very much committed to the strategy, which is one of the broadest packages of real practical action so far put together. I will, of course, mention further that the hon. Lady has asked for a debate, and it may be that the Chairman of the Backbench Business Committee has some capacity.

Once again, my hon. Friend stands up for Stoke with aplomb and vigour. I understand the sadness that there will be about the fire at the Leopard; I am tempted to say that the Leopard has compulsorily had to change its spots. I definitely add my thanks to Staffordshire Fire and Rescue. How charming that people like Izzy gave pictures that they had drawn to thank Staffordshire’s noble fire brigade for its work!

The Government provide heritage support through the taxpayer-funded £150 million community ownership fund, which allows communities to take control of vital local assets, and councils may use compulsory purchase orders for long-term empty properties. I hope that the Leopard was properly insured and that it will soon bounce back in all its glory.

The Leader of the House was asked a specific question about an urgent debate on the Government’s national strategy for disabled people. The DWP lost a court case and its actions were found to be unlawful. Belittling the need to consult with disabled people is quite frankly disgraceful. The voices of disabled people are key to getting the strategy right.

We have never had a debate on the strategy. I think a debate would ensure that the strategy benefits from the experience of all Members, many of whom would consult disabled people and disabled people’s organisations.

I would simply say that the Government are making an application to appeal the case and that the disabled strategy is a fundamentally important strategy brought forward by the Government to ensure the best possible support for disabled people. That is exactly what the Government are doing. The Government lost on a technicality, as I said earlier; that does not undermine our fundamental drive to help disabled people.

My hon. Friend, as always, is a champion for his constituents to ensure that they are properly protected and looked after. The sympathies of the whole House go to those affected by flooding, and the Government are determined to tackle the risks. Flood defences will have £5.2 billion of taxpayers’ money devoted to them over the next six years to protect 336,000 properties better than they are currently protected.

In Lincolnshire, there has been expenditure of £296.8 million on flood defences since 2010—which coincides with my hon. Friend becoming a Member of this House—providing better protection for around 77,500 homes. There is planned further expenditure of £57.8 million of taxpayers’ money on flood defences for the period 2020-21, protecting around 22,800 homes. A great deal is being done, but none the less for those whose homes have been recently flooded there is no better compensation than one’s sympathy and the hope that things can be done to stop it happening in future, because the pain and distress that they bear is considerable.

A constituent contacted my office in tears this week about the uncertainty of their immigration status. They have worked for years as a community carer for the elderly in Westminster, which has obviously become incredibly difficult over the past year. She waited two years before her initial application was refused, and she is distraught at the prospect of another lengthy wait. Please can we have an urgent debate on prioritising visa applications for healthcare and medical workers?

The hon. Lady will know that the immigration system is being updated to ensure that we have a fair points-based system to help people. If there are individual constituency questions, they are best taken up directly with the Home Office, although if the hon. Lady is not getting answers as swiftly as she would like, I will certainly use my office to help her.

My hon. Friend is absolutely right to raise this, though I am not convinced that National Pothole Day is the most celebrated day across the country at large. None the less, what JCB has done is terrific. I read about it in the newspapers—the machine can fill potholes faster, as my hon. Friend says. It is a wonderful British innovation to deal with, it has to be said, a widespread British problem. This will shock right hon. and hon. Members, but there are even a few potholes in Somerset, that county of glory and bliss. I therefore hope to see the JCB machine working across the various Somerset councils.

The Government are providing local highway authorities in England outside London with £1.125 billion, including £500 million for the pothole fund for highway maintenance. As JCB can do it for half the price, should we say that this £500 million is worth £1 billion, or could we save £250 million of taxpayers’ money? I will leave that for the House to deliberate upon.

Last week, I finally received the answer to a written parliamentary question that I tabled on 22 September asking for an update on the serious violence taskforce. The response stated that the taskforce is being discontinued, but I can find no statement from Home Office Ministers to that effect. Does the Leader of the House agree that the delay is unacceptable, and will he please ensure that the Home Secretary provides the House with a full update?

I apologise to the hon. Lady for the delay in the reply to her written parliamentary question. That has taken too long, and I reiterate, if hon. Members find that there are unacceptable delays, please will they notify me and my office and I will do whatever I can to facilitate faster responses? As regards the taskforce, my hon. Friend the Minister for Crime and Policing set out that there will be another taskforce, which will report directly to the Prime Minister, so I think that the position has now been made clear.

My hon. Friend is as forthright as ever. We should remember the great contribution to the world from the victory of Alfred the Great, the refusal to give in to the Danes and all that he did when he was in the Somerset levels. My hon. Friend is right to attach great importance to the use of public funds. We all have a duty to ensure that taxpayers’ money is spent well. I look back to the halcyon days when Somerset County Council was run by Henry Hobhouse, my late godfather, who was a great leader of the council. When he was in charge, things were done properly.

Tonight I will join Disability Talk for the results of its poetry competition. Will the Leader of the House join me in congratulating the 126 people who submitted such heartfelt poems? Will he pledge to ensure that Parliament is more accessible for disabled and clinically extremely vulnerable people, which has sadly not been the case during the pandemic? With that in mind, does he have any plans to ensure remote participation during any possible recall of Parliament while we discuss the crucial topic of Brexit? I would love to be able to tell tonight’s winners that Parliament is accessible for all—would the Leader of the House?

I of course congratulate the 126 people who have entered the poetry competition, and I hope that the hon. Lady will use future business questions to read out selections to the House; I think that would be enjoyed. We had poetry from my hon. Friend the Member for Bridgwater and West Somerset (Mr Liddell-Grainger) and I hope the hon. Lady will follow in his footsteps.

As the hon. Lady knows, I tabled a motion to allow the extremely clinically vulnerable to participate in our debates; unfortunately, it was talked out by Labour Members, with the support of the SNP. That is a matter of considerable regret.

My hon. Friend’s plea is noted, and I absolutely agree with him. I think that people will very much welcome the announcement made by the Government yesterday—other, possibly, than a few Islingtonians. The Government take their responsibility for the people of the north and the midlands very seriously, millions of whom placed their trust in the Conservatives for the first time last December. My right hon. Friend the Chancellor announced in the spending review yesterday that the Government are launching a new levelling up fund worth £4 billion in England, which will attract £800 million in the usual way through the Barnett formula for Scotland, Wales and Northern Ireland. Our new fund will build infrastructure for everyday life, such as new bypasses, upgraded railway stations and better high streets and town centres. The Chancellor answered lots of questions on this yesterday, and it is important that this subject is properly scrutinised.

On Wednesday 2 December, the Government plan to deport dozens of people, including one of my constituents, to Jamaica. He has lived in the UK since childhood and is being denied the chance to see his loved ones before being placed on that flight. Not only should this not be happening, but how can this level of cruelty take place? Can we please have an urgent debate on this terrifying situation?

It would be wrong of me to comment on an individual case when I obviously do not know the details. This is a matter for the Home Secretary, and I am sure that the hon. Lady has used the usual means to raise her point with the Home Secretary. We have a very fair immigration system that tries to ensure that the people who are entitled to be here are here, and that those who are not entitled to be here have to go back to the places from which they came. That is a perfectly reasonable immigration policy, but individual cases can sometimes be much harder than the broad principles.
