General CommitteesIt is a pleasure to serve with you in the Chair, Mr Stringer. I thank the Minister for outlining the changes to the UK’s sanctions regime that are set out in today’s regulations. We will not seek to divide the Committee, but I have a series of questions for the Minister.
Over the weekend, we passed another grim threshold. It has now been more than 500 days since this phase of Russia’s appalling, illegal and heinous war of aggression against Ukraine began. We remain in awe of the endurance and persistence that the people and armed forces of Ukraine—the whole of Ukrainian society—continue to exhibit in the face of Russia’s brutal and relentless campaign.
I reiterate that Labour Members—indeed, I hope I speak for all members of the Committee—will continue to stand together with Ukraine for as long as the war takes and during the period of recovery and reconstruction that will follow. We also continue to support the Government in the steps they are taking to aid Ukraine, bringing a halt to Russia’s war machine and holding the regime in the Kremlin to account. The Minister clearly set out the very substantial costs of reconstruction and rebuilding that will be required, even if the war were to end today, but we are likely to see those costs continuing to escalate significantly, particularly when it comes to the removal of landmines and unexploded ordnance and when we see the terrible damage done to the Kakhovka dam and elsewhere.
We support these measures in total and, as I said, we will not seek to divide the Committee. Providing a clear legislative basis for keeping Russian assets frozen until compensation is paid to Ukraine is essential. As the regulations set out, we must move beyond encouraging Russia to cease its actions—as was attempted initially through previous sanctions regimes—to taking a much tougher position and holding it to account more fully by retaining relevant assets until compensation is delivered to Ukraine to account for all the destruction wrought by Putin and his regime.
Although we welcome these steps, and I note the comments of the Minister, it is nevertheless disappointing that there does not yet appear to be any movement towards fully seizing and repurposing frozen Russian state assets to supporting Ukraine’s recovery. As you will recall, Mr Stringer, we passed a motion unanimously in the House last week that would require the Government to introduce a Bill within 90 days to do that. I hope that the Minister can say a bit about where the Government are getting to on that and whether they propose to bring forward measures, particularly given that we have seen encouraging signs from the United States, Canada and, indeed, the European Union. Oh, I thought the right hon. Member for Chelmsford was indicating that she wanted to intervene.
I hope that the Minister will explain what steps the Government are taking and how much she expects there to be the voluntarist approach that she outlined. It would be a wonderful world if some of these people were to see the light of day and actually provide resources. What assessment has she made of that, and have the Government received any indications that some of those who are frozen will seek to do this voluntarily? We will have to move much harder.
I have a couple of further questions, given that the regulations relate to the sources of funding for the the pursuance of the war—the Minister said she wanted to ensure that those were choked off—as well as to shipping, ports and other maritime matters. I want to raise the issue of the transportation, refining and importation of oil and gas products that originate in Russia. The current sanctions regime, which the regulations amend, stipulates that once Russian crude oil is transported to a third country and refined into a product such as diesel or jet fuel, that product is no longer considered of Russian origin. It can therefore be transported, shipped and imported if it is kept below the set price cap. Is it therefore possible that Russian oil, in refined form, is ending up in the United Kingdom? What assessment have the Minister and the Government made of that risk?
Given that the regulations are about ensuring that Russia pays for damage that it has done in Ukraine, what is the impact in Ukraine of allowing and enabling the continued flow of Russian oil and gas products elsewhere through third parties, providing revenues that could fuel its war machine? If it is getting the money in from elsewhere and using it to fund the war, and we are not yet able to seize the assets—although we are hoping that, voluntarily, some of them may give them up—that seems to be a stark contradiction. Is the Minister aware of any UK companies involved in the shipping or facilitation of those products?
What assessment has been made pertaining to the enforcement of the price cap? I understand that a series of enforcement measures will be taken in relation to the shipping aspects of the sanctions regime. Is the Foreign, Commonwealth and Development Office maintaining records of attestations of when the price cap has been breached, and if that has been done, by which companies or organisations? If the Minister does not have that information to hand, perhaps she can write to the Committee with those answers. I hope that she will provide a clear list of whether we are aware of any breaches of the price cap and answer the question about the wider risk that oil coming from Russia is ending up in the UK or with our allies, fuelling the Russian war machine.
The Minister talked about the enforcement of sanctions. I remain concerned that we are yet to see the level of enforcement, fines and actions taken by some of our allies. We have a strong sanctions regime, but that must come with enforcement. Otherwise, there will not be the deterrent effect and we will see people continuing to try to evade it. I hope the Minister can say whether she has assessed the number of enforcement actions taken, how they compare with those of our allies and whether we are really providing resources to the enforcement side of things—obviously in the Treasury and elsewhere—to ensure that we take the toughest position possible. We can get all of this right, extend it geographically and put a long-term lock on that commitment until Russia pays reparations, but if we are not doing anything in the meantime and people are evading sanctions, that will be a huge problem. I hope that the Minister will answer some of those questions.
The Government can continue to rely on the support of the Opposition in making it untenable for Russia to continue to wage its illegal war and in ensuring that it pays for the damage it has done to Ukraine and the suffering it has caused.

Commons ChamberI thank colleagues on both sides of the House for their thoughtful and considered contributions to today’s debate. I particularly thank the hon. Member for Harwich and North Essex (Sir Bernard Jenkin) for securing the debate, and I agree with the vast majority of what he said.
It is very clear from today’s debate that, despite some differences, Members on both sides of the House are absolutely committed not only to affirming and deepening our support for Ukraine but to confronting Russia and President Putin’s imperialist ambitions, which threaten the peace and security of Europe and risk a very dangerous and bleak future for the entire world. We need to be absolutely clear that this is not only a barbarous war against the people of Ukraine but a war against the very principles of humanity, liberty and democracy. If we fail to understand what is at stake, if we fail to ensure that we have clear and sustainable strategies of defence, deterrence and denial, and if we fail to have clarity and unity on the ends we seek and on the ways and means of achieving them, we risk a bleak and brutal future.
The war in Ukraine may have been the watershed moment when much of the world sat up and finally recognised the extent of Putin’s ambitions, his warped world view and the cruelty of his regime but, sadly, that alarm has been sounding for well over a decade, and some would say longer. We have seen Putin’s record in Chechnya and his systematic crushing, over many years, of democratic opposition and dissent in Russia. Many of us have been sounding those risks in this Chamber for a long time, yet we were ignored as Russian money and influence flooded into Londongrad and as disinformation flooded our politics and society both here in the UK and across the west. Frankly, an atmosphere of gross naivety and expedient complicity prevailed.
Whether we look from Chechnya to Syria, from the Caucasus to the western Balkans, or from Georgia to the annexation of Crimea, let alone his effective absorption of Belarus, we see that international acquiescence has given Putin the pretext for his next violations each time he has breached the boundaries of international law or fractured the global rules-based order. There has now been an unmistakable shift that we cannot allow to be reversed, because his illegal war against the people of Ukraine has garnered unity, solidarity and material opposition across the west to the Kremlin’s actions, which is the exact opposite of what he expected.
Russia’s strategy has met its most formidable defence in the courage and defiance of the people of Ukraine. As we approach the one-year anniversary, it is worth reflecting on the more than 7,000 Ukrainian civilians who have been reported killed since last February—the actual figure is projected to be much higher. Their blood is on Putin’s hands.
We have seen great tragedy this week. I have just come back from a Ukraine forum at Davos with an Ukrainian MP and other friends—I draw attention to my upcoming declaration of that visit. We stood in mutual sorrow, mourning the tragic losses in the terrible helicopter crash. Time and time again, we heard first-hand testimonies of the impact of Russia’s barbarous strategy on civilians, not least the terrible scenes we saw in Dnipro this week.
Many of us have visited Ukraine, and just a few months ago I saw with my own eyes the situation in Bucha, Irpin and Kyiv. I pay tribute to Members on both sides of the House, including my hon. Friend the Member for Bradford South (Judith Cummins) and the right hon. Member for Chingford and Woodford Green (Sir Iain Duncan Smith), for talking about what they saw. It is right that we recognise the remarkable tenacity of the Ukrainian people in the face of such brutality. Despite that fantastic counter-offensive in the autumn, winter has brought a bloody stalemate to much of the frontline, and spring—or, indeed, even earlier—is likely to see renewed offences. That is why it is exactly right that the UK and our NATO allies provide additional military assistance to Ukraine now. We on the Labour Benches fully welcome the Government’s decision to send those Challenger 2 tanks.
Across this House, we stand unshakeably with our NATO and international allies in providing comprehensive, military, economic, diplomatic and humanitarian assistance. This is not just in relation to Ukraine, but in terms of reinforcement and realignment across NATO, particularly with our Baltic and eastern European allies. Throughout the conflict, we have stood united in this House, and that is evident again today. That said, we believe that the Government should set aside individual piecemeal announcements and instead set out a clear strategy, in concert with our allies and Ukraine, of long-term military, economic and diplomatic support, so that we can make sure that Putin’s invasion really does end in failure.
There was an early focus on Russia using energy as a key part of its strategy, but we have heard again and again today that at the heart of Russia’s strategy is also terror. It is vital that the Ukrainian prosecutor general and the International Criminal Court have the resources they need to document and prosecute the growing body of evidence of Russian war crimes. We have been calling since March—indeed, it was called for by the Leader of the Opposition—for the establishment of a special tribunal to prosecute the crime of aggression. I have heard that again and again over the past few days. This is something that is gaining real momentum, and I would like to hear from the Minister the Government’s official position.
We also support the call from my hon. Friend the Member for Rhondda (Sir Chris Bryant) and many others to re-purpose frozen Russian assets to help rebuild critical Ukrainian infrastructure and provide much-needed humanitarian aid to the country. We need to get on with that. Other countries, including Canada, are moving forward. What is the Government’s position? Why are we dragging our heels? I appreciate that it is complex, but we have been calling for this for months and months and months. I did have some warm words from Ministers in Committees a few months ago, and yet I have heard nothing since.
Let me turn now to Russia’s wider strategy. Dominating Europe is an integral component of Putin’s strategy and his view of its ultimate success or failure. The Russian world strategy that was unveiled in September made it very clear that Russia wanted to increase its position in the Slavic nations, the Baltic states, central Asia, the Caucasus and elsewhere. Putin dubbed the collapse of the USSR the “greatest geopolitical catastrophe” and considered it a “tragedy” that millions no longer lived behind those former Soviet borders since the dissolution. There should be no doubt about his world view and his ambitions for our continent.
The situation in the western Balkans has been rightly raised a number of times. I take a keen interest in the area and I have travelled out to Kosovo and North Macedonia. My colleague, the shadow Foreign Secretary, has been in Kosovo in recent weeks. The region is in its most precarious state since the 1990s, with tensions rife, and figures such as Milorad Dodik and others aligning themselves very clearly with the Kremlin. We know how this works: Putin and his cronies heighten tensions, exploit and enable secessionist movements and political outriders, sow discord, spread misinformation and capitalise on the ensuing turmoil. We cannot allow Russia’s interference in the region to destabilise the carefully calibrated peace brought about by Dayton and the Belgrade-Pristina dialogue.
We have heard about Russia’s ambitions beyond Europe. Putin was sure to formalise his ties with President Xi as a pretext to his invasion of Ukraine, culminating in the declaration of alignment between China and Russia. That relationship and its ramifications will be immensely consequential in the coming years.
We have also heard about the relationship with Iran. Characteristically, Putin is waging his war in Ukraine with its drones, but it is also a geopolitical relationship that could continue to define the entire middle east.
We have heard again and again today of the activities of the infamous Wagner Group, which is engaged in a number of conflicts in Africa, including in the Democratic Republic of Congo, across the Sahel, in Burkina Faso and in the Central African Republic, which has effectively come to depend on that paramilitary outfit. There is also central and South America, which did not get much attention today. Nicaragua, Cuba and Venezuela remain aligned with Russia. Each of their relationships with the Kremlin is characterised by military co-operation, the weaponisation of information, the repression of the press and democratic freedoms, and the undermining confidence in democratic institutions across the region. What we are seeing is an attempt to extend Russia’s geopolitical reach and to strengthen authoritarianism and dissent worldwide.
Despite the strong vote in the United Nations, we know many countries have refused to condemn Russia’s actions. I would like to hear much more clearly from the Minister our strategy in relation to the global south and for dealing with those countries—some of which we would consider very close allies—that have failed to stand with us and with Ukraine.
I was extremely concerned when it was drawn to my attention recently that some trade union leaders in the UK have not exactly condemned Putin’s actions in Ukraine and may have been slightly on the other side. Does the hon. Gentleman agree that it is very concerning if that is the case, and that in condemning Russia’s actions we want unity not just among politicians but among the leaders of organisations across the country?
I do not know which union leaders the right hon. Lady is referring to, but I can tell her that the leader of my own union—I include my membership of the GMB in my declaration of interests—gave one of the most powerful speeches at the Labour party conference. He made it very clear what he thought, and I think that is also the view across the trade union movement in the UK: condemning Russia’s actions and standing with the people of Ukraine. I am not sure what the right hon. Lady is referring to.
I come now to some clear conclusions. We need to remain crystal clear in our commitment to NATO, but we must also end the bluster and brinkmanship that have characterised our relationship with the EU in recent years. The fact is that we all face common threats and we need to use new forums, such as the European Political Community, that bring together EU and non-EU, NATO and non-NATO countries. We all experience threats and we need to co-operate and work together. It is good that the UK was part of that, and we should seek to continue.
We must end the decade of decline for Britain’s defence, with millions of pounds of waste and mismanagement, the number of tanks cut by one third and the Army cut to its smallest size in 300 years. There has been much criticism of that across the House in this debate and I hope the Government listen carefully to that. We are in a new and dangerous world.
It is shameful that it took the invasion of Ukraine for the Government to finally get to grips with the UK’s role in illicit finance, particularly London’s role in facilitating the lifestyles and interests of Putin’s enablers and allies. That cannot go on; we must continue to close the loopholes, and I know there is cross-party support from many in this Chamber for doing that.
We must fully utilise and cherish all our alliances and partnerships worldwide in this fight—again, I hope the Minister can say what our strategy is with the global south. We must tighten our sanctions regime to ensure it is properly resourced and airtight, including in crucial areas, such as cryptocurrencies and others, where there are gaps, something I have repeatedly raised with Ministers.
We must ensure that we are investing in clean, secure and independent energy and ending our vulnerability and exposure to fossil fuels. We must do much more to take on the Kremlin in cyber-space and, of course, its systemic pollution and corruption of the information environment. We must also watch and defend the flanks; I have spoken about what our strategy needs to be with NATO, but we must also watch those areas that Russia is trying to destabilise, such as the western Balkans.
In conclusion, this illegal war of aggression has brought about a sense of unity and common purpose not seen since the onset of Putin’s rule. The incredible progress we have seen, with Ukraine at the fore, is an indication that his grand strategy might be unravelling. With our steadfast and enduring support, I know that the values we share with Ukraine will prevail, but they require a comprehensive strategy, with the resources and political will to see it to the end and Putin’s defeat.

As I said earlier, I take national security and the security of our citizens extremely seriously, which is why it is absolutely vital that the Government continue to have Foreign Office Ministers in place. I have inquired as to whether or not there are further details of the meetings—these alleged meetings—and I do not have any further details at this time.
Given that the then Foreign Secretary went from the NATO meeting to these meetings, did he have any Government papers in his possession at the time? Secondly, we know that the Prime Minister has been very careless in the past—I think his mobile phone number was publicly available for 15 years. Did he have his personal electronic devices with him at the time? If he did, were they searched and examined by the security services after that meeting?
As I have said, I do not have any further details at this time. I have asked to see whether there are further details, but I do not have the details at this time. The Prime Minister, however, has announced that he is stepping down and will be making a statement shortly, as we know.

Commons ChamberI thank my hon. Friend for this question, and for pointing out the incredible importance of our work on preventing sexual violence in conflict. Indeed, the UK is a world leader on this issue. The UK has committed over £50 million since the launch of the preventing sexual violence in conflict initiative in 2012. We have funded more than 85 projects in 29 countries to respond to conflict-related sexual violence. We have trained 17,000 police and military personnel, and deployed UK experts over 90 times since 2012. That has helped to build the capacity of the UN and non-governmental organisations in countries such as Ethiopia, Mali, Bangladesh, Zimbabwe and Uganda.
It is incredibly important that women—it can be men as well as women—who have suffered sexual violence are supported. As hon. Members know, we have put considerable funding into the humanitarian situation in both Ukraine and neighbouring countries. We are supporting internal efforts to investigate violations of human rights and international humanitarian law in Ukraine, including the ICC investigation, as I have said. On 4 March, the Metropolitan police operationalised its war crimes division. That is helping to collect evidence from those who have come to the UK, which will support the ICC. Our energy and assistance resources are targeted on supporting the work of the ICC on war crimes, rather than trying to build a new tribunal, because that could take many years, but other countries are doing things similar to the Met police’s operations.
I thank the hon. Member for Totnes (Anthony Mangnall) for this hugely important urgent question and you, Mr Speaker, for granting it. As ever, Labour Members stand absolutely with the people of Ukraine, including all the women and girls of Ukraine who are suffering horrendously in this conflict started by Putin. This war of aggression has had a terrible toll on civilians across the country.
We know that, throughout history, rape and sexual violence have been used by aggressors to punish, terrorise and destroy populations, from the rape of women during the 1937 Nanking occupation to the estimated 200,000 women subjected to rape during the fight for independence in Bangladesh. We have also seen victims of sexual violence in Bosnia and, more recently, as I have raised with the Minister, in Tigray and Myanmar. It is because of those heinous examples, and countless others, that rape and sexual violence have had to be explicitly prohibited under international humanitarian law and the Geneva conventions. As war ravages Europe once again, the grim reality is that we hear horrific reports of rape and sexual violence being used as weapons of war once more.
This week, one Ukrainian woman told The Times that she was raped on multiple occasions by Russian soldiers in her family home after they murdered her husband and while her four-year-old son was in tears nearby. That is utterly horrific and heinous. As the hon. Member said, we have also heard direct testimonies in the House. We were told:
“We have reports of women gang-raped. These women are usually the ones who are unable to get out. We are talking about senior citizens. Most of these women have either been executed after the crime of rape or they have taken their own lives.”
Every part of the House will condemn those appalling crimes, but condemnation is not enough. We need accountability and justice must be done. Putin and his cronies, and all those breaking international laws of war in his name, must face the full force of the law for the crimes and atrocities that they are, no doubt, committing.
The Minister made a number of important points, but will she set out clearly the steps that the Government are taking, crucially to gain the evidence to document these incidents? She mentioned the role of the Metropolitan police and other initiatives. What are we learning from past examples, particularly in the Balkans and elsewhere, about what we can do to ensure that evidence is collected and collated so that people can be brought to justice? How are we working with human rights organisations and others? What is her assessment of access for such organisations? Will she back Labour’s call for a special tribunal so that all war crimes, including the crime of aggression, can be prosecuted? Will she explain the detail of how humanitarian aid is being used in particular to support women in crossing the borders?
We have heard concerning reports about cuts to health and conflict in the Foreign, Commonwealth and Development Office, which are crucial areas that affect the situation for women and girls. Will she assure us that they will not take place? Labour will always support what it takes to protect victims of sexual violence in Britain and Ukraine and across the world.
I thank the hon. Member for his support for women and girls. I, too, read the truly harrowing story of Natalya in the papers. It was so brave of her to come forward and tell the world that story. Indeed, the women who come forward to give their testimonies about the sexual violence that they have faced in conflict are incredibly brave. Recently, women in the Democratic Republic of the Congo came forward to give testimony that led to a conviction at the international court of a senior military leader for war crimes, including sexual violence. That was a true moment to show that we can—and will—hold these people to account.
The Government are supporting the ICC investigation. As I said, the UK was a leader in getting that set up and we have given it £1 million of funding to allow efforts to get started. Indeed, Karim Khan, who is the leader of the investigation and is from the UK, recently visited Ukraine. We are working with humanitarian organisations. In fact, just this week I met the head of the Charity Commission to discuss safeguarding issues and to remind UK charities on the ground about the risk of safeguarding concerns, including trafficking, child trafficking and so on. We will support the efforts of the ICC rather than trying to build an entirely new tribunal from scratch. That process could take many years, so we believe that it is best to ensure that it works through the ICC, which is why we are funding it.
We have not deployed to Ukraine at the moment, but we stand ready to do so if that becomes appropriate.

Commons ChamberThe crisis in Ethiopia and Tigray has catastrophic implications for civilians, the region and the globe. We have seen shocking atrocities over the past year, including war crimes and sexual violence. We are now hearing warnings of potential genocide from former New Zealand Prime Minister Helen Clark and from Lord Alton in the other place, and deeply concerning reports of further apparent incitement this weekend in the media, which I have raised with the Minister. What assessment has the Minister made of those very serious reports and warnings? What are we doing to protect and secure UK citizens who are still present in Ethiopia? What are we doing to bring to justice all those who are committing or inciting such atrocities?
The hon. Gentleman raises a number of points; I thank him for continuing to look at this serious situation. It is really important that we keep spreading the message that British nationals, whatever their circumstances, should leave Ethiopia now while the airport remains available and there are flights. We have asked all sides not to use inflammatory language; it is making the situation even more dangerous, and the impact on civilians is very severe.
We have provided humanitarian aid of up to £76.7 million in badly needed support for people in north Ethiopia, which makes us the second largest donor to the humanitarian response. That support has gone into Tigray, Afar, Amhara and eastern Sudan; it includes critical food aid, safe drinking water, medical care and support for women who have been victims of sexual violence.

I thank the Chair of the Foreign Affairs Committee for his questions. As I said in my response, we are working with international partners and expect to make a public statement later. On the African Union’s response to the situation in Sudan, we welcome the statement of dismay at today’s event by the chair of the AU commission, Moussa Faki, and we will work with all of Sudan’s international friends to apply pressure on the military to return Sudan to the path of democracy.
We are actively calling for a briefing at the UN Security Council to ensure that the situation gets the highest levels of international attention that it deserves. The UK welcomes the statement by the UN Secretary General condemning the military’s actions. As I said, I will also speak to my US counterpart later today.
I thank my hon. Friend the Member for Newcastle upon Tyne Central (Chi Onwurah) for securing this urgent question today. I welcome the Minister to her role and thank her for meeting me last week, when we discussed Sudan among other issues. I hope that that constructive approach, also shown by her predecessor, who is with us today, will continue.
Like the Minister and the international community, the Opposition unequivocally condemn the coup and share the strong sentiments that she expressed over the arrest of Prime Minister Hamdok and others. That has put the democratic process in Sudan in peril and risks further instability at an extraordinarily difficult time for ordinary civilians there when it comes to access to food, water, healthcare and many other aspects, let alone the precarious state of the economy—and especially, as she said, for women in the country.
The Minister noted that last week she visited a number of key projects, including with women. She also met the now arrested Prime Minister and the general who led the coup. She described those meetings as positive at the time and wished the Sudanese well with the democratic transition. I do not doubt in any way her sincerity or intent in those meetings—it is important that she went—but what does she think has gone so wrong in the last few days?
Can the Minister say a little more about what we are doing to take immediate action with our allies in the region and, more broadly, at the UN Security Council and in our bilateral relationships? Has the Foreign Secretary tried to speak to General al-Burhan and what of our embassy and special representative? She mentioned the communication difficulties. Are we aware of any contact with the coup leaders, urging them to step back from this absolutely appalling state of affairs?
Does the Minister regret the decision of the Chancellor, Prime Minister and the last Foreign Secretary to slash our support to Sudan, and to much of the rest of Africa, at such a fragile and critical time? Over 50% of our budget was cut in the last year, from £142 million to £62 million; that risks our influence, let alone our ability to help the Sudanese, who will face the consequences of these terrible events.
The Minister announced a number of key projects on her visit, including an InfraCo visit in November, British Council support, humanitarian assistance and safe drinking water projects in Port Sudan. Are those now at risk? What of them? Obviously, as has been said, there are regional implications, both political and humanitarian. There are crises in South Sudan, Ethiopia, Eritrea and elsewhere—famine, conflict and instability. What assessment has she made of the risks of huge failure in the region?
The Minister rightly pointed out the need to bring to justice all those responsible for past atrocities, including former President al-Bashir and others responsible for crimes in Darfur and elsewhere. Does she now believe that those processes are at risk? She rightly mentioned the investigation into the 3 June massacres. We understand that that has now been stopped. I join her in urging for that investigation to continue; it is absolutely critical.
There are Sudanese in my constituency in Cardiff and across the UK who will today be deeply fearful for their families and others—especially those women protesting bravely in the streets. There are already reports of gunshots and burning barricades at the protests and fears of a return to civil war. We on the Opposition side join the Minister in urging an urgent return to peace, dialogue and the democratic transition—not this betrayal of the agreements and hopes of the Sudanese people.
As I said earlier, during my meetings last week I stressed to all parties the importance of supporting the civilian-led Government, the constitutional declaration and the Juba peace agreement and of progressing with the transition as well as continuing to co-operate with the International Criminal Court. I repeat those messages today.
On humanitarian aid, the UK stands by the people of Sudan. We have been a leading donor of such aid in Sudan. It is already the fifth largest humanitarian crisis in the world and the actions of the military do not change the urgent need for assistance. The ordinary Sudanese people must not suffer as a result. I saw first hand how UK aid through the World Food Programme is giving school food at a school just outside Khartoum to girls in great need of food support. It is also encouraging them to come to school and be educated. Given the challenges that many Sudanese people face, the UK urgently continues to call for an end to the blockades in east Sudan and for humanitarian aid and vital supplies to be able to flow without hindrance.
On financial support, we have invested £150 million in Sudan since the revolution, including £80 million in the Sudan family support programme, which is helping citizens cope with the necessary economic reforms, and a £148 million bridging loan to help clear Sudan’s arrears with the African Development Bank. We will consider the impact of today’s events on our support, including with key international financial institution partners.
