I do not think that my continuing association with the live entertainment industry represents any conflict of interest; rather, it gives me an insight into the trauma that this industry has faced during the pandemic.
Madam Deputy Speaker, I am speaking to you from the great city of Edinburgh, whose name is synonymous with cultural creativity, and has been since the days of the Scottish enlightenment. In the modern era, the city has become host to the world’s pre-eminent arts festivals, and every August more than 2 million people congregate on the streets of Scotland’s capital to celebrate, participate and perform—every August until last August. The Edinburgh festivals, and the fringe in particular, are not only the largest platform in the world for Scottish talent, but the largest platform anywhere in the world for English talent, which is a reason by itself for DCMS to be extremely concerned about its future.
As we debate this matter this week, people are meeting in Edinburgh and beyond—venues and producers are meeting with city and national Government—to see whether it will be possible for the 2021 festivals to go ahead. They are grappling with a terrible dilemma. How on the one hand do we respect, maintain and protect public health in a situation where the virus is still transmitting in the community, while at the same time trying to stage events that, by their very nature, are about bringing people together and causing human interaction? We do not yet know what is going to happen in 2021, but we do know that most of the activity will be outdoors, and it will be considerably smaller and shorter-lasting than before.
We must see this not as a return to normal, but as one step towards a recovery that will take several years. That means that we need to press for a commitment from this Government in the medium term—not just for months, but for years. It would be churlish not to recognise the great efforts that have been made by the UK and Scottish Governments towards the sector, and that is widely acknowledged, but just because it has been good, that does not mean it cannot be better, and there are three things that the DCMS really ought to consider doing as a matter of priority.
The first thing is insurance. It is almost impossible now to get insurance against the cancellation of a live event because of covid-19. The Government should step in and either provide a scheme directly or underwrite one if they do want these events to go ahead, because producers simply cannot take the risk of committing vast sums of money to pre-production and planning.
Secondly, we need to continue business support not just for one year, but through at least until 2024. That means the Government must make funds available directly through funding in England and through consequential funding to the devolved Administrations in Scotland, Wales and Northern Ireland.
The third thing we need DCMS to do is to be much more of a champion for this sector. We have heard already how this Department is very much the Cinderella of Government Departments. That has to stop, and we need people who will stand up for the sector and advocate for what is necessary. That applies in particular in relation to the Treasury, which is responsible for most of the direct wage support. We need to try to get through the tin ear of the Treasury and make sure that it responds to the very great gaps in support that particularly afflict this sector more than others. If we do that, then when we come back in a year’s time, we may still have a sector to be proud of. If we do not, it may be very much in jeopardy.

Of course we know that this has been such a horrible year, particularly for the sectors that I represent—the cultural and creative industries in west Yorkshire and around the whole UK. Covid has been a bitter blow. Of course we did not get the agreement with the EU that we wanted on touring musicians, but we want to do everything we can to support them, including providing clear, easy-to-access information and speaking to our colleagues in EU member states. We will also talk to our colleagues in the Treasury to see what financial support can be put in place at a future fiscal event.
The Edinburgh Fringe is the largest arts festival in the world. I hope the Minister will be aware that this event and others like it have a vital role to play in developing new work and providing a springboard for artists who then subsequently tour that work. Does she therefore not understand that by refusing to maintain a visa exemption for artists, she is fatally undermining festivals in Scotland and the United Kingdom?
I am a massive fan of the Edinburgh Fringe and, in fact, of all the Edinburgh festivals. Last summer was the first in any since I can remember that I was not able to go to Edinburgh to see them at first hand and it was something that I missed greatly. Very recently, just before Christmas, I met representatives from across the Edinburgh festivals to talk about all the issues that they are facing, particularly with regard to coronavirus, but others as well. I should correct the hon. Gentleman. It was not for want of trying that we do not have this free movement of our musicians to be able to perform and to tour across the EU or, indeed, vice versa. We fought very hard for it. Our own arrangements with regard to visas and work permits mean that musicians and performers from outside the UK are very welcome to our shores.

Commons ChamberThe great city of Edinburgh, more than most, welcomes people from across the globe. Members will be familiar with our city’s wonderful arts festivals, but its year-round reputation attracts visitors all the time. Combined with that, the conference centre stimulates business tourism and, of course, the city is a gateway to the rest of Scotland.
So tourism and hospitality are vital for the city’s economy. Some 33,000 jobs depend upon it. So it is almost impossible to overstate the harmful effect that the public health restrictions due to the pandemic have had on that sector. Last year, 1.5 million people came through Edinburgh airport in July. This year, the figure was 170,000. Last year, more than 3 million people visited Princes Street in August; this year, it was less than a quarter of that number. Half of our hotel rooms were empty this summer. Our visitor attractions were down 90% and, of course, our venues and theatres remain dark.
My hon. Friend is making a passionate defence of Edinburgh, but he will share my concern that our islands, such as the Isle of Arran and the Isle of Cumbrae, have also suffered particularly badly. Despite my pleas to the Chancellor, the requests for extra help for these islands have gone unanswered. Does he not agree that sometimes support is needed because it is a question of sustainability for our island communities?
Indeed I do and I shall come on to that. At the core of this dilemma is the fact that the essence of these industries—hospitality and tourism—is bringing people together. Social distancing is the antithesis of what these industries grew up for, yet they are going to have to try to manage the problem. Everyone understands the necessity and requirement for the guidelines to be enforced, nobody more so than those working in these industries. The question is how we can manage.
We have all seen firms in our cities and towns trying to operate with reduced capacity. I have seen it myself in my constituency. Last month, in Perthshire on a family holiday, I stayed at several hotels and ate at several restaurants, all doing their utmost to conform to the guidelines that are to be enforced and, indeed, taking pride in their ability to keep their customers safe.
Behind the brave faces, however, there is a deep and dark despair. It is the despair that comes from knowing that, at the end of a hard shift, more money has left their bank account than went into it, no matter what they do. The truth is, for pretty much all those businesses, those reduced capacity operations are unviable in the longer term, although they do two things: they postpone the date at which money runs out completely, because they slow the rate of loss; and, more importantly, they retain some jobs, and capacity and expertise in the sector, so that when the restrictions change, they can spring back.
That is why I believe that the No. 1 priority now must be to look at those businesses and see how we can support their reduced capacity operation through to next spring. That means we have to abandon this silly, one-size-fits-all blanket policy that treats all businesses as if they were the same. We need a more sophisticated, more tailored and more targeted approach that works with individual businesses and tries to get them through to a position next spring when they will be no worse off than they are now. Support will also be required beyond that—even if the restrictions are lifted, it will take time for public confidence to return and for the market to get back to where it was at pre-covid levels. We should be planning for two to three years of further support.
It is right that the public purse should do that, because businesses are closed and closing because of public policy and a public imperative. That must be the priority. The Government cannot abandon support on 31 October, stand back and watch the sectors decline.

My hon. Friend has hit the nail on the head. One of the key criteria for allocating the money will be about supporting small cultural organisations that may be the only theatre or museum in their town, that are vital to the arts and culture ecosystem in their area and to other businesses in the supply chain and that are the key focal point of culture and arts in their area. That will be one of the key aspects we look at when allocating this cash.
The £97 million for Scotland, while welcome, is not a proportionate share of £1.57 billion, so I presume that a fair chunk of the package is either not new, or capital spending. Given that, will the Government either revise the consequentials to allow a proportionate share of capital spending in Scotland, or relax the capital controls on the Scottish Government to allow them to provide the same support for the arts in Scotland as exists elsewhere in the UK?
All this is new money, and £100 million of it is targeted at support for national cultural institutions in England and organisations such as the English Heritage Trust, the Victoria & Albert Museum and the British Library. Some £120 million of it is capital investment to restart construction on cultural infrastructure projects in England, and £188 million, through the Barnett formula, will go to enable the devolved Administrations to support their cultural sectors.

Commons ChamberAs outlined in the consultation, we are considering changes to the sales and prize limits for society lotteries. The regulatory framework for lotteries must be appropriate, and both society lotteries and the national lottery should be able to thrive. We hope to respond to the consultation by the summer recess.
In February last year I wrote on behalf of the People’s Postcode Lottery to ask for the limit on charity lottery sales to be raised to £100 million. On 7 February I was told that the Department was “considering” that proposal. There have been 15 months of consideration and deliberation, so is it not now “make your mind up time”? Many of those charity lotteries are trying to fill the gaps left by the Government’s austerity policies, and it seems unfair to continue to hold them back. When the Minister announces the response to the consultation, will he commit to raising that limit in line with inflation?
The hon. Gentleman will not be surprised to hear that I will not announce the result of the consultation until we have that result. We have been saying for some time that we would seek to do that by the summer, and that is what we will do. It is important to consider carefully the balance of arguments. The hon. Gentleman is right to say that society lotteries make a considerable contribution, but he will understand that I also have a responsibility to protect the interests of the national lottery. Getting that balance right is not straightforward, and we seek to do it so that a contribution to the life of this country will continue to be made by both society lotteries and the national lottery.
The hon. Lady is quite right that electoral fraud is serious. From whichever side it comes—a referendum campaign or a political party—it must be dealt with according to the law, and it is dealt with unflinchingly. We have an independent Electoral Commission that investigates electoral fraud, and it is right that the Government should allow the commission to be independent, as it must be. However, if a case is referred to the Crown Prosecution Service, it is dealt with precisely according to the code in the same way as any other offence. It is dealt with by trained specialist prosecutors, and a single point of contact in each police force is also trained in election offences. While there may be many allegations, those that are fit for prosecution will be prosecuted—I can give the hon. Lady that assurance.
I think that we all agree that electoral fraud should be rooted out and tackled, but the question is one of priorities. Many of us fail to understand why the Government appear obsessed with personation and individual electoral fraud, spending so much time and energy on a problem that is virtually non-existent, at a time when the Electoral Commission finds Vote Leave and other campaigns guilty of electoral fraud and is currently investigating the Brexit party. Is it not time that the Government reassessed their priorities and focused on the organised campaigns that try to thwart our procedures?
I cannot comment on any ongoing investigations that may be carried out, as the hon. Gentleman will understand, but the Electoral Commission, as he knows, is independent and is charged with responsibility for ensuring the integrity of elections. The commission has a full range of powers that it is able to use, and it takes its decisions with full independence.
I assure the hon. Gentleman that if any prima facie case of electoral fraud is referred to the Crown Prosecution Service, it will be dealt with with complete and utter impartiality, and will be prosecuted.

In the event of no deal, is there any legal reason why citizens who have EU settled status could not have the same rights to vote in local elections as EU citizens have at the moment?
Again, the hon. Gentleman will have to forgive me, but that is a matter that I cannot disclose, because that would be to disclose the advice that I give to the Government.

General CommitteesI came to the Committee wanting an explanation and a rationale for the proposed increase. In fairness, the Minister gave that explanation to my satisfaction in her opening remarks. I will therefore not seek to divide the Committee or offer any opposition to the proposal. If the job was judged to be worth £140,000 ten years ago, it is not unreasonable to say that it is worth £160,000 today.
I, too, am concerned about the exact nature of the additional £20,000 that is proposed as a bonus. Could the Minister clarify whether this money is going with the incumbent—following the individual—or being attached to the job as an enhancement of the post’s terms and conditions? If it is the latter, it seems unnecessary not to consolidate it into the salary and simply value the post at £180,000—if that is the effect of this decision. If, however, this is an attempt to reward the incumbent, and it would not necessarily flow with the post were the job to become vacant and be re-advertised, that is a different matter. I think that would be a more satisfactory solution.
