I have long said that we need to tackle crime, especially serious violence, on many fronts, and that means making sure that the police are properly resourced so that we have enough police on the streets. That is why this year we had a record settlement of almost £1 billion, which was voted for and supported by Government Members but rejected by Opposition Members.

The Home Office has been preparing for a potential no-deal exit, not because it is what anyone expects or wants, but because it is the responsible thing to do. I cannot tell the hon. Gentleman right here and now what the total costs are, but I am happy to write to him with more detail. But it is right that we make these preparations, whether they are for border issues, immigration issues or customs and security.

The strong message that came out of the referendum is that people want an immigration system that provides control, but they also want an immigration system that is underpinned by the principle of fairness, where everybody is treated equally, regardless of where they come from in the world. Is the Minister confident that the new system that we put in place will deliver on both those objectives?

First, my hon. Friend reminds the House that, sadly, many children have died in Syria because of the conflict, with many having died because of the acts of Daesh and its terrorist supporters. She has asked what we are doing on de-radicalisation. A number of programmes have been in place for many years. One of the key programmes is the Prevent programme. Last year, there were, I believe, approximately 7,000 references to the programme, and some 400 people were put into the Channel programme—they are the ones we would have the most concerns about—and the vast majority are coming out successfully, with no further concerns. We are also finding that there is an increase in the number who have been subject to far right extremism, so this is about all types of extremism. The heart of these programmes is about protecting and safeguarding vulnerable people, often young people.

Ultimately, is it not the case that any Home Secretary has to make very difficult decisions, such as this, based on information that they are simply not able to share in the public domain?

That is right, and it is as true for me as it has been for my predecessors. As I have said before, it has been the case for predecessors of all political colours. This whole power of citizenship deprivation has been set by this Parliament—by parliamentarians—and it has been given to Home Secretaries to use in cases where there is good reason to do so. Ultimately, the purpose of the power is to protect our country.

I hear what the hon. Lady says very clearly, and I am listening carefully. I also grew up in a place that, sadly, had lots of gangs and crime, and no one wants to see that in any community. I understand what she says. She specifically asks me about policing, and just last week I went to see some of the work that West Midlands police are doing with other police forces. Much more resource is going into fighting both gangs and drugs. As I mentioned earlier, the increased resourcing will directly lead to many more officers on the frontline.

My right hon. Friend talked in the past of suspending social media accounts as one tool to help tackle this dreadful scourge and the needless loss of life we are seeing. How are his discussions going with the social media companies, which are integral to achieving that aim? Does he think we need to look again at sentencing policy?

My hon. Friend raises another important issue on the role that social media might be playing in spreading serious violence. Late last year, I provided £1.4 million of funding for a new social media serious violence hub so that the Metropolitan police can work with social media companies and specifically focus on this very issue. He knows that the Government will shortly be publishing an online harms White Paper, which will also look at this important issue.

The hon. Lady makes an important point. As I said at the start, some people may have lost housing or been affected in other ways in their housing, and they are being helped. We are working closely with the Ministry of Housing, Communities and Local Government, which is speaking to local authorities. Where possible, we are trying to prioritise those cases.

I am grateful for the speedy resolution of individual cases, but will my right hon. Friend say something about the role that those who have been affected are playing in helping to shape the compensation so that we get this right?

Yes. When we started work on the compensation scheme, it was right to appoint an independent person, and that is exactly what we did. Martin Forde, QC, travelled across the country and spoke to as many members of the Windrush generation who were affected as possible. He asked for an extension to speak to even more, and we granted that.

I must make some more progress. I will give way later.

The settlement provides the biggest increase in police funding since 2010, up to an extra £970 million in 2019-20. This will boost capacity and help forces recruit the extra officers they have told me they need. This is a significant increase. Last year, the House approved an additional £460 million for policing, including from the council tax increase. The latest workforce figures show that, by September 2018, this was starting to pay off, with officer numbers up by 466 in that year. At the time, the Policing Minister, who has shown steadfast support for the police, indicated that our intention was to provide a similar settlement this year, subject to improved efficiency, productivity and financial transparency. The police have met those conditions.

The police are on track to deliver £120 million in commercial savings by 2020-21. They are adopting more digital technology, including mobile working. All police and crime commissioners have published strategies demonstrating how they plan to use their financial reserves. They have kept their side of the bargain, and I am keeping mine. I am going further than we promised last year to provide the support they really need.

People in Corby and east Northamptonshire want to see more police out on the beat, catching criminals and deterring crime. Will my right hon. Friend be impressing on police and crime commissioners that a good chunk of the additional funding being made available should be directed towards that priority?

Yes, my hon. Friend’s point is an important one. He knows that with PCCs there is a lot of independence in setting priorities, but we work carefully and closely with police forces, including his, which will benefit by an additional £9 million through this settlement, to make sure that those strategies are the right ones.

All I can say at this point is that the White Paper will be published soon—I wish that I could say more than that. It is worth keeping in mind that this is the biggest change in our immigration system in four decades. It is important that we take the time and that we get it right.

As well as control, fairness as a principle and treating people equally regardless of where they come from in the world was right at the heart of why so many people voted to leave. What consideration is being given to that principle of fairness as we design a new immigration system?

One of the lessons from the Brexit vote was that people wanted to see control of our immigration system—one that is designed in Britain for our national interest, and that is certainly what we will be setting out. We want a system that is based on an individual’s skills and on what they have to contribute, not on their nationality.

My hon. Friend is right to point that out. Everyone wants a fair and compassionate system, but they also want that system to be robust and for the rules to be enforced. If someone tries to take advantage of the system, clearly that must be pursued. I referred in my statement to Operation Fugal, and I understand that one reason why it was begun was that a pattern of fraud was recognised by Home Office officials. When many of those cases were investigated by the police, the Crown Prosecution Service brought charges against individuals. I will not talk about those particular cases, for obvious reasons, but that helps to demonstrate that when people are engaging in wrongdoing, we will pursue that.

I commend my right hon. Friend’s leadership and the robust steps he is taking, but can he confirm whether there are any known outstanding cases? If so, will the processing of them be expedited?

There may be some known cases that are outstanding and we are expediting them. Operation Fugal addresses some complex cases involving DNA that might have been mandatorily required and that need further investigation, but we will try to deal with those within days when we can.

We recognise that our support to councils means nothing without the right funding and resources. To that end, we published the final settlement for funding local authorities in England a month ago. The settlement equates to a real-terms increase in resources to local government over the next two years—once again, it is worth reminding the House that it was a real-terms increase that the Labour party voted against. This settlement forms part of a four-year settlement that gives English councils access to more than £200 billion in funding in the five years to 2020. That gives councils greater freedom and flexibility over the money they raise, in recognition of the fact that no one knows their local areas—the opportunities, challenges and pressures there—better. This settlement strikes a balance between relieving growing pressure on local government and ensuring that hard-pressed taxpayers do not face ever-increasing bills.

Does my right hon. Friend share my frustration that, as happens on police funding and the NHS, on local government Labour raises lots of concerns about a lack of funding and then votes against the solution? Does he think that in the upcoming local elections people should judge the Labour party on its deeds, not its words?

My hon. Friend makes an excellent point. We saw the same again recently on the cut in stamp duty; Labour talks about helping people to buy their first home, yet it voted against a cut in stamp duty. There are many such examples and it is incumbent on all of us in this House to make sure we know what Labour really stands for.

The settlement comes in the third year of a four-year deal that was accepted by 97% of councils in return for publishing efficiency plans. As I said earlier, many councils have made the most of the certainty and stability this offers to plan ahead and drive commendable efficiencies. We will continue to work with the sector to not just deliver better value for money, but really transform services. In all, this settlement answers calls from councils, over many years, for greater control over the money they raise and the tools to make this money go further. This is the approach we have taken across the board: listening to local authorities and responding to what we hear.

First, I highlight the fact that the new leader of the county council has made an apology. I say to the people of Northamptonshire that what they are looking for and have contacted us about, either through their MPs or directly, is decisive action, and that is exactly what they are getting from the Government.

The inspector’s report is clear about the issue of national funding, but in any event the shadow Secretary of State, the hon. Member for Denton and Reddish (Andrew Gwynne), and the Labour party voted against the local government finance settlement, which gave extra money to local government in Northamptonshire. I welcome the robust steps my right hon. Friend has taken to address the concerns that we Northamptonshire MPs have raised. When it comes to reorganisation, I note that any proposal has to be bottom-up—it has to come from local government in the county. Will he keep in mind the importance of the reserves that have been diligently accrued by the districts and boroughs being spent in the areas in which they have been accrued; the need for strong area representation; and the committee system, which I think would be hugely beneficial?

I commend my hon. Friend’s work for his constituents in Northamptonshire. For that matter, I also commend the Under-Secretary of State for Digital, Culture, Media and Sport, my hon. Friend the Member for Northampton North (Michael Ellis), for the work that he continues to do. I commend the interest that they have both taken in the report. I very much agree with the issues that my hon. Friend the Member for Corby (Tom Pursglove) raised, particularly in respect of reserves, which of course belong to those local councils and districts. That will not change in any reorganisation. When the proposals for reorganisation come through, it is important that all the options are looked at properly so that we get the best outcome for the people of Northamptonshire.

Yesterday, we marked Mother’s Day, a few days after International Women’s Day and the 100th anniversary of women getting the vote. Hon. Members will want to join me in applauding the exceptional women who make this country great, including our Prime Minister, who last week launched bold and ambitious reforms of planning rules to help to build the homes this country needs. I am pleased to announce that since my last departmental oral questions the homelessness reduction taskforce has met for the first time and that the Government have confirmed their support for the national war memorial honouring Sikh servicemen.

Corby and East Northamptonshire have been at the forefront of the building of new homes, which is entirely in line with the agenda set out by the Prime Minister last week, but can my right hon. Friend reassure my constituents that the appropriate infrastructure will accompany those homes at all times?

My hon. Friend is right to raise the importance of infrastructure to the building of the homes that we need. That is why the housing infrastructure fund is so important. As a result of his hard work, Corby received £4 million in the first allocation, but I know that there is much more to be done, and I am listening carefully to what he says.

Local Government Finance

The hon. Lady suggests that the only way councils can access funds to provide social care is through council tax, which is absolutely not the case, as she knows. It is an important way to raise some of the funding, but an increasing amount is coming from central resources. For example, the £2 billion that was allocated in the spring Budget takes into account the ability of local authorities, including the hon. Lady’s, to raise money locally. It is right that we have that balanced approach, but I know that there is more to do on adult social care, and that funding alone will not help to fix the challenges. This long-term challenge requires a long-term systemic change. The publication of a Green Paper this summer on future challenges in adult social care will help set us on a path to secure that.

Finally, we are responding to calls for more flexibility over setting council tax. Local authorities will be able to increase their core council tax requirement by an additional 1% without a local referendum, bringing the core principle in line with inflation. This will enable them to raise revenue and meet growing demand for their services while keeping taxes low. Having done away with Whitehall capping, we have enshrined these checks and balances into the system. Under the Localism Act 2011, local government can increase council tax as it wishes, but excessive rises need to be approved by local residents in a referendum.

In addition, directly elected Mayors will decide the required level of precept by agreement with their combined authorities, and it will be easier for police and crime commissioners to meet local demand pressure under measures that I have agreed with the Home Secretary. They will allow for a £12 council tax flexibility for police services, raising an additional £130 million next year. We will, however, defer the setting of referendum principles for town and parish councils for three years, and we will keep that under review. In all, I want to see the sector doing everything possible to limit council tax increases and show restraint. I am keen to ensure that these freedoms are not abused, and I am sure voters are too.

My Department’s name recently changed to the Ministry of Housing, Communities and Local Government. That underlines our focus on fixing our broken housing market and getting Britain building, but I remain absolutely committed to the community and local government elements of our work. They are the foundations on which everything else stands. It is not enough to build more homes; we need to build better and stronger communities. Councils acting truly as local government and not local administration will help us to achieve that.

On the point about local government, will the Secretary of State confirm that this settlement will see real-terms increases for local government over the two-year period?

I can confirm that there will be a real-terms increase in resources for local government over a two-year period, rising from £44.3 billion in 2017-18 to £45.6 billion in 2019-20. I should clarify, however, that due to the additional £166 million that was announced this year, that is a real-terms increase over the two-year period rather than year on year.

We have listened to local authorities, and through this settlement we have delivered what they asked for, while at the same time keeping spending in check. We have delivered a real-terms increase in resources over the next two years, more freedoms and fairness, and greater stability and certainty for local authorities to plan and drive value for money. They, and the communities they serve, deserve no less. I commend the settlement to the House.

I certainly welcome a fundamental review of local government finance and, in particular, the fairer funding commitment, but is there any help coming down the track for local authorities that are particularly affected by the issue of unaccompanied asylum seeking children, which places a cost pressure on those local authorities, such as Northamptonshire County Council?

I am pleased that my hon. Friend has raised this issue. I recognise the good work that so many councils do to look after unaccompanied asylum seeking children, who are some of the most vulnerable people in our society. One thing I am doing today is making an additional £19 million available for next year to help the local authorities most affected to help some of the most vulnerable people.

The right hon. Gentleman raises the importance of housing and rehousing, and that is absolutely right—those are a priority here. If I may say so, I do not agree with his recommendation. To have brought in commissioners would have made what is already a tough situation even more difficult in terms of helping the victims of this tragedy. I ask him to reflect on the fact that whatever happens in terms of housing, it must be led by the victims.

As the right hon. Gentleman will know, there were 151 households in Grenfell Tower and Grenfell Walk, and there are now 204 households to deal with because many of them have wanted to change their family structure, and that has been listened to. It is very, very important that the rehousing is done at the pace of the victims, that they are given choices, and that if they are not happy with any of those choices, they are given more choices. That process continues. No family should be forced to leave emergency accommodation; they should leave it only when they are happy with what has been offered. It is right that we listen to the victims during the whole rehousing process.

I was very pleased to hear that the council has accepted the taskforce’s recommendations in full, but how quickly will those recommendations be implemented, and what oversight will there be?

The council accepted the recommendations very quickly; it did not take too much time to consider them. It had a meeting, went through them, and accepted every single one. That is a good start. As for how the implementation will be monitored, first, the taskforce itself will help to oversee it and report back to me again in the new year, but also, through my Department and my officials, I will oversee each one of the recommendations and make sure they are fulfilled.

I get the impression from previous answers that I have received from my right hon. Friend that local authorities have been very good at meeting the different requests that Government have made of them, but can any specific pressure be applied to non-compliant housing associations? We simply cannot take any chances with safety.

Local authorities have generally been good in their response. Of the buildings mentioned earlier that have had their cladding tested or proxy tested, 46 are local authority buildings. Some local authorities have been very helpful in working with housing associations, but where that can help, we will certainly look at it further.

On Friday afternoon, I met the chief executive and the leader of Corby Borough Council, who assured me that the council has complied with all the requests the Department has made, and I shall ask the same questions of East Northamptonshire Council this Friday. However, is there anything more that individual Members can do to support Ministers and the Government, working across party lines and with local authorities, in the review process ahead?

One role that many individual Members, including my hon. Friend, have been playing well is making sure that their constituents are well informed about what the testing process is and what the results actually mean. That was one of the reasons why we published the explanatory note last Friday, and many Members have used it to inform their constituents.

Some local authorities have done that well—mainly Conservative-led authorities—and Labour authorities have absolutely failed in it. So if people want to see more services being delivered for less, they should vote Conservative on 4 May.

The £3.5 billion that was allocated in the last spending review was more than the Local Government Association set out at that time. Despite that, we have acted, as demand has grown, with the announcement of the additional £900 million. As I have made clear a number of times at the Dispatch Box, this is not all about money; it is also about reform and especially about promoting more integration between the work done by local authorities and the health sector.

I assure my hon. Friend that at the heart of the new methodology is a requirement to be more realistic and honest about the actual housing need in the area. Perhaps he will also be reassured by the words in the White Paper about making sure that, before anyone even looks at green belt, they have exhausted all other reasonable options.

One market that never seems to be met is that for bungalows, which are perhaps the only truly lifetime property and which also free up properties for families. What role does the Secretary of State see bungalows playing in future supply?

My hon. Friend makes an important point. This comes back to the new requirement for local authorities to plan for every demographic in their area. I am sure that, like me, my hon. Friend has met constituents whose children have left and who live in a large home and would love to downsize, but there is not enough choice in their local area. There is now a specific requirement in the White Paper to make sure that local authorities are planning for everyone, including older people.

I can tell the hon. Lady that for her local council, Redcar and Cleveland, the precept next year could raise £2.2 million, and the following year it could raise £3.4 million. The numbers are considerably higher than she may think at the moment.

On the new homes bonus, let me be clear: it is being reformed, but it is staying in place. The bonus that is currently equivalent to six years’ band D council tax will fall gradually from five years to four years, but the essential principles remain the same. The savings that are generated from that change from six years to four years are national savings—that is the £240 million pot—and will be distributed nationally across authorities that provide social care services. That will be based on a needs formula.

Both Corby Borough Council and East Northamptonshire Council are firmly engaging with the Government’s housing growth agenda. Will my right hon. Friend undertake to consult them fully on any proposed changes to the new homes bonus, because it is essential that infrastructure and services keep up with the pace of housing growth? I particularly say that because the level of development is so significant in our area and because it is focused on urban extensions, and the costs associated with those are inevitably high.

Again, my hon. Friend highlights the importance of the new homes bonus to meet some of those additional pressures. By having the reform, we have made sure that we keep the principle of helping those authorities that are doing the right thing and building those homes. My hon. Friend asked me specifically about consulting on the changes. I should point out that the consultation has happened: it started in December 2015 and is now complete. The hon. Lady will know that a number of programmes are already in place. Since 2011-12, the Government have spent £60 million on integration and cohesion programmes, including teaching the English language to isolated communities, with many of those involved being women. However, we always have to see what more we can do, and there are some suggestions in this report. It would be wrong of me not to study them carefully and not to look at which ones to take forward and implement, and I look forward to doing that. If the hon. Lady has particular suggestions once she has looked at the report in detail, I would be happy to listen to them.

Sport does so much to break down barriers, bring people together and help promote British values in our society on an organic basis, so although we have a proud record on this in this country, will the Secretary of State see what more can be done, working across Government, to help boost sporting participation, particularly among young people?

My hon. Friend makes a very important point. When I was Culture Secretary, the Department for Culture, Media and Sport sponsored a number of programmes, particularly in cricket and football, that involved a number of young Asian men, and that did help with community integration and cohesion. He is right to raise the issue again, and we should be looking across the board to see how every Government Department can help.

I welcome the hon. Gentleman’s comments. First, there is no deal, and there is no preferred option; this is a very open consultation. As he will see, there are a number of options the Government are looking at, but no decision has been made. As I mentioned earlier, we are very wary of setting a precedent. I can assure him that this is very much about this scheme, and this scheme only, in these very unique circumstances.

As Ministers know, those of us who recently visited the Tata site in Corby with the Business Minister had a very good discussion about what the future holds for it. We heard about the time and investment that are needed to see the plan through. As part of his discussions not only with potential buyers but in Mumbai, has the Secretary of State had any indication that the investment we so desperately need in Corby will be forthcoming?

My hon. Friend asks a good question. Of course, he is rightly concerned about Corby and about the operations Tata Steel UK has in his constituency. There is a lot in this process that is commercially sensitive, and it would not be appropriate for me to discuss it in public. However, seven bidders have already come forward. A number have put forward much more detailed, serious bids, and Tata is seriously considering them. Many of them include a future for all the operations that Tata Steel UK currently has.

I thank the hon. Gentleman for his Committee’s work on this matter, which is helpful to the debate and enables us to look more closely at the position. As for the question of suppliers to Tata, and, indeed, large customers, I have already written to, or asked officials to write to, all the suppliers and customers of Tata Steel strip products. We have contacted the largest suppliers and the largest customers, as has Tata, which has given its reassurance on this point as well. However, I think that the main reassurance I can give relates to the approach of the Government, who are doing all that they can to secure a long-term, viable future for the business.

I would argue that Tata Steel in Corby is a vital component of the midlands engine. Bearing in mind all the commercial sensitivities, will the Secretary of State update us on exactly what point has been reached in the discussions that are taking place with the aim of securing its future?

My hon. Friend’s approach is commendable, as is the work that he is doing in Corby to secure Tata Steel’s future. As I hope he understands, there is a limited amount that we can say about what is a very commercially sensitive process, but let me reassure him that we are doing everything we can.

Let me join the hon. Gentleman in welcoming the news about Tata long products and Scunthorpe; it is very encouraging, and I am sure it will bring some relief to him and his constituents. I also join him in congratulating not only Tata and Greybull on working together to secure a deal, but the unions, the pension trustees and the others involved in making it happen. He asked specifically about financing, and the Government’s involvement in it. As I mentioned earlier, we have been involved in the transaction from day one, and we have put on the table an offer of Government financing on commercial terms. That offer stands; should it need to be drawn down, it is clearly there to help make this deal happen.

Having taken part in a cross-party visit to the Corby site last week—I am grateful to the Minister for Small Business, Industry and Enterprise for coming along as well—I am very confident in the plan that has been drawn up to secure the site’s future. However, implementing it will require not only time but investment, and the business rate system at the moment penalises that very investment. What will the Secretary of State do to put a stop to that and to send a crucial sign of confidence from the Government?

I agree that we should always try to do more to help small and medium-sized enterprises, in particular, to export more. The hon. Gentleman may know that I recently led one of our first regional trade missions, the northern powerhouse trade mission, to the far east. It included not only the Greater Manchester chamber of commerce, but companies such as Televic Education, which is in his constituency.

Fairline has a long history of exporting luxury boats across the world, but last week we heard the devastating news of 380 redundancies. While I hope that the administrator can identify a buyer, many of those employees have been laid off for significant periods with reduced pay. Will the Secretary of State do all that he can to ensure that the redundancy payments are expedited, especially given that Christmas is just around the corner?

This is, of course, a very difficult time for the employees who have been affected. I will certainly look into the position, and, during discussions with any potential buyer, I will ensure that export opportunities are highlighted.

I am sure the hon. Gentleman has heard me talk about the challenges facing the industry; these are UK-wide challenges and of course that includes Scotland. When it comes to us—whether the Prime Minister, me or other Ministers—talking to our EU partners, we have had a number of conversations and taken action, for example by voting in the EU and the relevant EU Councils for action on unfair trade. We will, of course, continue working with the EU, because that is what is required, and when the EU does take action, it will be a lot more meaningful than if individual countries try to take action.

We need a steel industry in this country not least because it is imperative for our national security and I am grateful to Ministers for the interest they have shown in this issue. At the steel summit the Secretary of State committed to setting up three working groups. When will those groups first meet and how quickly will they report? On the additional energy compensation to which he referred, I urge him to shoot first and ask questions later.

I thank my hon. Friend for taking part in the steel summit and his contributions. These working groups have already been set up and each and every one of them has begun work. In fact, I can announce which Ministers will be chairing and leading the work for each group: it is the Minister for the Cabinet Office and Paymaster General on public procurement, the Minister for Small Business, Industry and Enterprise on international comparisons, and the Commercial Secretary on competitiveness and productivity. All these working groups will have their first meetings later this week.

Steel producers are an important employer in Corby. Will my right hon. Friend meet representatives of the steel all-party parliamentary group, who are working closely together, to talk about strategic support, especially on carbon taxation?
