T5. Will my right hon. Friend look again at whether there are any opportunities to support grandchildren to have better access to their grandparents following a divorce or bereavement?

I am grateful to my hon. Friend for raising this issue. The Government understand the important role that grandparents often play in children’s lives—I can very much relate to that through my own experiences growing up—and the stability they can provide, particularly during times of divorce, separation or bereavement. I know that she had a productive meeting with my right hon. Friend the Deputy Prime Minister recently. This matter is under active consideration at pace and we will revert to her as quickly as possible.

I greatly respect all the work that the hon. Gentleman does with autistic people, and I know he is passionate about this. He is right. We have committed to review the autism strategy. The Autism Act 2009 is the only condition-specific piece of legislation in British law, and we want to ensure that it continues to be fit for purpose. The consultation on the autism strategy review has just closed, and we will look carefully at everything that comes out of it.

What protection is in place for those who come forward to shine a light on allegations relating to such grave care? What is the Minister’s message to people who have concerns?

I am grateful to my hon. Friend for raising that, because it is the whistleblowers who have brought these concerns to everyone’s attention. It is deeply regrettable that whistleblowers brought this to people’s attention before, and it was investigated, but this abuse was not rooted out and stopped. We need more protection for whistleblowers. We have accepted some of the CQC’s recommendations on encouraging whistleblowers to come forward, and we are always looking at more ways to offer protection and encourage them to do so. It is always wrong when deeply disturbing practices have to be brought to light by those who shine a light on them.

The conversion of SMI from a benefit into a loan is intended to retain support for owner-occupier claimants in a more sustainable way, while increasing fairness for taxpayers, many of whom cannot afford to buy a home of their own.

What steps is the Department taking to ensure that DWP staff are aware of military covenant issues, so that they are best able to support our brave men and women when they leave the armed forces?

My hon. Friend is absolutely right to raise that issue. Veterans make a considerable contribution to our country and it is right that we support them as they move on in their careers. DWP staff receive continual training to ensure that they can signpost veterans correctly. The “See Potential” campaign champions veterans and encourages employers to see the incredible skills they bring to the workplace.

T2. Research from Guide Dogs has shown that 42% of surveyed assistance dog owners were refused carriage by a taxi driver in the past year, despite its being illegal. Ministers in the Department for Transport are showing great determination to address this wholly unacceptable discrimination, including through enforcement and education. What will the Minister’s Department do to support these efforts?

Assistance dogs are vital to the independence of many disabled people, and their continual refusal by a minority of taxi and private hire vehicle drivers is inexcusable. I am grateful to the Under-Secretary of State for Transport, my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones), for his commitment to addressing this issue and eliminating this discrimination. My hon. Friend makes a profound case, and my Department will do all it can to support this important work.

We have made enormous progress on that and a third of the Cabinet is now female. I do not like the idea of quotas—I may speak for myself on that—and I do not like anybody thinking that the women in Parliament or in our Cabinet are there only because we took men out of the equation. We know that all women in Parliament and in our Cabinet are there under their own merits.

What steps are the Government taking to promote mentoring and positive role models to encourage greater participation in public life across all sectors?

Mentoring can play a fantastic role in all areas of public life and business. The Meet a Mentor scheme across the UK is encouraging women into business, and I would like such schemes to be extended to other areas of public and political life.
