I respect the current Foreign Secretary and previous Foreign Secretary; I believe that they are men of good will, as is the Minister. Unfortunately, however, our rhetoric falls short of action. We need to address the situation on the ground and see how we can move things forward. As my hon. Friend the Member for Edinburgh South (Ian Murray) has implied, we have witnessed an alarming expansion of illegal Israeli settlements. Estimates suggest that some 560,000 illegal settlers now control 40% of the land area of the west bank.
We need to think about a number of issues. The construction of an illegal de facto annexation barrier continues unabated. Restrictions on movement continue to be a daily source of outrage for ordinary Palestinians. The economic decline and the humanitarian crisis in Gaza, which we have debated in this Chamber on previous occasions and which has been caused by a cruel and highly illegal blockade, has left 1.8 million Palestinians without adequate shelter, sufficient food or access to safe drinking water. Not only is the status quo immoral and illegal, but it lays the foundations for the next major escalation.
It is not enough to focus exclusively on negotiations while failing to hold Israel accountable for its human rights violations and its continued annexation of Palestinian land. More than half the members of Israel’s Government, whose political positions range from the right to the far right, reject the two-state solution and the international consensus out of hand. Recently, the Israeli Defence Minister, Moshe Ya’alon, said:
“I am not looking for a solution, I am looking for a way to manage the conflict and maintain relations in a way that works for our interests”.
By “our interests”, he means the interests of the Israeli side. This summer, Prime Minister Binyamin Netanyahu, who had previously claimed to support a two-state solution, let his mask slip and revealed his true intentions:
“I think the Israeli people understand now what I always say: that there cannot be a situation, under any agreement, in which we relinquish security control of the territory west of the River Jordan.”
For decades, Israel has maintained the rhetoric of peace and negotiations for an international audience, while simultaneously entrenching and deepening the occupation. Now even the rhetorical fig leaf of a negotiated solution has been stripped away, leaving Israel’s expansionist aims naked and clear for all who have eyes to see.
I congratulate my hon. Friend on the excellent role he is playing in the debate. He will be aware that one of our former distinguished colleagues, Martin Linton, has prepared an excellent briefing for the debate. Among the disturbing points that he made was the fact that there were 182 Palestinian children in Israeli prisons in September 2014, and that Israel is the only country systematically to persecute children in military courts. That, and much more about the way in which children have been treated, is wholly repugnant.
My right hon. Friend makes a powerful point, as the Minister and other Members know. Other Members have been to the occupied territories and seen how Palestinian children are treated. They are not treated as Israeli children—the children of settlers—are; Palestinian children are subjected to a different system of law, in military courts. That is one of the many issues, such as the demolition of Bedouin villages, which I have also seen, and the failure to tackle settler violence—

Commons ChamberWe need to do two things to make this work. First, we need to retrain the basic manpower of the Iraqi army. It can be done, but it will take some time and, in the meantime, we will have to use air power to hold the line. Secondly, we need significant change in the senior command and control structure, including the replacement of essentially political appointees under the previous regime with competent military people. That will be a challenge, because these people will have their vested interests and their constituencies behind them, but it is the challenge that Prime Minister al-Abadi faces.
Returning to the humanitarian issues that the Foreign Secretary raised, I acknowledge the work of DFID, the UN, the non-governmental organisations and the international community, but in the areas of Iraq and Syria under ISIL control, the response to the humanitarian crisis is dependent wholly on local organisations. What help can we give them?
I am grateful to the right hon. Gentleman for his expression of support for DFID and the international community that is trying to deliver aid. He is absolutely right, of course: in the areas controlled by ISIL, informal support to local NGOs is one strand of the work that DFID and the international aid community are doing. The aid community is acutely aware that it needs to work with the grain of the local situation, and where it provides support in ISIL-controlled areas, it has to work with who it can. That will not always be ideal, but it will get as much aid to those areas as possible.

Commons ChamberThis certainly remains a high priority for us in our meetings with Cypriot Ministers; it is a matter which our high commissioner takes up regularly with Cypriot officials and Ministers and which I have raised on many occasions with successive Foreign Ministers of Cyprus. Clearly, when a matter is before United Kingdom courts, there are limits to what Ministers can do to intervene, but I will always be happy to talk to the hon. Gentleman if there are particular constituency cases he would like to discuss.
8. What recent assessment he has made of progress in the P5+1 negotiations with Iran on that country’s nuclear programme.
Negotiations with Iran on a comprehensive agreement have been tough but productive. It was not possible to reach a deal by 20 July, but both sides are committed to building on the progress that has been made. We have therefore agreed with Iran to extend the Geneva interim agreement until 24 November to give us the time to bridge the differences, in particular on the core issue of enrichment.
I am grateful for that welcome. The right hon. Gentleman and I have spent much time in this place discussing some of the very issues that we are talking about now. He is right to raise concerns about the deal. Rather than making a bad deal, we believe it is important to delay it to make sure that we have an appropriate deal. Talks have been productive. Both sides have worked hard on a draft text but more time is needed to bridge the differences that remain, in particular on enrichment, and to agree the details of how the agreement will be implemented.

Commons ChamberI am grateful for the support of the Churches in the hon. Gentleman’s constituency and elsewhere. Support from around the world is giving succour and confidence to the Nigerian people. I met schoolchildren who have been writing letters to the Nigerian President in support of Nigeria’s efforts to try to capture the terrorists and release the girls. He is absolutely right that there is a real problem. If the girls have been dispersed to a number of different places, a rescue mission for one group would immediately put the other groups at risk. That is the dilemma that confronts the Nigerian Government, as I understand it. That is why they need additional support to monitor what is happening and, if it is necessary to intervene, the troops, security services and the air cover to do so.
There is a second thing that we can do to help. We cannot have safe schools if we do not have safe communities. In addition to the rising military and security presence in these towns, we need to allocate extra resources to reassure parents, teachers and children that they can go to school. The safe schools initiative, launched this afternoon in Britain by Finance Minister Ngozi Okonjo-Iweala, is a plan to rebuild the burnt-out schools that have been the casualties of terrorist incursions, starting with the Chibok school. Our promise must be that it will be rebuilt immediately and made safe, so that when the girls are returned to their homes, their school at Chibok is safe for them to learn in without fear. The worry for many in northern Nigeria is that their school will be the next to face a terrorist raid.
I am very grateful to my right hon. Friend for securing such an excellent debate. Does he agree that in the north some of the problems arise from illiteracy, from the fact that people cannot find jobs, and from extreme poverty? Sadly, this is encouraging some people to move towards religious fundamentalism.
I am grateful to my right hon. Friend. He has a very honourable record in fighting for the causes of poor people in Africa, Asia and every part of the world, and I want to acknowledge the work that he has done over many years. He is absolutely right. Ngozi, the Finance Minister, referred to that point only a few minutes ago. The Government of Nigeria have to do more—she says they will do more—to help young unemployed people to get work, and to enable young ambitious girls and boys to complete their education by having safe schools, and universities and colleges, to go to.
The whole world should help Nigeria in this emergency. It has to make its schools safer, so that there is confidence among pupils and families that children can go to school. That may mean better perimeter fencing, walls, lighting, and communication and security systems to keep people in touch. We have to reassure people that everything possible is being done, otherwise we will give a propaganda advantage to the terrorists.
The Safe Schools fund has already attracted $10 million from the Nigerian Government, $10 million from the business community, £1 million from the UK and $1.5 million from Norway. Money is coming from other countries in the EU, and there are promises from the United States of America. I hope that one outcome of the debate will be to convince the Government that it is worth providing more than £1 million. Without this initiative, many of the other measures in which we are engaged to help education in Nigeria cannot be successful.
The United Nations has just passed a Security Council resolution that says that schools should have the same legal protection in conflict areas as hospitals. The Global Coalition to Protect Education from Attack is calling on each nation to introduce and integrate guidelines into their military manuals’ rules of engagement and operational orders, so that schools have the chance of being safe havens, rather than being militarised. I hope the Government can encourage every Administration in Africa to do that.
As we heard this evening from Ngozi, and in speeches by the Secretary of State for International Development, the deputy leader of the Labour party and the Chair of the Select Committee on International Development, the kidnaps are part of a wider problem. In the last few weeks alone, we have seen reports of young girls raped and then murdered in India, and we have seen public outrage at the death sentence passed on a young Sudanese mother simply because a woman is considered to have no right to choose her own religion. Attention is now moving to Iraq, where extreme Islamists are fighting for demands that include changing the Iraqi constitution to legalise marriage for girls at the age of eight. This week and every week, around 200,000 school-age girls—some only 10, 11 or 12—are married off against their will because they have no rights that properly protect them. For many, child marriage will be preceded by genital mutilation—still to be successfully outlawed in many African countries.
A total of 7 million school-age children as young as eight or nine will be in full-time work, some of it slave labour in fields and in domestic service, and many will be trafficked into prostitution as part of a subterranean world of international trade in girl slave labour when they should be at school. As a result, 32 million school-age girls are not going to school today, or any other day. The basic right to be in education is denied to 500 million girls who will never complete their education.
Thus the abductions, the killings, the rapes, the mutilations, the trafficking, the exclusion from opportunity and the kidnaps are not isolated incidents, but part of a pattern whereby girls’ rights are not taken seriously enough in many countries, or indeed by the international community as a whole. The violation of girls’ rights is commonplace. In the end, in some countries, rights are only what the rulers decree, so that the opportunities for girls are no more than what a few patriarchs are prepared to bestow. Seventy years after the universal declaration of human rights, we are, in my view, in the midst of what I see as a great global civil rights struggle—a liberation struggle that has yet to establish, in every country of the world, every girl’s right to life, education and dignity. It is falling to girls themselves to lead the fight for rights, largely because of the failure of us as adults, who should be discharging our responsibility for and to them.
A few days ago, there was a youth takeover of the African Union in Addis Ababa; then 20 parliamentary takeovers by young people who occupied, with the permission of the parliamentarians, national assemblies in support of the Chibok girls. This was backed up by demonstrations in cities across the world, including in Rio, Lagos, Hanoi, Cairo and Islamabad. These young people still need the world to see their problem and their fight for what it is.
The bigger truth is that for years we have somehow assumed a clear, if often rocky, pathway towards human rights and universal education, but today in Pakistan the Council of Islamic Ideology is calling for all age limits on girl brides to be abolished; India has just passed up on yet another chance to outlaw child labour; countries all across Africa are failing to act on genital mutilation; and progress to get 58 million out-of-school children into school has stalled in recent years. We should not and must not stand by as many countries in the world lurch backwards when it comes to the imposition, preservation and upholding of girls’ rights.
In northern Nigeria today, we have on the one side terrorists, murderers, rapists and cowards hellbent on acts of depravity, and on the other side we have the defiant, relentless, brave beyond comprehension young people who are desperately fighting for a future but are too often oblivious to our attention. We must be clear that in the battle between the girls of the world and the backward-looking extremists, there will, in the end, be only one winner, but we should not have to wait another half-century with millions of lives ruined, millions of dreams destroyed, millions of hopes and aspirations crushed, for the world to deliver—as we must for the Nigerian girls, and for girls everywhere—the opportunities that should be and are every girl’s birthright.

Commons ChamberI hear what the hon. Gentleman says, but the problem with Saturday is, first, that a number of Jewish communities would find it difficult and, further, that we would still be left with the problem of asking people to count votes and declare results on the Sunday, which would present a difficulty for a number of Christian denominations. This is not a straightforward issue, but as I say it goes beyond the scope of the European Commission recommendations and it is probably best addressed in the context of a wider debate about the timing of elections in the UK.
The four technical recommendations from the Commission—recommendations 5 to 8—are directed at improving the conduct of European elections through EU directive 93/109/EC on information exchange. These four recommendations are not new proposals, but rather suggestions to member states on how to enhance their implementation of the existing requirements of the directive.
The Government are committed to fulfilling their obligations under this directive and we currently implement the legal requirements in full. We do, however, remain concerned about the practical demands of this process and about the burden of implementation being much greater than the prevalence of the problem it is designed to address—namely, double voting. The Government have noted the Commission’s recommendations in this area and we will take them into account in our preparations for the 2014 European parliamentary elections.
I should add, to reassure the House, that any move that the Commission might hypothetically make in the future to incorporate those four recommendations in a revised version of the directive would require unanimity under article 22(2) of the treaty on the functioning of the European Union.
The Commission’s third recommendation states that European and national political parties should make known their nominations for the post of President of the European Commission. Some European political parties are very likely to nominate particular individuals as their candidates for the post. They are free to do so if they wish, and I am sure that that will result in a lively debate among political parties. Indeed, I look forward to hearing from the hon. Member for Wolverhampton North East (Emma Reynolds) whether she and her party intend to campaign ardently in favour of Mr Martin Schulz, the President of the European Parliament, who is currently the only declared candidate on behalf of the Party of European Socialists as the proposed successor to President Barroso.
On a point of order, Madam Deputy Speaker. Would it be relevant to our business if my hon. Friend the Member for Wolverhampton North East accepted the Minister’s invitation to discuss who might or might not be a candidate? Where does that feature on the Order Paper?

That this House has considered the Government’s role in supporting peace and development in Sudan and South Sudan.
I thank the Backbench Business Committee for its decision to grant a request that I and several other hon. Members made to ensure that the House had this overdue debate on Sudan and South Sudan. The hon. Member for City of Chester (Stephen Mosley) and I went before the Committee last week, and although some of the other dozen hon. Members who had supported the petition were unable to attend because of their involvement in debates in the Chamber or in Committee business, we were successful in arranging the debate for an earlier date than we had reckoned.
I congratulate the hon. Gentleman and his colleagues on securing the debate. United Nations resolution 1591 was passed in 2005, and its intentions were clear. Is it not despicable that the international community still has not responded to them?
I welcome the right hon. Gentleman’s support in securing this debate and I absolutely accept his point. Signals given by the international community, and promises made in various peace agreements by those in Sudan and South Sudan, were not always followed through. It is important that we take time to address this issue in the Chamber.
The previous debate on Sudan and South Sudan took place in spring 2011, in the countdown to South Sudan’s independence. At that time, there was some hope about the new country’s prospects. There was hope that more of the comprehensive peace agreement would come to fruition if it had a framework or context in which to work. The hopes and goodwill of NGOs and others in the international community were tragically dashed. The effect on the lives of so many people in both countries was cruel.
We sought this debate because we are coming up to the second anniversary of South Sudan’s independence and because we recently marked the 10th anniversary of the conflict in Darfur. Hon. Members from all parties wrote to the Foreign Secretary, the US Secretary of State and the Australian Foreign Minister to raise concerns about policy drift on Darfur. Perhaps we have been remiss as parliamentarians in not addressing this issue in this Chamber, but we know why that has happened. Other events have caught our attention: the Arab spring and its complex aftermath and the situations in Mali and Syria have taken our focus. The danger is that the international community is giving a signal that what is happening in Darfur is par for the course and there is not a lot more that we can do about it beyond the commitments we have previously made.
I fully accept what the hon. Gentleman says—of course there is a humanitarian crisis, as I think many other hon. Members will also emphasise.
Since the fact of this debate was published, I have been struck by how many of us have been contacted by non-governmental organisations, which have provided urgent briefings and said how glad they are that we are having this debate. It is particularly telling that some of them said, “You cannot give out the locality-specific information that we are giving to you, because it could be traced back to us and compromise NGO operatives and associates in particular regions.” Their nervousness about being named and about their briefings being traced speaks volumes about the situation and their bravery and good work.
These NGOs do not take the side of particular political interests; theirs is purely a humanitarian effort, and like the Government—I know that we will hear from the Minister later—they welcome and encourage any positive steps, whether in the relationship between Sudan and South Sudan or towards improving conditions in the two countries. They are also clear about the risks and about the trespasses against human rights and humanitarian standards that take place all too frequently and are seemingly met with indifference. In Darfur, for instance, the United Nations-African Union Mission in Darfur has recently seemed to be saying, “Well, because there has been statistical easement in some features of the humanitarian crisis in Darfur, we should treat that as though the crisis is ending,” but clearly it is not ending. Even when there are statistical easements, factors and circumstances change, whether it is factors of conflict or seasonal factors or other trepidations that interfere with the situation, and as a result, people find themselves in an ever graver plight, so we cannot act like this is done and dusted on the basis of comprehensive peace agreements that are given only faltering acknowledgment.
I hope that the Minister will explain not only how engaged the British Government are with the political interests in both countries, but how much support they are giving to, and how engaged they are with, the various NGOs. I hope that he will also indicate how well the UK engagement effort works with that of the EU, given that the EU is the single biggest donor in the area, and respond to questions about the UN’s role. Given the misgivings about the UN’s action and the lack of reportage and serious monitoring in Sri Lanka, fundamental questions remain about UNAMID’s competence and sense of purpose in Darfur, where it does not report every transgression with equal seriousness.
I am extremely grateful to my hon. Friend for being so generous in giving way. When he refers to agencies, including the United Nations agencies, does he agree that UNAMID falls short of its mandate of civilian protection and that many people have suffered because of that?
I fully agree with the right hon. Gentleman. We have all heard UNAMID described as the most expensive and least effective peacekeeping operation in the history of the world. UNAMID stands indicted, but if we do not seek to address and ameliorate that in some way, we, too, will stand indicted as parliamentarians.
The range of issues that can be addressed in this debate, and certainly the range of issues that have reached us in briefings from non-governmental organisations, is wide, but those issues also run deep. I do not intend to rehearse them all in opening this debate; the main point is to allow other Members to reflect those points and concerns, as well as the fact that, from time to time, there are indications of hope from these regions. That happens not just when we see flickering developments—all too often cancelled out later—in political engagement, dialogue, talks, deals on oil flows, and so on, but in relation to the potential to build and improve capacity in both countries. However, the key to that is overcoming the difficulties of conflict and all the preoccupations, the distractions and the depletion of resources and potential that conflict represents. That is why the international community owes more than just humanitarian support to the people of these two countries.
I entirely agree with the hon. Gentleman. I think that the importance of oil in the relationship between Sudan and South Sudan is clear to all of us. Approximately 75% of the oil reserves are in South Sudan, and approximately 25% are in north Sudan. The South Sudanese Government are particularly dependent on oil revenues for their taxation income—I have heard that as much as 98% of South Sudan’s income derives from oil—but any measures that impede the flow of oil affect not just South Sudan but Sudan. They affect the oilfields on the northern side of the border. We must recognise that oil has a huge part to play, and ensure that any agreements that are reached to deliver permanent peace deliver a solution to the oil problems as well.
The third news story related to Jonglei, one of the states in South Sudan. Apparently, South Sudanese Government forces were blocking aid for 120,000 people who had fled to Jonglei to escape ethnic fighting. It is estimated that seven of the 10 South Sudanese states are currently in turmoil, and that fighting is taking place there.
The hon. Gentleman is making a very well-informed and lucid speech. He has referred to events over the weekend, but is he aware that, as recently as last Sunday, an aerial attack carried out by the Sudanese air force on a village in Darfur killed a mother and her two children, aged five and seven? Sadly, the situation is ongoing.
The question of aerial bombardment features large across all the problem areas in Sudan. The hon. Member for Foyle (Mark Durkan) mentioned the situation in Blue Nile state, and there have been regular bombing incidents in South Kordofan and Darfur. The Sudanese Government are also laying landmines, which is another concern. Both those things are contrary to international conventions, and both of them are classified as war crimes: deliberately targeting civilians is classified as a war crime. The right hon. Gentleman will be aware that four members of the Sudanese Government, including President Omar al-Bashir, are wanted by the international courts on war crime charges.
I would put South Sudan’s problems into two categories: they involve the relationship between South Sudan and north Sudan, but they also involve the internal problems facing South Sudan. There are many unresolved issues between Juba and Khartoum at present. We have talked about oil, so I will not dwell on that subject. There are also the problems over South Kordofan and Blue Nile, and the questions about their future. There was meant to be a consultation on the future of those two states, but it has not happened.
We have for years been promised a referendum in Abyei, so people in Abyei can decide whether they want to be part of the south or the north. Because many of the farmers in that area are migratory, there has been wrangling over the electoral roll for years; no decision can be reached, so there can be no agreement on a referendum. We have been promised that there will be a referendum this autumn, but we have been promised a referendum before, so we will have to wait and see whether it takes place.
There are also issues about support for rebel groups. Both the Sudanese Government and the South Sudanese Government are supporting rebel groups in each other’s territory. There are issues to do with the migration paths of pastoralists, too, who travel across the border on a seasonal basis. There are not just cross-border issues, however. South Sudan faces internal problems. There is conflict in seven of the 10 South Sudanese states. There is ethnic and tribal violence. South Sudan is not an elected democracy. Broad powers are given to the Executive, and we see high levels of corruption.
There is also a huge problem of lack of state capacity and infrastructure. South Sudan is one of the hardest places in the world to reach, and once there, it is incredibly difficult to travel about the country and reach some of the more isolated states.

Commons ChamberYes, of course, and we are very careful about that anyway. Part of the justification for giving the help we have given so far to the Syrian opposition is to strengthen the moderate forces and people who want to see a free and democratic Syria. Let me be clear that the flexibility I have talked about will be in place from 1 March—the whole sanctions regime on Syria has been rolled over only until then. We have not yet agreed in the EU whether or how we will amend the sanctions regime; those discussions will be going on over the next few weeks. The opportunity for flexibility has now been built in by our requesting a three-month roll-over.
I very much welcome what the Secretary of State says about Britain’s role in delivering humanitarian aid. I also welcome what he says about the European Union. On that point, and on the need to seek a political solution, will he endorse what the EU has done thus far, or does he have any other view?
The European Union has also been engaged in trying to promote a political solution. For instance, the EU High Representative attended the Geneva talks in June. It is realistic, however, to point out that the diplomatic focus is on the permanent members of the UN Security Council and the Security Council as a whole. It is the work of nation states on the Security Council to try to settle our differences. In that respect, the EU has a more limited role, but there is a strong degree of unity across the European Union and the External Action Service strongly supports the actions we have taken.

Commons ChamberI will not expand on the answer that I gave to my right hon. and learned Friend the Member for North East Fife (Sir Menzies Campbell) and become involved in defining different degrees of proportionality. I have, I think, laid out clearly the responsibility for precipitating the current crisis—the exchange of fire with Hamas that has taken place over the last five days—and I do not want to enter into any finer judgments than that. We would now like an agreed ceasefire between both sides.
The right hon. Gentleman gave us an up-to-date account of the involvement of our Department for International Development, along with NGOs, in the relief effort in Syria. Can he give us a similar update on their contribution—it must be a dreadful situation—in the conflict between the Palestinians and Israel?
Yes, if the right hon. Gentleman would like me to. DFID’s Palestinian programme is contributing £359 million to—among other things—provide primary education for more than 36,000 children, immunise 2,000 children a year against measles, train and equip the Palestinian police so that they can provide a more professional service, provide basic services for refugees across the region, and help to develop the private sector in order to stimulate the economy. Until 2015, £106 million of that funding is going specifically to UNRWA and one third of that to Gaza.

Lady can be absolutely assured—I am sure she knows—that we are strongly committed to international work on climate change. For example, when I visited Brazil a few months ago, I pursued our opportunity to work together on development and on climate change issues. Of all the Foreign Ministries in the world—
Will the Secretary of State give way?
I will not give way again—despite Mr Speaker’s generosity.
The Foreign Office is one of the best-equipped Foreign Ministries anywhere in the world to pursue climate change issues and to alter the views of other countries and Governments. I hope the hon. Member for Brighton, Pavilion is now satisfied that we are very much committed to that.
We are also working with the Government of Nigeria on counter-terrorism policy, doctrine and legal frameworks, managing the consequences of attacks and addressing underlying grievances that leave communities vulnerable. We are increasingly concerned by the threat to the UK from al-Qaeda in the Islamic Maghreb and associated groups in Africa, and a year on from the death of Osama bin Laden, and with al-Qaeda under pressure in Pakistan and Afghanistan, we are determined not to let it emerge in strength anywhere else. We continue to operate with Governments across the Sahel to try to reduce the threat from al-Qaeda.
This summer, we will celebrate Her Majesty’s diamond jubilee and welcome the world to London for the Olympic and Paralympic games. In the run-up to the games, we have already set an Olympic record: in an unprecedented show of support, all 193 UN member states co-sponsored the UN resolution for the Olympic truce. That was in itself an Olympian feat of diplomacy—it has never happened before—as well as a demonstration of our practical commitment to the peace-building ideals of the Olympic truce.
So, even in difficult times, it is right to be proud of our country and what it stands for in the world, and to be optimistic about our potential for the future. With our many great assets and advantages, our country’s approach to foreign policy must be one of confident advance and diplomatic expansion, not of a defensive crouch. We remain one of the very best places to visit, live, work, study, invest and do business, and the Olympic season will advertise that fact to an audience of 4 billion people around the world.
I believe we can forge new opportunities for our nation while standing up for human rights, development and freedom around the world, and this will be our approach over the coming year, dealing with urgent crises and challenges while working for the long-term future of our country and for a peaceful and stable world.
I have just spoken of the important role that economic development can play on the west bank, and I genuinely believe that, if we are to offer young Palestinians hope and an opportunity to renounce violence and to build a better future for themselves, economic development and trade will have a key role to play. It would therefore be difficult to argue that part of the solution to the conflict is to encourage development on one side of it while on the other hand saying that the way to secure an advance in the peace process is to deliver greater isolation to the Israelis. Instead, we have to say, “How do we use what political pressure we can to encourage both sides to seize the moment and to recognise,” as I have said, “that time is not on our side?”
Let me turn briefly to an issue that my shadow ministerial colleague and hon. Friend the Member for Bury South (Mr Lewis) will address more extensively in his closing remarks this evening. As a previous Secretary of State for International Development, I know the vital role that aid plays in embodying the values of this country, as well as in securing and protecting our vital interests. That is why I regret the fact that the Government have broken yet another promise by failing to include in this year’s Queen’s Speech legislation on the 0.7% target, despite promising to do so in both the Tory election manifesto and, indeed, in the coalition agreement.
I am very grateful to my right hon. Friend for making that point. Was he not a little surprised, as I was, that the Foreign Secretary, during his rather long speech, could not say a few kind words about his colleague the Secretary of State for International Development, and even more so that the Foreign Secretary failed to explain this very important omission of something that we know has been dear to the heart of the International Development Secretary, namely introducing legislation on the 0.7% target?
I am entirely in favour of people being very nice about past and present Secretaries of State for International Development, and in that sense it was a curious omission, given the close friendship that the Foreign Secretary and the International Development Secretary enjoy and their close working relationship, which I hope is of genuine benefit to the United Kingdom.
Today’s foreign policy environment poses grave challenges to this country that are hard to resolve but even more difficult, at times, to predict. It is true, as the Foreign Secretary said, that the United Kingdom has significant strategic and economic interests that are dependent on engaging and influencing countries that vastly outstrip us in terms of population, natural resources or the scale of their militaries. However, I would argue—I think that this is a divergence of views between those on both Front Benches—that bilateral relationships can take our country only so far. We need a coherent approach to conducting multilateral foreign policy in an increasingly multi-polar world, and yet this is where the Government’s current approach is surely falling short, at least on the basis of the speech that we have heard today, in lacking any real defined strategy for demonstrating leadership at a multilateral level.
The threats that we in the United Kingdom face today transcend borders—threats to do with global security, climate change, terrorism, and food and water supplies—and they all require international co-operation to an extent that was not previously required. Later this week, as leaders of the G8 meet at Camp David, they will be contemplating the need for international consensus in the face of many of these global challenges. Co-operation requires leadership, and yet we heard little from the Foreign Secretary about what this Government hope to achieve and plan to deliver as a result of the G8 summit that is only a few days away, and even less about what their agenda will be when they take the leadership of that grouping in 2013.

Commons ChamberI am grateful to my right hon. Friend for his remarks. The conference was well supported by other nations, which were delighted with the outcome. We have received stronger diplomatic support, and a stronger welcome around the world, for this than for any other diplomatic initiative that I can recall in recent years. That in itself is welcome and shows the commitment of the international community to this matter. We do indeed put a great deal of our humanitarian assistance in the direction that my right hon. Friend describes. We are the second-largest bilateral donor to the horn of Africa, for exactly the reason that he described.
Given the Government’s support for the new stability fund, does the right hon. Gentleman agree that in order to retain confidence, humanitarian aid, including that for refugees, should be seen as something quite separate, necessary though it is?
Yes, there are many uses for development funds. Much of this is humanitarian aid delivered through international agencies, and it was of extreme importance during the recent famine in the horn of Africa. Increasingly, we want to be able to provide stabilisation support, and the more stable each area of Somalia becomes, the more we will be able to do that. At the moment, 60% of such funding is going to Somaliland, because that has become a more stable area. So, yes, we make a distinction between different things.
