I am really pleased that the hon. Lady has contributed the voice of experience. She is correct about the experience in Northern Ireland. She is also correct that such cards have other uses. I give an example from last year’s pilots: in one pilot a group of homeless electors—I hope right hon. and hon. Members are aware that it can be difficult for homeless people to vote, which in itself is a separate disgrace that the Government are working to improve—were able to take advantage of the council-issued alternative and go to claim other benefits and take other steps in their lives that they felt were really helpful. She is right that that can happen.
On how we will take the pilots forward into a broader scheme, we are open to looking at what the next steps may be. They may not be identical to the Northern Ireland card, but as I have already emphasised all councils taking part in the pilots will provide a free-of-charge alternative ID that provides some form of verification that voters are who they say they are. That will certainly be a feature, and I will look at all the experiences around the UK as a guide towards the next steps of the programme.
Is the Minister aware that the percentage of convictions for ID fraud in votes cast last year—I will read this so that I do not forget a zero—was 0.000002%? While it is clear that we need to treat electoral fraud seriously, will she explain why the same degree of enthusiasm is not shown, for instance, for inquiring into the wide-scale cheating that took place during the EU referendum campaign?
The right hon. Gentleman is ever predictable; I thought that might be where his argument would end. I have already touched on the fallacious argument that we should not go after crimes of small numbers. It is a terrible argument.
The right hon. Gentleman emphasised how many zeroes came after a decimal point, so I think he was making a point about small numbers. The important thing is this: we need to be able to reassure voters that their votes matter, that their votes are protected and that they can have confidence in the votes they cast.
The right hon. Gentleman went on to make an important point about other elections. People want to have confidence in the result of any election. I say in passing, because this is not about the European referendum, that the Electoral Commission has investigated the allegations to which he refers, and that is part of the system in which voters can have confidence. We have those rules, we have an independent regulator, and we have those investigations. That is what voters should expect of the electoral system, and that independent regulator has also long argued for this reform because it will improve the security of our elections.

I absolutely can give the assurance that the Government take these matters extremely seriously. That is the very point here. The very point here is that we have a precious democracy that demands our protection, and that is what we do by having an Electoral Commission, an independent regulator, that can make such investigations, publish them, expose the points of that investigation to scrutiny, and be held accountable in its turn by Parliament. Then it is for Parliament to consider whether, in the round, amendments might need to be made to the rules against which the regulator does that. That is the landscape that we are looking at here.
Vote Leave was a deeply dishonest campaign with deeply dishonest slogans and a cast of right-wingers who were prepared to go to any length to achieve their ideological endgame, and now we know that they cheated and broke the law. Can the Minister confirm whether the right hon. Members for Surrey Heath (Michael Gove) and for Uxbridge and South Ruislip (Boris Johnson) and others involved will be jointly liable for the Vote Leave fine? Can she also confirm that of course this strengthens immeasurably the case for there to be a final say on the deal and a chance to exit from Brexit?
No, I am not in a position to comment on individuals. I have already said that very, very clearly. What I will say again for the benefit of the Liberal Democrat party is that we will be delivering the referendum result and we do not intend to hold a second referendum.

Commons ChamberI agree. Such an approach would be deeply unprincipled. What Government Members and all those who believe in the referendum decision want is the right deal for Britain. That is what we seek to achieve and what the Prime Minister set out yesterday.
I want to understand something. The Minister says that the Government are going to deliver the will of the people on Brexit, yet the two leading proponents of Brexit have walked from the Cabinet because they do not support the Government’s position. How can the Minister argue that the Government are delivering what the people voted for in the referendum?
The Government is comprised of people in the Cabinet, and the Cabinet is delivering what the Prime Minister set out yesterday.

Commons ChamberOne of the very first things for me to do in my new role is to meet the Electoral Commission, and I look forward to discussing that with it.
I welcome the new Minister. Does she agree that one of the ways of reducing foreign influence in our democratic processes would be for Members of this House not to go on Russia Today and Sputnik, and indeed be paid money for doing so?
Hearing from the right hon. Gentleman reminds me of the heady days during the coalition Government when we served in and around the Cabinet Office together. His question reminds us that there are hon. Members who seem to feel the need to do as he says. I think it would be more helpful if we recalled the words of the Prime Minister in her Mansion House speech, which were that we should be well aware of what Russia seeks to do and should seek to protect to the UK from it.
I am pleased, if not astounded, by the speed at which the Government have moved on this issue. I am grateful for that, and for the Minister’s clear explanation of the reason for the statutory instrument and its purpose. Given that this is the biggest decision for a generation, I believe, like others, that it is essential that as many electors as possible can take part. This is not a general election; it cannot be rerun in five years.
As others mentioned yesterday, there are major implications for the Boundary Commission, so I would like to ask the Minister a very specific question: will there be discussions with the commission as a result of what has happened in the last 24 hours, given that it will clearly have a major impact, as many more constituencies will now have reached the appropriate number of electors?
I do not entirely follow the right hon. Gentleman’s logic. If there is only a lift and drop of the same number of days in total, how will that affect the end result for the Boundary Commission?
The point is that a large number of people not previously registered are registering, which will affect the number of electors in each constituency. This means that the commission is using figures that do not reflect the number of newly registered electors. That is why this is important.
I have a technical question for the Minister. Is it possible that some people who were in the middle of registering when the system crashed were left with the impression that they were registered, and will not find out otherwise until their ballot papers fail to arrive? If so, what is being done about it?
The Minister has rightly said that what happened has allowed us to identify that the final point in the process—the publication of the register—is not a critical point, and that publication could be brought closer to the date of the election. I wonder whether it would be possible to bring it closer still to the election date. If nothing needs to happen after publication, except for local authorities putting copies in the packs for polling stations, why not move it even closer to the date of the election?
Finally, as a result of what happened, there has clearly been some confusion among the electorate generally about whether it is still possible to register up to the end of today. Is there Government funding available that can be used today to ensure that the likes of Facebook and Twitter use the channels by which they can reach a mass audience instantly to make it clear to everybody that they can register until midnight tonight?

Commons ChamberI thank the hon. Gentleman for that intervention, but I suspect that given the ferocity with which the Conservative party opposes any proposed extension there would not have been much point in my trying to pursue that as Deputy Leader of the House.
EU citizens in the UK are the group whose future will be most affected by the outcome of the vote, as well as 16 and 17-year-olds, as the hon. Member for Totnes (Dr Wollaston) said earlier. EU citizens in the UK are demanding the vote and for too long, we in this place have not listened to their voice in our communities. That has to change. It is the Liberal Democrats’ policy to allow EU citizens to vote and we call on other parties to follow suit. When we go to the polls next year in the regional and local elections, we will be held to account by more than 2.3 million EU citizens in the UK for the actions we take today. It is time to do the right thing and empower EU citizens by giving them the vote in the referendum. What better way to mark the second anniversary of New Europeans and to acknowledge the rights of the 2.3 million EU citizens they represent than to extend the franchise in the EU referendum to all EU citizens rather than just some? Basing the provision on the local election franchise and not the parliamentary franchise would achieve that, so I commend these amendments to the House.
I believe passionately—I have spoken on this point before, both in this place and outside it—that young people should have a place in our democracy. Doing nothing about their current position within our democracy is no option at all, and I would follow on from the arguments in that regard made by my hon. Friend the Member for Totnes (Dr Wollaston). However, I shall not support the amendments today. Let me explain why.
Disraeli tells us with some wisdom, as he often does, that we can see two nations in one. I do not mean two nations under one roof in the United Kingdom, but rather that there are two nations of older and younger voters. His original point was that his two nations might as well have been dwellers on different zones or planets, as they had so little sympathy with each other’s positions. One might be drawn to think that from the relative turnout figures for older and younger voters. In the 2010 election, the last one for which we have the complete figures, I believe, the average voting rate was around 65%. The rate among pensioners was about 75%, and the rate among 18 to 24-year-olds was about 44%. The data we have for the election just past are incomplete, but I understand that one set of data suggests that the turnout rate among 18 to 24-year-olds declined by one percentage point.
The point is this: we in the UK have a serious problem of low youth turnout—we are the sick man of Europe, or indeed the world on some counts. Some studies suggest that, at that statistical level, we are hopelessly behind other countries in Europe. There is a US-UK-Germany study on this point, which shows that, although young people turn out less than their elders in other countries—the US is a good example—in the UK the divergence is accelerating. That is a serious problem.
My hon. Friend may think that—I couldn’t possibly comment. What I will comment on is the need to ensure that everyone of a suitable majority in this country has a chance to play their role in democracy. Defining a suitable majority is a much bigger thing than we could do through the amendment, as the quality of the debate today has shown.
I have great respect for the right hon. Gentleman, having served alongside him on some of these matters in the previous Government. I want to say to Ministers through my remarks in the House today, in addition to whatever I may say to them privately, that we ought to return to this matter in the House. Some very important issues have been raised in the debate and I hope my remarks serve to show that there is cross-party consensus on the need to involve young people in our democracy. I am sure the Front-Bench team are listening very carefully to that.
