I will take no lessons from the hon. Gentleman about support for the North sea, which is a vital industry. I cannot answer his point about the ambassador, but I shall be happy to discuss it with my colleagues.
I have frequent discussions with the Secretary of State for Exiting the European Union. The UK continues to demonstrate that it is an attractive place for future investment. Companies such as Nissan, BMW and Toyota continue to invest, thanks to our highly skilled workforce, the strong partnership between the Government and industry and long-term investment in new technology and innovation.
I am sure the Secretary of State is aware that some car manufacturers are questioning whether to make further investments in the UK because they are uncertain about the validity of type approvals after we have left the European Union. When will the Secretary of State be in a position to confirm that they will indeed be valid and that the trucks shipping components will not be stuck in long queues at either Dover or Calais?
I have been very clear in my discussions with the industry, and, as I said earlier, last week we had a roundtable at No. 10 with the Prime Minister. It is essential for our trading relationship with the European Union not only to be tariff-free, but to allow the continuation of a means of production that involves multiple components going back and forth, often at very short notice. There are questions about, for instance, type approval and rules of origin, and we are working with the industry to ensure that those matters are part of the deal that we want to achieve. That is a course that I know Members in all parts of the House would commend.

Commons ChamberIt is precisely because we are a leading advocate of free trade and open investment that it is necessary to have the right framework in place so that people can invest with confidence. In fact, in many cases, the steps that we are taking bring us into line with our competitor nations when it comes to trade, and I am absolutely confident that this regime will be respected and applied.
On the subject of companies developing dual-use technology, can the Secretary of State confirm that as well as introducing powers to stop those companies falling into foreign hands, he will ensure that they will still be able to recruit workers from the EU? Those workers will often not be particularly well paid, as they might be graduates working in start-up companies. Also, will he clamp down on companies here that use subsidiaries in other countries to avoid UK export controls and sell dual-use technology that can be used to clamp down on dissent in middle east countries?
On the right hon. Gentleman’s second point, an export control regime deals with these matters. On his first point, while the scope of the Green Paper is extensive, it is not a consultation on immigration policy. There will be other opportunities to pursue that.

My strong suspicion is that all auto companies are thinking about the future models being partially or fully electric, and about how they might introduce self or autonomous driving capabilities. This Government have sent some pretty clear signals that we think that is the way we should go, partly for all the air quality benefits that brings. I think the hon. Gentleman should be celebrating the fact that this Government have committed a quarter of a billion pounds to the Faraday challenge, to get the next generation of electric vehicle technology together, and over half a billion pounds from the public and private sectors to make sure we lead the world in connected and autonomous vehicles. That is the future of the models in this country. The manufacturers understand that, and we need to get the investment to ensure that the jobs we are talking about today are protected.
I urge the Minister to redouble her efforts to support staff. PSA flagged up concerns over the competitiveness of this plant. Can the Minister explain how the competitiveness of this and other UK car plants, which rely so heavily on just-in-time production, will be maintained, let alone enhanced, post-Brexit, once more burdensome customs rules kick in, risking turning just-in-time production into never-on-time production?
The right hon. Gentleman will have heard me say several times during this urgent question that that is exactly why we need to make sure we have the minimal amount of friction in terms of the supply chain. Indeed, the UK percentage of the supply chain is rising, which can only be helpful as it is much better for logistics. We should all pay tribute to something the right hon. Gentleman referenced: the incredible productivity and skill level built up by the people working in this plant, which we should all be focused on, and which is why Britain continues to be the best place for automotive investment. We have wonderful workers in this and other plants, and we want to be investing to support them in the future.

Commons ChamberWe will of course always be behind the workers in every part of the country, but my determination is not only to save those jobs in Northern Ireland but to see the number of jobs increase and the company prosper and grow. As has been said, the C Series is gaining orders—it is an aircraft that fills an important position in the market. I would like to see the Belfast success story continue to grow in the years ahead.
This situation is a tragedy for Northern Ireland and for Bombardier, and particularly for Northern Ireland industry, which, as I know from when I visited last week, is clearly reeling from the impact of Brexit and the concerns about our leaving the customs union. I welcome the steps the Government are taking, but I wish to press the Secretary of State on the punitive tariffs. What does he think such tariffs imply for the prospects of a beneficial future UK-US trade deal? It is true that this is all happening while we are in the EU, but does he think we will be more or less vulnerable to this sort of bullying in future if we are in or out of the EU?
The right hon. Gentleman describes this as a tragedy; I am absolutely determined that these jobs will be saved, and I never give up. I am determined that this will not be a tragedy; indeed, as I said to my hon. Friend the Member for Lewes (Maria Caulfield), I am determined that Bombardier will go from strength to strength. On future free trade agreements, I repeat my earlier point: we want free trade agreements that provide for a rigorous dispute resolution mechanism on which we can rely. That is something we would hope to negotiate with the US. The credibility and rigour of that process is essential to our agreeing it.

I agree with the hon. Gentleman, and I have enjoyed working with him to promote the automotive sector. I think that this is an opportunity for a company—PSA—that has not had the same footprint in Britain in recent years to join in and benefit from the advantages that accrue to those that participate in our industrial strategy through the Automotive Council, prominent among which is the opportunity to participate in our research programmes, in relation not just to electric vehicles but, as the hon. Gentleman says, to autonomous vehicles as well.
The Secretary of State must support the long-term future of these very efficient plants and their highly qualified workforces by backing new models. Does he accept, however, that the long-term prospects of the plants are weaker as a result of Brexit and French ownership, and that he may have to offer an even better deal than the one that he offered to Nissan to secure their futures? Will he make that deal public, so that other industries that are also badly affected by Brexit can know what level of financial support they can expect from the Government?
I am disappointed that the right hon. Gentleman began by, again, talking about negatives when there are big opportunities for the sector. In fact, Mr Tavares himself said today that opportunities were arising from Brexit. I have made absolutely clear what is available to any automotive manufacturer and member of the supply chain in this country: working with us through the sector and investing in research and development, the development of skills, and the expansion of the supply chain. That is an invitation to manufacturers throughout the world to come and invest in Britain, and if they do, they will find a ready partner in all of us in the House and the country.

I will indeed, and from my initial conversations I can say that I think that is well understood. It is matter of pride that our automotive industry in general and those two plants in particular are such high performers, and nobody will be more vigorous than me in reminding all parties to the transaction of that.
Does the Secretary of State believe that it will be much harder for companies that are looking at their integrated European operations to want to base themselves in the UK, because of the uncertainty surrounding our leaving the single market and the customs union? Does he agree that in those circumstances they are going to need some very attractive sweeteners? What sweeteners has he offered? Are those sweeteners also going to be available to the medium-priority and low-priority areas that the Government have identified, such as fisheries and chemicals, and steel and telecoms?
I would say to the right hon. Gentleman what I said to the Chair of the Select Committee: he should reflect on the competitiveness of our automotive industry. Companies choose to invest in Britain because we are a competitive place from which to do business, we have a skilled and flexible workforce, and we have fantastic research and development facilities. We have been absolutely clear in the industrial strategy consultation that these strengths will be extended so that we continue to be a beacon of success in this and other industries.

Commons ChamberWill the Secretary of State take this opportunity to reassure workers that the TUPE regulations, which are so important in protecting workers who are transferred from one company to another, will in no way be affected by any change his Government may want to introduce?
I have been very clear that all of the existing law under the EU will be brought into British law. There is no intention of changing that. In fact, so far from wanting to dilute current law, in many ways, as my hon. Friend the Member for Torbay (Kevin Foster) has said, we go further than the EU in a number of important respects. For example, in the UK all workers are protected by a strong set of core rights that do not depend on the type of contract—full time or part time— an employee may be on. That is not consistently the case in other European countries. In the UK, women who have had a child can enjoy 52 weeks of statutory maternity leave and 39 weeks of pay, not just the 14 weeks under EU law.
I am grateful, Madam Deputy Speaker. I am speaking more about exiting the EU than the specific issue of workers’ rights but, as Members should understand, workers’ rights are entirely subsumed by the process of exiting the EU. We have to talk about the principles and the way in which we will exit the EU to make any sense of the workers’ rights part of the debate.
One of the many claims made by the Brexiteers during the EU referendum campaign, and one to which the right hon. Gentleman has not referred, was the famous figure of £350 million a week for the NHS. One of the other claims was that they would support the rights of EU workers. I wonder whether he might touch on that because it directly affects the 1.5 million to 2 million UK citizens who are in other EU countries.
The Vote Leave campaign was clear that we want the Government to guarantee the rights of all legally settled workers in this country. The Government have said that everyone who is here legally is quite entitled and welcome to stay on the assumption that no one from our country who is living overseas is threatened. I do not believe that any of our European partner countries will threaten any of our people who are legally settled in those countries, so I think it is more or less absolutely guaranteed that everybody is welcome to stay and that the British Government have absolutely no plan to suggest that they should not be.
I thank my hon. Friend for his intervention, and the point he raises will fill workers up and down this land with dread, because it will be this Conservative Government who are going to be responsible for the workers’ rights that we all enjoy. The Library paper identifies the greatest risk as the uncertainty surrounding the protections in secondary legislation, which is where much employment law is contained. That is where Unison and others also see the greatest risk, with the right hon. Member for Welwyn Hatfield having been reported as seeking a five-year sunset clause to the great repeal Bill. That would mean that all protections currently the subject of EU regulation would automatically expire, wreaking intended and unintended damage to hard-fought workers’ rights and, in turn, to the economy.
Absolutely, and I will come on to those points later in my speech.
The Health and Safety at Work etc. Act 1974 predates EU rules, but EU standards have led to the introduction of broad duties on employers to evaluate, avoid and reduce workplace risks. According to the TUC, the number of worker fatalities in the UK has declined significantly since EU directives were implemented. The Scottish National party continues to argue for better work conditions and fairer working environments. The protections for workers in insecure employment, including part-time workers, agency workers and those on fixed-term contracts, are enhanced by the EU.

Commons ChamberMy right hon. Friend is absolutely right. It is important that we should welcome overseas investment, but we should also have the kind of regime and powers that other advanced economies benefit from. That is something that mature countries would expect to have, and that is what we are going to have as a result of these changes.
Having pressed the pause button, why is the Secretary of State now pressing the fast-forward button? Does he not recognise that, as the Financial Times has pointed out, this project does not represent value for money? Does he accept that the cost to consumers has gone from £6 billion to £30 billion and that his Government are now willing to put in public subsidy, which, under the coalition, they said they would not do? Also, this is happening at a time when the cost of renewables is plummeting.
No, I have said that the construction costs will be entirely financed by the private investors in the site. It is important that we take a consistent long-term approach to energy policy, and in so far as this can be cross-party, that will be beneficial. It is especially ironic that two Liberal Democrat Energy Secretaries were closely involved in the negotiation of this deal. The right hon. Gentleman obviously takes a different view.
