Friend is absolutely right that this issue affects not just those in uniform for whom we have responsibility, costing the MOD £4 million a year, but their spouses, partners and so forth. We are pleased to say that around three quarters of those partners, spouses and so forth are in employment—that is on a par with the civilian sector—but that means that they, too, face that tax burden if they move to Scotland.

It is a pleasure—indeed, an honour—to open this debate on the armed forces covenant annual report 2018. Before I go any further, for those watching live, on the 10 o’clock news, the Parliament channel or maybe one day on Dave, I want to say on behalf of everyone here to those who are in the armed forces, whether they be regulars, reserves, part of the armed forces family and community or veterans: thank you for your service. The country is certainly indebted to you.
Over the last couple of weeks, we have reflected on the role of our armed forces in world war one, when Britain stepped forward. What happened then defined our reputation today, as a nation that is willing to fly the standard in defence of global liberty across the world. It is the professionalism of our armed forces today that allows us to continue playing a role on the international stage. That war also exposed the conditions that our services were fighting in when facing combat, as well as the requirement to support our armed forces when they return from the frontline.
My right hon. Friend mentioned liberty. A disproportionate number of our veterans are actually in prison. The excellent “Phoenix” project run by Care after Combat reaches only one in 10 veteran prisoners. Will he look at the possibility of finding finance to extend that excellent programme?
I am grateful for that early intervention. I will come on to that subject, but my right hon. Friend touches on something that I must grasp straightaway, which is the myths surrounding our armed forces. He is incorrect to say that a disproportionate number of our armed forces or vets are in prison. Indeed, in many categories, whether it be those suffering from mental health problems or those in prison, the number of people from the armed forces is lower compared with the general population. That does not mean to say that we should not provide support, including through charities such as the one that he mentions. I would be delighted to talk with him to see what more we can do to ensure that care is provided to those veterans, so that they do not reoffend and can provide more value to society once they depart.

I am grateful to the hon. Gentleman for his questions. I appreciate his interest in, and concern about, these important matters. If I may, I will probably write to him in more detail, because he set out a series of questions, but I will give him an overview now to reassure him that the bidding process was absolutely robust.
I did go to some length in my opening remarks to reassure the hon. Gentleman that we were looking at a number of companies—Serco, Babcock and QinetiQ, as well as an in-house offering—to ensure that we have a robust system that meets our responsibility to eliminate any problem related to fire. The actual bid process itself was competitive. There was robust evaluation modelling—it involved not just the MOD, but the Treasury, the Cabinet Office and indeed the three services—to make sure that we have the necessary processes in place to manage what will be an umbrella organisation.
As the hon. Gentleman knows, the way in which our fire service is conducted means that we have responsibility inside the wire. There is also civil capability, and RAF and naval personnel are cap badged to provide fire capability, too. We also lean occasionally, when required, on local authorities, and that relationship will continue, but overall control will come from Capita itself. Having said that, the actual responsibility will be managed by the Defence Fire Risk Management Organisation, which, as I have said, will continue to scrutinise the performance of Capita itself.
The hon. Gentleman is right to raise concerns about the workers themselves. Just under 600 civilian workers will be transferred across. I absolutely hope that this will not lead to any changes. If there are any, I hope that they will be done through redundancies. We are looking for investment in new machines, new technology, new capability and new safety measures, which will hopefully be welcomed by Members on both sides of the House.
The Minister said that personnel would be safer; will he explain how?
Short and to the point, as ever. As I just mentioned, there will be investment in new technology—we need investment in new fire service vehicles—as well as training methods, collaboration and response times so that we can respond to any fire at any time. These changes will make the work of the fire service personnel safer.

I pay tribute to the work that the hon. Gentleman does on these matters, in which he takes a huge interest. He is right to highlight the importance of that port in gaining aid access to the country from the Red sea, further up, because the port of Aden cannot cope. The port is currently in Houthi hands, although the UN has access to part of it. The problem is that the cranes are not working. I have been in discussions with Oman, which has similar cranes that could perhaps be put there, and that would speed up the process of getting aid into the country.
Does the existence of the rebel Iranian-backed regime pose an existential threat to the stability of the Kingdom of Saudi Arabia and the entire region?
If I understand my right hon. Friend’s question correctly, we have an indigenous stakeholder in the north of the country that is part of Yemen—they are part of the future of the country themselves—but they have attacked Saudi Arabia in the north. They have killed people and struck villages and so on, so the war has spilled beyond the borders of Yemen. That is all the more reason why we need to work towards a ceasefire and a political agreement.

If the hon. Lady holds on to her seat, I will answer all the questions—not just one question, but all the questions.
First, the Foreign Secretary made it clear—the hon. Lady should read the full passage of what he was saying—that there are concerns about the leadership needed in Syria, Yemen and elsewhere, and that needs to be pushed forward; we need strong leadership in those places. As I said to the right hon. Member for Leicester East, the UN Security Council resolution is being discussed, but the hon. Lady should be aware of the details of how they are put together: we do not simply do it as a paper exercise; we do it by ensuring the work has been done to make sure it can stand. If the homework has not been done to make sure that the stakeholders are supportive of the resolution, what is the point of having the resolution anyway, other than to pat ourselves on the back and make ourselves look good? That may be good enough for the Labour party but it is certainly not good enough for the Government.
The hon. Lady did not mention the challenges we face with the Houthis themselves. I do not dispute that this has been a difficult campaign for the coalition. It has been new to conducting sustained warfare and has had to learn very difficult lessons in how to do that, governed by 21st-century rules. However, I make it clear that the Houthis are causing huge problems in that country. That needs to be acknowledged by this House as well. They have committed extrajudicial killings, unlawful arrests, detentions, abductions, enforced disappearances and the shelling of civilians in places such as Taiz. Landmines have also been used. Those are all things that have prolonged this conflict; the Houthis have not been brought to the table. What is required now is for all sides to work with the Quad and the UN to ensure that we can get the necessary ceasefire in place, which will lead us to the UN resolution that the hon. Lady is calling for.
To what extent is intransigence on the part of President Hadi a block to a ceasefire?
The President is the legitimate leader of the country at the moment and we have to work with the stakeholders that he is representing to ensure that the road map is compatible with the needs and support of the people he represents. That is why we have had long discussions with him and the vice-president to ensure that we can bring them to the table. I take this opportunity to thank the Omanis, who have played such an important role in bringing the Houthis forward so that they can accept a long-term deal to take us away from military action to a political dialogue.

I will answer that in two parts. First, why do we not just do it? Because of the very challenging issues that we face. We do not have permission to send in aircraft. We saw what happened to the Russian aircraft that wandered into Turkish space. It is a volatile environment and we would need to gain the permissions at this point to make that happen. On the other part, I do not wish to antagonise the House and try to rewrite the history. It is as much the Government’s fault for failing to win across all parliamentarians. For me, that is the biggest error from our Government—we did not take with us Parliament itself. We collectively need to work together to ensure we are all up to date and, in that way, the Executive can be empowered to do such things, whether no-fly zones or airdrops. However, only with the will and support of Parliament can we make that move forward.
Has any estimate been made of the willingness of refugees to return to Syria if the regime prevails?
Yes. My understanding is that the absolute majority wish to return to Syria. That is their homeland, where they grew up and where they want to return to. That is one of the reasons why—this is debated regularly in the House—the amount of money that we spend in taking on refugees in this country, compared with the amount of money we pour into looking after refugees in the region, is not the same—we cannot offer the same support—but the same amount of money goes 20 times further per number of individuals. That is why we invest so much in supporting Lebanon, Jordan and Turkey. Those people want to stay in the region, where the language is similar and from where they can return as quickly as possible once the fighting stops.

Commons ChamberI entirely concur with the right hon. Gentleman. We have done our best to bring the parties back to the table, but, as he will know, there have been a number of difficult months. We need to ensure that there are confidence-building measures, and that people do not incite violence, which takes us further away than the direction of travel that he suggests.
Has the Minister walked the streets of Hebron which Palestinians may not use? We used to call that apartheid.
In his lucid way, my right hon. Friend outlines the challenges that we face in Israel and, indeed, the west bank. It is important for us to ensure that the security measures of which we spoke in the context of the initial question are able to build that confidence so that we can bring people back to the table. I hope this is something that the American Administration will want to lean into.

Commons ChamberAs I mentioned, the UNDP is co-ordinating all aspects of the UN. Working with the Iraqis, it is taking the lead on the stabilisation and reconstruction of the city. Prime Minister Abadi has made it clear that no peshmerga—no Kurdish forces—or Shi’ite mobilisation forces should enter the city. This is a predominantly Sunni city and it should be liberated initially by Sunni Iraqi forces. A civilian-trained police force will provide important security after that.
