As I have said, it is far too early to jump to conclusions about the possible cause or causes of the accident, but I can reassure the hon. Lady that I take road safety incredibly seriously, so I shall, of course, always ensure that I am happy that the measures that we introduce are appropriate.

I join the Secretary of State in paying tribute to the emergency services and in offering my condolences to those affected by this terrible tragedy. Stopping distances are critical. A growing trend on all motorways is the fact that cars drive in such close proximity one behind the other. May I invite her to consider the increased use of chevrons painted on the road, which encourage individuals to think more carefully about their distance from the car in front, allowing that critical stopping distance and therefore saving lives?

We are in the middle of several pilots considering whether chevrons can help drivers work out how much space they need. One of the challenges is that heavy goods vehicles need much longer stopping distances than cars, which is something to bear in mind as well, because there is no point in cars stopping in time after an accident if the HGVs behind have not left themselves enough stopping distance.

As my hon. Friend knows, the differential plays an important role in bringing forward sustainable biofuels. In particular, the re-use of used oils is an important source of sustainable fuels. However, all matters relating to duty are for my right hon. Friend the Chancellor to consider and, when the current arrangements expire in 2012, he will consider whether to renew them and on what basis.

I have lead accountability in Government for transport preparations for the 2012 Olympic games. Ministers and departmental officials regularly meet and correspond with the Mayor of London and Transport for London officials on a variety of London transport issues, including those in relation to the 2012 Olympics. The Mayor of London also attends the regular meetings of the Cabinet Sub-Committee overseeing preparations for the Olympics, of which I am a member.

Not all the events are taking place in London. Bournemouth is still coming to terms with losing the bid for the beach volleyball to Horse Guards Parade. However, Weymouth is delighted to be hosting the sailing events. Will the Secretary of State outline what improvements to transport will take place for 2012 in that area?

I agree that on the face of it Bournemouth has a better beach than Horse Guards Parade, but there we are. My hon. Friend is right to draw attention to the transport challenges around the other venues. Plans to improve transport access to Weymouth during the Olympic games include temporary traffic management and a £5.7 million scheme to improve the Canford Bottom roundabout, which will include the installation of 70 additional traffic lights to control traffic flow. During this summer, the Highways Agency will be trialling the use of its traffic officers on the route between London and Weymouth as an additional means to manage traffic flows.

The hon. Lady might revel in the thought of a centralised state where people in Whitehall press buttons and issue commands to local authorities, but we happen to take a different view of the world. Local authorities are responsible bodies answerable to their electors. They must make decisions about their priorities, and if they get it wrong, local residents know what to do about it.

This time last year, the ramp leading down to the parliamentary car park was covered in snow. It closed the car park. I offered to clear it myself, but was told that I was not qualified to do the job. I said, “Well, I’ve done it before”, but the answer came back, “Well, you can’t do it because of health and safety”. Will my right hon. Friend clarify the snow code he has introduced to ensure that we do not succumb to these ambulance-chasers? There are people in Britain who have that get-up-and-go attitude and who want to get out there and clean the streets, but who are worried about being sued under legislation and the direction of travel introduced by Labour, with health and safety getting such precedence. [Laughter.]

My hon. Friend is absolutely right. Labour Members may laugh, but they will remember this being a serious problem last winter, with people being afraid to clear snow and ice outside their homes and afraid to act as good neighbours. One of Quarmby’s recommendations was that we publish a snow code, compliance with which would give people a high level of protection from civil action. We have done that, and I hope that people will respond by acting in that neighbourly fashion.
