The promise of absolute clarity is exactly what the EUSS is there to deliver: the absolute clarity that a person will be able to prove, demonstrate and have recorded their rights in this country not just for the next couple of years but for decades to come. That is why we are delighted that we have had so many applications and have already managed to give that certainty to millions of our fellow residents here in the UK.

On the work that has been done with the Department for Work and Pensions and Her Majesty’s Revenue and Customs, we are keen to reach out to all who could be eligible to apply, hence the letters sent to those for whom there was no record of an EUSS application. Further work will be done after the deadline to encourage those identified in that way to make an application. As has been said before, anyone who is already a British citizen or has indefinite leave to remain under systems that predated free movement does not need to apply—although those with ILR under previous systems may choose to upgrade, for free, to status under the EUSS.

In my opening response I touched on the work we are doing not only to advertise the scheme but via the grant-funded organisations based throughout our United Kingdom that have been working with many of the most vulnerable to ensure that they can apply. More than 300,000 applications have been directly supported by that network, which works with, for example, those with chaotic lifestyles or those who may have been rough sleeping.

On children in care, I am not sure whether I heard the hon. Gentleman say that he thought Government figures showed that only a third of them had applied. In fact, the most recent survey of local authorities, which went to the end of April, showed that 67% of such applications had been made where settlement had already been granted. We continue to work with local authorities and are grateful for the support shown not just for children in care but for adults in care who may need support.

On the position in other countries, I gently make the point that by the day that France opened its system for UK nationals living in France, the EUSS had already received 4 million applications and literally millions of statuses had been granted. We need to have that in mind when we make comparisons.

We have already seen 147,000 people convert from pre-settled to settled status, even though they did not need to do that immediately—they qualified by hitting the five-year period. Again, there will be support and reminders, and there will be reasonable grounds for a late application to go from pre-settled to settled status in a similar vein as for those who miss the deadline tomorrow.

Significant support is available, and if there are compelling or compassionate circumstances after the deadline, we will work with agencies, particularly those that deal with the most vulnerable, to look at expediting applications through the process where needed. My core message today is very simple: if you are eligible, apply now and secure the status that you deserve.

The Government are to be congratulated on the remarkable success of the scheme—there have been 5.6 million applicants, against an estimate of just 3 million qualifying people in this country—but I share the Minister’s concern about the lack of energy and urgency in respect of reciprocal arrangements for British citizens in EU countries. Does he have an estimate of how many British citizens have so far applied and how many cases are outstanding?

On the specific issue of children in care, I am glad to hear that the number of applications has now been raised to two thirds, but is his estimate still that some 10,000 children in care would qualify? That would mean that something like 3,500 very vulnerable children have still not been registered and, if they are not, could be the subject of a future Windrush-type scandal.

I thank my hon. Friend for his question. I shall start with his last point first. We are working hard with local authorities. The figure I gave was from the end of April. We are now coming to the end of June, and we know that a significant number of applications have been lodged in support of children in care. I have often given this example, but if, for the sake of argument, a child in care aged five today discovers in 13 years’ time, when they become an adult, that their application had not been made on their behalf—when, for example, they get their first job—we will consider that reasonable grounds for a late application.

In terms of the schemes in Europe, we encourage EU member states to look at the progress we have made in the UK with the EUSS and at how their systems could replicate it by being free and relatively simple, with plenty of support available. Similarly, we encourage all UK nationals in the EU to check their status and ensure that they submit their application in in good time.

That is correct. The only things churches should not use are the current marriage certificates issued under the Marriage Act 1949. That is the thing that changes. Parish registers, which some Church of England parishes have kept literally since medieval times, can continue to be kept. There is no reason why a church cannot give something to people to mark their marriage there. However, people who attend the wedding perhaps will not see that the form that is signed is then sent by the priest back to the registrar to be entered on to the digital record.

We discussed at some length with the Church of England how we can provide a practical solution. It has thousands of priests and marriage venues that have stood for centuries, where a computer solution cannot realistically be installed in any sense, or even a mobile one, so that details can be directly entered into a digital register. This was the solution that we came to. It seems both fair and reasonable, and to be clear, the Church is perfectly happy with it.

On a practical point, many churches have a whole supply of marriage certificates, which may be part of a marriage register book. The Minister quite rightly says that they will effectively have no status post 4 May, because there will be the electronic record, but can they not still be used in place of the voluntary thing to give to the happy couple to frame? They will not have a legal status, but it would be a waste to have to throw them all away, would it not?

Once we get beyond 4 May, the paper registers will close. Effectively, certificate books will then need to be returned to the GRO to register the final weddings that have taken place under the previous registration system. It would not be appropriate to issue documentation that once had legal status beyond the point at which it has legal status. The current certificate books that people sign will be required to be returned and to cease being used.

First, one of the most common ways of creating identities at the moment is to forge outdated paper certificates, hence why we are keen to move away from paper certificates, which are easily forged and used for nefarious purposes. Clearly, therefore, we want to move to a digital register.

As the Committee may have picked up, another private Member’s Bill is before the House on Friday, relating to birth and death registration where, similarly, we want to move away from the paper certificate process towards a more secure online register as the final arbiter. That is of course out of the scope of the Committee, but it shows the general thrust of the Government’s plans to modernise a pretty outdated system of registration, emphasised not only by the fact that mothers’ details are on marriage certificates but by the process still being heavily rooted in the past.

The position on access to the register will be the same as it is today. I accept that it is slightly different when someone is checking on a computer, rather than walking down to Somerset House, although a lot of that can be done online already, via records already digitised.

To come to some of the other points, my hon. Friend the Member for East Worthing and Shoreham stated that he cannot see a mention of mothers’ names on marriage certificates. As he will be aware from our long discussions of his private Member’s Bill that is now an Act, a lot of the purpose was to remove much of the specification in primary legislation that we would not put there today. The actual content will be prescribed in regulations made by the Registrar General, with the approval of the Secretary of State. However, the draft regulations to amend primary legislation will remove the more outdated requirements and then allow the new certificate to include mothers’ names and occupations. To be clear, that is where that will be specified finally, but allowing this to go forward will be the core part.

In a couple of other questions, my hon. Friend asked why a Bill that became an Act in late 2019 is being acted upon in 2021. Originally, we were hoping to launch the new system last year. I hope that the Committee will understand why the middle of a global pandemic, when registrars were urgently having to adapt their birth and death registration systems to cope, was widely viewed as not the appropriate time to introduce a brand new system of marriage registration. We would very much have liked to move forward with it last year, but we wholly accepted the points made by the registration system, that the middle of a pandemic was not an appropriate moment. However, with a lot of weddings delayed to this summer due to the impact of the social distancing regulations last year, now is the time to take the new system forward.

My hon. Friend is right. This Bill is about civil partnerships, which are a different sort of relationship. I know the issue is fraught with all sorts of nuances, but my original point stands.

Just this week, the Government announced that primary legislation could be introduced to prescribe food labelling in the light of the recent death of a customer of Pret a Manger and that those measures could be in place by next summer. No Supreme Court ruling hangs over that problem with the law, so why cannot we achieve today the change under discussion with the new clause to my Bill? If the Government allowed the amended Bill to proceed, they would send a strong and reassuring message about their real intent and put their money where their mouth is.

Like my hon. Friend, I am keen for the provisions in the Bill to be introduced. Will he outline briefly why his new clause only covers provisions on civil partnerships when, for example, we have been waiting to get mothers’ names on marriage certificates for many years?

My hon. Friend pre-empts my closing remarks. If there is a problem getting this Bill through the House, it must be one of the most complicated private Member’s Bills there has ever been, which is my fault. It so happens, however, that all four tenets of the Bill are now Government policy, so there should not be a problem. We still have some way to go before, hopefully, the Bill passes to another place and becomes subject to the vagaries there. If we do not get there, there is the important issue of adding mothers’ names to wedding certificates—that has been an anomaly since the reign of Queen Victoria and should have been addressed ages ago. Now at last we can do it.

The Bill contains important provisions on allowing coroners to look into certain stillbirths, and again, huge cross-party support for that has been aired on many occasions. There are also other important matters regarding how we view stillbirths before the 24-week gestation period. This Bill is not just about civil partnerships; it is about a whole load of other things for which there is widespread support. I hope that the Government will see that the new clause is well intended and will hold the feet of officials to the fire as they work long hours to get this legislation through. It is achievable. I have tabled new clause 1 in the spirit of being helpful to the Government in achieving equality. Consequential amendment 1 has now become redundant, because it is now Government policy to allow civil partnerships, and the new clause will ensure that we get on with it.

My hon. Friend is absolutely right. Archaeology teaches us the disciplines of forensic analysis; how to peel back the layers of evidence, literally; how to contextualise and study the data in physical form—or often, as importantly, its absence in physical form—and to make assumptions based on scientific analysis. In a contemporary context, those same disciplines were brought to bear in the Shoreham air show tragedy in my constituency last year, when expert archaeologists were brought in to help in the grim but necessary job of identifying remains. There are many everyday applications for archaeologists in police, crime and detective work.

From archaeology, we learn a lot about our environment and the relationship between man and our landscape. We learn about why a bronze-age settlement was built on the side of the downs, for example, and about the relationship with sources of water and the preservation of scarce resources. How were the Romans able to keep food fresh and preserved without electricity and refrigeration? How did the Mayans build pyramids that mirrored the cosmos with the most accurate charts and calendars until the invention of the modern computer? How did the Greeks build such magnificent temples without JCBs and machines? They can all teach us a lot about recycling, respecting and conserving resources, and working in partnership with nature when food miles were scarce and expensive.

There are numerous examples of how archaeology has helped modern civilisation, such as the rediscovering of the Roman irrigation system in Libya to provide water for sustainable agriculture today. From archaeology we can learn about our society at a national and local level; what binds us together across generations; and where archaeological and heritage projects can be a major tool for regeneration and education, especially in deprived communities. Archaeology is a major driver of the economy, not only as a source of visitor attractions and because of its contribution to tourism, but as a serious employer in many sectors, too.

Heritage tourism in this country generated some £20.2 billion gross value added last year and is responsible for 386,000 jobs. The British Museum is the No. 1 visited attraction in the United Kingdom, with more than 7 million visitors. It is the world’s greatest museum—a museum of and for the world and the culture of mankind on this planet. There is a contribution, too, from marine archaeology, through famous wrecks such as the Mary Rose, which attracts hundreds of thousands of visitors to Portsmouth.

In the creative arts, the stories, films and programmes about the treasures of Tutankhamun and Howard Carter, the documentaries on Egypt and the more fanciful adventures of Indiana Jones, for example, are all linked to archaeology. In Syria, there are horrific scenes of man’s inhumanity to man, but more attention was given to the tragedy because of the destruction of archaeological treasures and UNESCO world heritage sites, such as the magnificent Palmyra, which I was privileged to visit when it was safe to do so.

My hon. Friend refers to the jobs created in the heritage sector. I am grateful to Dr John Davey, the lab manager for archaeology at the University of Exeter. He told me that 55.3% of those employed in this area are aged 45-55 years. Does my hon. Friend agree that that shows the importance of continuing A-level archaeology to recruit the people we will need in future to replace those retiring?

My hon. Friend is right. I am very grateful for the work that many academics in archaeology departments have done to communicate important facts to Members of Parliament about how archaeology applies across the generations and across social backgrounds.

Going back to Syria, a nation’s soul is its culture and heritage. That is why it is so important to preserve and protect important sites and the products of their civilisations. If war-torn countries such as Syria are to pull themselves up and recover, retrieving a sense of cultural identity will be a major part of that, but when misused, archaeology can be distorted by nation states to create slanted, propaganda-driven visions of the past.

There is also the practical application of archaeology and archaeologists in a developed industrial country such as the United Kingdom. If we are to build houses, develop communities and construct major infrastructure projects, we need archaeologists to recce and clear the ground first. If the northern powerhouse, High Speed 2, garden cities and the like are to happen, we need trained archaeologists in at the beginning. They are in short supply, as confirmed by the Chartered Institute of Archaeologists and the study carried out by the all-party parliamentary group on archaeology.

Historic England has said that it is

“concerned to hear that archaeology will no longer be an option at A-level. We anticipate growing demand for archaeologists trained to handle the large number of excavations likely to be needed in advance of housing development and major infrastructure projects. So we need to be encouraging the development of archaeological skills, and broadening the appeal of archaeology as a discipline. This move will close off a small but significant route into the profession. To address the situation we are working with universities and other organisations to promote archaeology apprenticeships and vocational training to offer potential new routes into the profession.”

Professor Carenza Lewis of the University of Lincoln and of “Time Team” fame notes that archaeology develops a range of transferable knowledge and skills, such as credible thinking, structured working, reflective learning, report writing, team working, verbal communication and citizenship, and that a lack of those skills often disadvantages students, particularly those from less affluent backgrounds, when they attempt to continue their education or enter the workplace. I say “hear, hear” to that. I could add a whole list of disciplines involving the environment, sustainability, culture, regeneration and heritage.

Archaeology is also a major source of volunteering. In 1985, the Council for British Archaeology calculated that there were something like 100,000 archaeological volunteers across the country, spread between about 450 societies. By 2010, that had grown to 215,000, across 2,030 organised archaeological groups and societies. Dr Daniel Boatright, who teaches archaeology A-level at Worcester Sixth Form College and started a petition that has so far attracted 13,261 signatures, says:

“Specialist A-levels like archaeology are vital tools in sparking students’ interest in learning and in preparing vital skills for use when they go onto university courses. AQA is extremely naïve if it believes UK students will benefit from a curriculum of only the major subjects. What we will be most sorry to lose is a subject capable of bringing out talent and potential in students that might have been left undiscovered.”

He is absolutely right.

Why is archaeology A-level so integrally important? Nearly three quarters of students who study A-level archaeology go on to study it at university, from where many of our archaeology professionals come. That route to jobs will now be cut off.

It is clear that this decision by AQA is hasty and ill-thought-through. It was announced without any discussion with anyone in archaeology or anyone associated with the delivery of the A-level or its redevelopment. It came out of the blue, apparently flying in the face of the archaeological community, which is and has been ready to offer additional support and publicity for the new qualification and has already undertaken research on what is needed. A lot of hard work has already taken place in expectation that the archaeology A-level would be revamped, reinvigorated, grown and promoted. As the Council for British Archaeology said, the archaeology profession has been developing Government-approved apprenticeships, which are due to be launched in 2017. Together with A-level archaeology, they would have offered an important alternative pathway into the profession at a time when there is a growth in demand for archaeologists linked with large infrastructure projects. I want to pay tribute to the good work done by the Department for Education in promoting the Heritage Schools project to bring archaeologists and other experts into schools.

AQA has given three main reasons for its decision to discontinue the qualification: the complexity of the syllabus means that there is a lack of specialists to act as markers; there are declining numbers coming forward to study the subject, although they have been fairly constant over five years; and there are difficulties in maintaining a comparative marking system with the degree of optionality available in the specification.

The archaeological community has queried all three points. Feedback from Ofqual had been very positive about the development of the new specification and the progression of the drafts. There is general consensus among examiners and teachers that the new syllabus would reduce complexity; there is a wealth of qualified examiners and teachers; and there are offers of increased support from higher education archaeology academics. People who have applied to become markers of the archaeology A-level are on a waiting list. The necessary specialisms are available in the existing examining group; there has been no attempt by AQA to discuss this with the group, which I think is a great shame. It makes no sense that AQA has dropped the subject at this time.
