One of the consequences of the catastrophic floods in Cumbria has been the near-disappearance of the A591 between Grasmere and Keswick, which in effect cuts the Lake district in two. Will the Government consider applying for EU solidarity funding to make sure that we reopen or replace that road imminently so that the Lake district, which continues to be the most marvellous place to spend Christmas and new year, can be reconnected?

I well understand the hon. Gentleman’s concern and the way his constituents have been affected. I am sure the feelings of the whole House are with them and those in neighbouring areas who are facing chaos in their homes and who, in some cases, will not be able to get back into them before Christmas. We discussed EU funding on Monday and said that we would look at it. I will be looking for more immediate help for his area, and my hon. Friend the Minister of State will be in Cumbria tomorrow.

I hope that that delay, on which there was a Public Accounts Committee report recently, will not lead to long-term delay. I am confident that once we have done the electrification the rolling stock will be ready to fulfil the needs we all want it to fulfil.

The Secretary of State will be aware that people in Cumbria very much welcome the plans for electrification of the lakes line to Windermere and the benefits that will bring to the economy and the environment. Will he also consider the electrification of the Furness line from Lancaster to Barrow, which goes through my constituency? That would link the industrial centres of Barrow and the western Lake district to the main line.

Indeed, and when I was in my hon. Friend’s constituency in the summer I was made very much aware of the desire for that line to be electrified. One great thing that has happened in the railways is that the constant request of any Secretary of State now is for more services and better services. That just shows how important the railways are now to our national life, and I will look at the case he makes.

Electrification of the Lakes line from Oxenholme to Windermere would probably be the least expensive and most straightforward electrification project in the network. It would also provide a massive boost for the £3 billion tourism economy in Cumbria. Will the Minister meet me, rail operators and rail users to take forward this project?

When we conduct negotiations with Virgin, that will obviously be one of the things that we will want to discuss. The right hon. Gentleman will have plenty of time to check whether we have done that.

The short-term fix of asking Virgin to continue operating the west coast service will come as some relief and will provide some certainty in the short term, but how will the Secretary of State convince this House and, more importantly, passengers using the west coast main line, that the two-year interim franchise deal will not lead to a complete lack of investment, given that the new franchise holder will not have the confidence of a long-term deal?

I would say that the position in which we find ourselves is not the position I would have wanted to be in. What I am trying to do is to move forward with some certainty so that when we learn the lessons from the Brown review, they can be implemented and acted on. There is considerable interest in this particular line—it is very important—and I think we will see the sort of developments we want, with companies putting forward proposals, with respect to both the two-year contract that we are proposing to let and the longer-term one in due course.
