Commons ChamberThe hon. Gentleman could be asking about the massive expansion at Nissan in Sunderland, providing jobs in the north-east. He could be talking about the new Hitachi train factory that will be built in the north-east. All this shows that the plan is working, and frankly, more important than these figures is the fact that every job means another family with a pay packet, with stability, with security and with the peace of mind that this Government are all about.
Q12. This Friday, I am visiting SPR Trailers in Felixstowe—a small family-run business that is taking on apprentices—and with the excellent EDF scheme at Sizewell and the announcement by BT that it is creating 100 new apprenticeships at Adastral Park, does my right hon. Friend agree that earn-while-you-learn is great for young people in Suffolk and that they are building the skills vital to delivering our long-term economic plan?
I agree with my hon. Friend that the big companies in Britain—BAE Systems, BT, British Airways—are taking on apprentices in larger and larger numbers, which is hugely welcome. The challenge is now to encourage small and medium-sized enterprises in Britain to take on apprentices too. We need to make it simpler—we have done that—and we need to make sure that it pays, and we have done that. We need to advertise to promote to these companies what a great job apprenticeships can do for them and for the country.

2. What steps she is taking to help developing countries improve their tax systems.
The UK Government are committed to ensuring that developing countries have the ability to collect the tax that they are owed. The UK is using our G8 presidency to promote tax transparency, tackle tax avoidance and ensure tax compliance.
Addressing tax avoidance and encouraging tax compliance will be one of the key elements of the G8 agenda, and transparency sits alongside that. We will look at how we can obtain more transparency, including sectoral transparency through measures such as the extractive industries transparency initiative. All those measures together have the potential to ensure that we can help developing countries to collect the tax they are owed.
Does my right hon. Friend agree that developing countries will be able to end their dependence on aid only if they can raise enough revenues through the tax system?
My hon. Friend is absolutely right. If we are to have sustainable development and developing countries are to have the tax revenues to fund and invest in their own public services, we need a thriving economy that creates those revenues. That is why economic development is such a key part of what my Department is now focusing on. Along with Her Majesty’s Revenue and Customs, we are investing to ensure that developing countries have the tax expertise they need to collect the taxes that are due.
The hon. Lady will have been as pleased as I was to see that sanitation and water feature strongly in the high-level panel’s report passed to the UN Secretary-General a couple of weeks ago. It is really important that we keep that proposed target, which is precisely what the Government will be pressing for.
T3. May I commend the Secretary of State and the Prime Minister for last Saturday’s Nutrition for Growth summit, which showed that improving nutrition is not only about state aid, but about bringing the private sector and philanthropists together to solve the problem of over 1 billion people going hungry?
I am grateful to my hon. Friend for that question, because it shows that if we are to make a real difference, we need ultimately to see Governments working in partnership with business and encouraging responsible investment. If we can work together and bring in the best science, we will have a real chance of tackling under-nutrition.

Commons ChamberMy hon. Friend is right to raise that issue. It is 180 years since the House passed an Act abolishing slavery, but in reality, as he says, that is the day-to-day life that many people face. I assure him that I work tirelessly with the Foreign Secretary to combat it.
We must tackle the problem at national and international levels and at the grass roots, but if we are to tackle some of the root causes, we must also enable people to be more valuable if they stay where they are, which means ensuring that they are educated and have skills. The biggest value that they have should lie in their staying put and doing a job domestically. In future, the economic development aspect of what DIFD does will need to constitute a far bigger part of its overall work than it has in the past. Ultimately, trafficking and slavery are about money, so we need to change the money argument if we are to see a real change in outcomes.
Last week I was a member of a Conservative Women’s Forum panel discussing sanitation and water. A representative of WaterAid said that some of schools that are now being built—and it is fantastic that girls are getting into schools—do not have bathrooms. Can we do anything about that? Should we not take all possible opportunities to achieve the millennium development goals referred to earlier by the hon. Member for Moray (Angus Robertson) and my hon. Friend the Member for Banbury (Sir Tony Baldry)?
My hon. Friend is right. It is often not good enough just to establish the infrastructure. We need to ensure that we have looked at every aspect of the barriers that prevent girls from going to school.
When I was visiting family members back in Rotherham the other day—I will keep it brief, Mr. Deputy Speaker—I opened the Rotherham Advertiser to see the headline “Knickers for Malawi”. Two women in Rotherham are collecting knickers and sending them to little girls in Malawi, because, as we know, one of the reasons parents are reticent about sending their girls to school is their worry about the girls not having the appropriate underwear —and who can blame them? We need to remove some of those unusual and unpredictable but important barriers, as well as investing in the obvious infrastructure.

Commons ChamberYes, it does. We are talking about percentages. If we have growth, the overall budget will increase in real terms, but the percentage will stay the same. If GNI contracts because we are in recession, the real amount will fall, but the percentage will stay the same. The Bill maintains a percentage commitment, not an absolute commitment in real terms.
Clause 4 provides for the repeal of the Secretary of State’s duty in section 3 of the 2006 Act to forecast when the 0.7% target will be met. That repeal takes account of the Secretary of State’s new duty—in clause 1 —to ensure that the UK meets the 0.7% target from 2013 onwards.
Finally, clause 5 sets up a new body, which for the purposes of convenience I have called the independent international development office. The new body would bear a great deal of relation to the current Independent Commission for Aid Impact, which the Secretary of State rightly set up just over a year ago to answer to the Select Committee on International Development so that it can oversee the effectiveness and efficiency of aid administered throughout the world. The new body would keep a much closer eye on the Department and its performance, and it would have a statutory footing—it would be established in law.
I support a lot of what the hon. Gentleman tries to do in the Bill, but I am concerned about clause 4. I wonder why we are duplicating functions, but the Bill also mentions
“a pre-appointment hearing by, and with the consent of, the International Development Committee”.
To almost resurrect a discussion on other Bills, why does he believe that this extra obligation of monitoring the Department is not the job of the Select Committee and Parliament as a whole? Why do we need that external body?
If the Government’s commitment is written into law—the intention is that Governments of whichever party must keep to it—the body needs a statutory footing, which the current Independent Commission for Aid Impact does not have. The new body will also mean much tighter scrutiny: it will be able to oversee the work of the Department in a way that the current ICAI cannot because it does not have a statutory basis. I accept the hon. Lady’s point on procedures arising from the Bill, but we can iron those out in Committee should the Bill make progress.
It is right, during a time of hardship, that we continue to fight against poverty. I urge the House to grasp the opportunity and to support my Bill. That will fulfil not only a pre-election promise but, more importantly, a promise to fight, and one day to fulfil, that dream of eradicating poverty.

In the statement I am about to make, I will give some figures for just how many people’s phones the Metropolitan police currently think were hacked and how many of them they have contacted so far. They have pledged to contact every single one. I met the Metropolitan Police Commissioner Paul Stephenson last night to seek further reassurances about the scale of the police operation that is under way. In what was—if we can put it this way—a mixed appearance by police officers at the Home Affairs Committee yesterday, I thought that Sue Akers, who is leading this investigation, acquitted herself extremely well. We should have confidence that the Metropolitan police will get to the bottom of this.
Q7. With its ambition of being the greenest county, Suffolk is already committed to a low-carbon world with offshore wind farms, anaerobic digestion, nuclear power and a recycling rate of more than 60%. The Prime Minister is always welcome to visit. Will he give his backing to our local enterprise partnership’s ambition to enhance skills training to fill the new job opportunities that will be created locally?
My hon. Friend makes a good point. I congratulate her on branding Suffolk as “the green coast”. There is a big opportunity, particularly in the light of what my right hon. Friend the Secretary of State for Energy and Climate Change has said, in green jobs, renewable energy and new nuclear. A vital thing to encourage the inward investment that we want is to demonstrate that we will build up our skills base. That is where local enterprise partnerships can play such a valuable role.
