We have a strong focus on these matters. The measures we will be bringing forward in the Environment Bill will help us to set challenging and demanding targets on those issues. Our new system of farm support will also provide support to farmers in reducing ammonia emissions. I know they are determined to do it. I understand completely the importance of delivering on this.

I agree that it is very important to take seriously revocation of licences. There is a very clear legal framework for doing that. Where there is evidence that a licence should be revoked, it is considered with the greatest seriousness. I also agree that it is vital that we press ahead with full implementation of the “Fresh Start” programme to eliminate the lingering influence of paramilitary groups in Northern Ireland. The time for those groups has passed. They were never justified under any circumstances and any tolerance of them in Northern Ireland today is to be condemned. In relation to the last point about the public prosecutor’s direction, that is a matter for the independent prosecutors.

What is the Secretary of State’s assessment of the terrorist threat from dissident republican groups to mainland Great Britain?

The threat level is not as severe as it is in relation to Northern Ireland. It continues to be the case that dissident republican groupings have aspirations to mount attacks in Great Britain, but the indications are that their main focus continues to be Northern Ireland, and the Government will remain vigilant in doing everything they can to protect people, both in Northern Ireland and in the rest of the United Kingdom.

I commend the Secretary of State for the clarity of her statement. However, a line will finally be drawn under this grubby episode only when somebody who has received a letter is successfully prosecuted for a terrorist-related offence. Like me, would she be disappointed if there were not such a successful prosecution?

These decisions are rightly matters for independent police and prosecuting authorities, and no option is available to me that will give us 100% protection against a successful abuse-of-process defence in the future. This is, however, the most effective and expeditious way I can seek to remove potential barriers and reduce the likelihood of another prosecution collapsing.

The hon. Gentleman puts the case for an attempt to resolve the issues of the past with great clarity. I fully agree that the legacy of Northern Ireland’s past is a recurrent issue that has the capacity to poison the political debate and to create a block to genuine reconciliation. I therefore strongly agree that, for the sake of peace and prosperity in Northern Ireland, it is essential that we find an agreed way forward and come to terms with the legacy of the past. I can give him the same assurance that he received from the Prime Minister in his meeting with him yesterday—namely, that this Government are fully committed to doing that and that we will play our part in any agreement between the Northern Ireland parties. We will continue to do everything we can to facilitate an agreement between those parties on these important matters.

Presumably Lady Justice Hallett’s report will be discussed at tomorrow’s Cabinet. This whole on-the-run episode is deeply troubling, but it is also an extraordinary and exceptional set of circumstances. Given the horrific nature of the Hyde park bombing, and the subsequent publication of the report, the question my constituents will want me to ask the Secretary of State for Northern Ireland is this: in the light of the report, is there now no chance at all that the stay on the prosecution of John Downey can be lifted?

I am afraid the legal advice is that it is almost impossible for circumstances to arise where that stay could be lifted, so I am afraid that decision is irreversible. My hon. Friend is right to characterise this as an extraordinary scheme—that is how it was characterised by Lady Hallett. What I would emphasise is the point made by almost all hon. Members: this was not an amnesty. In describing what it was, I could do no better than use the terms summarised by Lord Reid, who said that this was a scheme to inform

“people who were not wanted”—

for arrest by the police—

“that they were not wanted”

for arrest by the police. It was not a scheme to send letters of comfort to people who genuinely were wanted.

I will join the hon. Gentleman in that. We have had a hugely successful month for inward investment over June and July. I am sure that everyone who watched the World cup saw the Moy Park adverts, demonstrating that Moy Park is a world beater. That company alone announced 628 jobs in Dungannon, Craigavon and Ballymena. We have had further good news, with jobs announcements from Alexander Mann Solutions, HeartSine Technologies, Wrightbus, Thales, First Derivatives and, of course, Thompson Aero Seating.

In balancing the Northern Ireland economy away from its over-reliance on the public sector, what are the prospects for rapid growth in the digital information services sector in the Province?

I think there is great scope for growth in this area. The Digital Derry initiative is one that immediately springs to mind, but I believe that the strength of Northern Ireland’s creative industries also opens up great opportunities for success in the digital media world. A number of software companies have had great success in Northern Ireland, which is now ranked by the Financial Times as one of the best places in the world for financial services technology investment.

I share the hon. Lady’s concern about hate crimes in Northern Ireland. There has been a distressing number of such incidents over recent months. I strongly condemned those incidents in a speech that I made to the Police Federation for Northern Ireland. I have, of course, discussed these matters with the Police Service of Northern Ireland, including with the Chief Constable and Assistant Chief Constable Finlay. Such attacks are unacceptable and incompatible with a civilised society, and I totally condemn the attacks that have taken place.

Further to the last question, there is a small but significant number of ethnic minorities in Northern Ireland. What more needs to be done by the Northern Ireland Executive to ensure that those minorities can play a full part in a shared future for the Province?

In reflecting on how to build a shared society, it is important for the Northern Ireland Executive to look not just at the traditional divisions in Northern Ireland’s society, but at how more can be done to integrate and support minority communities in Northern Ireland. One way in which they can do that is by providing leadership and condemning the attacks that have taken place.

My hon. Friend is absolutely right. The only way to achieve a sustainable increase in living standards is to run the economy efficiently and effectively, and to have a credible plan to deal with the deficit. That is the way we can keep interest rates low and deal with inflation, and that is the way we can make this country a wealthier place.

Some disreputable people try to reduce the cost of living by smuggling fuel across the border with the Republic of Ireland. What steps are being taken to combat this menace?

There is very effective cross-border working. There is also very effective working between the Northern Ireland Executive and Her Majesty’s Revenue and Customs. We take this matter very seriously. My hon. Friend the Exchequer Secretary has been looking with care at the different proposals for new marker technology. I expect progress on that to be announced very soon.

I reiterate the tributes paid to all participants in the working group, including the right hon. Member for Lagan Valley (Mr Donaldson). Despite the fact that an agreement has not yet been reached, a remarkable amount of consensus has developed between the parties. We must build on that, and ensure that this is not a wasted opportunity and that the parties can get together again to resolve the remaining issues that divide them. On an implementation plan, as I have said already at the Dispatch Box, if agreement is forthcoming, of course the UK Government would be keen to provide support and advice on the practicalities of implementing the proposals across the three areas.

Given what has been said, it appears that no one is particularly surprised that the talks have not worked out, and that no one in particular is being blamed, as these issues are difficult and go back over a long period. Indeed, there is a good deal of satisfaction that this much progress has been made. It also appears that independent chairmanship worked. Although Dr Richard Haass is no longer available, it would be a shame to lose the momentum and the progress that has been made, so should not the Secretary of State encourage the Executive to appoint a new independent chairman and keep the process going while it is still warm so that we can cross that final finishing line?

As I have said, that issue is well worth considering, and this shows one of the values of this early opportunity to debate in the House where things stand with the Haass process. No doubt the First Minister and Deputy First Minister will be given a read out of our proceedings, and I will certainly discuss with them the possibilities of appointing an independent chair, if they think that appropriate.

The report states that

“there are longstanding allegations that Irish authorities turned a blind eye to arms smuggling across the border and to members of republican groups fleeing—after attacks had been carried out—back to the Republic of Ireland”.

Will my right hon. Friend raise that aspect of the report with the Irish authorities to ensure their full co-operation?

I shall be happy to do so. Let me add, however, that the security co-operation between the police services north and south of the border has never been stronger. It is hugely important in combating the threat not just from dissident republicans, but from other criminals who seek to use the border to enhance their criminal activities. We continue to work with the authorities in the Republic of Ireland to establish how we can enhance our security co-operation with them.

I am very concerned to hear about what happened to the hon. Gentleman’s constituent and I hope he will pass on my sympathies to him. Yes, I am afraid that one consequence of street disorder and extensive demonstrations night after night is that police resources get tied up with those matters, which makes it more difficult to fight crime across Northern Ireland. That is why I urge those who are contemplating street violence not to proceed with it. That is not the way to further their cause and they are likely to end up with a prison sentence if they continue on that course.

Is it not the case that more police officers would have been injured and that it would have taken longer to quell the disorder were it not for the effective deployment of water cannon? Will my right hon. Friend use her best endeavours to ensure that the lessons learned are understood by police forces here on the mainland?

I agree that the people responsible for the violence are the perpetrators: the people chucking petrol bombs and attacking the police in this disgraceful way. It is important that, in the coming days, all of us who care about Northern Ireland seek to calm the situation and that a lead be given by the Orange Order. Northern Ireland’s political leadership has made it clear that it wants the situation calmed and that it condemns the violence, so I hope that the people on the streets will heed that call and realise that the violence is hugely damaging to Northern Ireland and does not support any cause. It is time for the debate about parades to come off the streets and to be channelled into a political process.

Does the Secretary of State believe that the level of disorder and the number of injuries to police officers would have been greater had it not been for the effective deployment of water cannon? Given that hundreds of police officers from Great Britain have now seen how this equipment can be effectively deployed, will she share her assessment of its use with the Home Secretary, so that water cannon can be deployed in Great Britain to deal with future public order disturbances on the mainland?

I am inclined to agree that without the ability to deploy water cannon, there could have been more injuries to police officers. I am certainly happy to share with the Home Secretary the experience in Northern Ireland of deploying water cannon, if she would like me to do that.

I have had a number of discussions of that sort, and I can provide some reassurance. The NCA will be able to operate in Northern Ireland in relation to matters that are not devolved, including border controls, human trafficking issues, and matters to do with Her Majesty’s Revenue and Customs, so it will have a role there. It can also provide advice and support to the Police Service of Northern Ireland in relation to devolved matters. Although it will not be operational on the ground, it can still provide a resource to assist the PSNI. I will continue to work with the Northern Ireland parties to see whether we can make the NCA’s role in Northern Ireland the same as it is elsewhere in the UK.

Given that we recently lent the Republic of Ireland billions of pounds to help it through its financial difficulties, to what extent are the Irish Government helping us to renegotiate our terms of membership with the European Union?

The UK and the Republic of Ireland do have many useful occasions to co-operate on European matters. The Republic of Ireland certainly has a different view from the UK Government on further integration, but on commercial matters—single market matters—we work well together.

This is an important issue. We are interested in ways of devolving more decision making about our railways, so that it is closer to the local communities served, but we have to make sure that we take into account the interests of all users of relevant rail services, whether they are within or outside the London boundary. We will make an announcement in due course on the results of our consultation on the decentralisation of rail decisions.

A report prepared by Network Rail in 2007 concluded that the introduction of double-decker trains on the current UK rail network would require extensive modification to structures and stations and was not economically viable.

Although such trains operate in a number of European countries, the larger loading gauge used in continental Europe allows the use of taller, wider trains than is possible in the UK.

Other nations seem to make a success of having double-decker trains, and we used to have them on some suburban services in this country. I urge my right hon. Friend the Minister to ask Network Rail to think again, because lots of commuters on congested trains would want us to replicate the success of double-decker buses by having double-decker trains.

I welcome my hon. Friend’s interest in this issue, and I have looked at it. The reality, however, is that double-decker trains that were run in the past by British Rail were claustrophobic, it took a long time for passengers to get on and off, and they deployed the sort of slam-door stock that we have tried to phase out. The shape of the UK rail network, the size of the bridges, the distance between rail tracks and the distance between the tracks and the platform mean that we cannot run the large double-decker trains that work in Europe. I am afraid that there are much more cost-effective ways to expand capacity, with longer trains and more frequent services, which is what the Government are doing.

I was not saying that the previous Government did not do anything; I am saying that they did almost nothing in relation to electrification.

By 2014, £69 million will have been invested by Network Rail to cut journey times for passengers between London and Sheffield by eight minutes. In the longer term, the second phase of High Speed 2 will slash journey time to the east midlands and Yorkshire. As I have said on a number of occasions, both in the House and outside it, the Government recognise that the business case for the electrification of the midland main line is strong—a point emphasised by my hon. Friend the Member for Kettering and a number of hon. Members. Useful supporting evidence has been provided by the report commissioned by East Midlands Councils and the South Yorkshire passenger transport executive, “The Case for Upgrading and Electrifying the Midland Main Line”.

The report highlights the significant potential economic, environmental and financial benefits that would come with electrification and other improvements, a number of which were outlined by my hon. Friend. He is right to focus on significant passenger growth on the line in recent years. It is important to take on board the points he made about projected population growth, the wider economic benefits that could be generated by improvements to the midland main line, and the potential for running- cost reductions—always an important concern—of electrification. I also note the points he made very strongly about the scope of electrification to provide capacity expansion. It is important for the Government to consider all those matters when making a decision on which schemes can receive funding.

The Government recognise that electrification of the midland main line could help to spread the benefits of high-speed rail, because it would enable through-running of services between the new high-speed network and the midland main line. That is something we will consider as we prepare our response to HS2 Ltd’s advice on phase 2 of the project to complete the Y network to Manchester and Leeds.

My hon. Friend the Member for Loughborough rightly highlighted the importance of considering the impact on freight of improvements to the midland main line, and we will do so carefully. We will also consider carefully the proposals for the range of improvements stakeholders are calling for in relation to the midland main line. I acknowledge that there is an aspiration to go beyond electrification and combine it with addressing some of the pinch points referred to by my hon. Friend the Member for Kettering. I note his analysis of the potential that a sixth train per hour might be able to deliver in terms of reconfiguring services and benefiting his constituents.

The hon. Member for Sheffield Central (Paul Blomfield) compared the prospects for the midland main line with the resources spent on the west coast main line. Yes, it is important to consider the relative levels of support for different parts of the country. Network Rail learnt many lessons from the west coast main line. Obviously, that project cost far in excess of what was originally envisaged. We hope that whatever schemes go ahead in future, whether midland main line improvements or others, Network Rail is able to avoid some of the mistakes made in relation to the west coast.

Electrification of the midland main line and a number of other upgrades are included in Network Rail’s initial industry plan, which sets out the rail industry’s view of options for inclusion in the next HLOS—high-level output specification—statement, for delivery in the period between 2014 and 2019. That plan is playing an important role in our deliberations on which projects can be funded in that five-year control period.

Although the case for electrification looks good, it is a major undertaking with a significant price tag. Just electrifying the line is expected to cost more than £530 million. The further upgrades that many campaigners are asking for could add more than £100 million to that figure. The Government already have commitments to improve the rail network in the period up to 2019, amounting to some £5 billion.

I have listened carefully to the Minister. Is she impressed that the annual £60 million saving in running costs means that the electrification would effectively pay back within 10 years, which is almost unheard of for an infrastructure project of that sort?

It is rare for an infrastructure project to pay for itself. Yes, that point will be important for us to consider when we take our decisions. My hon. Friend has made that point clearly and we are aware of it. However, even with the importance placed on transport by the coalition and with the positive business case for improving the midland main line, we will still need to make choices between competing priorities, because, of course, colleagues from throughout the country have priorities in their own areas.

We need to strike a balance between the aspirations of many communities for improved rail services and the need to ensure that the Government’s finances are not overstretched in these difficult times. The scale of what can be delivered to improve the midland main line depends on what is affordable and on a careful, fair assessment of competing priorities elsewhere on the rail network. The points that my hon. Friend made about the running-cost savings that could be delivered by electrification will be at the forefront of our minds when we take our decisions. However, we have not taken those decisions yet. I assure my hon. Friend that we are aware of the strength of the business case and of the support for going ahead with electrification.

Not all the projects that will take place in control period 5 will be expressly mentioned in the HLOS statement that we will publish. Some of the bigger ticket items may be expressly listed, but for projects that are not on such a big scale we are more likely to specify an outcome to be achieved on a route or into a certain city, such as increased capacity or faster journey times, and then it will be left to the industry, overseen by the regulator, to decide how best to deliver those improvements for passengers. Some improvements that campaigners have asked for over and above electrification would be more likely to fall into that category. If they were to go forward in CP5, they would therefore be subject to the industry HLOS process—an assessment by the rail industry and the Office of the Rail Regulator on how best to deliver them. I thought it might be useful to give that procedural clarification of what hon. Members can expect in terms of the type of scheme that would be headlined in the statement and those that might still be delivered during the CP5 period, but would be subject to further work by the rail industry.

I certainly take those points on board, but closing down the debate at this stage would not be appropriate, because it would be undermining, and we respect the devolution settlement and want to pursue an agenda of mutual respect. We would consider such proposals from the Scottish Government if they chose to go ahead. As I said, we need to weigh carefully all the appropriate evidence. If the proposal were indeed motivated by some political separatist agenda, that would be a real concern. A final decision will need to be made in time for the publication of the invitation to tender for the next east coast franchise in the autumn next year.

The shadow Minister mentioned performance on the east coast line. It has certainly been disappointing; the performance of both the train operator and Network Rail has been below the levels expected. Cable theft has had a major effect, and we are discussing co-ordinated action throughout the Government, with a view possibly to increase the punishment for cable thieves and to clamp down on rogue elements of the scrap-metal industry.

The west coast main line, meanwhile, has also experienced a performance dip in recent months, mainly owing to track faults and other infrastructure delays. I am afraid that performance on the two routes has contributed to the Office of Rail Regulation’s recent warning to Network Rail, set out in a letter of 19 December, that the company is in danger of breaching its licence conditions for the long-distance sector and will miss its regulatory targets for the sector this year. The ORR made it clear that it expects Network Rail to submit robust plans for improving performance on key routes such as those on the east and west coasts. The Government, too, believe that performance needs to improve, and we are fully supportive of the action that the ORR has taken.

Concerns about fares have been expressed. The fares that people pay are of course making an essential contribution to the massive rail upgrade programme that is being delivered and to which I referred at the start of my remarks. Some cheap fares for cross-border services are available to those who can book ahead and commit to a specific service, but we recognise that it is not always possible to do that. We understand the concern about rail fares and the pressure that they put on family budgets. That is why, in the Chancellor’s autumn statement, he announced that funding had been secured to cancel the proposed increase of the retail prices index plus 3% planned for next year and to revert to an RPI plus 1% increase for the fares coming into effect in January. That covers cross-border services on the east and west coast main lines, as well as others in England.

If we are to provide a lasting solution to passenger concern about fares, however, it is vital to get the cost of running the railways down. Sir Roy McNulty’s report, referred to briefly in the debate, set out a path that he believed would achieve significant savings without cuts in service provision. At the heart of his recommendations are measures to align incentives between Network Rail and the train operators. Put simply, we need to ensure that the two sides of the rail industry, track and train, work better together, with a strong shared incentive to get costs down and to improve outcomes for passengers. We are determined to deliver effective savings on the railway, so that we can deliver the improvements that passengers want and respond to their concerns on value for money.

We are looking at that issue at the moment. I think there are considerable benefits to be gained from a more open approach to timetabling, and I would be delighted to have a discussion with the hon. Gentleman if he wants to give me further indications of his ideas on this, so that we can ensure we get the maximum benefits for passengers.

Vehicle excise duty remains unpaid on 2 million vehicles, 80% of which are uninsured and 70% of which are owned by people with criminal convictions. Given that these vehicles kill 160 people a year and injure 23,000, may we have a crackdown?
