Commons ChamberI wish to start by thanking all three Committees for their excellent reports and for securing this important debate. Let me also highlight some shareholdings in my entry in the Register of Members’ Financial Interests.
Food and drink is the UK’s largest manufacturing sector, contributing some £127 billion to our economy. The quality of what we produce is recognised throughout the world and plays a significant role in our global brand. As a former Secretary of State for Northern Ireland, I know that farming is an integral part of our national identity, helping to bind our Union of nations together. The value of our upland farmers is particularly keenly felt across the nations and regions, and I pay tribute to them and all farmers, and indeed everyone involved in the food sector.
Clearly, farming is not just a job; it is a cultural identity at the heart of our rural communities. As we have heard, the role that farmers perform goes far beyond the food they produce; crucially, they are custodians of our natural environment and our iconic landscapes. Events of recent years have emphasised the huge importance of food security to every single one of us. A massive Government effort was focused on preparing for our EU exit, then on maintaining food supplies during the pandemic and, most recently, on dealing with the impact of the Ukraine war. In the face of all those challenges, the UK food supply chain has shown itself to have great resilience.
However, as the Select Committee reports show, further vital matters still need to be addressed, including by tackling the food price inflation of recent years. I really welcome the progress we are seeing on that, with yesterday’s fall in the overall rate of inflation. We also need measures to ensure that farmers get a fair price for what they produce, and it is good to have the Prime Minister’s assurance that the Groceries Code Adjudicator will continue as an independent body and not be merged into the Competition and Markets Authority.
Thirdly, we have to reduce carbon emissions from agriculture if we are to meet our net zero commitments and ensure that we transition to farming methods that give more space for nature. That includes tackling the serious problems we have with insects, which were highlighted by my right hon. Friend the Chair of the Science, Innovation and Technology Committee. Much depends on ELMS, which are replacing the common agricultural policy. We need to achieve the crucial balance of ensuring that they keep our farms viable and profitable, while securing public goods on nature and climate.
When I was Environment Secretary, I was dismayed to receive a certain amount of collective responsibility push-back because I wanted to assert that ELMS should help farmers earn a living. Of course they should do that, because a successful and profitable farming sector is crucial for food security, the importance of which every speaker has emphasised this afternoon. In the role I then played, I felt it was very important to add commitments on food security to what was then the Agriculture Bill, now the Agriculture Act 2020, including the three-yearly report. I welcome the progress towards an annual food security index report publication, as promised by the Prime Minister.
Real progress is being made on improving ELMS and the sustainable farming incentive in response to feedback and concern expressed by the farming community. I am confident that those programmes will be a huge improvement on the EU ones they replace, and that they will deliver substantial benefits in reducing carbon emissions and protecting nature. In particular, I commend the efforts that are being made to protect peatland habitats and care for hedgerows.
In my view, it would have been extremely difficult to deliver a successful transition to more sustainable farming without maintaining overall levels of funding for farm support. I fought successfully for the Conservative manifesto commitment to do that; I hope we see similar commitments in the forthcoming manifesto. Even with that funding, the transition continues to be complex and difficult. I appeal to Ministers to continue to engage closely with farmers and to make further alterations to ELMS, as and when it is needed in response to changing circumstances and as a greater knowledge base is built up in relation to the schemes. I emphasise that we should not follow the example set in Wales, where their proposals would do significant damage to our farming sector and thus to our food security.
We have one of the biggest science and research budgets in the world, including £168 million for agricultural innovation. All of these reports show that we must increase the uptake of new technology in the farming sector if we are to have a chance of meeting the crucial environmental and biodiversity goals we have been speaking about. Like my hon. Friend the Member for Penrith and The Border (Dr Hudson), I think lifting the EU ban on gene editing technology is a tremendous step forward. It could play an important part in boosting our efforts to ensure we can feed an ever-growing global population in a way that is consistent with our commitments on climate and nature.
Finally, if we are to ensure we have resilient supplies of food and thriving agriculture in this country, these domestic goals must be at the heart of our trade policies. Like others who have served as DEFRA Secretary, I had a number of debates with ministerial colleagues on these matters. A key problem with the global trade system is that sanitary and phytosanitary rules are focused on concerns about human health, important as they are, and they are less clear on environmental and animal welfare standards.
I have always argued for permanent quotas to restrict imports in sensitive sectors, where those imports are produced to lower environmental and animal welfare standards than ours. There is little point imposing high standards at home if we simply import more food as a result, with the outcome that we offshore carbon emissions, biodiversity loss and animal cruelty. For those reasons, I have concerns about aspects of the Australia trade agreement, particularly in relation to the beef sector, but I warmly welcome the Prime Minister’s statement in advance of his Farm to Fork summit that permanent quotas would be used where appropriate. As far as I know, neither of his two immediate predecessors as Prime Minister was ever prepared to say that, and it demonstrates the Prime Minister’s strong commitment to British farming.
Our farmers here in the UK operate to some of the highest environmental and animal welfare standards in the world. We should be proud of them and we should back them. If we are to meet our goals on climate and nature, we must work closely with them to deliver a successful transition to net zero, while ensuring that everyone continues to have access to the safe, high-quality, affordable food that they need.

Commons ChamberI do indeed agree. For many years, that kind of scheme was a feature of life in Britain, and I know that many would like to see its return. That is one reason why I have raised it in the debate.
There are other ways in which Government policy could step up the campaign against litter. More could be done to enforce the law in that area. Clearly, financial penalties should be issued only in appropriate and proportionate circumstances, but they are an important tool in the box for achieving the goal of litter reduction. There have been welcome steps forward on enforcement. Fines have been increased and rules clarified to make it more straightforward for councils to issue them. The Government have also changed the law so that if there is evidence of litter being thrown from a car, the registered keeper of the vehicle can be liable for a fine. It is no longer necessary to prove that they were driving the car at the time.
However, there is a strong case for greater use of cameras in enforcement. There are about 11,000 automatic number plate recognition cameras around the country to monitor vehicles and track stolen cars and movements by criminals. Why can we not use them to catch a few litterbugs as well? Prompted by my constituent Phil Little, I raised that in a parliamentary question two years ago. The Minister at the time responded that ANPR cameras are not suitable for use in that way. I find that hard to understand. When the use of cameras can be the basis of fines for so many traffic offences, why not for chucking rubbish of a car window?
I welcome the news that the Department for Transport will soon trial the use of CCTV to capture evidence of people littering or fly-tipping in lay-bys. It is good to know that National Highways is at last looking at whether automatic number plate recognition can be used to catch litter offenders. I also welcome last year’s announcement by the Department for Environment, Food and Rural Affairs of £450,000 for CCTV, ANPR and rapid deployment cameras at hotspots to reduce unlawful dumping of rubbish and to provide evidence to identify the offenders responsible for it. I genuinely welcome the fact that my plea for the use of litter-cams two years ago seems to have been heard, but I emphasise that we need to see tangible progress on the trials and pilot schemes, especially on our road network.
Roadside litter can cause serious accidents, and collecting it can be hazardous. As dedicated campaigners such as John Read of Clean Up Britain point out, there are some truly appalling litter hotspots on our strategic road network. Cameras are part of Mr Read’s 10-point plan to tackle the problem, including greater use of dashcam footage. I too believe that cameras could be a powerful new weapon in the war against litter. Let us start using them.
I come now to action against commonly littered items. I am proud to have been the Secretary of State who extended the plastic bag charging scheme, which has seen their use drop by over 97% in major supermarkets and so must have reduced the number of bags littered, but let us go a step further and ban disposable barbecues as well. They are a fire hazard and can cause injury. It is truly appalling that people simply leave them behind after a day out, and tragic that they are left on some of our most beautiful beaches and our greatest beauty spots. Even a farm in my constituency has had to contend with this problem.
Can we have more concerted action on chewing gum? I welcome the establishment of a chewing gum taskforce, bringing together producers to invest £10 million over five years in cleaning up gum staining and encouraging responsible disposal. The reality is that chucking this stuff away is a truly vile and antisocial thing to do. It does significant damage, including getting matted in the fur or feathers of animals and birds. Can we learn from other countries in taking a really tough approach to the scourge of littered chewing gum?
What will Ministers do to ensure that tobacco companies take responsibility for the fact that cigarettes are by far the most frequently littered item in the country? Even as the number of smokers continues to fall, any litter-picker will tell us that if we look at the ground in more or less any public place on this island, we are likely to spot a cigarette butt somewhere close by.
Another key means of cleaning up Britain and keeping it free of rubbish is behaviour change. Over the years, many of my constituents have told me how important it is to push out effective communications to convince people of the simple message that they must take their little home with them and put it in a bin. I know that Keep Britain Tidy runs some very effective DEFRA-funded campaigns, such as its “Keep it, Bin it” campaign, but can we do more? What about a new litter awareness course, as advocated by Policy Exchange in its “Litterbugs 2.0” paper? The national speed awareness course is widely recognised to play an effective role in changing people’s attitude to speeding by educating them about its consequences. We should consider adopting the model in this context, too.
Will the Minister tell us what progress has been made on plans to use so-called geofencing at roadside litter hotspots, to drive anti-litter messages to the devices of people physically in those locations? Behaviour change messages aimed at commercial drivers, including overseas lorry drivers, are also important. The rubbish that collects around some truck stops shows that driver education is needed. It is also vital to ensure that loads are secured properly, so that rubbish does not blow off and become litter. A constituent of mine, Julian Dench, who came to see me recently to discuss these issues asked that more research be done into who is responsible for littering and why they do it. I ask Ministers what research is being carried out, particularly on how to persuade children and young people not to drop litter.
One only has to walk past some of the schools in my constituency to know that the problem of litter is, I am afraid, sometimes linked to children and young people, although I am sure that the majority would not indulge in this conduct. I therefore welcome the eco-schools programme funded by the Government, which includes litter as well as wider issues around sustainability, waste and recycling. We all know that in recent years, there has been a huge wave of concern about the environment among the younger generation. We must find a way to capitalise on that and explain that one of the most tangible and instant ways in which children and young people can safeguard our environment is to take their litter home and put it in the recycling bin. That is a message that I try to take to all the schools I visit, especially when I receive questions and points from students about plastics pollution in our oceans, as I almost invariably do.
That brings me to the topic of marine litter. As was shown so clearly by the BBC’s “Blue Planet” and, more recently, “Wild Isles” series, we have a plastics crisis in our oceans. We must stop the appalling outflow of plastic and other rubbish into the sea—we cannot let it continue. I know that the Government are putting a huge amount of effort into that goal, and the EPR and DRS schemes I mentioned earlier in my speech should provide further help once they are operational, but much of this problem comes from other countries, so only truly global action will fix it.
I pay tribute to the work that Ministers have done on the international stage on this issue. The UK can truly be said to be a global leader in ocean protection, with 38% of UK waters in marine protected areas. The Government also played a crucial role in establishing the Commonwealth Clean Ocean Alliance to lead international efforts to tackle plastics pollution, and helped secure commitments on protection of the marine environment at last year’s COP15 conference on biodiversity in Montreal. Together with our overseas territories and dependencies, we in this country are responsible for one of the largest marine estates on the planet, and working with those territories we have introduced protection zones covering over 4 million sq km. That is quite an old figure; the current one may be greater. I believe it is reasonable to say that no other country in the world is doing more to stop litter polluting the marine environment.
In conclusion, I pay tribute to the street cleansing staff in Barnet and other areas who are working for councils across the country on the frontline of the battle against litter. So, too, is the army of volunteers who turn out to pick litter in their community. I have had the privilege of joining many such groups over the years, including—to mention just a few—Green Beings High Barnet, the Barnet Society, the Dollis Brookers, the Pymmes BrookERS, and most recently the Barnet residents association. The Great British spring clean and the Great British beach clean see those kinds of groups head out all over the country to tidy up their communities, many of them supported by the high streets community clean-up fund. I thank all those volunteer groups, and I thank Keep Britain Tidy, which does so much to make those litter picks happen.
As I have said many times in this Chamber, all of us who are privileged to serve here should strive to protect the natural environment—few tasks should be more important to any Member of this House—and combating the scourge of litter is an important part of doing that. It can also play a crucial role in levelling up our country and restoring pride in our towns and cities. Litter is an eyesore that blights our communities and damages our global reputation, so let us do everything we can to prevent it, so that we can safeguard this beautiful country that all of us are lucky enough to call home.
I myself have gone out and picked up litter throughout the Ribble Valley, and I thank the volunteers who I saw a couple of weeks ago who went out picking litter throughout my constituency. I want to say that there is a simple solution: do not drop litter. It is not rocket science.

A key part of my plan to improve life for my constituents in Chipping Barnet is cleaning up the air we breathe. Poor air quality is the greatest environmental threat to public health. Every year, thousands of people have their health damaged or their lives shortened by air pollution. This problem is especially serious in London, with many of the country’s worst pollution hotspots here in our capital city.
Our air is now cleaner than at any point since the industrial revolution, and the Government are meeting all but one of their current air quality targets, but there is so much more work to be done. Progress has slowed in recent years and we need a concerted national effort to tackle this problem from Government, from councils, from mayors, from business, from individuals.
The Government’s 2017 clean air strategy was praised by the World Health Organisation as
“an example for the rest of the world to follow”,
but we need to go further and faster. Ella Kissi-Debrah’s case should be a wake-up call for all of us. Ella was just nine years old when she suffered a fatal asthma attack in 2013. She lived just yards from the busy and congested South Circular Road, and the coroner in her case concluded that air pollution made a material contribution to her tragic death. Ella is the very first person in the United Kingdom for whom air pollution has been officially recognised as a cause of death.
In my former role as Environment Secretary I introduced the Environment Bill to this House. This landmark new law will set a framework for a rigorous system of target-setting, monitoring and accountability, and one of the most important and ambitious elements of the Bill is the requirement to set a legally binding target to reduce PM2.5 fine particulate matter. This type of pollution does the greatest damage to human health, and I hope and expect the new target to be among the most demanding in the world. There is clear support across this House for us to be the first major developed economy to commit to getting PM2.5 particulate limits down to the 10 micrograms per cubic metre maximum recommended by the World Health Organisation. The only question is what date we set, and I appeal today to Ministers to accelerate the vital detailed research and consultation needed to make that decision and set that date as soon as possible.
A crucial part of the action to deliver on the target when it is set is protection and enhancement of nature, and I applaud my local council, Barnet, for planting around 3,000 trees in the last two years, including 700 targeted at air quality and urban heat island purposes.
I appeal to the Government to ensure that the planning Bill expected in the autumn maintains and strengthens protection for trees and open spaces, which provide crucial green lungs for our towns and cities. The environmental land management schemes, which will replace the EU’s common agricultural policy, can also play an important role in safeguarding nature and thus addressing pollution, and I urge the Department for Environment, Food and Rural Affairs to ensure that these environmental schemes are used to support farming practices that emit less ammonia pollution.
Domestic burning also makes a significant contribution to particulate pollution, and more people need to be aware of the impact of their choices in how they heat their homes. The most polluting fuels used in domestic burning are due to be banned by early 2023, and the Environment Bill will make it easier for councils to introduce smoke control zones and provide more powers to enforce them. They need to use these powers.
Our efforts to combat climate change can also be harnessed to drive quality improvements. One of the reasons for recent progress on air quality is the UK’s success in shifting away from coal to cleaner ways to generate electricity, and of course the transition to ultra low emission driving is crucial both for our climate and our air quality goals. Encouraging cycling, walking and active travel of course has real benefits in terms of health, air quality and congestion, and I applaud projects that, for example, encourage parents and children to walk to school, but care does have to be taken with these schemes, such as cycle lanes and low traffic neighbourhoods, because if they are introduced in a hurry in the wrong place without appropriate consultation, they can inadvertently worsen air quality because of the consequent congestion they cause.
But the really big change we need in our transport system is to ensure that we switch to cleaner cars, vans, lorries, taxis, buses and motorbikes. Nothing else is going to deliver the air quality improvements we urgently need.
First, the Volkswagen scandal and then the collapse of the Driver and Vehicle Standards Agency prosecution of the company Klarius demonstrated that we need better enforcement of standards on tailpipe emissions and tougher sanctions when rules are broken. The Environment Bill will help, because it will mean that Ministers can require manufacturers to recall vehicles if they do not comply with environmental standards and, thus, illegally polluting vehicles will be taken off the road more quickly.
The Government are taking forward a £3.8 billion plan to reduce harmful emissions from transport, including £1.5 billion to support the uptake of ultra-low emission vehicles and nearly half a billion to help local authorities implement air quality improvement measures.
Last year, the Prime Minister announced £5 billion for bus services in England, including 4,000 new ultra-low emission buses. His 10-point climate plan commits to ending the sale of new petrol and diesel cars by 2030. That is one of the most aggressive targets set by any country, anywhere in the world. It will require further massive investment in research and development, to make electric cars and vans a more practical, affordable option, as well as in charging infrastructure.
I welcome all the substantial funding currently going into climate and air quality-related technology projects, which are essential, including the £250 million Faraday challenge on batteries. In this country, we already manufacture a considerable proportion of the plug-in electric cars sold around Europe. We should use the 2030 target as an opportunity to create new green jobs. Nissan’s announcement on moving battery production to the UK is really encouraging news.
Lastly, I ask Ministers to give priority to tackling air quality in London, because this is where the problem is most serious. London received funding for air quality as part of the £5.7 billion Transport for London funding settlement in 2015, and has received further support for individual projects of about £150 million. That includes money to retrofit buses to reduce emissions, and all London buses were due to be Euro 6 compliant by the end of last year. However, I am concerned that the Mayor of London has not made more progress on air quality or on delivering zero-emission buses, despite the significant resources he has been given by the Government to do that. His plan for a zero-emission bus fleet will take another 17 years to complete. Shaun Bailey believes progress needs to be much faster and has set out how he would do that as a Conservative Mayor for London. I am also worried that the Mayor’s mismanagement of TfL’s budget, including through the lengthy delays to Crossrail, will make it harder to deliver the investment we need to buy cleaner, greener buses.
I have one last ask of the Government. If they are serious about air quality, they should cancel plans to build a third runway at Heathrow. Nitrogen oxides problems around the airport are already very serious, and I cannot see any way in which the promoters of the scheme can possibly find a means to comply with those limits, never mind new ones adopted under the Environment Bill, while still accommodating the huge increase in surface transport that would be generated by thousands more flights. The viability case has been severely damaged by the collapse in passenger numbers. It is time to put this misguided runway project out of its misery. It is time to clean up the air we breathe, and I commend this Bill to the House.

Commons ChamberI am happy to reiterate my support and thanks to those involved in the relief effort in my hon. Friend’s constituency and across the country. On getting ex-offenders involved in such programmes, I should note that much of this work is quite specialist, so I am not sure how that would work, but I welcome her suggestion.
I thank the Secretary of State for the conversation I had with her yesterday as I was inspecting flood damage in Ribchester and Whalley in the Ribble Valley. I am extremely grateful.
