My hon. Friend makes an important point. I think it is the case that the thinker who coined the phrase “mutant algorithm” is my hon. Friend the Member for Harborough (Neil O'Brien), who is now an Under-Secretary in the Department and working with me and the Minister for Housing to address precisely the concerns that he outlined. We need to build more homes, but we also need to ensure that how we calculate need and how plans are adopted is much more sensible and sensitive.

Talking about sensible and sensitive, I give way to my right hon. Friend.

The Secretary of State is saying much that suggests that he believes we should rein in the Planning Inspectorate and give back to local authorities more control over planning, but that is not in the Bill. So is he today at the Dispatch Box saying that he will table amendments to the Bill along those lines?

I will say two things. First, I hope to work constructively with Back Benchers across all parties to ensure that the Bill is strengthened. I have never seen a piece of legislation introduced to the House that could not be improved in Committee, and I know that this Bill will be. I also look forward to good ideas, if they come, from Opposition Front Benchers.

Secondly, it is also the case that the publication of a revised NPPF and NPPF prospectus will help us to appreciate what the nature of the further amendments should be. As my right hon. Friend knows, in one or two areas of the Bill, there are placeholders, where more work requires to be done. I am frank about that and I look forward to working with her.

T5. The housing targets that are being asked of outer London boroughs such as Barnet are simply too high. Will the Secretary of State lower them so that we can halt urbanisation and save the suburbs?

My right hon. Friend has spoken frequently and passionately about the importance of a balanced approach to the assessment of housing need across the United Kingdom. It is certainly true that the way in which we assess it needs to be updated. I think it only fair to say that every part of England—indeed, every part of the United Kingdom—will have to share in making sure that we can meet the housing needs of the next generation, but we are seeking to achieve a fairer and more equitable distribution of need across the country.

British businesses responded warmly to the announcement we made on Friday as a pragmatic and flexible approach. The only alternative to the approach we outlined would be to extend the transition period. I know that is the position of the Labour party in London and in Wales, but we do not know what the position of the Labour party in London and in Leeds is. [Hon. Members: “What?”] We do not know the position of the Labour Front-Bench and the right hon. Member for Leeds Central (Hilary Benn).

Will the Minister promise that any fisheries agreement made with the EU will provide for annual negotiations and reflect the UK’s status as an independent coastal state, and that we will not see a repeat of the betrayal we saw in 1972?

I am very conscious of the mistakes made during our accession and the damage that the common fisheries policy has done, not just to our coastal communities, but to the husbanding of a very valuable marine resource. We have certainly made it clear to the EU that we will be an independent coastal state and we will have annual negotiations.

I am grateful to the right hon. Gentleman for his question. As he knows, it is a source of sadness to all of us to see people who want to be at work, not at work. Of course, we need to protect the fragile economy of the island communities that he represents, and we do so strongly through the power of the Exchequer across this United Kingdom. We believe that, outside the European Union, we will have more freedom to protect people in employment, and we will also save some of the money that we would have spent on EU membership.

I believe that the Secretary of State, like me, thinks that the customs compliance obligations under the protocol can be implemented without new physical inspections or infrastructure at Northern Ireland ports. In that case, will he intervene with Her Majesty’s Revenue and Customs to stop it making preparations for new physical inspections and infrastructure at Northern Ireland ports?

My right hon. Friend makes a very important point. We are one customs territory—the protocol makes that clear—and we will shortly be publishing further details about how we intend to ensure that Northern Ireland benefits from that.

The powers in Wales are different, but we have powers for improving productivity and providing farmers with the grants, support and loans they need not just to improve productivity but to ensure that producer organisations can work effectively in the market to secure for UK farmers, whether in England or in Wales, all the advantages they need to market effectively and secure the right price for their product.

Will the Secretary of State use the new system of farm support to discourage the intensive farming methods that can lead to low welfare standards and the overuse of antibiotics?

At the heart of everything we wish to do is making sure that we have an ethical approach and that farmers in the UK, who, overwhelmingly, are doing the right thing and leading the way in progressive farming, are supported. One thing I should say, which I believe is mentioned in the policy statement that accompanied the publication of this Bill, is that Dame Glenys Stacey is leading a review of farm inspection, because one problem we have at the moment is that, notwithstanding the good efforts of our field force, the level and intensity of farm inspection is not what we need it to be in order to ensure the very highest animal welfare and environmental standards.

T5. Following the successful campaign by the Battersea Dogs and Cats Home, when will the Government introduce legislation to toughen up sentences for animal cruelty?

Not only do we hope to introduce legislation to improve the courts’ powers and access to additional sentencing sanctions for those who are responsible for acts of horrific animal cruelty, but we also want, as was confirmed by the Lords Minister in the Department for Exiting the European Union last night, to introduce legislation to ensure that the principle of animal sentience is recognised and, indeed, enhanced after we leave the EU.

The hon. Lady perhaps made a slip of the tongue there, because I think she is probably worried about the UK being the dirty man—or indeed the dirty creature—of Europe. In short, the principles to which she alludes are valuable interpretive principles. We need to make sure they are consistent with the application of UK common law, but yes I would like to work with her and others.

T4. The Government are committed to planting 11 million trees. May I encourage the Secretary of State to ensure that many of them are planted in Chipping Barnet? He would be very welcome to visit to see those trees planted in our wonderful green spaces.
