The Secretary of State for Northern Ireland (Mrs Theresa Villiers)
It is for the Executive to deliver a balanced budget and sustainable finances. The Stormont House agreement and last week’s fresh start agreement set out a range of measures to help them deliver that. These include implementation of welfare reform, measures to improve efficiency in the public sector and a new independent fiscal council for Northern Ireland.

Following the welcome agreement between Northern Ireland parties and the British and Irish Governments last week, how confident is the Secretary of State that the Executive’s budget can be put on a sustainable footing, allowing a greater focus on value for money and public service delivery?
Mrs Villiers
I am confident about those matters. Earlier this week, the House passed the welfare reform proposals needed to apply welfare reform in Northern Ireland, which will make a huge difference to financial sustainability, and which also made progress in the House of Lords yesterday.

12. Last week a police recruitment event that was due to take place at the Waterfoot hotel was cancelled because of a bomb being discovered in the grounds. What work is under way to ensure that the PSNI receives the appropriate support to tackle any potential threat?

Over the past two spending reviews we have provided an additional £231 million to support the PSNI in its efforts to tackle dissident republican-related terrorism. That has provided vital support in a campaign against those terrorists and it is one of the reasons why, thankfully, the vast majority of the attacks do not succeed. I know that the PSNI will work hard to find alternative venues so that its recruitment event can go ahead.

3. When she plans to make a progress report on the Government’s economic pact for Northern Ireland.

An annual progress report on the economic pact was published last July. The range of items so far delivered include improvements to business access to finance; funding projects secured from the Green Investment Bank; the continuation of 100% assisted area status for Northern Ireland; and a record year for inward investment following the G8 and follow-up investment conference.

The hon. Gentleman will be aware that my right hon. Friend the Chancellor said he would like to see increases in the minimum wage. We are cutting taxes for those on the lowest incomes. We have cut taxes for 670,000 people in Northern Ireland, and those on the minimum wage have had their income tax bills halved. We have also seen unemployment in Northern Ireland fall for the 25th consecutive month—it has fallen by 1,700—giving many more people the security and reassurance of a pay packet.

Will the Secretary of State meet the Northern Ireland union leaders, as I did recently, so that she can understand the frustrations of squeezed teachers, bus drivers and health workers, and praise their vital work rather than condemn them for being forced to vote for industrial action?

I have met trade union groups on various occasions, including in Northern Ireland, and I am of course hugely supportive of the work done by our public servants and our front-line workers. It is important that the whole public sector takes part in the austerity programme, and the Government are doing everything they can to put our public finances right to ensure that we can continue to provide the best possible public services for the country.

This is of course something I take a very close interest in. That is one of the reasons why the Government have provided the extra security funding and why we included provision in the Stormont House agreement to link our funding package with a commitment by the Executive on police resources. Clearly, the threats to police officers continue to be real and significant, and I welcome the success that the PSNI and An Garda Siochana have had in significant arrests and disruptions, which I believe have contributed substantially to suppressing the terrorist threat.

13. How can the PSNI possibly meet its resource requirements to keep the peace when it has to make budgetary savings of over £51 million by the end of this financial year?

As I said, the resource position for the police has been improved with the changes in the draft final budget. The position of the police would be further improved if the NCA were to operate to its full capacity in Northern Ireland, because at present the PSNI is doing work that would otherwise be done by the NCA. The establishment of the Historical Investigations Unit in the coming months will further relieve the PSNI of responsibilities in relation to policing the past, freeing up time and resources for policing the present.

The threat level in Northern Ireland remains severe, with persistent planning and targeting by terrorist groupings. However, action by the Police Service of Northern Ireland and its partners continues to keep the pressure on these terrorist groups, with significant arrests and charges over recent months.

I can assure the right hon. Gentleman that I have raised this repeatedly with political parties in Northern Ireland. If we are to give the people of Northern Ireland the same protection against organised crime as is currently the case in Great Britain, I believe it essential that the National Crime Agency is given its full powers of operation in Northern Ireland. I am working with Keith Bristow, the Home Secretary and Justice Ministers to do all we can to build a consensus for the introduction of full powers for the National Crime Agency.

While this year’s parade season has been relatively peaceful, the PSNI is experiencing a budgetary shortfall and does not have the requisite number of officers. What can the Secretary of State do to enable it to fund sufficient police numbers to ensure that there is continued peace and security?
Mrs Villiers
The Government have stepped in, providing an additional £231 million to support the PSNI’s efforts in regard to national security matters. That will help across the board, assisting community policing as well. It is, however, of grave concern that the failure of Sinn Féin and the SDLP to agree on welfare reform is having an impact on the budgets of other Departments in the Northern Ireland Executive, and, sadly, that includes the PSNI.
