Commons ChamberWe believe we can support farmers in their environmental stewardship and in caring for our natural environment through our replacement for the common agricultural policy. That will allow us to go further and faster in providing support for farmers conducting their crucially important role in protecting our natural environment.
I thank the Secretary of State for giving way. For everybody’s constituents, including mine in Gedling, the Bill is very important. It contains a lot of very welcome measures. If we are to have an election in the next few weeks, will she look at what can be done to preserve those measures so that they are not lost? I know that that is a matter of process, but it is extremely important to all of us and our constituents.
I agree that this landmark proposed legislation needs to continue regardless of when Parliament dissolves for a general election. It is vital that the Bill comes back to the House as soon as possible to ensure that we can embed in legislation the important protections it contains.

Commons ChamberI am certainly happy to have that meeting. In terms of timing, we might have to be careful about the interaction with the decision that I might need to make over the coming days and weeks, but I am sure that we can have a meeting on this matter at some stage.
Despite much progress in Northern Ireland, there remains a terrorist threat, as we saw with the shocking murder of prison officer Adrian Ismay, whose funeral the Secretary of State and I attended. I associate myself with the remarks of the Secretary of State and we send our sincere condolences to Adrian Ismay’s family and colleagues. The Secretary of State will also know that there have been explosives found, bomb-making equipment discovered and murders north and south of the border. Will the Secretary of State tell the House whether, in her opinion, these individuals are acting alone or as part of a more organised and co-ordinated terror group?
A number of groupings are active in relation to the terrorist threat in Northern Ireland. They tend not to be terribly cohesive and are subject to increasing and regular splits. They have connections both north and south of the border and, were it not for the dedication and effectiveness of the PSNI and its partners in MI5 we would see these individuals mounting attacks resulting in tragedies such as that which has befallen the family of Adrian Ismay in such despicable circumstances.
I thank the Secretary of State for that reply. She will know that in recent days in Northern Ireland there have been two terrible shootings, one with fatal consequences—that of Michael McGibbon. I associate myself with the remarks made by the right hon. Member for Belfast North (Mr Dodds) and with the words of the widow. Our hearts go out from this House to all the families and those affected. The PSNI says that the attacks have all the hallmarks of paramilitary assaults, so on the streets of this United Kingdom we have shootings and murders linked to paramilitary activity. It is both sickening and totally unacceptable. Will the Secretary of State tell us more about what happened, and what action she, the PSNI and others will take against those who have no respect for human life or the rule of law?
The hon. Gentleman chooses his words correctly; this is absolutely sickening. I feel that this case could be like a number we have seen over recent decades in Northern Ireland and be the point at which people there say that this is completely and utterly unacceptable. The police investigation is progressing, with an individual charged with murder, but it is also imperative, as the right hon. Member for Belfast North (Mr Dodds) said, that we implement the “Fresh Start” agreement proposals, including progress on the strategy that the panel is coming up with. We need to ensure that people have the confidence to come forward and give evidence against these individuals. That has been a persistent problem in gaining convictions, as people are afraid to give evidence in such cases. As a society, we need to do all we can to support and encourage people so that they are able to come forward and give evidence to bring these people to justice.

Commons ChamberI very much agree with my hon. Friend, and with the First Minister and others in Northern Ireland who have pointed out that, although agreement has not been reached on how to deal with the legacy issues, the PSNI, the Coroners Service for Northern Ireland and others are still required to deal with the consequences of those issues. Given that the Secretary of State has put aside money pending any agreement, surely it would be acceptable to give at least some of it to those bodies in order to reflect the continuing work that they must do in trying to investigate and resolve some of the difficulties. I think that the First Minister has made a perfectly reasonable request, and, although I know that the Secretary of State will not be able to respond to it now, I hope that she and the Minister—and, indeed, the Government as a whole—will consider it.
May I intervene briefly to offer some assistance? The fresh start agreement makes it clear that the £150 million package to support the legacy work is linked to the establishment of the new bodies. However, we are listening carefully to representations, particularly those relating to inquests. If a credible reform package for inquests is put together, we will of course take very seriously any request for funds to support it.
That is a helpful response. I think that everyone in the House—and, indeed, in Northern Ireland—will have heard what the Secretary of State has said, which implies that she is open to making money available both to the PSNI and to the Coroners Service. I think that that is what victims would expect. They know that it is difficult to reach an agreement on how to deal with the past—and, although the institutions, or the proposed institutions, are there, agreement has not been reached—but, at the same time, work has to be done. Given that the money is there, we would support the Secretary of State if she—or, for instance, the Treasury—estimated at any point that at least some of the money could be released to enable that work to be done as soon as possible, because I think that people in Northern Ireland would expect it to be done as soon as possible. The First Minister would have been pleased to hear what the Secretary of State has said.
The House has been in the habit of dealing with Northern Ireland legislation in one day, but we believe that that should happen only when the need is truly urgent. We supported an emergency procedure with respect to welfare reform, and I promised the Secretary of State when I resumed my current role that we would maintain a bipartisan approach based on the principle of consent. I hope that our actions have demonstrated that commitment, but I want to make it clear that in this instance we have agreed to an expedited procedure rather than an emergency process. This procedure allows us more time to consider the Bill, while still making it possible for us to secure Royal Assent before the approaching Northern Ireland elections. I assume that any necessary legislative consent motion will be forthcoming in order to ensure that measures relating to the pledge of office, the MLA undertaking, and extension of the time available for ministerial appointments are in place in time for the Assembly's return. I am told that the Northern Ireland parties themselves are keen for that to happen.
The hon. Member for Foyle (Mark Durkan) made a fair and reasonable point about discussion of the legacy issues in due course. I think that anyone in Northern Ireland would expect discussion of those significant and important issues to take place by means of due process in the House, and not to be speeded up.

Commons ChamberThat is a very good question, but I think we have already learnt from the problems relating to the Stormont House agreement, whose implementation was stalled a few months after it was established. Both the Northern Ireland Executive and United Kingdom Government have moved swiftly on the fresh start agreement. The Assembly has passed a legislative consent motion agreeing to a balanced budget in the Executive, and we in the House of Commons have pressed ahead with legislation on welfare reform.
Despite the best efforts of the parties and the Irish Government, and despite the welcome deal that was done last week, the victims, survivors and their families will be both frustrated and disheartened by the fact that measures dealing with the past could not be agreed. However, I am told that progress was made on the issue. Will the Secretary of State tell us exactly what the problem was, who disagreed, and whether any of the documents that were discussed can be published?
We will certainly reflect on whether it might be appropriate, in the coming months, to publish a draft Bill for consideration, but we would take no such steps without engaging in extensive discussions with the First and Deputy First Minister and with victims.
We made considerable progress on the issues of how the Historical Investigations Unit would work in practice and what sort of reflection in statute would be needed for the Implementation and Reconciliation Group. A number of issues were more or less resolved, although a key problem was establishing a mutually agreeable arrangement when it came to matters relating to national security. The Government made it very clear that we would provide the fullest possible disclosure for the HIU, but we have to ensure that documents that go from the HIU into the public domain do not jeopardise national security.
I thank the Secretary of State for what I thought was a helpful answer. As I have said, the planned Stormont House agreement Bill was supposed to include new mechanisms to deal with the past so that victims and their families could find out more about what happened during the conflict, to ensure that justice was done, and to provide better help and support for those who were affected. Is it not critical that that work is not lost or forgotten, and that we take it forward? How do the Government propose to do that, and will the families be included in the process?
As I have said, I think it important for discussions to take place with victims’ groups on charting a way forward. I also think it important for the issue not to be parked by the Northern Ireland parties pending the Assembly elections. We cannot let it rest for another year without taking action. We need to find a way to make progress, and we should try to retain the progress made in the Stormont House talks, which, as I have said, involved broad agreement on a number of important issues.

Commons ChamberI thank the Secretary of State for her statement and her usual courtesy in allowing me early sight of it. I join her in paying tribute to Peter Robinson, who has announced that he is to step down. His contribution to peace and progress in Northern Ireland has been immense. He has taken tough decisions and tried to reach out to all communities. Northern Ireland is a better place in no small part thanks to his immense work. I join the Secretary of State, as I know all Members would, in wishing him well for the future.
I begin by complimenting all those who have contributed to this document, including the UK and the Irish Governments. It is a document that, despite some obvious challenges and indeed omissions, once again offers Northern Ireland a way forward. It is one more stepping stone towards the brighter, better future that the people of Northern Ireland want and deserve.
Does the Secretary of State agree that it is the implementation of the agreement that is crucial and that the people of Northern Ireland do not want to be faced in a year or two with another crisis? This really has to be a fresh start. Is she, like me, confident that the measures contained in the agreement really offer a way forward in a number of areas? In particular, we welcome the commitment to bring an end to paramilitarism. Paramilitary activity has to end, and the proposal for a new strategy to bring this about, overseen by a panel, is critical. Is the Secretary of State, like me and many people I meet in Northern Ireland, worried about these groups and their particular attraction to some young people. Apparent easy money, lack of career opportunities, educational under-achievement and indeed a false belief that membership of such groups can provide status are all aspects that need to be tackled so that many of these young people can grow up in relative peace. Will the Secretary of State use her position to ensure that countering the attraction of these groups for young people is one of the strategic priorities, as I believe it should be?
In relation to the establishment of the joint agency task force, will the Secretary of State say more about how cross-border co-operation will work, what resources there will be for the PSNI, and, crucially, whether she expects the number of prosecutions to increase? I welcome her confirmation that work will be undertaken in respect of flags and parades. Does she agree that that work is both urgent and crucial?
Does the Secretary of State share my disappointment that it has not been possible to reach an agreement on legacy issues and the past? Will she say more about what the issues were, and how she believes they can be resolved? How, for example, will the clash between national security considerations and disclosure be resolved? Victims and survivors must clearly be a key part of any agreed process. I understand that dealing with the past is incredibly difficult, given the competing narratives and contested versions of events, but a comprehensive approach is critical to continuing progress in Northern Ireland.
The problem with the search for truth and justice is that they often seem to be unattainable possibilities, but is it not the case that the people of Northern Ireland and their politicians have arrived at compromises that were apparently impossible, and have built consensus where none seemed likely?
Will the Secretary of State ensure that further efforts are made to deal with the past? What plans has she to meet victims and victims’ groups, and discuss a way forward? Given that no agreement has been reached on the issue, will funds be provided for the PSNI so that it can continue its legacy work?
The House has been asked to legislate on welfare reform. We will not oppose those measures, but a programme for jobs and growth is also needed in Northern Ireland, as it is in the whole of the UK. What measures in the agreement, over and above the devolution of corporation tax, will provide such a programme, while also improving the infrastructure?
As I said at the beginning, I see this agreement as a stepping stone towards a shared future. Of course there are frustrations and disagreements—of course there is disappointment at the inability to reach agreement on legacy issues—but could not the alternative have been a situation in which the devolution settlement itself was at risk with a return to direct rule—both those outcomes are unthinkable?
Whatever people may consider to be the agreement’s imperfections or disappointments, there is another breathing space: there is another opportunity for Northern Ireland to move forward, combat criminality, banish paramilitarism, tackle sectarianism, and establish a Government that is stable financially and politically. That opportunity must be grasped, outstanding issues must be resolved, and a fresh crisis in a year or two must be avoided.
Experience leads me to agree with the hon. Gentleman that implementation is key, and that reaching an agreement is just the start of a broader process. However, I warmly thank him for his support for this agreement and the Stormont House agreement. I also agree with him that a strategy to end paramilitarism in Northern Ireland must include programmes for young people to ensure that they are not drawn into activity of this kind. We had some constructive discussions about that during the talks, and I am sure that it will form part of the strategy foreseen in the agreement.
The hon. Gentleman asked about the task force, the surge in criminal activity, and the cross-border work. That work will be based on structures that already exist, but it will involve renewed vigour and activity, and there will be £25 million of additional funding to support action against paramilitarism. The UK Government are determined to do all that we can to work with the devolved bodies, the Minister of Justice and, of course, the Irish Government and the relevant agencies there. The PSNI and the Garda are working together, which is crucial. They do tremendously effective work now, and I am sure that the existing levels of co-operation will rise still further in the future. I agree with the hon. Gentleman that progress on matters relating to flags and parades is urgently needed. One of the aspects of the agreement that I welcome most is the fact that it allows that progress to be made.
I share the hon. Gentleman’s disappointment that we were unable to reach a conclusion on the legacy issue. However, we did make progress on, for example, the role of the implementation and reconciliation group and its relationship with the other legacy bodies, and on a number of aspects relating to how the Historical Investigations Unit will work and the devolution of responsibility between the HIU and its director. I think that we made significant improvements to how proposed draft clauses might work by clarifying the role of the Department of Justice. We had many discussions on national security. We did not manage to find a solution to that to which everyone could sign up, but I am sure that the shadow Secretary of State will agree it is crucial that we ensure that we do nothing to jeopardise national security.
I agree that an important way forward from now on is to meet victims groups, and I will be doing that soon. I also hope that I will be able to meet the victims commissioner soon to discuss the best way forward because we need to find a way to get these bodies set up.
I welcome the shadow Secretary of State’s indication that he will not be opposing welfare reform. He is right to state that it is crucial that we do all we can to promote jobs and prosperity in Northern Ireland. A crucial way to do that is to ensure that the Executive have sound public finances. There have been many illustrations in recent years of the hugely negative effects Governments face if they cannot make their budgets add up, so getting the Executive’s budget on a sustainable basis and ensuring that it is delivering effective government for Northern Ireland is a crucial way to deliver the prosperity agenda, which is so important for Northern Ireland’s successful future.

Commons ChamberI thank the Secretary of State for advance sight of her statement and for her usual courtesy. May I also join her in thanking the members of the independent panel for their serious report, which I know will be read by the families of the victims? Those families and those victims are very much in our thoughts today.
Does the Secretary of State agree that at the heart of the undeniable progress that has been made in Northern Ireland is trust? I am talking about trust in the institutions, trust in the democratic process and, crucially, trust between parties and politicians. Above all, there is a belief in the principle of the rule of law. It is that core principle that has to be paramount. It is a principle that has to be at the centre of the continuing progress in Northern Ireland, and we should not forget that the work of the Police Service of Northern Ireland remains crucial to that.
The current political crisis in Northern Ireland was sparked by allegations surrounding the murder of Kevin McGuigan, following the murder of Gerard Davison. Will the Secretary of State tell the House what the report says about those murders and the extent of any paramilitary activity? In order to reach its conclusion, the panel will have had access to sensitive intelligence. Will she confirm that the panel has obtained all the intelligence for which it has asked? Crucially, will the Secretary of State tell us whether she believes that the assessment of the independent panel and its report today provides a basis for an end to the political crisis in Northern Ireland? If she does, what happens now and how will progress be made? Will she be convening further talks? If not, what does she expect to happen and what will she do?
Will the Secretary of State also update the House on the current situation with respect to the Stormont House agreement and when she intends to publish the Bill?
The reaction of the Northern Ireland parties to the panel’s conclusions is obviously of huge importance. Has the Secretary of State had any preliminary discussion with the parties on this matter? It is also important to know the view of the Irish Government. Will she say what discussions she has had with them?
Paramilitary activity has no place in Northern Ireland. The vast majority of the people do not want it and neither do their politicians. Does she agree that it is for the police to enforce the law? They should, of course, be accountable, but their independence is crucial. No paramilitary activity is acceptable, whether it is carried out by remnants of the IRA or loyalist paramilitaries. Will the right hon. Lady tell us what measures, if any, she intends to take as a result of the report? Much of the media focus has been on the IRA, but what is her view of loyalist paramilitaries? Does she believe, for example, that the establishment of the Loyalist Community Council recently was a good thing?
Is not one of the crucial conclusions of the report that
“none of these groups is planning or conducting terrorist attacks”?
Does the Secretary of State agree that, as the report states,
“the existence and cohesion of these groups since their ceasefire has played an important role in enabling the transition from extreme violence to political progress”?
If so, what does that mean for the future? Can she confirm that, as the report says, it is individual members of paramilitary groups who pose the real threat? Although much of the focus is rightly on threats to national security, is it not disgraceful and unacceptable for any individuals or groups to be involved in what the report describes as
“large scale smuggling operations, fuel laundering, drug dealing and extortion of local business”?
It is surely right, therefore, that we in this House restate our support for the work of the PSNI in tackling these issues.
There can be no doubt that once again hugely difficult issues have arisen in Northern Ireland—issues that are an immense challenge to the politicians of Northern Ireland and to all of us who seek to support them as they emerge from the horror of the past. We know that time and again politicians in Northern Ireland have risen to that challenge. They have found a way forward. They have dealt with seemingly intractable problems. Is it not time again for all of us to restate the fundamentals of the agreements that have brought us to where we are, and to reassert the principles of trust, sensitivity and mutual respect on which so much progress has been made, and the primacy of the rule of law? So many people have said to me that they do not want their children or grandchildren to suffer as they have done. Let us all find a way once again to ensure that that aspiration remains a reality.
I agree with the shadow Secretary of State that trust between political parties is crucial in making progress in Northern Ireland and crucial to the effective functioning of devolved government. I wholeheartedly agree that belief in the rule of law and support for that concept is crucial in Northern Ireland, just as it is everywhere else in our country. Like the hon. Gentleman, I believe that the PSNI does a hugely important job in tackling not just the terrorism of the dissident republicans, but the criminality from the groupings about which I have been speaking today.
In relation to the case of Kevin McGuigan, the assessment confirms that the view of the two organisations, the PSNI and MI5, which compiled the report, is that the Chief Constable’s statement in August remains valid, so the situation in relation to the Kevin McGuigan case continues to be as set out by the PSNI in August.
On the question of access by the panel to classified and sensitive intelligence, yes, members of the panel were shown classified material and they had access to individuals from MI5 and the PSNI to challenge them on the process by which the assessment and the report had been compiled.
The shadow Secretary of State asked whether I believe the assessment can provide a basis to move forward. Yes, I do. As I said in my statement, I do not for a moment say that it answers all the questions in relation to paramilitary organisations. There is now a pressing need in the talks for the parties together to establish what is the best way to grapple with the continuing problems associated with the existence of paramilitary organisations, but I hope the publication of the assessment will inform the decisions that will need to be made in the coming days by the leaders of Northern Ireland.
In response to the question about my discussions on these matters, I have had extensive discussions with the five main parties in Northern Ireland and with the Irish Government as part of the talks process and beyond that. On the hon. Gentleman’s question about the establishment of the Loyalist Community Council, I welcome initiatives designed to move groups away from criminality, but this initiative must be judged on its results.
I echo the shadow Secretary of State. It is correct to highlight the conclusion in the assessment that none of the groups under consideration is planning terrorist attacks. He referred to the role these groups might have played in the transition of their members from a violent past to a peaceful future. I acknowledge that the picture is mixed, but there are some aspects of the assessment that are not completely negative.
That covers most of the hon. Gentleman’s questions. I close by saying that I agree with him that it is unacceptable for individuals, whether they are in paramilitary organisations or not, to be involved in disgraceful activity such as the fuel laundering and smuggling that I outlined today.

Commons ChamberI agree that we need a whole community approach to tackling paramilitary organisations and moving to a time when they will disband. I also agree that we need a whole community approach to supporting the policing settlement. I do think, though, that supporting the devolved institutions involves another crucial factor, namely sustainable public finances. I therefore urge the hon. Gentleman and his party colleagues to find a way to ensure that the agreement is implemented, including the welfare provisions.
May I begin by associating myself and my party with the Secretary of State’s remarks about Garda Tony Golden, and sending our condolences to his widow and three children?
Let me say at the outset that there is and can be no place for paramilitary activity in Northern Ireland. The primacy of the rule of law is fundamental, and there can be no compromise on that principle. Does the Secretary of State agree that, at a time when this and other matters are being discussed in the current talks, it is vital for the House to say loudly and clearly that we have every confidence in the ability of the political leadership in Northern Ireland to secure a successful outcome to the current negotiations, and that we, along with the Irish Government, will play our part in supporting them?
I completely agree that it is not acceptable for paramilitary organisations to exist in a democratic society. They were never justified, they are not justified today, and they should disband. I also share the hon. Gentleman’s confidence in the leadership of Northern Ireland. They have demonstrated many times over the last 20 years that they can achieve phenomenal results and can solve seemingly intractable problems, and I urge them all to repeat that over the coming days. [Interruption.]
Order. There is a growing hubbub of quite noisy private conversations. We are discussing exceptionally serious matters appertaining to Northern Ireland, so I appeal to Opposition Members to give a courteous, perhaps even reverential, reception to the shadow Secretary of State, Mr Vernon Coaker.
The Secretary of State knows that many of the most difficult issues arising from the past are also being addressed within the current negotiations. In order to take that forward, the support of the political parties, the community and, crucially, victims and their families is required. Will she therefore tell the House what agreement there is on the measures announced so far being included in the forthcoming Stormont House agreement Bill?
I do not think it would be wise for me to give a running commentary on every detail of the negotiations, but there is a considerable amount of consensus on the content of the Bill. There remain difficult issues to resolve and there is no doubt that the provisions relating to national security will always be sensitive, but this Government are determined that they will defend their national security interests, because if we were to neglect that duty, that could have a price in lives. We believe that it is very important to ensure that all disclosure provisions are consistent with our article 2 duties and our duty to protect national security.

Commons ChamberI thank the Secretary of State for her good wishes and for advance sight of her statement. Let me take this opportunity to thank all the parties in Northern Ireland, as well as many others, for their good wishes.
Let me say straight away to the Secretary of State that it is the Opposition’s intention, as well as my own, to pursue a bipartisan approach based on the agreements reached, in particular the principle of consent. Our policy remains absolutely the same and I emphasise that to the Secretary of State and all those who are listening to or reading this debate.
I take up this post again at a time of real challenge in Northern Ireland. Will the Secretary of State reassure us all that the full authority of the British Government, working with the Irish Government and with Washington, will be used to help resolve these difficulties along with the parties of Northern Ireland? The current problems of political stability revolve around continuing paramilitary activity and the implementation of the Stormont House agreement.
Following the murders of Gerard Davison and then Kevin McGuigan, the Chief Constable of the Police Service of Northern Ireland said that some Provisional IRA organisational structures still exist, but for a radically different purpose than before, although some members still engage in criminal activity. Does the Secretary of State agree with this assessment? Can she explain what it means and give her assessment of what it means for communities? Will she update the House as far as she can on the investigation by the PSNI into the two murders I mentioned earlier? Does she agree that we need once and for all to end any ambiguity on the issue of paramilitary activity? As she said, paramilitaries have no place whatsoever in Northern Ireland, so will she update us on her assessment of the level of paramilitary activity in all communities, the threat it poses and what is being done to combat it? Does she agree that supporting a more comprehensive approach across all departments and agencies could be beneficial?
The rule of law must be paramount and there can be absolutely no compromise on that principle. The parties in the Northern Ireland Executive are all committed to that, but in the light of the Secretary of State’s statement to the House last week and today about the IMC, will she update us further on the current position, what she is considering and what any of the proposals she has outlined actually mean?
Let me turn to the implementation of the Stormont House agreement, which was a tremendous achievement by all involved. It has clear proposals on finance and welfare, on difficult issues such as flags, identity, culture and tradition, parades and dealing with the past, and on institutional reform—many, if not all, of the hugely challenging and difficult issues that arise in the context of Northern Ireland with its different traditions. However, it was a negotiated agreement to move forward on those matters, not to leave them as being too difficult to resolve, reflecting a desire to tackle them. It showed hugely courageous political leadership from all involved, including many in the Chamber today.
Does the Secretary of State agree that the price of negotiating a way of successfully implementing the agreement would be another historic milestone? Does she agree that it would take forward the peace process by saying that, although we have brought about a substantially better Northern Ireland now is the time to deal with many of the outstanding issues arising from the different traditions and competing narratives as well as legacy issues around victims, mental health, economic insecurity and poverty?
On that basis, how will the Secretary of State play her part in helping to break the impasse, particularly on welfare reform? Are there other ways of supporting vulnerable people with targeted Treasury money to help, for example, mental health or economic insecurity, both of which are significant legacy issues? Does she accept that to break the deadlock the same proposals cannot always be put forward time and time again? Although Northern Ireland should not be treated as a special case, there are in Northern Ireland special circumstances.
Can the Secretary of State also tell us what progress is being made on a Bill to implement the Stormont House agreement? Is there a timescale, and is a legislative slot available? She knows that many people would feel let down if bodies designed to deal with such issues cannot be set up.
These are immensely challenging issues, but let me once again reassure everyone in the House, and in Northern Ireland, that Her Majesty’s Opposition will work hard, in the spirit of bipartisanship, to play our part in helping to make the continuing progress that we all want to see. It is my strong belief that talks, discussion and negotiation, in the end, are the only way forward. Is the Secretary of State hopeful that roundtable talks will be possible in the near future? The prize of a more prosperous, stable and peaceful Northern Ireland is within reach. Let us all play our part in helping to seize it.
I thank the shadow Secretary of State for his clear commitment to a bipartisan approach and his reiteration of the consent principle at the heart of the Belfast agreement, which I am sure will be warmly welcomed across the House. In response to his first question, yes the full authority of the Government will be deployed in our efforts to try to resolve these two very serious issues facing Northern Ireland’s political leaders.
Do I agree with the Chief Constable’s assessment of the situation in relation to the Provisional IRA? Yes, I do. The shadow Secretary of State asked me to expand on that. I think that we need to be cautious about what information we put into the public domain, but we are giving serious consideration as to whether there is a fuller picture that we could share with the parties and the public.
The shadow Secretary of State asked for an update on the police investigation. I do not think that it would be appropriate, or that it would serve the interests of justice, to provide a running commentary, although I appreciate that interest in the case is high. I think that the important thing is for the police to be able to get on with their job and to follow the evidence wherever it leads them.
I agree that there must be no ambiguity about the fact that there is no role for paramilitaries in Northern Ireland. It is time that all these organisations disbanded. I also agree that we need to work across agencies and Government Departments, with the Government and the Executive working together, and indeed with groups in society, as we develop a broader strategy to deal with the scourge of paramilitarism. There is no easy political fix; we need a range of people making an effort to bring an end to the paramilitary presence in Northern Ireland.
With regard to the Independent Monitoring Commission, the important thing is not to prejudge what the parties will put forward during the talks. In my discussions with all the parties in recent days there has been some recognition that an independent body of that sort could play a role in resolving the questions around paramilitaries.
I agree with the shadow Secretary of State’s comments on the importance of implementing the Stormont House agreement. The Bill is being worked on as we speak, and we still hope to be able to present it to Parliament next month, as planned. I agree that it is important to press ahead with creating the institutions on the past that are contained in the Bill in order to give better outcomes and greater support to the victims of the troubles who have suffered most at the hands of terrorists.
Lastly, the shadow Secretary of State mentioned the implications of Northern Ireland’s special circumstances in relation to welfare. We have often said that we will not fund a more expensive welfare system in Northern Ireland than we do elsewhere in the UK, but our settlement with Northern Ireland does reflect the fact that it requires extra help, which is why public spending per head in Northern Ireland is considerably greater than it is anywhere else in the UK. Northern Ireland’s special circumstances are one of the reasons why the Stormont House agreement is accompanied by a package worth £2 billion in additional spending power for the Executive.

Commons ChamberI thank the Secretary of State for her usual courtesy in giving me advance sight of her statement. I also thank her and her officials for keeping me and my office updated over the course of the weekend. That was very much appreciated and in the best traditions of bipartisanship.
I welcome the Secretary of State’s statement. It is right that the House has the opportunity to discuss these important matters.
I unequivocally condemn the violence that has taken place in Belfast over the past number of days and nights. There is no justification for it. The disgraceful attacks on the police have resulted in dozens of injuries, and the very deliberate attempt to murder officers by throwing blast bombs at them last night was shameful. It is also a matter of huge regret and concern that the right hon. Member for Belfast North (Mr Dodds) was also hurt. We wish him well.
I join the Secretary of State in paying tribute to the PSNI and its colleagues from other UK forces for their bravery and determination in upholding the law. Will she update us on the status of injured officers? Are any still receiving treatment? How many have returned to duty? Will she also tell us how many are PSNI officers and how many are from other UK forces? Is she able to say how many mutual aid officers are still undertaking duties in Northern Ireland, and how long she expects that to continue?
We know that the costs of policing large-scale public order incidents can be high. Does the Secretary of State have an estimate of how much the policing operations have cost to date, and who will meet that cost? Will it be her Department, the Department of Justice or a combination of the two?
There is always concern at the involvement of paramilitaries in or on the margins of contentious parades and protests. Has the Secretary of State looked at who was involved and who is being arrested? Is there any indication that loyalist paramilitaries or dissident republicans have organised or taken part in any of the violence?
The origins of the appalling scenes we have witnessed lie in a dispute about parading. We have been here before. Does the Secretary of State agree that meaningful dialogue and working towards local agreement is the key to finding a solution? It has worked well in other places, as she has said. The Orange Order held a peaceful, enjoyable and colourful celebration of 12 July as part of the UK city of culture celebrations in Derry/Londonderry. That was able to happen because of dialogue and communication between neighbours in an atmosphere of mutual respect and good will.
Will the Secretary of State update the House on what discussions she has had with the First and Deputy First Ministers, the Orange Order, residents’ associations, and local political and civic representatives over the weekend? Does she agree that, as Secretary of State, she has an important role to play in having further discussions over the coming weeks in north and east Belfast? As well as condemning the violence that has already taken place, does the Secretary of State agree that we need to work together to ensure it ends and does not occur in the future and to address some of the causes of these problems?
My view is that the British and Irish Governments still have a hugely significant role to play in helping to resolve all these issues. Does the Secretary of State agree that they should both be involved in the talks convened by the First Minister and Deputy First Minister, which are being facilitated by Richard Haass? Will she confirm that the Northern Ireland Office is working with the Office of the First Minister and Deputy First Minister on that, and has she discussed it, or will she discuss it, with the Tanaiste?
In conclusion, it is crucial to bring people together to look at what needs to happen now to prevent a repeat of what has happened over the weekend, when a disagreement that was not addressed led to significant tensions between communities and ended in unacceptable violence. What part can the Secretary of State play in the discussions that need to take place?
The main message that I and, I think, the House want to send is this: we encourage all those who are working to find a solution to these matters to keep going, to keep talking and not to give up. I say to those who are involved in parading and protesting, Unionist and nationalist, that respecting the law, respecting their neighbour and respecting the wishes of people right across the community to live in peace is the only way forward. That has been done in other places across Northern Ireland and it can be done in Belfast.
I very much welcome the comments of the shadow Secretary of State and particularly his joining me in condemning the violence. He is right to identify some of the attacks as deliberate attempts to murder police officers, which is utterly unacceptable and shocking. I will run through his long list of questions.
On the gravity of the injuries, the last update that I received was that overall, the injuries were not serious, although some police officers have been hospitalised. All those who were hospitalised as a result of the riots on 12 July were released from hospital fairly soon afterwards. I am not quite sure of the position on all the injuries that occurred last night, but my impression from my conversation with the Chief Constable this morning is that, thankfully, the injuries are again not of a serious nature. On the distribution of the injuries between mutual aid officers and PSNI officers, the figure for mutual aid officers over the weekend was two. Again, it is not clear whether any mutual aid officers were among those who were injured last night.
On the number of mutual aid officers, about 1,000 have been deployed over the past few days. Some will be going home and fresh mutual aid officers will be coming to Northern Ireland to provide assistance, so the numbers are relatively flexible. The Chief Constable is ensuring that he has the necessary resources.
The cost of the policing operation falls on the Department of Justice. Another damaging consequence of the events of recent days is that they put more pressure on police budgets.
The PSNI will naturally investigate what evidence there is of the involvement of the paramilitaries and assess who needs to be arrested. There has been a claim of responsibility from Oglaigh na hEireann in relation to the pipe bomb improvised explosive device that was thrown from the Ardoyne at police officers.
I agree that meaningful dialogue is the way forward. I have had a range of conversations on parading matters over recent months with residents’ groups, the Orange Order, the First and Deputy First Ministers, and other leading members of Northern Ireland’s political establishment. The Northern Ireland Office also sponsored a conference at Cardiff to promote dialogue and to keep people in touch with the police and one another in an attempt to defuse tensions in such situations.
I have had a number of conversations with the Tanaiste about the current situation and about a way forward, for example through the Richard Haass working group. I look forward to supporting the Executive in respect of the work of that group in whatever way they request.

Commons ChamberI am grateful to the hon. Gentleman for his support. It is vital that Parades Commission determinations are obeyed. He is also correct to say that local dialogue is the way forward. I welcome the fact that that took place for a few days last week. I hope that both sides will continue that dialogue, with a view to a local and sustainable resolution to parading next year.
More than 550 parades are taking place in Northern Ireland over the 12th, the vast majority of which will pass without incident. I wish those taking part an enjoyable and peaceful day. There are, however, a number of very contentious parades. Will the Secretary of State update the House on arrangements to ensure that the Police Service of Northern Ireland is able to deal with any public order issues that arise? Of course we hope that none does, but we must always be prepared.
I spoke this morning to the Chief Constable for exactly such an update. The shadow Secretary of State will be aware that that includes approximately 600 mutual aid officers from Great Britain, drawing on the experience of the G8. Those officers have started to arrive. The PSNI is doing all it can to ensure that we have a peaceful 12 July. I hope it will receive the support of the whole community in seeking to achieve that.
I thank the Secretary of State for her response. She will know, as I do, that there is particular concern regarding the Ardoyne. I have spoken with representatives of the Orange Order and the residents’ association, and continue to encourage them to re-enter talks to try to find a way forward. The Parades Commission has given its determination and the law must be respected. Does the Secretary of State agree that even at this late stage we must not give up on dialogue, we must not give up on talks and we must not give up on trying to find a peaceful way forward?
I am in complete agreement with the shadow Secretary of State. Dialogue is always helpful, no matter how late in the day. It is particularly important in finding a sustainable way forward for next year’s parade.

Commons ChamberPerhaps I can provide the shadow Secretary of State with some reassurance. The proposals agreed in the economic package between the Executive and the Government are meant to complement the institutional changes in the Bill. We will work hard to deliver on those, including with a major G8-themed inward investment conference in October and, hopefully, the prompt extension of start-up loans to Northern Ireland, on which my right hon. Friend the Business Secretary is making an announcement today.
Obviously, we all hope that those measures are successful. As I have said, I thought the package announced by the Government a few days ago was a step in the right direction. However, I am talking about the sense of urgency needed to accelerate progress and saying that the Government here in London should recognise the huge impact that Treasury decisions have on Northern Ireland, which has particular circumstances as it emerges from conflict. The Secretary of State will know, from hon. Members here and representatives she meets in Northern Ireland, of the real concern about the impact in many communities of joblessness as well as the Government’s welfare changes, the impact of which the Government need to reflect carefully on.
Huge progress has been made on policing and justice. I welcome the changes made to ensure security of tenure for the Justice Minister. I encouraged the Government to legislate on that more than a year ago, and I am glad that the relevant measures are included in the Bill. David Ford, the current incumbent, does a good job in tough circumstances, and I pay tribute to him. Further to policing and justice, I will continue to raise the very serious issue of the National Crime Agency’s inability to operate in Northern Ireland.

Commons ChamberI agree that the lessons from the past few weeks demonstrate, once again, how important it is that all the elected representatives in Northern Ireland work together to build a shared future and to heal sectarian division. I very much welcome the opportunity to come to the hon. Lady’s constituency and her office, and to meet those who have been affected by the protests. She continues to have my sympathy for the treatment that she has undergone and to which her staff have been subjected.
I join the Secretary of State, and hon. Members on both sides of the House, in standing against the recent violence. It is important that Westminster sends a clear message that it is unacceptable. Does she agree with me, and with what other hon. Members have said today, that we need more than just condemnation—we need action? Will she outline what steps she has taken and, more importantly, what steps she intends to take now to deal with these problems?
My focus has been on meeting the people affected by this disorder, talking to the businesses and the communities that have been disrupted by it, keeping in very regular touch with the Chief Constable to give my absolute support to the brave efforts of the Police Service of Northern Ireland in keeping order on the streets, and driving forward a political solution from the political parties. I am in very regular touch with them, urging them to meet to discuss this issue, in order to find a political way forward to resolve these critical issues on identity and build a shared future.
I thank the Secretary of State for her reply. Of course, as she said, there is positive news, but will she now, with the Northern Ireland Executive and the Irish Government, review what has happened? Will they then set out together concrete proposals to deal with the underlying issues, specifically those relating to culture and identity, social and economic deprivation, and sectarianism? In doing that, we can continue to work together to build the shared and prosperous future that we all want for Northern Ireland.
As I have said, at last week’s meeting with the First Minister, Deputy First Minister and Irish Foreign Minister we did review the current situation. I will continue, as I know the Tanaiste will, to press the Northern Ireland parties to make real progress on this situation. It is now vital that we see practical steps towards delivering a shared future and healing those sectarian divides. That is a point I have made repeatedly in pretty much every speech I have made since being appointed. Now is the time for real progress and seeing the Northern Ireland Executive and all Northern Ireland’s political leaders going forward to deliver that shared future that they all very much support.

Commons ChamberI thank the Secretary of State for her statement and for advance sight of it. I join her in condemning the disgraceful violence that we have seen over the past weeks. The serious rioting, attacks on the police and threats against elected representatives, including the hon. Member for Belfast East (Naomi Long), have been appalling. As the Secretary of State has said, the hon. Lady has behaved throughout with dignity and courage.
This violence would not be acceptable in London, Cardiff or Edinburgh, and it is not acceptable in Belfast. People in Northern Ireland need to know that the UK Government are giving this matter the highest priority and that Northern Ireland matters. May I therefore ask the Secretary of State what discussions she has had with the Prime Minister about the recent violence and what discussions he has had or intends to have with Northern Ireland Ministers about what might be done to support them further?
It was welcome that the Secretary of State updated the House on the attempt by dissident republican terrorists to murder a police officer and his family over Christmas, which was sickening. As she said, that reminds us of the ongoing threat from those who wish to destroy the peace and progress. It is good that the police have made arrests in relation to David Black’s murder. That sends out the clear message that the perpetrators of these crimes will be brought to justice wherever possible.
The public disorder and violence that we have seen on the streets began when the decision was taken by Belfast city council that the Union flag should be flown only on designated days. Will the Secretary of State join me in saying that in a democracy one cannot try to change decisions by the use of force, and that those who break the law can expect to be dealt with using the full force of the law? Violence can never be allowed to win.
As the Secretary of State said, the Police Service of Northern Ireland has shown exceptional bravery and courage, even at great personal cost, with 66 officers having been injured already. Let us all follow her in commending the police for their professionalism and dedication to duty.
The Chief Constable has stated clearly that senior figures from the Ulster Volunteer Force are involved in much of the violence. What assessment has the Secretary of State made of loyalist paramilitary involvement in the disturbances? Does she agree that attacks by paramilitaries on the police and elected politicians are matters of national security? Is she confident that the PSNI has the resources to continue its current level of commitment without impacting on its other policing duties?
Today, I was due to visit a project in Belfast that helps young people back to work. I have seen in communities across Northern Ireland, both nationalist and Unionist, initiatives to ensure that every young person has hope, that every community looks to the future, that jobs are created and that everything possible is done to overcome the sectarianism and divisions of the past. The responsibility for much of that is devolved, but will the Secretary of State ensure that the consequences of all her Government’s economic and social policies are fully considered with respect to Northern Ireland? Deprivation, disengagement and alienation are a challenge in any community, but if that challenge is not met in Northern Ireland, it can have dangerous consequences. As the Secretary of State said, we need to ensure that Britishness and Irishness are fully respected in Northern Ireland.
Will the Secretary of State join me in saying that the scenes that we have seen on the TV do not represent the real Northern Ireland, and that we must do all that we can to ensure that positive messages about the new Northern Ireland are seen and heard across the world? There has been real progress over recent years in Northern Ireland. It is not easy and sometimes there will be setbacks. As I have said, we need to deal with the alienation that we see in some of the communities of Northern Ireland, and particularly in some of the most deprived communities. However, the setbacks must not be allowed to define Northern Ireland and its people or to derail the progress that has been made. Too much has been achieved for that and we must not allow the clock to be turned back.
If you will forgive me, Mr Speaker, I will answer at some length, given the number of important matters that have been raised.
Like the shadow Secretary of State, I pay tribute to the courage and dignity of the hon. Member for Belfast East (Naomi Long). It is intolerable that she and so many other elected representatives from Northern Ireland have been subject to death threats and intimidation.
I welcome, once again, the constructive and bipartisan tone of the Opposition on the matters that we are discussing. I wholeheartedly agree with the shadow Secretary of State that such violence is not acceptable on the streets of the United Kingdom, whether in Edinburgh, London, Cardiff, Manchester or Belfast. It is intolerable and deeply damaging.
The shadow Secretary of State asked for assurances about contacts with the Prime Minister. The Prime Minister is being briefed every day and I have had three face-to-face meetings with him on this matter, including one this morning. I am keeping in regular touch with him. He retains a close personal interest in Northern Ireland because he knows what a great place it is and what huge opportunities it has. That is one reason why it was his personal decision to take the G8 to Northern Ireland later this year. He is keeping a very close eye on all that is going on. I should also mention that I have briefed the Irish Government on these serious matters.
Like the shadow Secretary of State I think that although the headlines focus on the disorder, we should never forget that the ongoing terrorist threat is very serious. One risk associated with such disorder is that police officers are brought into vulnerable situations where they might become targets for dissident republican attacks. I also agree with the shadow Secretary of State that democratic decisions cannot be changed by violence. The history of Northern Ireland over the past 50 years demonstrates that it is sitting round a table, talking, engaging in a dialogue, and considering compromises and an inclusive way to resolve issues that lead to progress, rather than resorting to violence and rioting.
The shadow Secretary of State mentioned the role of the UVF, which we have discussed on a number of occasions. I have also discussed the issue with the Chief Constable and other PSNI officers. It is of concern that individual loyalist paramilitaries are involved in these matters, and crucial that the police do all they can to ensure the full rigour of the law is brought to bear on anyone engaging in violent conflicts, whether or not they are members of paramilitary organisations. As I have said, the Chief Constable’s view is that the orchestration is not coming from the leadership of the UVF, and that is consistent with my view.
Whether these issues raise matters of national security is a point I discussed with the Chief Constable and Drew Harris yesterday afternoon. In essence, there is always an overlap at the border between matters of national security and other areas of policing, but I assure the House that the PSNI and its partner agencies such as the Security Service are doing all they can to combat that threat. They are certainly not letting the borderline between national security and other matters get in the way of an effective response. However these incidents are categorised or classified, it is vital that the police bring to bear every means available to combat these disgraceful scenes of violence. On PSNI resources, the Chief Constable is confident that he has the capacity to deal with the disorder, but having resources tied up dealing with these riots leaves fewer resources for the community policing that is so important for confidence building and protecting people from crime.
Like the shadow Secretary of State I welcome the positive initiatives under way in Northern Ireland to give young people hope, and I reassure him that all the Government’s economic policies are thoroughly tested for their impact on low-income and disadvantaged communities. The reality is that it becomes much more difficult to fix the kinds of problems that may concern those involved in these protests—educational under- achievement, health care, jobs—if there is rioting on the streets. It is counter-productive for protesters to engage in violence; they are doing no service to the causes they espouse but instead making it more difficult for the Northern Ireland Executive to deliver a safe and prosperous Northern Ireland.
Like the shadow Secretary of State I believe that a key part of the Belfast agreement is that both Britishness and Irishness are fully respected as different identities in Northern Ireland. The success of the past 20 years demonstrates that those who define themselves as British and those who define themselves as Irish can co-exist peacefully in Northern Ireland and work constructively together.
Finally, I welcome the opportunity to emphasise the positive about Northern Ireland, and whatever has happened over the past six weeks should not blind us to the fact that it is a great place in which to live and invest. It could be a fantastic year for Northern Ireland with Derry/Londonderry already taking its place as a successful UK city of culture, the G8, and the world police and fire games—one of the biggest international sporting events in the world. All those things are an opportunity to project a modern, forward-looking Northern Ireland. We need to get back to that because the protests are undermining what could be a fantastic year for Northern Ireland.

Commons ChamberI thank the Secretary of State for coming to the House to make this statement and for advance sight of it. Let me say why I, and the Opposition, called on her to do so. There have been eight consecutive nights of violence in Northern Ireland. A Member of this House has had her life disgracefully threatened, and her Alliance party has seen its representatives intimidated and subjected to violence, and its property attacked.
Violence against the police has escalated, to the extent that an attempt was made to murder a female officer last night by breaking the window of a police car and throwing a petrol bomb inside while she was still in the vehicle. Dozens of officers have been injured after coming under sustained attack over the course of the week. A few days before, another murderous attack on the police was narrowly avoided only when a vehicle carrying a rocket was apprehended in Derry. It cannot go on, and Westminster’s voice must also be heard. This violence would not be tolerated in London, Cardiff or Edinburgh, and it should not be tolerated in Belfast. A clear and strong message must be sent from this place today that says this violence is wrong, unacceptable and without justification.
May I join the Secretary of State in once again paying tribute to the Police Service of Northern Ireland for its dedication and bravery? I spoke earlier to the Justice Minister, whom I also met a few days ago in Belfast. What discussions has the Secretary of State had with him and the Chief Constable about resources and the police’s capacity to deal with this disorder, and the continuing national security threat? Will she update the House on what her latest security assessment is?
The homes of public representatives have been vandalised and attacked. Local councillors, who are doing their best on behalf of the communities they serve, and their families have seen their homes targeted and vandalised. I am sure I speak for the whole House when I say that whether we are talking about a Democratic Unionist party councillor in Dungannon, two Alliance councillors and their family in Bangor, or the husband of a Sinn Fein councillor in Armagh, such violence is wrong and must stop. I stand shoulder to shoulder with public representatives in Northern Ireland, for democracy and against violence. When a Member of Parliament is threatened and attacked, I view it as a threat to and attack on all of us and everything we stand for.
Will the Secretary of State tell me what assessment she has made of the involvement of loyalist paramilitaries in the rioting? Does she view their actions as a threat to national security? What discussions has she had with the Prime Minister about this? Has he discussed the ongoing violence with the First Minister and Deputy First Minister, or the Justice Minister?
I know there are underlying issues and I am realistic about the challenges we face. I have been with Unionist and loyalist political representatives to visit areas in Belfast and other parts of Northern Ireland, and I want to say this: hon. Members and others from Northern Ireland are doing a really difficult job in these circumstances in these communities. I do not doubt their sincerity, integrity or hard work. They are dealing with frustration and anger, and they need support in helping to channel that away from violence and towards politics. I will do what I can to help, and I make that offer in republican and nationalist communities, too. But violence is never justified and it is wrong. It is damaging those communities and until it stops we cannot even begin to discuss or do anything about the longer-term issues that need to be resolved. What discussions has the Secretary of State had with political representatives about supporting work in these communities? Will she consider bringing political leaders together to see what can be done and what support the UK Government can give to any initiatives in these areas?
I care deeply about Northern Ireland and its people, and I know the Secretary of State and all other hon. Members do, too. I think it was exceptionally important today that we came together as the United Kingdom House of Commons and said that. Northern Ireland matters; it is important. I hope that we see this awful violence ended and that we can look forward to a 2013 in which Northern Ireland is showcased on the world stage as the great place it truly is.
I thank the shadow Secretary of State for the measured tone of his response. Like him, I believe that violence of the sort we have seen over the past week is unacceptable in Northern Ireland, just as it would be unacceptable anywhere else in the United Kingdom. In particular, I fully agree with him that these attacks on the police are absolutely despicable and should not be tolerated.
The hon. Gentleman is right to highlight the arrests recently made in Londonderry in relation to an explosively formed projectile device. They were very significant arrests and Northern Ireland is a safer place as a result of their having taken place. He asked about my contacts with the Justice Minister. I believe I have spoken three times to the Justice Minister since these events started to unfold. I have also spoken to Deputy Chief Constable Judith Gillespie and spoken three times to the Chief Constable to make sure that I am fully aware of their concerns. I know that the Justice Minister continues to work extremely hard to ensure that the police have all the resources they need, and the UK Government are entirely supportive of him in his efforts to do that.
The shadow Secretary of State asked for an update on the general security situation. The threat level from dissident terrorism remains at “severe”, meaning that an attack is highly likely. The PSNI continues to focus strongly not only on these disturbances, but on all activities undertaken by paramilitaries and all terrorist activities in Northern Ireland. He particularly asked me about the investigation of loyalist paramilitary involvement in the disturbances, and I was discussing that with the Chief Constable this morning. It appears that some loyalist paramilitaries attended some of these events. There does not appear to be evidence of organised orchestration by paramilitary groups, but I am sure that the PSNI will be reviewing this carefully and will continue to investigate it as part of its wider investigation, which is extremely serious in relation not just to the disorder, but to the disgraceful threats received by elected representatives.
The shadow Secretary of State asked me whether I have discussed this matter with the Prime Minister. I have been keeping the Prime Minister fully informed on this; a copy of my statement was sent to him, I discussed this matter with his chief of staff this morning and he is following events very closely. The shadow Secretary of State also asked about my contact with Northern Ireland politicians. I spoke this morning to the First Minister about this situation specifically, and I have had a whole series of meetings; pretty much every discussion I have had with Northern Ireland politicians since being appointed Secretary of State for Northern Ireland has focused on building a shared future and dealing with sectarianism, because that is one of the crucial challenges we face as a nation, in the United Kingdom in general and in Northern Ireland in particular.
The shadow Secretary of State was right to focus on and express concern about frustration and anger. It is essential that that frustration is channelled only into legitimate protest and into the political process as well. The history of Northern Ireland shows what incredible progress can be made once people abandon violence and promote the peaceful and democratic resolution of differences across the community.

Commons ChamberI thank the Secretary of State for advance sight of her statement and for her words this morning. It is a sad duty that we both have in the House this morning. The murder of David Black was a sickening and deplorable crime. My thoughts and those of my right hon. and hon. Friends, and indeed of all hon. Members, are with his family—his wife Yvonne and his children Kyle and Kyra—and those who loved and knew him as a husband, father and friend. I send condolences, too, to all those working in the Northern Ireland Prison Service. They have lost a valued and highly regarded colleague, the 30th prison officer to be murdered since 1974. They do a remarkable job in very difficult circumstances. An attack on any one of them is an attack on the criminal justice system, the law and the community.
Will the Secretary of State tell us today, in the light of this dreadful incident, whether there will be any reassessment of prison officers’ security, both inside and outside their places of work? I welcome the arrests made this morning by the Police Service of Northern Ireland, which bear out the Chief Constable’s statement yesterday that he would leave no stone unturned in finding the killers of David Black. Although there are limitations to what the Secretary of State can say, is there any further information she can give the House this morning?
The murder of a man on his way to work is particularly appalling. Let the message from both sides of the House today be very clear: this was not a political act, it was not done on anyone’s behalf or to achieve any aim, and it will not further any cause; it was the cold-blooded, evil murder of an ordinary man, going about his ordinary, decent business. People across Northern Ireland and the House will be rightly outraged at the actions of these terrorists, who seek only to hurt and destroy peace and progress, and the democratic process. Will the Secretary of State join me in saying that the security of people in Northern Ireland is, as it should be, the priority of all of us who are in positions of leadership? Will she assure the House of her and the Government’s continuing commitment to that?
There can be no complacency about the threat from the small number of people engaged in violence, and there must be total support—both financial and political—from the Government and the Opposition to help the security forces to keep people safe in Northern Ireland. Does she agree that there is an onus on the Government to ensure that those protecting the public, particularly the Police Service of Northern Ireland, have all the resources needed to tackle terrorism and the threat to national security? Does she believe that the current level of support is sufficient?
Northern Ireland is a changed place and a great place. We have made great strides over the last number of years, but we cannot take what we have for granted. This murder shows that we still need to work hard for peace and progress. The First and Deputy First Ministers, the Chief Constable, the Justice Minister and the Tánaiste have spoken with one voice on behalf of the whole community and the whole island. Their voice speaks to reject the attempt to subvert the will of the people of Ireland, north and south. Will the Secretary of State join me in saying that all of us—people in Westminster and at Stormont, and people right across the United Kingdom, and our partners in the Irish Government—stand together in our commitment to building a better Northern Ireland?
The murder of David Black was an appalling act that has deprived a man of his life and a family of their loved one. Those who so callously planned and carried out an ambush on a man going to work want to divide the community and destroy the peace that has been built, trying to take us back to the dark days of the past, but people across Northern Ireland—people just like David Black—will make sure they do not succeed.
Let me finish by again sending my condolences to David Black’s family and friends, my solidarity to his colleagues, and my commitment to the people of Northern Ireland that all in the House will keep working towards the peaceful and prosperous future that they deserve and are striving to build.
I am grateful to the shadow Secretary of State for the tone that he has set, which demonstrates with great clarity the complete solidarity across the House in condemning this atrocity. That is a crucial message that we need to send out at this difficult time. I also wish to associate myself with his comments about the dedication of those in the Northern Ireland Prison Service. As he says, they do a difficult job and they are a vital part of keeping people in Northern Ireland safe and a vital part of the criminal justice system. Like him, I believe that an attack on them is an attack on the criminal justice system.
I can also give the shadow Secretary of State the assurance that he seeks: the Government’s overriding priority is the security of our citizens. We remain vigilant in the face of this terrorist threat. It has continued to be severe and we have continued to highlight the tremendous achievements of the Northern Ireland peace process without in any way letting up in our efforts to combat the activities of the terrorist groupings that continue to inflict violence and ruin lives in Northern Ireland. We will continue to place resources in the hands of the Police Service of Northern Ireland to enable it to continue to carry out that vital task.
On the future of the security arrangements for prison officers, about which the shadow Secretary of State and others have understandably asked in the hours since the tragedy occurred, the PSNI is completely focused on maintaining the safety of prison officers, as it is on maintaining the safety of police officers, who are sadly also targeted by dissident terrorists. I am sure that every lesson will be learned, and that the PSNI and the Prison Service will look with care at whether any changes need to be made as a result of yesterday’s tragedy.
I welcome the condolences that the shadow Secretary of State paid, and I am happy to repeat them. It is a deeply sad day for Mr Black’s family and our thoughts and prayers are with them at this difficult time.

Commons ChamberI am grateful for the hon. Lady’s question, and I will certainly pass on her request to the Secretary of State for Defence. I understand that a Minister of State at the Ministry of Defence is due to visit Northern Ireland fairly soon.
May I begin by paying tribute to my colleague Sir Stuart Bell? He served as a Front-Bench Northern Ireland spokesman and retained a deep affection and concern for the place throughout his time in the House.
I wish the previous Secretary of State well in his new post and welcome the new Secretary of State to her place. I want to work with her constructively and in a bipartisan way, particularly on issues relating to security.
This morning, the Home Office reduced the threat to Great Britain from Northern Ireland-related terrorism, but the threat in Northern Ireland itself remains “severe”. Will the Secretary of State assure the House and the people of Northern Ireland that there will be no downgrading of the Government’s commitment to combat terrorism anywhere in the United Kingdom?
Yes, I can give the hon. Gentleman that assurance. The change to the threat level does not affect our commitment to bearing down hard on the small minority of people who still seek to use violence and terrorism as a means to achieve political ends.
I thank the Secretary of State for her reply. Does she agree that we need to confront those who want to destroy peace at both the security and a community level, and that we should not take for granted the progress that has been made?
Young people in socially and economically deprived areas are vulnerable to exploitation by paramilitaries. With one in four out of work, what is the Secretary of State doing to tackle unemployment and ensure that Northern Ireland’s young people get the better future that they were promised and deserve?
I welcome the bipartisan approach that the hon. Gentleman wishes to pursue. It is of course vital that we bear down on terrorism using a range of strategies. We have already discussed the £200 million of additional funding that the Government have devoted to countering the security threat and keeping people in Northern Ireland safe and secure. We are doing all we can to boost the economy with our programme to repair the public finances and reduce the deficit. We are reducing corporation tax across the United Kingdom to enhance the attractiveness of the UK as a destination for inward investment, and we are providing tax reliefs for the creative industries, including high-end television. We are determined that Northern Ireland will remain a great place in which to do business.
