My hon. Friend raises an entirely valid point. It takes me back to my days when I was a Member of the European Parliament. I consistently raised concerns about the inconsistent implementation and enforcement of animal welfare rules. As he points out, that often disadvantages UK farmers, who tend to take them far more seriously than their counterparts in some other countries.

I accept that retaining our current animal welfare standards does not mean that every dot and comma of EU law in this area needs to be set in stone. There may be legislative options that maintain prevailing standards but deliver the outcome in a more flexible way that better suits domestic circumstances. I hope we can all agree that the end result should be the retention and not the dilution of laws that safeguard farm animals in this country. Our goal for the future should be the further strengthening of that protection.

When the Secretary of State gave evidence to the Environment, Food and Rural Affairs Committee recently, she indicated that around two thirds of EU legislation could be rolled forward into UK law with only minor technical changes. That leaves around a third of laws within the Department for Environment, Food and Rural Affairs remit apparently needing more substantive change if they are to be retained after we leave the European Union. It would be useful to hear from the Minister which animal welfare provisions are expected to fall within that category. Will he indicate when the House will be given details on the practical changes that may be necessary to ensure that the protections they provide can be carried over into UK law after we leave the EU?

I was also struck, in the Prime Minister’s recent speech, that final decisions have not yet been taken on which of the powers that will return from Brussels will go to the devolved Administrations and which will stay within the remit of this place. Animal welfare, as colleagues will be aware, is generally a devolved matter, but in light of the Prime Minister’s speech, it would be useful if the Minister could give us an indication of the animal welfare decisions currently made in Europe that he expects to be devolved and the ones that might be retained at Westminster.

None of us in the Chamber should be in any doubt that the food and farming sector is one of the most important for our economy. It supports many thousands of jobs. I saw that for myself in Northern Ireland during my time there as Secretary of State. I met many farmers and businesses creating food of the very highest quality.

I warmly congratulate my right hon. Friend on securing this debate. With regards to the animal welfare standards of food production, would she agree that the introduction of CCTV in all slaughterhouses is an important part of that to ensure that some of the abuse that has been widely reported can be stopped, because those operators will understand that they are being monitored?

That is well worth considering. A number of constituents have contacted me about it. One has to be certain that there are effective ways of monitoring that CCTV, but we should give serious consideration to further strengthening animal welfare protection in that area.

A task ahead of us is to create a replacement in this country for the common agricultural policy. As we shape a new system of financial support, we have an opportunity to promote a new vision for agriculture, to help our farmers work in ways that restore natural resources in soils, promote biodiversity and maintain the rural environment in good shape for future generations. Continued financial support for agriculture is not just important for the rural economy and for food security. In my view, it is critical if we are to maintain high animal welfare standards.

There are methods that can keep the costs of maintaining animal welfare standards down to a reasonable level, but the reality is that, in many cases, humane forms of agriculture are likely to be more expensive than intensive, industrial production, so agricultural support payments will be needed into the foreseeable future to ensure that food produced with high welfare standards is not priced out of the market by cheaper, less compassionate alternatives.

With that in mind, I urge the Minister to ensure that animal welfare is an important consideration in future trade talks. We should not be afraid to ask those countries that wish to sell into our market to commit to acceptable standards of animal welfare. We would be constrained by World Trade Organisation rules, but my understanding is that it is possible to set standards for animal welfare and comply with WTO obligations as long as a consistent approach is taken to different countries. We all know that in trade negotiations, compromises and trade-offs occur, but the huge importance rightly placed by many people on animal welfare, including a number of my constituents in Chipping Barnet, means that our negotiators should not lightly trade away ethical concerns in exchange for perceived economic advantage in other sectors.

Quality, safety, traceability and compassionate treatment of animals should be at the heart of the UK’s post-Brexit brand for food and farming. I hope that we will see those themes running through the forthcoming Green Paper on this matter. Our new system of farm support should reward farmers who adopt higher welfare standards.

I hope the UK Government and the devolved Administrations consider the following four areas for reform to further strengthen farm animal welfare. Before I set them out, I want to pay tribute to the work of our farming sector. I am well aware that the majority of our farmers take this issue very seriously, and that our farming sector’s record compares well to anywhere else in the world. Many farmers I know go beyond their legal obligations to safeguard the welfare of their livestock, but there is still more to be done.

The first area of reform should be to phase out farrowing crates for pigs and replace them with free farrowing systems. As with sow stalls, which were banned some years ago, pigs about to give birth cannot turn around in those crates. Cramped conditions mean that the sow can barely move and there is not even enough room for her to lie down, much less carry out the nest-building behaviour normally seen in pigs about to give birth under more natural conditions.

I thank the hon. Gentleman for his question and his comments on my role in relation to the Wrightbus contract. I did press Transport for London hard to go through with that contract, because I think it is important for job opportunities in Northern Ireland and so that we can have great buses for my constituents. On his question about the referendum, I think it is important for all sides to address the facts of the debate in a measured way, so that on 23 June the people of this country can make a judgment based on the objective facts of the situation.

The threat level from terrorism in Northern Ireland continues to be severe. Although many attacks are disrupted and prevented, the callous murder of prison officer Adrian Ismay highlights the lethal nature of the continuing threat. The UK Government remain vigilant on combating terrorism, giving our full support to the Police Service of Northern Ireland and MI5 in their crucial work to keep people safe in Northern Ireland.

I join in the condolences to Mr Ismay’s family. In addition to domestic terror threats in Northern Ireland, what assessments has the Secretary of State made of international terror threats to the Province?

My hon. Friend will appreciate that that is a Home Office lead, but it is something that I discuss regularly with the Home Secretary, the Police Service of Northern Ireland, the Ireland Justice Minister and other relevant people. The Government take the matter extremely seriously, as the threat from international terrorism is severe. That is one reason why the strategic defence and security review made such a strong commitment to investing in our intelligence services and counter-terrorism spending, which includes a 30% real terms increase in counter-terrorism spending over the course of this Parliament.

I think I can agree with all that. Devolved power-sharing government requires two crucial things, the first of which is the ability of parties to work together. The paramilitary question was having a toxic impact on working relationships. Another crucial thing for any Government, devolved or not, is a workable budget. They must be able to live within their means. This agreement today sets a path to addressing both of those. As has been said, there are parts that we would all have liked to see added to the agreement and there are compromises in it. These stages in Northern Ireland’s process forward are never without their imperfections, but this is a good step forward for Northern Ireland. Without it, I am convinced that we would be headed steadily and surely towards suspension and direct rule, which would be bad for Northern Ireland. We have worked hard to try to avoid that and will continue to do so.

I, too, commend my right hon. Friend for the Stormont House agreement that all parties have worked so diligently to effect. I am particularly pleased to note that the issue of flags will be progressed. Is there a timetable for this in Northern Ireland?

There is a timetable for the commission to report on flags. I believe the plan is for it to report within 18 months but, if my hon. Friend will forgive me, I cannot remember the exact date. It is another reminder that with the Stormont House agreement and the fresh start agreement in place, we need to get on with implementing them. That is why I welcome the fact that the legislative consent motion was passed yesterday and the Bill will be introduced to Parliament within minutes and debated. The debate on the welfare legislation will take place early next week.

I certainly agree that the processes on the past need to be balanced and must recognise the proper attributions of responsibility for the deaths during the troubles. I acknowledge that that is one of the most important things to get right. I am impressed by the degree of progress that has been made by the political parties. They have come a great deal closer to an agreement on the past than I ever expected. I hope that in due course we will reach an agreement and a conclusion on that matter.

On the proposals perhaps to establish a common flag for all communities representing Northern Ireland, will my right hon. Friend say a little more about how the commission on emblems will operate, and tell us whether there is any time scale for it to report?

The timing envisaged for the commission on identity and flags is around 18 months. I have always thought that there might be scope for the development of new shared emblems, and I hope that that will be considered seriously by the new commission, if it is set up. I genuinely think that there are merits in trying to have a broader conversation with civic society about moving forward on the issues of culture, identity and tradition that have proved so intractable up to now.

I congratulate the hon. Member for Central Ayrshire (Mr Donohoe) on securing the debate, and on Rosie’s arrival. I would also like to associate myself with the comments made about the late Alan Keen and his sad, recent death. He had a long and distinguished record on aviation matters.

I agree wholeheartedly with the importance that hon. Members have attributed to the aviation industry as a strong part of our economy and a vital gateway to the global marketplace for business. Many hon. Members made that point, including the hon. Members for Blackley and Broughton (Graham Stringer) and for Central Ayrshire. I also welcome the emphatic support for the aerospace industry provided by my hon. Friend the Member for Filton and Bradley Stoke (Jack Lopresti). Supporting and providing the right economic climate for manufacturing to flourish is a hugely important part of the Government’s overall economic strategy. It is crucial that aviation in the UK is able to grow and prosper in the future, but I think we are agreed that a dash for major aviation growth regardless of cost is not the right approach. That is why we are developing a new aviation strategy to set out the way forward that will allow the British air transport industry to grow in the years and decades ahead, as well as addressing its environmental and quality of life impacts. No one underestimates the scale of the challenge, because reducing harmful emissions through greener technologies is more complex in aviation than in other transport sectors and will take longer to deliver.

In response to the points made on air passenger duty, we have listened with care to industry concerns, which is why we have made it clear that switching to a flight tax is not viable without wider international support for such a move. We have postponed this year’s inflation-based increase in APD, and proposals for further reform of the tax will be published soon.

In response to the hon. Members for Central Ayrshire and for Blackley and Broughton on the issue of the Thames estuary airport, as the Prime Minister has said, the Government have no plans to build a new airport in the estuary, or in Medway or elsewhere in Kent. The hon. Member for Central Ayrshire outlined some of the practical issues that would have to be surmounted before such a programme could go ahead, including, of course, the very significant airspace capacity issues. Nor do we have plans to redevelop Northolt as a third runway for Heathrow.

I agree with my hon. Friend the Member for Reading East (Mr Wilson) that surface access to airports is a crucial part of making them successful. That is why Crossrail and Thameslink are going ahead—both will improve access. We continue to consider other options for western access to Heathrow, including work that could be co-ordinated with the proposed HS2 spur to Heathrow.

We have made it clear that a key plank of the Government’s approach to aviation is the cancellation of Labour’s misguided plans for a third runway at Heathrow. I find it ironic that the shadow Secretary of State, the hon. Member for Garston and Halewood (Maria Eagle), accuses us of having no policy, when the previous Government spent 13 years on an aviation White Paper that everyone agrees is no longer fit for purpose, and on pursuing a runway that is universally agreed to be absolutely the wrong approach for the UK economy. One of the coalition Government’s first acts was to cancel the third runway at Heathrow. I continue to believe that the price in terms of the environmental impact would have been far too high, given that noise already has a significant impact for thousands of people living with a plane overhead every 90 seconds. At the time, Labour described our position as

“politically opportunistic and economically illiterate”.

It seems that those on the shadow Front Bench have learned the error of their ways—but not all on their Back Benches.

We are clear that we need to protect and enhance the connectivity that is vital for our economy, which is why Heathrow’s success as one of the world’s busiest and most successful international airports is so vital. Our aviation strategy is designed to ensure that the UK maintains and improves the success of this leading international gateway. There is no evidence that Heathrow is about to lose its hub status. It remains an immensely successful airport, with more services to China than any of its European rivals, and a particularly strong connection with Hong Kong as China’s main hub airport. Our immediate priority is to make our airports work better within their existing capacity limits.

I was delighted to welcome the Minister to Gatwick airport last month for the opening of new security gates. Will she congratulate Gatwick airport on the more than £1 billion of investment that it is making in enhancing capacity? Indeed, Sir John Major will open the renewed north terminal on Thursday.

I am happy to offer my congratulations on that. Contrary to the allegation that the Government have created a policy vacuum, we have a range of initiatives designed to make our airports better—our priority is to make them better, rather than bigger. We are legislating for a much more passenger-focused system of regulation. We are improving air space management through the Future Airspace Strategy in the Single European Sky programme, which is already delivering real benefits in the UK and Ireland. We are changing the way aviation security is regulated to enable the industry to deliver the same high standards in security, but in a more passenger-focused and more hassle-free way.

Our south-east airport taskforce also included proposals to improve resilience and address delays. As a result, we are trialling the tactical use of greater operational freedoms at Heathrow. This is very sensitive, because those freedoms mean that occasionally there will be some incursions into the respite period, with occasional use of both runways for departures, or, occasionally, use of both runways for arrivals. However, I emphasise that that is not mixed mode and the Government remain committed to runway alternation and the benefits it brings. Very careful consideration will be given to the impact of the trial on local communities. I emphasise that the measures being trialled are to be used only to improve resilience, and prevent or recover from disruption, and not to increase capacity, which remains capped at current levels.

We have published our scoping document, setting out the issues to consider for the future of aviation. We know how crucial it is to have a successful regional airport sector, as hon. Members have highlighted today. We will look at ways to harness spare capacity to support economic growth and help to relieve crowding in the south-east. High-speed rail has strong potential to provide an alternative to thousands of domestic and short-haul flights. HS2 to Manchester and Leeds will deliver a three and a half hour journey time between London and Scottish destinations, providing a viable alternative to thousands of Scottish flights.
