Drones have been a feature of this place for generations, but drones of the 21st century—unmanned aerial vehicles that provide a growing security threat, invasions of privacy and potentially criminal activity—are a matter of great concern. Does the Home Secretary agree that the current regulations need to be reviewed from her Department’s perspective?

On the right hon. Lady’s second point, the assurances were given on the basis of the discussions that were taking place with the contracted providers. At that stage, the contracted providers were clear that they were going to be able to provide the numbers that they were contracted to provide. As I have explained, the gap that has opened up finally crystallised only yesterday when the request came through and we accepted that there was a need to undertake further contingency arrangements.

On the right hon. Lady’s first question, it was never the case that it would be possible, two or three years out, to identify absolutely every requirement of venue security. It was possible to identify the full requirements for venue security only at the point when all the venues had been determined by LOCOG, the appropriate level of security at the venues had been determined and the programme of events had been scheduled. It was at that point that the numbers necessary for security were finally determined.

I pay tribute to all members of Her Majesty’s armed forces who will provide security at the Olympic games, particularly those from the Colchester garrison. Is it not fortunate that we still have an Army large enough to deploy these numbers? I put it to the Home Secretary in respect of G4S that no public contracts funded by UK taxpayers should go to a company that is aiding and abetting the state of Israel with illegal activities in the west bank.

I will not go down the route that the hon. Gentleman is trying to tempt me down on a matter that is more appropriate to my right hon. Friend the Secretary of State for Defence. However, I would say that G4S is one of the largest security providers in the world, so it was natural to look to exactly such a company for venue security.

The hon. Lady is right that we need to ensure that we have the right definition of domestic violence. That is why the Government are consulting on the appropriate definition and ensuring that we have a cross-Government definition, which, sadly, the previous Labour Government did not have.

I thank my right hon. Friend for her answer to the excellent opening question and urge her to look at the Home Affairs Committee report on domestic violence from the previous Parliament. If she implements its recommendations, a lot of the issues will be resolved.

I thank my hon. Friend for his reference to the work previously done by the Home Affairs Committee on this important issue. The Government are looking across the board at sources of proposals for dealing with this problem. As I have said, our cross-Government action plan included 12 Departments and made a significant number of commitments to ensure that we do what all in the House would want: end violence against women and girls.

I am willing to stand here and take responsibility for the decisions that I have taken. I only wish that the Opposition were willing to stand up in this House and take responsibility for the decisions that they took when they were in government.

T6. Please listen carefully; I will say this only once. In the future assessment of police numbers and funding formulae, have any discussions taken place with the Ministry of Defence about the huge cuts in the MOD police? In the case of the Colchester garrison, the last Labour Government managed to cut its 30 officers to three, which has affected the Essex police.

Will the Home Secretary place in the Library a definition, with examples, of what constitutes police back-office and, as we have heard this afternoon, middle-office facilities? Does she accept that part of the front line is 24-hour policing with 24-hour police stations in our major urban centres?

I am happy to say to my hon. Friend that the work on the definition of the back, middle and front-line functions has been done by Her Majesty’s inspectorate of constabulary, not by the Home Office. A report defining those functions is available from HMIC, and I am happy to make sure that it is available in the Library.

In the spirit of joined-up government, will the Home Secretary discuss with the Defence Secretary the future of the Ministry of Defence police? The previous Labour Government cut the number of MOD police officers in Colchester garrison from 30 to 3, and I regret that our Government now talk of cutting the number of MOD police by 1,000.

I note that my hon. Friend was quite careful in the phrasing of his question, because of course, this is an MOD responsibility. My right hon. Friend the Secretary of State for Defence and I have regular discussions on matters that affect both our Departments, and I am sure that we can put that on to the agenda.
