The right hon. and learned Lady is absolutely right to say that it is important that every community has the opportunity to appreciate the importance of arts, culture and heritage, and that this is at the heart of the work of the Arts Council. She is right that some, perhaps less enlightened, councils are not investing as they should, and I hope she would join me in encouraging all to recognise the importance of culture and heritage, and support them through these difficult times. I would, however, pick her up on something. We are doing what we can to redress the situation we inherited. Some 70% of the Arts Council’s lottery investment now goes to projects outside London. Sir Peter Bazalgette has made it clear that he will be doing much more on that, but obviously we cannot change overnight the situation we inherited.

In 2004, English Heritage considered the question of disposal of all 44 bishops’ houses by the Church Commissioners and reported that the eight historically most significant, including the Bishop’s Palace in Wells, should be kept in use. Will the Secretary of State meet me to clarify what advice her Department has received from English Heritage on what is meant by keeping a palace in use, and whether, pursuant to English Heritage’s ongoing conversation with the Church Commissioners, that means being used by our bishops?

My hon. Friend raises an important point. The bishops’ palaces are an important part of our cultural heritage. I was in Wells recently meeting pupils of the Cathedral school benefiting from the music and dance scheme funded by the Department for Education. Wells has a proud tradition, and on this matter I will try to support her.

I thank the right hon. Gentleman for his question. We work closely with the Welsh Government through VisitBritain. This is a shared objective. VisitBritain has a clear target of increasing international tourism by 33% by 2015, and that will mean some 200,000 extra jobs in this country. Tourism is an important sector, and we have some excellent support plans in place.

My constituency is particularly dependent on tourism. What discussions has the Secretary of State had with the Treasury about the capacity for reducing VAT in line with some of the countries on the continent? That might help the sector to grow, and would be particularly helpful to the tourism business in Somerset.

I understand the point that my hon. Friend is making, but there would clearly be a significant cost associated with any such change to VAT. I prefer to invest positively in our country as a place to visit. At the moment, the Treasury is not convinced that there is a correlation between a cut in VAT and any benefit in terms of figures.

The hon. Lady needs to look at the total package of measures brought forward in the autumn statement. We are absolutely mindful of the need to make sure that we support those who find it most difficult in today’s society. That is why 1 million women have been taken out of tax altogether and why we are putting £200 million more into child care for people who are working the shortest hours. Those things have never happened before, and I hope the hon. Lady will applaud and welcome those measures.

On 5 January last Saturday, BBC Radio 6 Music made history when three consecutive daytime programmes were presented by female DJs for the first time in the BBC’s 45 years of music radio. While less than 20% of the BBC’s music radio programmes were presented by women in 2012, will the Secretary of State please continue her discussions with the BBC to correct that imbalance?

I am wondering how that question relates to tax and benefit changes, but I will of course always encourage the BBC to make sure that women have a full role in the work they do.

The hon. Lady will know that today we have announced a £15 million scheme to put in place the sort of support that I know she would want for separated parents, so that they can work together more effectively. I do not agree with her that our proposals will do anything other than make life better for children in separated families by ensuring that more money is flowing to them, whether that is inside the statutory system or outside it.

To return to the point made by my hon. Friend the Member for Dover (Charlie Elphicke), does the Minister agree that it is essential that children automatically have access to both their parents, and that should not be the case only when it is proven to be unsafe? Up until now, the Government’s wording has been that it should happen when it is safe, but it should be only when it is unsafe that it should not.

My hon. Friend is absolutely right. There should be a presumption of a meaningful relationship with both parents post-separation, and the proposals we are working on for child maintenance will underline that by helping parents to realise that it is their responsibility to work together to support their children, whether they are in a relationship together or whether they are living apart.
