Commons ChamberAs I have already pointed out, a substantial part of the industry intervened in the court case on our side. This is the best way forward for the sustainable growth of the industry. We have also laid the order that will provide absolute certainty on the tariff rate we are providing from 3 March, so I think that the right hon. Gentleman is being uncharacteristically churlish.
On Tuesday the Institution of Engineering and Technology is due to publish its long-awaited report on the undergrounding of electricity transmission lines. Given that 1,000 new pylons would have a significant effect on the natural environment and the landscape, what steps has the Secretary of State taken to ensure that the study considers the wider economic benefits of undergrounding to tourism, particularly in my part of Somerset, and the lifetime maintenance costs of undergrounding compared with using mile upon mile of pylons?

Commons ChamberI am grateful to the right hon. Gentleman for raising that issue, which I shall address in greater detail. Ofgem is working closely with us on this and I think it is tackling many of these issues. I will give further detail on that.
Following the consumer energy summit, at which my right hon. Friend the Prime Minister and I brought energy suppliers, consumer groups and Ofgem together, we have been working together to make sure that consumers know about the help that is available and about how they can cut their energy bills this winter. In October the Government launched the “Check, switch, insulate to save” campaign on the Directgov website, and next week Citizens Advice is co-ordinating a big energy week campaign. Big energy week is designed to connect consumers who are struggling to cope with energy bills with the support available to help them to reduce their energy costs and maximise their income. More than 100 events will take place across the country, reaching out to people who might not know about those schemes.
In December, Ofgem published for consultation radical proposals to require suppliers to simplify their tariffs and billing information so that consumers can compare suppliers’ deals much more easily. Currently, as the right hon. Member for Don Valley (Caroline Flint) has pointed out, more than 400 different tariffs are available. Frankly, this leads to confusion rather than to greater choice. I suggest that is part of the reason why the switching of rates in the UK has declined over time. Ofgem’s proposals should help consumers to identify more easily the best deal for them. I support Ofgem’s work in this area and will continue to work with it to boost the transparency of bills and competition in the energy market.
It should be quick and easy to switch supplier. As part of our implementation of the EU third energy package in November, we have cut to just three weeks the time it takes to switch. Citizens Advice and Ofgem have received the highest level of funding yet from suppliers for the energy best deal campaign, which helps vulnerable consumers to shop around for the best available deal. Even without changing supplier, millions of households could save just by switching tariffs or payment method.
As agreed at our consumer energy summit, suppliers are placing messages on the front page of all bills to encourage consumers to phone them or visit a website to find out if they could be saving money. They are also writing to about 8 million customers who pay on receipt of their bill to tell them that they could save up to £100 a year if they move to direct debit payment. Nearly all these letters have now been delivered.
Has my right hon. Friend made any progress in sorting out the situation faced by people who have prepayment meters and therefore do not receive a bill? It is difficult for them to establish what they are paying over any period, and the most vulnerable customers are often in that situation.
I am grateful to my hon. Friend for the concern about prepayment meters. It is one thing that we have been looking at closely. Thankfully, people on prepayment meters are not paying more than was previously the case, and that is a step forward. I am sure there is more work to be done and we are looking at it closely.

Commons ChamberI am particularly keen on this area, as I was on the UN Secretary-General’s advisory group on finance that recommended that it should go forward and that the G20 should look at it. We are having continuing discussions, and I am very hopeful that this is one of the most fruitful areas in which we can raise climate finance for developing countries.
I have a number of constituents in very rural areas who are off-gas and have wood-burning stoves that can be connected to radiator systems. They are deliberately avoiding the installation of oil-fired boilers because of the high cost of heating oil and the local availability of wood. If someone in that position were to install a radiator heating system powered by their existing wood burner, would it be eligible for funding under the green deal scheme?
The green deal scheme is specifically for insulation, but the renewable heat incentive scheme is available precisely to provide alternatives to oil-fired boilers in off-gas-grid areas, for example. I understand that some of the offers are very attractive here and now. We have some support for residential schemes, and they will be expanded when we have assessed the pilots next year.

The hon. Lady is quite wrong to suggest that I have been dragged here; I am very happy to talk on this subject at any time but, unfortunately, we know that there are other matters with which the House has to deal. Let me address the key point on flooding, which was a question that I specifically asked Dr Weightman at the beginning of the process. We will not have seismic events like those in Japan; the biggest seismic event in the UK took place in 1931 on Dogger bank, and I believe that the Japanese earthquake was 35,000 times as strong. However, this country does have natural cataclysms. We know, from the flash flooding that has sometimes occurred at the top of hills when drains have been overwhelmed, that we can get a flood risk. That is precisely why I asked Dr Weightman to examine this matter. There is flood risk from storm surges and flash floods. That is taken into account in the system and we are dealing with it site by site to ensure that these sites can continue to operate with satisfactory back-up systems regardless of the events.
The Secretary of State will of course be aware that there was a tsunami in Somerset on 29 January 1607 and countless thousands of people lost their lives. He has referred to the fact that the Hinkley Point application has been received. I understand that it is a 95,000-page application, with 50,000 pages of supporting documentation. How are local people and the statutory authorities that are meant to consider that information supposed to be able to do that with any sense of fairness?
I am grateful to my hon. Friend for her question. There is indeed reporting of a storm surge of substantial magnitude in 1607—the hon. Member for Newport West (Paul Flynn) has raised this in the past. Fortunately, this is not quite as common an event in this country as it is in Japan, as one can gather from our having to go that far back in the historical record. We can count our lucky stars that we do not have the seismically challenged environment that the Japanese do. All I can say to her on the planning process is that it is completely transparent and open. If local people want advice from a number of different sources, they will obviously be able to go to those sources. There will be absolutely no shortage of legal or other expertise available to them to do that. I am confident that they will be able to understand the purport of the application for planning permission that has been made.
Sir Michael Pitt from the Infrastructure Planning Commission, supported by the Department, requested a fair, independent and transparent report on the cost of undergrounding and any alternative to cables and pylons. Now that KEMA has been sacked, the Institution of Engineering and Technology cannot endorse a report because there is not one. National Grid is implicated for not providing the figures that are necessary for whole-life costs. The public are left with buried figures rather than buried cables. What can the Minister do to get information on costs available to people before the development consent applications have been received by the IPC?
I am grateful to my hon. Friend for her question. She is a particularly doughty campaigner on this issue, and I am aware of how significant it is in Somerset. All I can say is that we will try to be as open as possible about all the information. If we have in any way failed to be open, I ask her to get in touch and we will make sure that we are being so. My understanding is that the costs of undergrounding are roughly 10 times as high as the costs of pylons, and that pylons are going to be quite important.
The hon. Lady is right. Many of us have been visited in surgery by constituents saying that they were quoted under Warm Front for an improvement, but oddly the entire subsidy was taken up by the provider, rather than going to the constituent. The point of introducing this competitive provision is to ensure that the subsidy goes where it is meant to, instead of disappearing into the pockets of some large business.
The Bill will also introduce a new energy company obligation to replace the carbon emissions reduction target and the community energy savings programme, which have not unlocked carbon savings fast enough. The new obligation will be more ambitious. Energy companies will be expected to pay to support hard-to-treat properties such as those with solid walls, where insulation costs can be higher and the payback period longer than with the typical home. ECO payments from energy companies will be bundled with green deal finance and delivered together to ensure that the green deal is available to all. The scheme will also help the most vulnerable people—those in the coldest homes—to get the heating improvements that they need to keep warm and stay healthy. Cold homes cost lives. By targeting support more closely, we can reach more people more effectively.
I wonder whether this Energy Bill might be the right place for the Government to instruct the regulators to say that companies should no longer charge so much for the first units of electricity used—or whatever power it is—but instead swing that round to the point where there is better use of power. That will help the vulnerable and those in fuel poverty, because the whole thing has tipped the wrong way.
My hon. Friend makes a good point. There are many difficulties in the energy market of the kind that she describes—for example, with prepayment meters, which often make things more expensive. That is precisely why we introduced the Warm Homes discount, which provides people in vulnerable households with extra support, and why the green deal is so important. We are not just using a sticking plaster—which is what we do when we subsidise people—but dealing with the root cause of the problem. One of the key points is that people in fuel poverty and those at the bottom end of the income distribution have an enormous range of energy use. Their use can vary by a factor of six merely depending on the kind of property they happen to be in. If they are lucky enough to have a social landlord who has recently renovated the property to the decent homes standard, their energy bill can be low; if they are in the private rented sector, it can be six times as high.
If I may, I am going to make some progress.
We will focus our resources on where they can do the most good. That means finding practical solutions to identify households that need the most support. We are determined to get to grips with the causes of fuel poverty, not just the symptoms, but the tools at our disposal are not up to the job. That is why I have asked Professor John Hills to conduct an independent review of the fuel poverty target and definition, so that we can understand the problem and what we can do to fix it, and also be held to account as a Government for the progress that we make. The review will produce an interim report in the autumn and a final report early in 2012.
For too long, a sizeable minority of tenants has suffered from higher bills and colder homes. Privately rented houses are more likely to have the lowest energy efficiency rating than those that are owned outright.

Commons ChamberThe hon. Gentleman may have read recently about the crash programme to do exactly that in Australia. It resulted in large numbers of builders who were not properly trained putting nails through wires in people’s lofts and setting fire to houses. People died, and it was all over the front pages of the Australian tabloids. The result was that energy efficiency got the most appalling name. I intend that the green deal programme will avoid all those pitfalls and deal with the problem genuinely and thoroughly.
Will the Secretary of State join me in welcoming the news of National Grid’s announcement yesterday that it will consult residents in the levels and moors in Somerset, Suffolk’s Stour valley and other parts of the country on undergrounding electricity power cables rather than using pylons? Will he congratulate residents on their peaceful and persistent campaign, which will ensure that residents in rural areas benefit from the technology that is taken for granted in urban areas, where undergrounding is standard practice?
The right hon. Gentleman knows perfectly well that I am not one—nor are any of my ministerial colleagues—to write Government out of government. There is an enormous difference between the Government’s facilitating and setting a framework for the development of decisions made principally by market actors and what the hon. Member for Islington South and Finsbury (Emily Thornberry) was suggesting, which was a sectoral jobs target. I have not seen that in any economy in western Europe or any developed market economy; it has been seen only in the former plan economies.
