Commons ChamberAlongside the despair and financial pressures faced by small businesses, the British Poultry Council recently reported that unreciprocated EU border checks have unfairly saddled UK exporters with £55 million a year in extra costs, while their EU counterparts pay absolutely nothing. Does the Minister agree that this Government’s failure to negotiate a fair sanitary and phytosanitary agreement with the EU has directly undermined British businesses and exposed our exporters to severe competitive disadvantages?

It included a donor who had donated £5 million to the Conservative party, and four Conservative MPs loyal to the Prime Minister. In the run-up to a general election that he is widely tipped to lose, what could possibly be the justification for the Prime Minister announcing and recommending a round of honours outside of the traditional King’s birthday list?

Just as the cost of living crisis here demands urgent action for my constituents in Slough, the cost of living crisis in Wales demands it for the good people of Wales, especially as households face being £870 worse off under this Government’s tax plan. Shockingly, a Which? survey has found that one in five working-age parents in Wales is skipping meals owing to high food prices. What recent conversations has the Secretary of State had with supermarkets about keeping the cost of food down?

Let me first pay tribute to my right hon. Friend the Member for North Durham (Mr Jones) for securing the urgent question, and indeed for all the work he has done over many years, along with other Members, in trying to secure justice for sub-postmasters.
The Post Office Horizon scandal is one of the most insidious injustices in our country’s history. It has robbed innocent people of their livelihoods, their liberty and, all too sadly, their lives. At least 60 sub-postmasters have died without seeing justice or receiving compensation, and at least four have taken their own lives. More than 20 years on, the victims and their families are still suffering from the consequences and the trauma of all that they have been put through. They have been trapped in a nightmare for too long. We all want to see the exoneration of all who remain convicted, and the delivery of rightful compensation to all affected sub-postmasters, as quickly as possible. Labour wants to see a swift and comprehensive solution to this insidious injustice, and we are willing to work with the Government to ensure that happens.
Will the Minister please provide an update on the timeline to which he is working to amend the seismic damage that this scandal has caused, and will he please give an assurance that he is acting with the appropriate speed that is required for necessary legislation to go through? Victims have already waited too long for justice, and we must act now, with the speed and urgency that this awful scandal requires.

Commons ChamberFor UK businesses to benefit from agreements like the CPTPP, we must have a clear plan to boost small business exports. Labour has a plan to remove export barriers, with clear information and support. That is in stark contrast to the Government’s approach, which has been a catalogue of failures, including the recent fiasco with the Government’s export website, which was so deficient that firms were forced to seek essential information from foreign Government websites. What immediate steps will the Department take to provide some stability and ensure UK businesses can excel in exporting?

Commons ChamberI welcome the Minister to his place. The Government have the opportunity next week to right an historical wrong by abolishing non-dom tax status. The Chancellor could use that money to get our NHS back on its feet and to provide free breakfast clubs for all primary-age children, just as Labour has called for. Is the abolition of non-dom tax status under consideration, or has the Prime Minister ruled it out again, for personal reasons?

Commons ChamberI, too, convey my condolences to the families of the victims of the harrowing rail disaster in India.
The Government’s management of HS2 could hardly be worse: the budget has ballooned out of all proportion; we are already years behind on the launch of services; the merry-go-round of Ministers has created chaos; and the project at Euston station may never see the light of day. The six-monthly update to Parliament is already months late. We are none the wiser about the promised excellent alternative to the cancelled Golborne link, and we have been waiting years for the review into the best way to run HS2 to Leeds after this Government betrayed the north by scrapping the eastern leg. It appears that trickle-down economics has been replaced by trickle-down incompetence. Rather than the usual woolly ministerial responses of “coming soon to a station near you” and rather than responding to all of these failures, can the Minister answer just one simple question: when will the Leeds area study finally be published?

Commons ChamberWhen it comes to railway reform, the Conservative Government seem to know only two approaches—hike up fares and cut railways back to the bone. They are not content with slashing services, cancelling investment and reducing reliability: a leaked Network Rail report reveals that the Government want to cut funding to such a dangerous level that it will be unable to “operate, maintain and renew” tracks and bridges. On top of that, a £3 billion risk fund to help in emergencies such as severe weather will also be cut. Fewer repairs mean more obstructions, risking more delays and accidents and more compensation to private operators. Why are Ministers so passionately committed to making our railways less reliable and ever more expensive? Have the public not suffered enough already?

Commons ChamberNeither passengers nor hard-working staff are happy with the lamentable state of our railways on this Government’s watch. They have bumped up ticket prices twice as fast as wages have grown, yet passengers are experiencing delays and cancellations to most services at Britain’s busiest stations, with experts declaring that our rail system is broken. So what is their plan to fix the mess they have made? If the Financial Times is correct, their big solution is to impose even more devastating funding cuts of more than 10% on train operators. Forget managed decline: in 2023 it looks more like freefall decline. Rather than this veil of secrecy over steep service cuts, can the Minister confirm how much of a cut he is imposing?

Commons ChamberThere is no point in making promises to level up communities through transport if Ministers announce yet another punishing rail fare rise next month. A 3.8% rise, like this year, would mean £129 more for an annual season ticket between Chester and Manchester, and 8% would mean Swindon to Bristol commuters paying £312 extra. The retail price index figure—the usual figure used for rail fare rises—of 12.3% would burden Dover to London passengers by an additional £909 every year. Given that the rail recovery is fragile and given the Conservative cost of living crisis, does the Secretary of State agree with me that now would be the worst possible time for yet another brutal rail fare rise?

I thank my hon. Friend the Member for Lancaster and Fleetwood (Cat Smith) for securing this urgent question because Avanti West Coast’s continued abject failures are simply unacceptable. Over the course of its contract, Avanti has had the fewest trains on time, more complaints than any other operator and a wholesale failure to train new drivers, which has led to the mess we have to endure today. Despite this, Avanti has been rewarded with a contract extension. The Tories, as usual, are rewarding failure, yet there are gaping holes in the improvement plan announced alongside the contract extension, which will prolong passenger misery.
On the busiest main line in the country, at the busiest time of year, there is not a single bookable weekend service between November and Christmas—not one. The service reductions that the Government signed off were supposed to increase reliability, but they have done the exact opposite. Can the Minister explain today when services will be available to book and why the Transport Secretary failed to demand that as a condition of handing over millions in taxpayers’ cash? Avanti is being paid precisely the same management fee as under the previous contract, even though hundreds of services are not running—why? Travelling across the north is also becoming next to impossible. Today, more than 40 services on TransPennine Express have been cancelled. As my good friend the Mayor of West Yorkshire, Tracy Brabin, lamented to me:
“It’s chaos and the Government must intervene.”
So why are they planning to hand TPE an eight-year contract for this service in May? Perhaps the Minister can enlighten the House as to whether they are preventing a deal between TPE and the workforce which could improve services in the short term?
Today, what the public need to hear from the incoming Government—yet another Government—is a serious plan to get travel across the north back on track; they need to hear a plan to restore services. If the Government cannot get that, they must withdraw the contract, because passengers are sick and tired of excuses.

As usual, this Government are in chaos of their own making. We would not be standing here today if they were capable of making commitments and sticking to them. They are stopping a project in its tracks despite millions of pounds of taxpayers’ money already having been spent. They are asking towns and cities to invest precious time and money in their headquarters bids but completely mothballing the relevant legislation in any transport Bill within this parliamentary Session. They are showing a serious lack of ambition and long-term vision and leaving the whole of the rail industry in the lurch.
I asked the rail Minister about this very issue in the last Transport questions but was effectively fobbed off. We should not be surprised at that, considering the mess they have made of our railways. Last week 55 services on the TransPennine Express were cancelled in just one day, and two of our northern Mayors could not travel to Liverpool for a press briefing on train cancellations because of train cancellations. Avanti West Coast has slashed more than 220,000 seats per week, but despite this, one of the Transport Secretary’s first acts was to ensure that a lucrative contract extension was in place. As usual, the Tories are rewarding failure. People across our country are paying the price for a system that the Conservative party has already admitted must change but refuses to say how or when. The Conservatives promised at their party conference, with a straight face, to get Britain moving, yet all we have seen is stoppages, strikes and the managed decline of our railways, and now they are abandoning their flagship policy as a direct result of their aimless and distracted party. They are a shambolic Government with no plan and no ideas.
Will the Minister clarify the future of Great British Railways? Has it been stopped in its tracks? When will his Department get a grip on the railways and deliver a proper service for passengers across our country?

To address the failure of privatisation and fragmentation, just last year the Secretary of State’s predecessor, the right hon. Member for Welwyn Hatfield (Grant Shapps), announced the launch of Great British Railways. There were promotional videos with Michael Portillo and a nationwide campaign to host the new headquarters, with towns and cities investing enormous time, effort and money in their bids. There is a huge transition team, and millions of pounds of public money has already been spent. But now we hear that the whole thing is being scrapped and will not be included in the transport Bill. I appreciate that this Government are infamous for their U-turns and creating confusion, but can the Minister confirm: has Great British Railways been stopped in its tracks?

Commons ChamberWe have been waiting for Chorley railway station for four years, but there we are; I hope it is better elsewhere. I call shadow Minister Tanmanjeet Singh Dhesi.
This Government are presiding over complete transport chaos. We have had backlogs at the ports and backlogs at airports, even though people cannot get passports, and our railways came to a grinding halt thanks to Tory-induced rail strikes. While millions of Brits are suffering from Tory tax hikes, inflation and stagnant wages, rather than doing his job the Transport Secretary has been busy touring media studios to union-bash, pitting rail workers against the British public and washing his hands of all responsibility. Now Ministers are proposing to use agency staff to cover absences, which is both unsafe and reckless. If I can organise and attend meetings with both the Network Rail chief executive and the RMT union general secretary, why are Ministers finding it so difficult? Is it because the Tory Government are prioritising stripping workers of their rights—[Interruption.]
Order. When I stand up and ask the shadow Minister to sit down, I expect him to sit down, not just carry on ranting. I do not think that is acceptable. I worked with him to get him in at this point, because he would not have got in otherwise. Please do not take advantage of the Chair or the Chamber. We expect your question to be shorter. Minister, I am sure you can answer briefly.

Commons ChamberI feel as if I have completely let down those who showered me with so much love. Why wasn’t I by the bedside of my lovely grandmother during her final few days? Why did I let her die alone in that hospital? Why did I not attend the funeral of my uncle? It was because of worries about Government restrictions on numbers. And why did I not go to comfort my brother- in-law’s father as he was dying in a Slough care home? With all of this context, it is utterly hypocritical for those very individuals who were preaching to us ad nauseam about patriotism, the flag and the Queen to be having late-night parties, including two on the night before the Queen had to sit all alone during her husband’s funeral when the country was in a state of national mourning. Absolutely shameless. Given that the Prime Minister is not going to do the right and honourable thing, does he agree that it is not the support and sympathy of the British people that are keeping him in power, the majority of whom want him to resign, but the support and sympathy of those—
Order. I am sorry, but this is meant to be a question. Also we do not normally bring the monarchy into proceedings. I am sure that the Prime Minister will have got the gist. I understand the emotions behind this, but questions have to be shorter.

Commons ChamberOn Tuesday, we will see the opening of the fantastic Elizabeth line, which will run from east London right through the incredible town of Slough and on to Reading. It shows just what can be achieved when a Labour Government decide to make an ambitious public transport investment, as they did back in 2005 by introducing the Crossrail Bill. That stands in stark contrast to this Government, who are cutting services, jobs, safety checks and infra- structure projects throughout our rail network. The only thing they have increased is fares, and by eye-watering amounts. Will the Minister explain how huge cuts and huge fare hikes will do anything to get people back on to trains and to tackle the climate and cost of living crises?
On a point of order, Mr Speaker. I seek your advice, on behalf of the Sikh community, to ascertain how, after months of waiting, they can elicit a response from the Prime Minister and the Home Secretary.
In a speech in November, the Home Secretary made inflammatory and incendiary remarks about the Sikh community. So incensed was the Shiromani Gurdwara Parbandhak Committee, the mini Sikh Parliament based in Amritsar in the Punjab in India, that it wrote seeking an immediate apology from the Home Secretary. Subsequently, well over 200 British Sikh organisations wrote to the Prime Minister demanding that the Home Secretary be sacked for those incendiary remarks. However, they have not heard a dickie bird from either the Prime Minister or the Home Secretary. Mr Speaker, given your august and esteemed office, what power can you bring to bear to ensure that the Prime Minister and the Home Secretary issue a statement forthwith?
The first and easiest answer would be to say that it is not a matter for the Chair. What I would say is that I am very conscious about language that is used, and I always say that I want tolerant language, not inflammatory language. I would also say that replies need to be chased. The hon. Member has certainly put the point on the record, and I would like to believe that it has been heard and that somebody should be knocking out a reply as we speak. If not, I know the hon. Member will not leave it at this, and there are other avenues for him to pursue.

When I was first elected to this House, the mother of all Parliaments, I was incredibly proud because I thought that Members conducted themselves with honour and integrity, and that we were not ruled by a Prime Minister who was a tinpot dictator and who is himself now mired in sleaze—
Order. We have just said that we want to show the House at its best. I do not think that the term “tinpot dictator” aimed at an individual is going to bring unity. I want to see us at our best, to show that we take this seriously. We want to show the House in the best way possible, so please, let us moderate our language and moderate our thoughts. Let us do this right.

In March, the former head of the National Cyber Security Centre said that the Government have been confused in their approach to China. After the failed policies of the so-called golden era, the subsequent persecution of Uyghur Muslims in Xinjiang, the persecution of Buddhists and other minorities, the suppression of democracy and free speech in Hong Kong, the military aggression against its neighbours and now this state-sponsored cyber-attack on Microsoft Exchange servers, when will the Government finally lay out a consistent approach to dealing with China?

Commons ChamberSome £175 million of taxpayers’ money has been shelled out so far on covid consultants. There has been £252 million for face masks from a company specialising in currency trading and offshore property—more than half the masks were not even fit for purpose because they had the wrong straps on—£43 million for hand sanitisers from a company that was previously dormant, 11 PPE contracts for a pest control company, and so the sordid list goes on. All aboard the covid Tory gravy train. It is no wonder that across our country, there are accusations of corruption and cronyism, with contracts handed down to Tory firms that have links to Tory chums and donors. Does the Minister think that it is right that consultants should be paid up to £7,000 a day to work on test and trace, which, in itself, is a world-beating failure?
We are going to have to have shorter questions for other people to get in—it is only fair.

Commons ChamberThe Chancellor will be aware that wholesalers play a fundamental role in the food and drink supply chain, and, among other things, provide vital resources to our schools, hospitals and care homes; yet many are still struggling and do not have enough Government support. Bidfood, which is based in my Slough constituency, has seen an almost 50% downturn in its sales volumes, and has been forced to make 7% of its workforce redundant. Why has this company been ignored? Given the increased lockdown measures that are proposed, what measures will the Chancellor put in place to support struggling wholesalers—

Did major Tory party donor Mr Desmond ask to sit next to the Secretary of State at the Conservative party dinner, on a table where—by mere coincidence, according to accounts—other developers involved in the scheme were seated? Mr Desmond himself has admitted that they discussed the scheme over dinner, but the Secretary of State says that they did not. Who, out of the two, is misleading the British people?
We must be very careful about the word “misleading”. I am sure that no Member of this House would ever mislead anybody.

Commons ChamberFurther to that point of order, Mr Speaker. I rise to seek your advice further to what has just been highlighted to your good self. It seems that this is emblematic of the way the Prime Minister is dealing with this national crisis. At no point has he come to this Chamber to make a statement and to be held to account, apart from the very limited questioning that is available at PMQs and at the press conferences he attends. What powers do you have, through your good offices, to ensure that the Prime Minister comes to the Chamber to make statements, and what powers do you have to reprimand him?
In fairness, I am a servant of the House, and the House will decide whether we sit or do not sit. The House will decide what it wishes. I will be quite honest. The Leader of the Opposition quite rightly made a plea that party leaders should come together by phone to have discussions about how we move events forward, because events will begin to overtake us. We have to remember that we will have a vote shortly on whether to have the Easter recess, and I will abide by what the House decides.
