Question to the Department for Transport:
To ask the Secretary of State for Transport, what assessment his Department has made of the (a) merits of community car club schemes and (b) potential of those schemes to increase the provision of community transport for older people.
Answered by Nusrat Ghani
The Department is considering the potential of vehicle sharing to achieve transport objectives. We are researching consumer attitudes to car sharing, so we can better understand if there are any barriers that could be resolved. At present we have made no assessment of the specific merits of community car clubs or their potential to increase the provision of community transport for older people.

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, whether his Department has plans to bring forward legislative proposals to establish an independent body to provide for the regulation of enforcement agents.
Answered by Lucy Frazer
The Government will launch a call for evidence shortly to evaluate the enforcement agent reforms introduced by the Tribunals, Courts and Enforcement Act 2007. Evidence received from the call for evidence will be used to inform our assessment of the current regulation of the industry, and options for further reform.

Question to the Department for Transport:
To ask the Secretary of State for Transport, with reference to the 2017 Budget, when the Government plans to commence the roll-out of the 26 to 30 railcard.
Answered by Lord Johnson of Marylebone
The Department has been working closely with the rail industry as it runs its trial of the railcard to understand the potential commercial impacts. This is a good example of the public and private sectors working together to bring about an initiative that both benefits passengers and brings about growth in rail travel. We expect the industry to confirm arrangements for a full roll out.

Question to the Department for Environment, Food and Rural Affairs:
To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment his Department has made of the financial effect of the UK leaving the EU on the dairy industry.
Answered by George Eustice
The Government aims to secure a deep and comprehensive free trade deal with the EU that provides for frictionless, tariff-free trade with the EU, supporting the continued success of our agricultural sectors. Leaving the EU also provides an opportunity for the UK to have an independent trade policy and a new agriculture policy will enable the dairy industry and other sectors to improve their productivity and competitiveness outside of the EU, while also improving our environment.
We are conducting a rigorous analysis of the full range of UK-EU trade scenarios across UK agriculture sectors. However, we remain confident in the resilience of our agricultural sectors and their ability to thrive outside of the EU.

Question to the Department for Environment, Food and Rural Affairs:
To ask the Secretary of State for Environment, Food and Rural Affairs, whether the farm subsidy system he plans to introduce after the UK leaves the EU will award subsidies based on farm hectares.
Answered by George Eustice
We want to move away from a system that awards subsidies based on the amount of land held. We will create an ambitious new system based on paying “public money for public goods”. Public goods will include improving air and water quality, mitigating climate change and providing habitats for wildlife.

Question to the Department for Digital, Culture, Media & Sport:
To ask the Secretary of State for Digital, Culture, Media and Sport, what steps the Government plans to take to support legacy giving to raise more funds for good causes.
Answered by Tracey Crouch
As outlined in the Civil Society Strategy, this Government aims to ensure that it is as easy and compelling as possible for everyone to give to the causes they most care about. In recognition of the importance of legacy giving, the Government offers a reduced rate of inheritance tax for individuals leaving charitable gifts. We also strongly support the Institute of Fundraising’s Remember a Charity campaign, for example The Minister for Sport and Civil Society recently took direct action to encourage more legacy giving, urging solicitors to join the campaign and discuss leaving a gift with their clients.
We plan to continue this support and to work with other organisations to raise awareness of legacy giving and the incentives to leave a gift in a will.
