Commons ChamberI will always consider representations made by right hon. and hon. Members. It is difficult for me to comment in detail on the Floor of the House on the individual circumstances of the case, but HM Passport Office has to examine documentation very carefully and, sadly, fraud and other criminality can at times be involved. It needs to consider cases dispassionately and, when there are compelling circumstances, reflect them in the decisions it takes. I will look at the facts that the hon. Gentleman has raised.
3. What assessment she has made of the performance of the police in tackling hate crime.
The police continue to make significant progress on tackling hate crime. The recording of hate crime has improved and the True Vision website was launched in 2011. Guidance for officers was published in 2014 and there is improved training on the handling of hate crime cases and support for victims.
I am grateful for that answer and associate myself with the comments made by my right hon. Friend the Home Secretary. Given the horrific attacks in Paris at the weekend, many Muslim communities are concerned about the potential increase in anti-Muslim hate crime in this country. Can my hon. Friend reassure those communities in my constituency and across the country that the Government are committed to tackling such hatred in all its forms?

Commons ChamberI am grateful to the right hon. Gentleman for his comments about my speech. He is right. As I made clear in that speech, Government cannot deal with this alone; we need to work with families, communities and civil society. The message that the Government have given to families consistently in relation to those who might be travelling to Syria to get involved in terrorist-related activity, or to be with terrorist groups, is that the sooner they can give information to the authorities, the easier it is to work with them to ensure that their young people are not put into that danger.
In the all-party group on Islamophobia we have heard countless times of the need to offer more support to the mothers of young Muslims who fear that their children might be in danger of being radicalised. What specific efforts are being made to support the mothers who are tackling this issue?
My hon. Friend makes a very important point. I am pleased to have been involved with two civil society organisations that have been working with families—particularly, in one case, with women. FAST—Families Against Stress and Trauma—is giving support to families whose young people may have travelled and helping them to prevent young people from travelling. Inspire’s “Making A Stand” programme is about Muslim women up and down this country saying that radicalisation is not taking place in their name, and working together as Muslim women to ensure that their young people are not radicalised.

Commons ChamberI am grateful to my hon. Friend for that. I am sure he will understand when I say that I cannot go into too much detail at this stage, but the Secretaries of State meetings have brought the Secretary of State for Communities and Local Government, the Secretary of State for Education, the Justice Secretary, the Health Secretary, the Attorney-General and others together to look at what is a necessary cross-government approach on these issues. We have been focusing on the issues that Professor Jay highlighted in her report: the failure of local leadership; the culture of inaction and denial in the police and the local council; the failure of local agencies to work together to protect children; and the lack of support for victims. It is exactly in those areas that we will be looking at proposals and bringing those forward shortly.
“Look North” reported this morning that charities such as Barnardo’s are reporting unprecedented demand following these high-profile scandals, which is putting a real strain on them financially. Is there any help the Government can give such charities in tackling this very important issue?
My hon. Friend raises an important point. Of course, this has not just arisen in relation to what has happened in Rotherham; we have also seen, as a result of the child sexual abuse inquiry that I have announced, larger numbers of people coming forward to a number of organisations dealing with child sexual abuse and child sexual exploitation. The Government announced before Christmas that £7 million was being made available for a number of types of organisation dealing with these issues, and that process is now open for bids to be received.

Commons Chamber7. What steps she is taking to stop human trafficking.
I am determined to tackle human trafficking and modern slavery. Later this year we will introduce a Modern Slavery Bill, to ensure that our laws properly protect victims and bring perpetrators to justice, together with an action plan, to galvanise those involved in stamping out this horrific crime. In addition, we are reviewing the identification and provision of care for victims. Earlier this month at the Vatican, I launched the Santa Marta group, which will bring together senior law enforcement chiefs from around the world and play a critical role in taking practical steps to end modern slavery.
Will my right hon. Friend assure me that she is also working with other countries to stop people being trafficked into the United Kingdom, to stop criminals targeting vulnerable people and, primarily, to protect our communities from those criminals?
My hon. Friend makes a very important point, because working internationally and co-operating across borders is a key part of our being able to deal with this issue and tackle modern slavery and the human trafficking that often lies behind it. The action plan, to which I have referred and which I intend to publish later this year, will set out very clearly how we will undertake a range of activities with source countries. It will include the work of British embassies to prioritise the issue of trafficking, encouraging greater use of joint investigation teams and providing support to victims who want to return home. Of course, there is always more to do and I am always keen to explore any further efforts we can make.

Commons ChamberThank you, Madam Deputy Speaker, for calling me to speak in this important debate. I welcome the Government’s statement, which is a positive step in response to a positive call, and I am pleased to hear that we will not descend into a political argument over this.
It is hard not to be moved by the images of suffering and pain that we have seen on our television screens and in our newspapers. The humanitarian tragedy that is unfolding is, as we have heard, the greatest in modern times. The numbers vary, but at least 2.4 million are displaced externally and many millions more internally. It is a story of human misery and suffering and a growing humanitarian crisis on which we cannot turn our back.
Some might notice that I am still wearing the Holocaust memorial day badge and I am doing that to remind us of our duty. Yes, we have duties at home, but our duties do not end at our borders. They extend beyond them. These are men, women and children who need our help and I for one am proud of what we have done so far and today. I hope that the combined actions will stop the crisis becoming another in a growing list of examples of man’s complete inhumanity to man.
We talk proudly of the £600 million we have given in aid, and we are right to be proud of that. It is an achievement, but having just visited a camp on the borders of Syria and Turkey as part of an Alliance of European Conservatives and Reformists group, I must say that the countries in the region are playing their part, too. We might be giving aid, but they are delivering it on the ground. Turkey estimates that it has spent about £2 billion on setting up camps to house its guests.
The purpose of the visit was to get a better idea of the situation, and I certainly think that we did. We met Turkish politicians to hear about their efforts and understand their commitment. They have a lot to be proud of. We met the Syrian opposition groups, both the Syrian Opposition Council and members of the Free Syrian Army. The opposition is a complex group representing the majority, but not necessarily all, of those who oppose the current regime. Understanding that is part and parcel of trying to find a solution.
The most important and moving part was visiting the Nizip 2 camp, one of 22 camps set up by the Turks which house approximately 140,000 of the 600,000 or 700,000 refugees who are now in Turkey. The camp we visited is home to 5,500 people, half of whom are under 18, and is made up of nearly 1,000 containers and other buildings. During our time there, we met the refugees—or guests, as the Turks like to call them—and the overwhelming view was that they just want to go home. They are waiting. They are cared for, they are safe and secure and they are fed and watered, so moment by moment they are okay. Scratch the surface, however, and there is fear, frustration and—dare I say—desperation.
As you go about the camp, seeing beautiful, happy, playful children, it is quite cheering until you stop and think, and ask what their future will be. Are they the lost generation? What are their education opportunities or their life opportunities? You start to feel their pain and try to carry out a small act of kindness, giving out sweets and warm clothing, only to be mobbed. A sense of how a situation can change strikes you and if you think too much about it, it is easy to be overwhelmed by the sense of loss of hope.
Those people are our fellow humans, and anyone who is not moved by their plight needs to see it first hand. The problem is that Syria is a long way away and it is easy to push it out of sight and out of mind. If we were more local and it was in our own backyard, we would do even more than we are now, and we would persuade other people to do even more.
As I have said, I am pleased by today’s announcement. I have no objection to playing our full part in the UNHCR’s call for countries to take a number of refugees. Indeed, I feel that it is our moral and ethical obligation to play our part in helping the weak and the vulnerable, the displaced and the war-weary, but I do not want our action to be tokenistic. I am also concerned that we are taking people away from their natural communities and local support networks just to salve our consciences. I still believe that, as I have seen, the best place to provide the widest possible support to the largest number of people is on the ground, locally, within the region.
I am grateful to my hon. Friend for giving way. I was also on that trip and what struck me most was the fact that the camps were so well organised in providing education for the many children who are there and who want to go back and rebuild their country once the regime has gone. Does he not think that the investment in providing education to those children is a crucial element of the support we offer?
My hon. Friend makes an excellent point. One feature of the camp we visited is the service the Turkish are providing in education and access to skills learning. Unfortunately, however, only 14% of children receive any form of formal education. The Turks are doing their best, so if we really want to help we could expand such services on the ground.
All that having been said, however, there are some who would truly benefit from the security and safety that Britain can offer. I support that, but we must remember that whatever we do will be only a small drop in a very large ocean and that by far the best way to help the largest number of people is, as we have heard, to bring all the sides together to resolve the conflict so that the poor souls we met on our trip who have been displaced can return home and start to build the secular, democratic and secure country that I am sure the majority desire.

Commons Chamber12. What recent steps she has taken to tackle gang and youth violence.
On 27 November, the Government published our “Ending Gang and Youth Violence Report: One Year On”, setting out achievements and further commitments. Over the past year practical support has been provided to 29 local areas. Support for four more areas was announced in December.
My constituent, Lorraine Fraser, has long campaigned against gang violence after tragically losing her son in an unprovoked attack. She has spent considerable time with young people, warning them of the consequences of being involved in gangs. What action is the Department taking to improve such intervention in our schools to tackle gang violence?
I give my sincere commiserations to Lorraine Fraser. It must have been an extremely harrowing ordeal for her. It reminds me of a case in my constituency shortly after I was elected in 2005, when a young man called Lloyd Fouracre was murdered. His brother, Adam, was extremely energetic in promoting safety among young people in schools and elsewhere. I commend the work of the hon. Gentleman’s constituent and of mine. Our work on ending gang and youth violence includes elements of programmes in schools, and I commend that type of work right across the country.
I am grateful to my hon. Friend for raising this difficult issue, which I know will be a concern to Members on both sides of the House. We all agree that child sexual exploitation is an abhorrent form of abuse, and I know that the police are committed to tackling that crime in all its forms. An increasing number of cases are being brought before the courts, which reflects the increasing attention that the police are paying to this issue.
Work is being carried out to co-ordinate a response under the organised crime strategy and the child sexual exploitation action plan, which of course includes the vital work of the Child Exploitation and Online Protection Centre. I referred to the shadow border policing command in my previous response: it has been working with CEOP so that, for the first time, the team has been able to target high-risk outbound flights to identify and interdict sex offenders.
T1. If she will make a statement on her departmental responsibilities.
Several news reports have recently alleged improper practices and conduct by the Metropolitan police’s former special demonstration squad. The activities of that squad are being investigated by the Metropolitan police’s professional standards department, under the supervision of the independent police complaints commissioner. The investigation is called Operation Herne.
Given the seriousness of the latest allegations, the Metropolitan Police Commissioner, Sir Bernard Hogan-Howe, and the chairman of the IPCC, Dame Anne Owers, have agreed that it would be appropriate for a senior figure from outside the Metropolitan police to take over the leadership of the investigation. Chief Constable Mick Creedon of Derbyshire police has agreed to take on the role, and he brings to the case many years’ experience as a detective. He has also led several major investigations, including police corruption cases and reviews of investigations by other forces, such as the Rhys Jones murder on Merseyside in 2007. The investigation will be under the direction and control of Chief Constable Creedon, but it will remain under the supervision of the IPCC, which will provide further external and independent scrutiny.
Can my right hon. Friend tell the House what steps her Department is taking to reform the UK’s extradition arrangements?
I am happy to confirm to my hon. Friend that it is obviously in the overwhelming public interest that we have sound extradition arrangements that function properly. The public need to have confidence in those arrangements, and it is vital that decisions are not only fair, but are seen to be fair. As I indicated to the House earlier, the Government have recently tabled amendments to the Crime and Courts Bill to introduce a forum bar to extradition, which will make decisions in concurrent jurisdiction cases clear and more transparent.

Commons ChamberI am not entirely sure that the hon. Gentleman had got to a point yet. It will clearly be in PCCs’ own interest to look at the best way of spending most efficiently the money that they control so that police are visible on the front line and are able to cut crime. In the end PCCs have been elected, they are responsible for their own actions and what they say, and the electorate will judge them after a few years. I urge all PCCs to take a sensible and pragmatic view about the Police ICT Company and collaboration.
12. What progress her Department has made in reducing levels of alcohol-related antisocial behaviour.
Last month, the Government commenced new powers to help local authorities and the police tackle alcohol-related crime and disorder. They can now impose early-morning alcohol restriction orders and charge a late-night levy on pubs and clubs to go towards the costs of policing the late-night economy. We have already reformed alcohol licensing laws. We will also give front-line professionals faster, more effective powers to protect the public from antisocial behaviour.
Alcohol-related antisocial behaviour can be a blight on some of our towns and cities and is particularly distressing for victims. Will my hon. Friend urge the newly elected PCCs to work with local authorities to implement this welcome new tool?
I recognise the problem identified by my hon. Friend and I urge all PCCs who were elected last week to work in partnership with local authorities, the police and others to use the new powers that we have given them to enhance the safety of the communities they represent.
Obviously, it is not for me to comment on the individual operational judgments of the chief constable of Lancashire, but I am happy to be able to tell the hon. Lady and the House that, despite the constraints that she has mentioned, recorded crime in Lancashire between June 2011 and June 2012 went down by 2%. I hope that not just her constituents, but others in Lancashire are reassured that the police there are doing an extremely good job of cutting crime and keeping the streets safer.
T4. Metal theft has been a huge problem for some community groups and churches in the Pudsey constituency. It costs a great deal of money and is a problem throughout the country. Does my hon. Friend the Minister welcome the passage through the House of the Scrap Metal Dealers Bill and share my belief that we must reform the industry in order to support legitimate dealers and make it much harder for those who provide a market for stolen metal?
I strongly agree with my hon. Friend. Crimes such as taking lead from church roofs or stripping plaques from war memorials cause offence to Members of all parties. The Government are already taking action. On 3 December, new measures will come into force to better regulate the scrap metal industry. My hon. Friend has rightly drawn the House’s attention to the private Member’s Bill that received its Third Reading last week. We are also taking additional actions in concert with the Bill’s promoter, my hon. Friend the Member for Croydon South (Richard Ottaway), to further regulate this important industry and make sure that it does not contain criminal behaviour.

Commons ChamberI welcome the statement. As a Leeds MP, it has been sad to see how the Jimmy Savile allegations have rocked people’s trust. As a councillor in Wrexham at the time of the inquiry, I remember how it sent shockwaves throughout the community. Even after the inquiry, there was considerable angst among people in the area about the appalling things that had happened. My right hon. Friend has rightly encouraged anyone with accusations to come forward, but there were rumours at the time of people who were too frightened and anxious to do that because of the exposure it may have given to their family and the complete lack of trust they had in the authorities who were supposed to be looking after them in the first place. Can she assure me that those who do come forward will be listened to without fear of recrimination and that everything will be done to support them through a very difficult process?
Yes, I can give my hon. Friend that reassurance. This is why it is particularly important that the single point of contact for people will be CEOP, which has the experience of and expertise in working with victims of these appalling crimes. CEOP has the ability to work with those who find it difficult to come forward, and it will enable them to do so in a way that allows their story to be heard and listened to.

Commons ChamberI have discussed this matter with the hon. Gentleman. We are increasingly moving to integrated working between the Crown Prosecution Service and police force teams, but the specific operational decisions and how these units are resourced are matters for local decision making.
T6. Many of my constituents have raised with me, time and again, their concerns about immigration. Like me, they welcome the progress being made by the Government but are concerned about the abuse in the student immigration route. Given that 26% of students at private colleges were overstaying their visas compared with a figure of just 2% for universities, does the Minister agree that it is right for the Government to focus their reform on private colleges?

Commons ChamberIt is a disgrace that last year 1,600 visas were granted to people who wanted to work in care homes when there are 33,000 care workers claiming jobseeker’s allowance. Does my right hon. Friend agree that this is a kick in the teeth for those unemployed care workers, proving that her proposals are exactly the right policy to introduce?
I absolutely agree with my hon. Friend that this is the right policy for us to introduce. Many people, not just care workers, are unemployed, yet they have to see care workers being brought in from overseas. Of the many graduates in the UK, one in 10 are unemployed six months after their graduation. Last year, however, I believe that 38,000 overseas students stayed here after their graduation to work in the UK. We need to deal with that and we also need to ensure that we get the skills training right for people in the UK. The action we have taken on immigration today is not just an indictment of the last Labour Government’s failure to do something about the problem, but is also a very sad commentary on their failure to deliver a proper skills agenda for the UK.
