Commons ChamberI congratulate the Minister on holding his post, and I welcome the new team to the Government Front Bench. His boss is, of course, a Scot, and he will tell him that Scots do not take kindly to broken promises from Tory Governments. At the Scottish independence referendum we were promised that there would be 12,500 personnel in Scotland by 2020, but at the last count the figure stands south of 10,000, so will that not be another broken promise from this Tory Government?
I am sorry that the hon. Gentleman does not seem to welcome the fact that Scotland will soon be home to all Royal Navy submarine personnel. I am sorry that he does not seem to recognise that there will continue to be an Army brigade based in Scotland. I am sorry that he does not seem to recognise the important investment in Lossiemouth, as the P-8 is soon to be based there.

Commons ChamberThe hon. Gentleman is absolutely correct to raise that point. Indeed, the continuous attitude survey even found examples of large numbers of people in not just the air force but the other forces joining up for the purpose of getting a skill to then move out into the private sector. This cannot be a taboo subject that we dance around in such debates; we need to have a serious discussion about this and tackle it head on.
Let me turn to how we make the armed forces a more attractive career and a place that does not have such a movable workforce, with people going in to get a skill to then go into the private sector, as the hon. Gentleman said. The Scottish National party has introduced one proposal in particular that we believe could help to not just resolve some of these issues, but show that there is real political will to make the armed forces an attractive career prospect—it is on the issue of an armed forces representative body. This often causes some Conservative Members in particular to get a bit hot under the collar, but it is an entirely normal practice in several other NATO countries, in many of their armed forces, and it operates in different ways. The model that we suggest as a starting point is based much on that of the Police Federation.
The Under-Secretary of State for Defence, the right hon. Member for Bournemouth East (Mr Ellwood)—the Minister for defence people and the armed forces—said at Defence questions earlier that the reason we do not need to have a body or a trade union, or whatever we want to call it, is that the armed forces have Members of Parliament to do the bidding for them. Look around you, Mr Deputy Speaker—if this is the backstop for members of the armed forces, then my goodness, we are in much more trouble than some of us suspected. If we go back to video footage of the parliamentary debate on the veterans strategy, we see that we could have fit every MP who was here for that debate on to the Treasury Bench alone.
I see that the Minister is anxious to come in, and I will let him. We are not proposing in the Armed Forces Representative Body Bill that we give members of the armed forces the right to strike—we do not agree with that—but we do think it is right that members of the armed forces should have a body on a statutory footing to make the case for the best possible terms and conditions as public sector workers who do the most extraordinary job in the public sector.
Will the hon. Gentleman share with the House what evidence he has that there is any call from members of the armed forces for such a move?

Commons ChamberThere are always two factors in the equation of armed forces numbers. One, clearly, is the number we recruit, and being a bottom-fed organisation, we have to keep recruiting, but equally, although we cannot retain everybody—the rank structure does not allow it—it is important that we continue to retain as many service personnel as possible for as long a career as possible. I have already highlighted some of the things we are doing to make that happen.
May I send the best wishes of the Scottish National party to the UK team at the Invictus games? I cannot believe it has been left to the SNP to do that—but there we go!
Can the Minister tell me the total financial value of Capita’s contracts with his Department?
Once again, it may come as a surprise, but off the top of my head, no I cannot, but I will write to the hon. Gentleman.
According to a written answer from the Minister, the figure is £1.15 billion. This addiction to privatisation at the MOD, which I get he is ideologically attached to, is causing mayhem, from recruitment to the fire and rescue service. If he pledges to sack Capita, he will have the support of people behind him, of the people across from him and of the SNP Benches. Why won’t he do it?
The Secretary of State has made it clear that that always remains an option, but if the hon. Gentleman had listened to a word I had said over the past 10 minutes, rather than preparing his question, he might have realised that there was hope. I am confident, at the start of this process, that things are getting better.

It is a pleasure to welcome you to one of our weekly defence debates, Ms Dorries. I see the usual faces around the Chamber. I sincerely congratulate the hon. Member for Aldershot (Leo Docherty) on securing the debate.
We have heard Members adumbrate the drop in the size of the armed forces. An axe is being taken to capability left, right and centre. The National Audit Office reports that mismanagement of the procurement budget has led to a black hole of up to £20 billion. The Government are failing in their obligations to people at home and to allies abroad. I say to the Minister that Scottish National party Members approach these near-weekly debates constructively—I see lots of Conservative heads nodding in agreement with what we say—but we make no apology whatsoever for providing robust opposition to what we see as a folly.
Let us look at the numbers. In their manifesto, the Conservatives committed to an Army of 82,000. In Scotland, on 15 April 2014, the then Defence Secretary, who is now Chancellor, promised that
“we will actually be increasing the size of our defence presence in Scotland…from a Regular force of some 11,000 personnel today, to 12,500 by 2020.”
Let us fast-forward to 1 October 2017, when the Regular force in Scotland stood at 9,970. The Government fail on their own promises, and we make no apology for pointing that out. Of course, that comes on the back of a 20% cut to the MOD footprint in Scotland, which is another area in which we were told there would be investment.
I am not going to take an intervention from the Minister because he will have the chance to sum up. I want to address something he said earlier about terms and conditions affecting recruitment and retention. Let us look at where the evidence lies, starting with armed forces pay. We know that pay is an issue for members of the armed forces because the evidence tells us that. The Armed Forces Pay Review Body noted:
“In general, we heard about the lack of trust in the employer to maintain the offer in future, and an increasing feeling that people were not joining the services for a career, but to obtain training and skills before moving on to alternative (and possibly better paid) employment elsewhere.”
That is compounded by the public sector pay freeze, which, when inflation is taken into account, is a cut. Army privates who, on a salary of £21,000, are among the lowest-paid members of the armed forces, have had a cut of £400 per year. The Minister should look at the evidence in front of him—this is well documented and well researched—rather than simply pluck evidence out of thin air.
No, I am going to finish my point. The Minister’s comments on tax were not based on any research or evidence. They were not based on anything beyond what he seems to think the issue might be. He is willing to ignore all the evidence, including the evidence I have just cited. That is before we even get to the appalling state of military housing, the risible pension increases that the Government have offered to members of the armed forces and their families, and the dreadful roll-out of the armed forces covenant in some parts of the country.
SNP Members make no apology for the fact that those who earn tens and tens of thousands of pounds—way beyond the average salary—may pay a bit more tax. Frontline squaddies in Scotland, who make up the vast majority of those serving in Scotland, will pay less tax than their counterparts in the rest of the United Kingdom. I am happy with my Government’s policy of putting more money into the pockets of people in the armed forces, while the Minister’s Government continue to rob them day in, day out.
The Minister will have 10 minutes to sum up, so I am not going to take an intervention from him.
Let me end with this. I am dismayed that we will not have a statement today on the splitting up of the security capability review, about which there has been one of the most unedifying public spats I have ever seen in politics. This country seriously needs to look at how it finances and budgets for defence. It has to look at countries such as Denmark, which budgets on a five-year basis so that its Defence Ministers are not continuously chasing their tails. I think there is a political consensus. I make no apology for being robust in opposition, but I believe there is much on which we can work together.
That was one of the issues, to be fair. There is a genuine feeling that on a matter of such importance the statement should be made at the right time on the right day, when there will be maximum opportunity for hon. Members to quiz the Secretary of State; but nothing should be read into the timing. The hon. Gentleman has alluded to one of the potential problems, and that is the nature of business today.
Should I give way? Well goodness me, I am a generous soul. I hope that will be a lesson to the hon. Gentleman.
The regular faces will know it is not my normal MO not to allow an intervention. I was perhaps unnecessarily wound up at the time. As to the splitting, with defence coming later, will that part of the review still be tasked with being fiscally neutral?
It is not for me to offer a lesson in the development of grand strategy, but in my training it was always all about ends, ways and means. We are attempting to establish the ends: what are we seeking to do? Clearly we seek to counter the threats that the UK faces. As to means, effectively people always focus on the capabilities that we have. That has been one of the challenges that we have faced in the wider debate, where individual capabilities have been plucked out that hon. Members feel must be saved at all costs, without their necessarily looking at the wider context of how the means and capabilities fit together. Equally, part of the capability is the finance—the ability to buy it. Means therefore include both physical capability and money. Ways are how we use those means. The piece of work in question will grow on the NSCR, and as it continues, clearly, if factors emerge and investment in certain capabilities is needed, that will be a negotiation with the Treasury.

Commons ChamberThe right hon. Gentleman makes an interesting point, and I look forward, as always, to hearing his contribution. To be fair to Members on the Opposition Benches, I do not think that anyone has said that this is just about pay. In fact, we had a very thorough debate earlier this week on flexible working, when many other issues were also addressed. I see that his colleague, the hon. Member for Burton, is nodding in agreement. [Interruption.] I understand what the motion is about. He is shouting from a sedentary position, but if he allows me to make a little more progress, perhaps he will hear what else I have to say on what might be stopping Scottish people joining the armed forces.
Colonel Kemp, who took command of UK forces in Afghanistan in 2003, has criticised the Government’s reliance on outsourcing with Capita, which in 2012 took over regular and reservist Army recruitment in a contract valued at around £44 million over 10 years. That seemed to cause a bit of a bun fight across the two Front Benches. I ask Government Members, and the Government Whip, the hon. Member for Burton, who seems determined to shout me down at every turn, why will they not heed the advice of a report part-authored by one of their own colleagues, the right hon. Member for Rayleigh and Wickford, which recommended in July this year that the Government should accelerate work on an alternative to the Capita contract? That thoughtful recommendation, which we support, was set out in a report part-authored by a Government Member.
I want briefly to mention pensions, because that is another area. I note that the right hon. Member for Hemel Hempstead (Sir Mike Penning) has now left the Chamber, having asked me to talk about other areas, which is a shame. It is well known that the Ministry of Defence is working on a new joiners offer, which I would like to hear more about. On pensions, I would be grateful if the Minister confirmed that the Ministry is working on new joiners’ offer arrangements. If so, how does that square with the promise, given a few years ago, that pension arrangements were safe for 25 years? Will any new scheme apply only to those joining after a particular date, or will the cut be retrospectively applied to those currently serving?
The clue is in the title. It is called a new joiners’ offer.

Commons ChamberI do not entirely accept what the hon. Gentleman says. My understanding is that we have been making positive progress, and that action has been taken through monitoring and removal on the beach since 2011. I am absolutely clear what the MOD’s responsibilities are in this matter. I look forward to meeting the hon. Gentleman later this week. I hope we can have a constructive approach to moving this issue forward.
