Commons ChamberLet me repeat your congratulations, Mr Deputy Speaker, to my right hon. Friend on resuming his chairmanship of the Select Committee. I look forward to working with him on that.
I know that my right hon. Friend and I have always differed on the nature of the Syrian campaign and that he has had reservations about it. He is right to recognise the difference in that we are not working with the Syrian regime. However, we do want to see Daesh driven out of Syria. It remains a threat—in Syria, to this country—and it needs to be defeated in Syria. But of course, as he says, we then need those parts of Syria returned to civilian control—a control that properly involves the Arab population as well as, in the north, the Kurdish elements. That is all part of the process that we are encouraging in Geneva. He is right that the solution lies in Arab-led governance.
I, too, thank the Defence Secretary for his statement and advance notice of it. Let me put on record the tribute of Scottish National party Members to the forces who have been involved, particularly in liberating Mosul to the extent that it has been. I also extend our congratulations to the right hon. Member for New Forest East (Dr Lewis) on his re-election as Chair of the Defence Committee.
Scottish National party Members, and indeed the whole House, will welcome the diminished status that Daesh now has. While there is a difference of opinion as to how to move that from a diminished status to being defeated, there is of course unanimity that defeated it must be.
There are two particular areas of concern that I would like the Defence Secretary to address. The first is the dramatic rise in civilian casualties in the past few weeks. In June alone, there was a 52% increase on May’s estimated figure of 529 to 744, according to Airwars, which he mentioned in response to the shadow Minister. Airwars claims that of the 1,350 UK personnel fighting Daesh, not one is permanently tasked with monitoring civilian casualties. Will he make a commitment to greater scrutiny and transparency on that, and will he ensure that there are dedicated monitoring and investigation mechanisms within Operation Shader for UK forces?
The second point—the Defence Secretary knows of my particular concern about this because I have written to him specifically about it—is about the operation in Syria itself. The 2015 mandate of this House was very clearly about targeting Daesh, and nobody else in Syria. I tried to get some clarity from him on this on Monday. I do not know whether he misunderstood my question, but I did not get the clarity I was seeking. Will he confirm that the 2015 mandate to target Daesh stands, and that the Government have no plans to expand that target to any other actor; and that if they do, as the US President seems to wish the United Kingdom to do, it will happen only on the back of a debate and vote of Members of this House?
I am grateful to the hon. Gentleman for the tribute he has paid to our armed forces. It is worth reminding the House that the Scottish nationalists voted against military action in both Iraq and Syria. It is all very well to say that they now welcome the fact that Daesh has been defeated in Iraq, but how much longer would Daesh have continued to behead people, to shoot people and to throw gays off buildings without air power, including British air power, and without the involvement of 68 countries around the world, but not the support of the Scottish nationalists? He should reflect on that.
We work with Airwars when it has allegations and suspects that there might have been British aircraft in the air at the time in question. We look at that information and investigate it. So far we have not found any evidence of civilian casualties being caused by a British strike, but we continue to work with Airwars, and if it has fresh evidence it should put it to us and we will investigate it. As I indicated, we also carry out what is called a battle damage assessment after any strike to see exactly what effect it has had and whether there is any risk that there may have been casualties.
The hon. Gentleman is right to point to the increase in civilian casualties in the final weeks of the battle in west Mosul. It is a highly compact and densely populated city, and Daesh pushed civilians into buildings, held them hostage and shot them if they tried to escape. This was intense urban warfare of a type that we have not been involved in since probably the second world war—a very complex military operation. However, it would not have been easier if it had been extended and we had let it drift on for months. The job had to be done, and I pay tribute to those involved in it, including our pilots for their skill and precision alongside the rest of the coalition.
Finally, the hon. Gentleman asked about Syria, as he did on Monday. He has also written to me about it—I have in fact replied to him; I signed the letter yesterday, but he may not have had it yet. It certainly gives clarity on the point that he raised with me.

Commons ChamberNATO is, as my right hon. Friend knows, a defensive alliance and these deployments are defensive in nature. It is important in respect of Russia that we explain these deployments and the purpose of them, and we are transparent about the number of personnel and the units involved. To that end, we already have machinery in place whereby our vice-chief of the defence staff has regular discussions with his opposite number to explain the deployments and ensure that there is no misunderstanding about them.
As this is the first Defence questions of the new Parliament, may I begin by putting on record the Scottish National party’s welcome for the announcement on Type 26s, and also welcome the fact that Scotland is, of course, the only part of the UK that can build these complex ships?
On the issue of cyber, what is the Secretary of State’s assessment of what the President of America tweeted at the weekend on the idea of an impenetrable cyber security unit? What would that mean for a country such as Estonia, for NATO, and for the United Kingdom?
My hon. Friend is right that the military campaign up the Tigris and along the Euphrates is just part of the strategy. We need to continue disrupting Daesh’s online propaganda. We need to target its senior leadership and undermine its finances. The military campaign has to be combined, and seen as part of a broader coalition campaign to undermine this evil organisation and make sure that it never comes back.
Both the Defence and Foreign Secretaries seem to have suggested that UK forces may target others in Syria beyond the mandate that was given in this House in December 2015—namely, the Assad regime. Will the Secretary of State confirm that if he is to deviate from that mandate, it will only happen after a full debate and vote in this House?
I can confirm that our target in Syria is Daesh. Our strikes are in and around Raqqa and other Daesh areas, including Deir ez-Zor, that Daesh continues to hold. It is not our aim to collaborate with either the regime or indeed its principal sponsor, Russia.

The hon. Gentleman will have to wait and see what emerges from the national shipbuilding strategy. The intent is that by having a more affordable design we are able to do some of the less high-tempo tasks that the Type 26 will undertake. That should allow the Royal Navy to have more than five frigates. I can confirm that the intent is to replace the Type 23s on a like-for-like basis as between the Type 26 and the general purpose frigate, with the potential for there to be more. He will have to wait to see what emerges from the national shipbuilding strategy with regard to the timetable and the location.
As ever at this time of year, there is much reminiscing over the UK’s defeat of Argentina. Given that that took a taskforce of 42 Royal Navy ships, does the Minister really expect us to believe that a fleet of 19 frigates and destroyers is sufficient for a Navy with the strategic ambitions outlined in the 2015 SDSR?
I remind the hon. Gentleman that part of the strategic ambition is fulfilled by the two primary battlegroup capabilities: continuous at-sea deterrence and the continuous carrier capability. I can absolutely reassure him that the military assets in place on and around the Falklands are of an order of magnitude greater than they have been in previous times, particularly compared with 1982, so the notion of having to send a flotilla of the type that was sent at that time would not be required in the event of a threat to the Falklands today.

My understanding is that we have been making positive progress, and that action has been taken through monitoring and removal on the beach since 2011. I am absolutely clear what the MOD’s responsibilities are in this matter. I look forward to meeting the hon. Gentleman later this week. I hope we can have a constructive approach to moving this issue forward.
9. Where he expects the Type 31 general purpose frigate to be built.
The new light general purpose frigate will be crucial to the longer-term future of the UK’s warship-building industry and will form a central part of the national shipbuilding strategy, which is due to be published later this year. No decision is expected to be made on the build location until the programme has further matured.
Given the expectations raised by the Government following the strategic defence and security review, that answer is most unwelcome. Does the Minister not agree with me—I may be biased as a Glasgow MP—that, given that the finest ships anywhere in the world were built on the Clyde, it would be the perfect location for this building to take place?
To date, £3.5 billion has been spent on the aircraft carrier programme in Scotland. In 2014, we placed a £348 million contract for three offshore patrol vessels, helping to sustain 800 Scottish jobs, and helping, too, to secure the skills for the eight Type 26 global combat ships planned to be constructed on the Clyde. The general purpose frigates may also be built on the Clyde, but it is too early to commit to a decision.

Commons ChamberThat intervention goes to the heart of the subject matter and its complexity. Domestic abuse is a huge issue in military life, as it is in many other aspects of ordinary life. I am sure the Minister will take that on board in replying to the debate.
When contextualised, the figures I mentioned show that 12,000 military children and young people may have a problem with their mental health. In addition, research from the USA shows that there is an 11% increase in the number of children and young people who access mental health services when one or both parents are deployed into combat.
The issue of young carers in the military family requires further explanation. They are typically aged between five and 24 and help to look after a relative with a condition such as a disability, an illness, a mental health condition or a drug or alcohol problem, who is serving, or has served, in the armed forces. We are talking about a condition or disability that, in all likelihood, may have appeared during active service.
Why do we need to support these carers? Some 13,000 of the UK’s young carers care for more than 50 hours a week. Young adult carers aged between 16 and 18 are twice as likely to be not in education, employment, or training. Figures from the MOD show that 2,130 military personnel were severely or very severely physically injured between 2001 and 2014 in combat action, and the relevant current ratio is one child per nearly two and a half veterans—that cannot be maintained. MOD figures also show an increase of 19% in the number of veterans being diagnosed with post-traumatic stress disorder from 2013, with the relevant estimated ratio being one military dependant child to nearly two and a half veterans. The impact on children and young people must be recognised, not only by the House, but in policy and in its implementation to improve their lives.
As a Scottish constituency Member, I am mindful of the ongoing and leading work being undertaken in Scotland. Along with my colleagues, I am grateful to the leadership of our Government in Edinburgh and the Cabinet Secretary for Infrastructure, Investment and Cities, Keith Brown, who has responsibility for veterans and is a veteran himself. This has been crucial in the appointment of the Scottish Veterans Commissioner, whose “Transition in Scotland” report of 27 March highlighted the myriad issues that have an impact on those in military service and their families. Like the Scottish Veterans Commissioner, I welcome the steps taken by the MOD in implementing some of the Ashcroft review recommendations.
My hon. Friend rightly mentions the Scottish Government’s role in trying to deal with the complexity of these issues, and other hon. Members have mentioned the role of third sector organisations in their constituencies. In my constituency, Cathcart old parish church has set up a veterans centre to support veterans and their families. Does he agree that the churches are equally as crucial in helping to deal with the complexity of the problems that military personnel and their families face?
My hon. Friend is correct in what he says. Not just faith organisations, but voluntary third sector organisations the length and breadth of these islands play a crucial role in the support provided to veterans and their families.
I am hopeful that the MOD recognises that as a Member of this House representing a Scottish constituency, I feel that there is little or no acknowledgment of the challenges facing service personnel and their families outside England, in terms of the policy context. This debate offers the opportunity for the Government to rectify the position in which they find themselves; they seem to be lacking in knowledge of the services in not only Scotland, but Wales and Northern Ireland, as I am sure my hon. Friend the Member for Strangford (Jim Shannon) would agree.
I can at least take some comfort from the fact that the Secretary of State, and perhaps even the Minister, will meet my colleague the Cabinet Secretary shortly to discuss matters of common interest. I hope that, given the opportunity, the Secretary of State will use the occasion to advise the Department of the differing approaches in differing jurisdictions, which may offer some comfort and support to children, young people and young carers in families of military personnel and veterans.
Critically, I ask the Minister to consider the recommendation of the Ashcroft review and other MOD documents that are based predominantly on policy and service delivery models found in England and Wales, to the exclusion of those service families choosing to settle in Scotland or in Northern Ireland. The Ministry must recognise the differing policy geography in which it and the service families find themselves, especially in relation to housing, healthcare, employment, social care and education, which all have an impact on children in the military family. The sooner that is recognised, the sooner children across the services will reap the benefits of a transition from military life to civilian life when a parent ends their military career through discharge or, yes, through redundancy.
I am grateful to the organisations and individuals who have informed this debate, and, based on their recommendations, I leave plausible opportunities for the UK Government to improve the support offered to children, young people and young carers of military personnel and veterans. They include: supporting further research to understand service children and young people across the UK not in a silo, but in partnership with devolved Governments; utilising strengths within our military and civilian communities, critically learning from the other devolved Administrations, including Scotland; supporting military young carers to maintain good academic and emotional health and well-being outcomes, critically linking with differing policy approaches such as Curriculum for Excellence in Scotland, which leads the way in a more person-centred approach; and considering the creation of digital health passports to support health transition through the child’s military journey, reducing the times a child has to tell their health story to the NHS.

Commons Chamber18. What recent assessment he has made of the effectiveness of the UK’s military co-operation with the Government of Saudi Arabia.
The UK has a long-standing relationship with the Kingdom of Saudi Arabia, which is a key strategic partner of ours. I spoke with its Defence Minister, the deputy crown prince, only last week. Our co-operation helps to keep Britain safe from terrorism.
At that meeting, did the Secretary of State highlight the fact that last year 90 people were executed in Saudi Arabia and that figure was reached by the end of May for this year? Sweden has dropped its memorandum of understanding on defence co-operation over the mistreatment of the Saudi blogger Raif Badawi and other human rights concerns. When will we see some urgency and action from the Secretary of State?
We do raise these cases at most senior levels with the Government of Saudi Arabia and we maintain a regular dialogue with them on a range of human rights issues. We strongly support the right to freedom of religion and belief. But let me be very clear: our relationship with Saudi Arabia is of long standing. It is based on a number of different pillars—trade, economy, education, defence, culture and security—and there is no other middle east country in which we have such a diverse and important set of interests to maintain.
