Commons ChamberIn my last topical statement, I spoke about the unacceptable rise in antisemitism and hostility towards the Jewish community since 7 October, and I am updating the House on what further action I can take to promote social cohesion. The Equality Act 2010 is a shield against discrimination, and the public sector equality duty is part of that shield. It is particularly important that all public authorities take the duty seriously. To ensure that they understand how to comply with the duty, I will be publishing updated guidance shortly. I will then write to leaders of public authorities that have a key role in promoting social cohesion, to show how they can foster good relations, promote equality of opportunity and eliminate unlawful discrimination.
I thank the Minister for that answer. As the Women’s Budget Group has rightly pointed out, women are more reliant on benefits, due to care-giving roles, and they have been disproportionately impacted by regressive social security changes since 2010. What consideration has the Minister given to the abolition of the poverty-inducing benefit cap and the hated two-child limit, to prevent further poverty and destitution among women and children, and will she raise that matter with her Cabinet colleagues?
The hon. Gentleman will know that we disagree with the propositions that he has set out, and we have said so time and again at this Dispatch Box. We believe that the two-child policy is important. We know that there is a cost of living crisis caused by rising energy costs and the war in Ukraine, which was caused by Russia. The Government are doing everything we can to limit the impact on households.

Commons ChamberSince the barbaric terrorist acts by Hamas against Israel on 7 October and the subsequent conflict in the region, the Government have been monitoring the situation very closely. The UK supports Israel’s legitimate right to defend itself and take action against terrorism, provided that that is within the bounds of international humanitarian law. Export licences are kept under careful and continual review as standard, and we are able to amend licences or refuse new licence applications if they are inconsistent with the strategic export licensing criteria.
I do not believe that is something that I am able to do or should do. I can tell the hon. and learned Lady that last year we granted 114 standard individual export licences for military goods valued at £42 million to Israel. If there is a specific issue that she would like to highlight, we are prepared to look at it, but she will know that security and defence exports are not necessarily best discussed on the Floor of the House or in public, for obvious reasons.
A state that supplies military equipment that is used in the commission of violations of international humanitarian law is at risk of complicity in a humanitarian catastrophe. In continuing with those licences and supplying UK arms to Israel, what assessment does the Secretary of State make of the potential for UK Government complicity, if Israel is found to have committed war crimes in Gaza by the ongoing International Criminal Court investigation?
I am quite surprised that there is not a word of condemnation, and the implication that the UK is complicit is really not the sort of thing we would expect from a British Member of Parliament in this House. I completely disagree with the premise of the hon. Gentleman’s question. The Government take our defence export responsibilities extremely seriously and operate some of the most robust and transparent export controls in the world.

Commons ChamberIn March, the Secretary of State for Levelling Up, Housing and Communities announced that Blackpool would be a transformational regeneration place, which means that the Government will partner with Blackpool to address social inequalities, improve productivity and deliver co-ordinated cross-Government support for local priorities. We have already announced measures to support that, including cracking down on rogue landlords and Homes England partnering with Blackpool Council to find exciting new opportunities for regeneration.

Commons ChamberThat is an interesting suggestion. I believe that information like that exists. I am happy to meet my hon. Friend to discuss the issue further, to understand exactly what it is that he is looking for and see if we can do something to produce information like that.
With data showing that only one in 10 lower earners can work from home and that 69% of low earners are women, women have clearly started this crisis from a position of economic disadvantage. In many areas they have led the fight against coronavirus, but millions of women are stuck in low-paid and insecure jobs. Why, then, according to Business in the Community, have the Government chosen to exempt companies from having to file any gender pay gap data this year, resulting in only half of businesses actually doing so?
The reason we suspended gender pay gap reporting is that it was right in the middle of the pandemic and we wanted to reduce burdens on businesses that were facing an unprecedented situation. We were not going to put any additional burdens on them. Companies that are able to do so can continue to carry out their gender pay gap reporting, but I remind the hon. Gentleman that this review is about those who are affected most disproportionately medically, and at the moment that is actually men, not women.
