Commons ChamberThe Government have never fully accepted their responsibility for failings in the building fire safety regulations. The lack of clarity in those regulations was identified by the coroner at the inquest following the fatal Lakanal House fire as long ago as 2013, but Ministers failed to act. That lack of clarity meant that fire safety tests on cladding and insulation combinations were unreliable. Builders, developers, architects, planners—none of them knew with any certainty whether materials, or combinations of materials, were safe or complied with the regulations when they went up on buildings. A series of Ministers who were directly responsible for the failure to correct the problem were later rewarded with promotions, including to the Cabinet. That tells the victims’ families that this Government do not care, when Ministers are rewarded for such serious errors of judgment.
The Government have now announced, belatedly, a partial ban on flammable cladding on some new buildings, but they are still allowing it to go up on schools, hospitals and residential blocks less than six storeys high, and on hotels. I cannot imagine a single parent who would be happy to know that their child’s school was covered in flammable cladding, but the Government do not seem to think that it is a problem.
The former Prime Minister, the right hon. Member for Maidenhead (Mrs May), rightly expressed and echoed concerns that fire safety issues raised by Grenfell Tower residents had been ignored. How much more shocking, then, that we continue to ignore issues raised by thousands of families who are still living in blocks covered in flammable cladding today. That is, quite simply, negligence on a grand scale.
The Government’s main objective throughout all this seems to have been to absolve themselves of blame, not to right the wrongs for which they are responsible. Far too many people are still stranded in potentially dangerous homes, facing bills that they cannot afford to pay for failures that have absolutely nothing to do with them, and that is simply not acceptable. I am left wondering, the victims are left wondering, and thousands of people living in accommodation of this type are left wondering what more needs to happen before this negligent Government finally take the necessary action to keep every home safe from the kind of tragedy that so horrifically destroyed 72 lives at Grenfell Tower.

Commons ChamberMy hon. Friend has raised an important issue, and he will have seen from the reaction across the House the concern that people have about it. As I have said previously, we send our deepest sympathies to the families of the victims. I can see why my hon. Friend has raised this as a matter of concern. I understand that the Ministry of Justice is making a number of changes to ensure that there is more support for bereaved families, and we are committed to simplifying the process for applying for exceptional case funding, but I will make sure that the Ministry of Justice meets my hon. Friend to discuss the issue further.
The whole country has been shocked by the brutal murder of the pregnant mum Kelly Mary Fauvrelle in my constituency at the weekend and the subsequent death of her baby Riley, which was announced this morning. The police now believe that it may have been a random attack by someone unknown to the family. If the Government have been acting on knife crime, it is not working, so what further action will the Prime Minister now take to stop the terrifying increase in the use of knives on our streets?
We were all shocked when we saw the terrible act that, sadly, led to the death of Kelly Mary Fauvrelle. Of course, as the hon. Gentleman said, the baby inside her sadly died this morning. The question of knife crime is one I did refer to earlier. We are taking action in a number of ways. We will continue to work, and work with the Mayor of London, on the action that can be taken across London on this issue, but this is something that requires a multifaceted approach; it is about the whole of society. Yes, we look at giving police the right powers—we have done that—but we also need to look at how we can ensure that young people particularly do not feel the need to carry knives and that we deal with the criminal gangs and the drugs that are often behind these terrible acts of violence that take place.

Commons ChamberThere is no attempt to hold anything up. The Government are very determined that we need to make progress, not least because of the two-year deadline under article 50 and the importance to our businesses of leaving the EU in an orderly manner with a withdrawal agreement. The group to which my hon. Friend refers has been meeting my right hon. Friend the Secretary of State for Exiting the European Union. Those talks continue.
Two issues were raised there. On the point about access to a Member of Parliament, there is no excuse for any organisation or individual to try to stop a constituent approaching their Member of Parliament. While this is ultimately a matter for you, Mr Speaker, there have been previous occasions when such attempts have been ruled as a contempt of Parliament, so I hope that message will go back. On the substantive point about the operation of the contracts, clearly the contract would have been let by the relevant part of the NHS, but the Health Secretary has indicated to me that he is very willing to sit down with the hon. Gentleman to talk through the details.

Commons ChamberFor all that Tessa achieved on the national and international stage, she never forgot the local. It was as a local campaigner and politician that I first knew Tessa, when I was leader of the opposition and then of the council in Lambeth, where she was one of our fantastic local MPs. Whether it was the young people, like Solomon and his friends who set up the Brixton Soup Kitchen, or the women—it usually was women, formidable, generous women—who were running the residents associations on the estates she represented, or the parents she worked with to set up the country’s first parent-promoted secondary school, the Elmgreen School in West Norwood, Tessa’s love was with people and the communities they were part of.
Yesterday I spoke with Andy Troke, who for 20 years was Tessa’s organiser in Dulwich and West Norwood. Andy said to me that a very important part of Tessa’s legacy is that there is a little bit of Tessa in thousands of us around south London and around the country. We have been inspired by her vision, her passion, her love and her empathy, and we will take that legacy forward. As fantastic as Sure Start is and as the Olympics were, those people are Tessa’s legacy.
Tessa did me the enormous honour of asking me to chair her mayoral bid—not with enormous success, it has to be said. It is funny how things work out sometimes, because instead of sitting in City Hall, she spent the past two years with her family. Who could begrudge them the precious, treasured moments that they spent together in what turned out to be her last two years?
If I may, I would like to address my final comments to Tessa’s family. Thank you for sharing Tessa with us. Today, we stand with you in love and respect for this remarkable woman.
Before 2010, the current Secretary of State for Health and Social Care shadowed Tessa Jowell, and Tessa later came to shadow him, so I think it is fitting that the final words in these exchanges should go to the Secretary of State for Health and Social Care.

Commons ChamberI was very pleased to meet my right hon. Friend and, indeed, my hon. Friend the Member for Eastleigh (Mims Davies) to discuss this issue. I recognise that the lives of many individuals have been affected by this. There are very powerful stories of these individuals. I know this has been a concern across the whole House. The concerns raised by campaign groups about not just Primodos, but issues such as vaginal mesh and sodium valproate, have highlighted that there is an issue with our regulatory and healthcare system, and we are determined to address it. I have been clear that we need to do better. I was very struck by the powerful stories I heard. We need to see a faster, more understanding response when patients raise concerns. If my right hon. Friend can be a little patient, my right hon. Friend the Secretary of State for Health will be making a statement to the House this afternoon to set out his plans for a review of these issues.
Over the years, under both Labour and Conservative Governments, building regulations and enforcement have obviously been looked at, and the arrangements in relation to enforcement were in fact changed by the last Labour Government. What we did immediately following the appalling fire at Grenfell Tower was to ensure that all those involved—local authorities and others—worked with their fire authorities to inspect towers and look at the cladding. There are issues about not just the cladding, because this is also about how it is affixed to buildings. Action was taken by local fire authorities in the areas where they thought that was necessary, which was why in Camden, for example, people had to leave their tower block while action was taken. My right hon. Friend the Housing Secretary has put in place a review of the regulations. It was urgently put in place, and action is being taken as a result of that review.

Commons ChamberI thank my hon. Friend for raising that important issue, which I know he has been working on for some time. He is absolutely right to identify circumstances where websites are acting in that way and causing those problems for people who genuinely believe that they are able to buy tickets for what they wish to attend. I understand that he recently met my right hon. Friend the Minister for Digital and Culture to discuss the issue. As my hon. Friend will be aware, the Consumer Rights Act 2015 introduced new rules on ticketing and a review of online ticket sales. The Department for Culture, Media and Sport will shortly respond to the independent report by Professor Michael Waterson on this issue, but as a Government we are looking at the general issue of where markets are not working in the interest of consumers.
I am happy to welcome the new hon. Member for Stoke-on-Trent Central (Gareth Snell) to this House.
It is precisely because of concern about how various people were being treated within our public services that last year I introduced a racial audit of the disparity of treatment within public services. As Home Secretary, I saw this when I looked at the way that people, particularly black people with mental health issues, were being dealt with by the police and in various forms of detention. That is exactly the sort of issue that we are looking at. I am very happy for the hon. Member for Croydon North (Mr Reed) to write to me with the details of the particular issue that he set out.

Commons ChamberQ10. Does the Prime Minister agree that the £11.5 million wasted on a botched and abandoned reorganisation of south-west London’s NHS services would have been better spent providing more GPs so that my constituents do not have to wait over two weeks to see a doctor?
The hon. Gentleman mentions waiting times, so let me remind him that when this Government came into office there were 18,000 people waiting longer than a year. That number is down to 500, and that is because we have run the health service and the economy effectively. The reorganisation that took place in the NHS was about getting rid of bureaucracy. There are now 20,000 fewer administrators, 6,000 more doctors and 3,000 more nurses. That is a record we can be proud of.

Commons Chamber1. What recent discussions he has had with the Secretary of State for Justice on bringing forward proposals to repeal the Human Rights Act 1998.
I have frequent discussions with the Justice Secretary about a range of topics. However, the present Government have no current plans to repeal the Human Rights Act. The Justice Secretary has indicated that in the new year the Conservative party will publish a draft Bill of Rights to replace the Human Rights Act. Such a Bill may not be adopted until there is a majority Conservative Government.
Is the Attorney-General aware that the Human Rights Act is one of the few ways in which the victims of crime can hold police and prosecutors to account for failure to investigate and prosecute? If so, does he agree that the desire of many of his colleagues to repeal it would represent a serious backwards step for the victims of crime?
I certainly endorse what the hon. Gentleman says—that the Human Rights Act is a mechanism through which victims of crime may seek redress. He is right about that, but there is no reason to suppose that if it were to be replaced by a Bill of Rights, that right would necessarily be removed.
